There is a controller for each pack.

Controller regulates the pack’s discharge temperature through the PACK FLOW CONTROL
VALVE, the TURBINE BYPASS VALVE and the RAM AIR INLET FLAP (closed during take off and landing to avoid damages due
to debris. During take off it is closed when take off power is set and there is weight on wheels. During landing it is closed when weight
on wheels is detected and speed is at or above 70 knots. It re-opens 20” after speed has decreased below 70 knots).
