I. National Anthem

The singing of the National Anthem was led by SK BAIS CITY President RHEY LOURENCE
SAYCON.

II. Prayer

SK BINDOY President KEVIN RODIR GADOR said a prayer to bless the meeting and for the new
SK Federation of Negros Oriental to be guided with the aid of the Almighty.

III. Provincial Hymn

Since no SK President present knew how to sing the Provincial Hymn, SK SANTA CATALINA
President JOANNE NUICO led in the reciting of the lyrics.

IV. Call to Order

SK Federation President SCOTT WAYNE HUSAIN of LA LIBERTAD called the meeting to order at
3:30 p.m. Since the newly elected Secretary, SK BINDOY President JEZZA DAYAHAN was absent,
SK Federation President SCOTT WAYNE HUSAIN appointed MICHAEL OCAMPO, Executive
Secretary from the Office of the 1st Congressional District Representative to be the Acting
Secretary and to take the minutes of the meeting.

V. Determination of Quorum

SK Federation President SCOTT WAYNE HUSAIN instructed Mr. Ocampo to take the roll call of
the Sangguniang Kabataan Federation of Negros Oriental.

Based on the 2001 SK KATIPUNAN NG KABATAAN AND SANGGUNIANG KABATAAN


CONSTITUTION AND BY-LAWS Article XIII Section 9.2.) For the Panlalawigan Pederasyon, one-
third (1/3) of the total number of members shall constitute the quorum.

Since there are 25 members of the Negros Oriental Provincial SK Federation, one-third (1/3) of
25 is equal to 8.33 or at least 9 members have to be present to constitute a quorum in order to
conduct official business.

Having eleven (11) members present, Mr. Ocampo declared a quorum was established .

VI. New Business

1. Basics of Robert’s Rule of Order

Since this was the very first official meeting after elections, SK Federation President
SCOTT WAYNE HUSAIN briefed the members proper protocol in conducting meetings
based on Robert’s Rule of Order including the General Order of Agenda for Regular and
Special Meetings, Procedure in How to Make a Motion, Procedure on How to Amend a
Motion, Referral to Committee, Tabling a Motion, Removing a Motion from the Table
and Motion to Postpone.

SK Federation President SCOTT WAYNE HUSAIN encouraged all SK Presidents to also


follow the guidelines of Robert’s Rule of Order in all their regular and special meetings in
their respective localities for them to be guided properly and professionally.

MOTION

SK AMLAN President KIMBERLY DELA CRUZ motioned that the SK Provincial Secretariat
provide each SK President a copy of Robert’s Rule of Order for them to study further
and to share with their fellow SK Panlungsod and Pambayang, respectively.

2. DILG Memorandum Circular 2010-132

SK Federation President SCOTT WAYNE HUSAIN shared with the body DILG

Memorandum Circular No. 2010-132 dated November 19, 2010 and signed by DILG
Secretary Jesse M. Robredo regarding CONDUCT OF THE SANGGUNIANG KABATAAN
FEDERATION ELECTIONS AT ALL LEVELS.

SK Federation President SCOTT WAYNE HUSAIN quoted in the Memorandum


Circular:

“The conduct of the ISKOLAR-BOS shall be deferred. Taking its place is the conduct of an
orientation/briefing on the SK organizational structure and functions, where applicable;
and the responsibilities of Municipal, City, Provincial and National Officers prior to their
election on same day.”

SK Federation President SCOTT WAYNE HUSAIN stated that unfortunately the conduct
of an orientation/briefing did not occur as instructed by DILG Secretary Robredo and
that he took the liberty to research online and to provide the Federation a copy of the
Local Government Code Chapter VIII Sangguniang Kabataan and the 2001 Katipunan ng
Kabataan and Sangguniang Kabataan Constitution and By-Laws.

3. Local Government Code Chapter VIII, Chapter IX and Chapter X

SK Federation President SCOTT WAYNE HUSAIN reviewed with the body the
Local Government Code and Chapter VIII Sangguniang Kabataan, Sections 423 to 435,
Chapter IX Pederasyon ng mga Sangguniang Kabataan, Sections 436 to 437 and Chapter
X Linggo ng Kabataan, Section 439.

He pointed out that Chapter VIII is intended for the Sangguniang Kabataan in the
Barangay level and the Chapter IX is for the Sangguniang Kabataan Federation in the
Municipal, City and Provincial level.

He also stressed that in Section 437, Constitution and By-Laws, “…sangguniang kabataan
in all levels shall be governed by the constitution and by-laws of the pedersayon in
conformity with the provisions of this Code and national policies on youth.”

Therefore, under his administration, SK Federation President SCOTT WAYNE HUSAIN


will make sure that the Sangguniang Kabataan Federation of Negros Oriental will be
governed and guided accordingly based on the constitution and by-laws.

