dear alan,

have just spoken with peggy.

(1) cp's pc on tuesday is not yet within the election regime as its procedure for
selection of candidate is still incomplete.

(2) however, your article in ming pao may amount to a declaration of intention to
stand and as such may be caught by the rules on "election advertisement". while
there is no expenses involved, and its publication was a matter for ming pao, you
may have to submit a copy of that to the electoral affairs office within 7 days.
i suggest you ask alfred to look into this and advise you.

(3) peggy drew my attention to ming pao's report of what r. hui did at the dinner
you told me about. she warned that this sort of thing may get us into trouble
since electors were present and this may either be argued to be election expenses
or worse. she advised that as soon as anyone said what hui said, you should there
and then make a clear disclaimer. e.g. "please don't joke! nothing of the sort.
let's leave this sort of thing out." thereafter, do not respond to any leading
question on this matter. of course you can't stop hui or anyone doing what they
choose. i think this is very practical good advice.

peggy also told me that for 2007, only the draft regulations are available.
however, she can get hold of the 2005 set and between the two we can get a pretty
clear idea.
