The Constitution can be changed both formally and informally. A.

Formal methods include: Proposal by 2/3rds vote in both houses of Congress and ratified by legislatures in 3/4ths of the states. Proposed by national convention called by Congress at the request of 2/3rds of the state legislatures and ratified by conventions in 3/4ths of the states.

The Constitution has changed informally by Judicial Review such as in the case of Marbury vs. Madison. The Elastic clause has been used to change the Constitution informally also as in when the National Bank was established. Political customs and traditions have also changed the Constitution informally such as the President having a cabinet.

C. It is much easier to change the Constitution informally and that is why it is used more often. Typically it is much easier than going through the formal steps of proposing and ratifying and is a lot quicker obviously.