MOTION

SK AMLAN President KIMBERLY DELA CRUZ motioned that the SK Provincial Secretariat
provide each SK President a copy of Local Government Code Chapter VIII, Chapter IX and
Chapter X for them to study further and to share with their fellow SK Panlungsod and
Pambayang, respectively.

SK BAIS CITY President RHEY LOURENCE SAYCON seconded the motion.

4. SK Constitution and By-Laws

SK Federation President SCOTT WAYNE HUSAIN presented to the body The 2001
Katipunan ng Kabataan and Sangguniang Kabataan Constitution and By-Laws, its
Preamble and Articles I to XXIII.

SK Federation President SCOTT WAYNE HUSAIN noted in accordance with Article VII
THE LOCAL EXECUTIVE COMMITTEE Section 2. The officers of the Panmetropolitang,

Panlalawigang, Panlungsod and Pambayang Pederasyon to compose the Local Executive
Committee and to be elected are as follows:

1.) President;
2.) Vice President;
3.) Secretary;
4.) Treasurer;
5.) Auditor;
6.) PRO; and
7.) Sergeant-at-Arms

He further commented that the Election Committee Chaired by SK DUMAGUETE CITY


President CYRINE LEE MAPILI and Board of Election Supervisor JOFRALITO LORICO of
DILG Province of Negros Oriental as Chairman provided his office, a certified true copy
of the Certificate of Canvass and Proclamation of Winning Candidates of the recently
concluded Panlalawigan Pederasyon ng mga Sangguniang Kabataan Election held at
Plaza Ma. Luisa Suites Inn, Dumaguete City last December 10, 2010 at 9:00 AM.

For purposes of record, the following received the largest number of votes for their
respective position:

These elected officials will be members of the SK Provincial Executive Committee


(EXECOM) with their duties, responsibilities and functions outlined in Article IX of the
Constitution. During each Federation meeting, the EXECOM shall report to the body
matters affecting their respective positions.

SK Federation President SCOTT WAYNE HUSAIN stressed two important provisions in


Article VIII Powers and Functions of the Officers of the Pederasyon, Section 1.)

The first is e.)

The President will certify and endorse in consultation with the Local Executive
Committee all Panmetropolitang/Panlalawigang/Panlungsod/Pambayang activities as
the case may be which are participated directly or indirectly by Sangguniang Kabataan
officials at the different levels. Provided, that if the president will not certify and
endorse such activity, the accrued expenses of the participants during the said activity
cannot be charged to the Local Government Unit funds nor the Sangguniang Kabataan
funds; Provided further, that an activity needs the certification and endorsement of the:

1.) President of the Pambayang or Panlungsod na Pederasyon if it involves two (2)


Barangays within the municipality or city.

2.) President of the Panlalawigang Pederasyon if it involves two or more municipalities


and/or component cities within the province.

And the second is g.)

The SK pederasyon presidents have the power to suspend for thirty (30) days but not
more than sixty (60) days its members for not attending three (3) consecutive
meetings without written justifiable or reasonable cause with the consequence of
forfeiture of their monthly honorarium and compensation.

SK Federation President SCOTT WAYNE HUSAIN advised all Federation presidents to


have minutes recorded for every regular monthly meeting including special meetings,
duly approved and seconded by the body for proper documentation. He further advised
the federation that their respective local DILG office and Mayor be furnished copies of
their minutes.

In Article X, PROCEDURE FOR REVIEWING THE BUDGET Section 1.

(a) All SK budgets (barangay level) approved by a majority of the seven (7) members of a
particular SK shall be submitted to the Municipal/City Local Executive Committee (LEC)
or before the last working day of October of every year. The municipal and city SK LEC
shall review for approval and deliberate on the budget whether the same conforms with
the thrusts and policies of the national, provincial, city or municipal federations, before
the last working day of November every year. All approved budgets shall be certified as
approved by the President of the Pambayang or Panlungsod na Pederasyon ng
Sangguniang Kabataan as the case may be.

b) For the municipal and component city SK LEC, they shall submit the approved SK
budgets of the respective member SK to the office of the Panlalawigang Pederasyon for
their information and guidance.

c) All realignments in Barangay SK budgets should be submitted to the municipality/city


LECs for its review and shall be deliberated during the regular or special meetings of the
municipality/city LEC. The realignment approved by the municipal/city LEC shall be
certified as approved by the Pambayan/Panlungsod SK Pederasyon President, as the
case may be.

d) All the budgets and realignments should be deliberated and approved by the majority
of all members of the LEC concerned during its regular or special meeting.

Section 2. (a) All municipal federations and component city federations shall prepare
their own budget within the fiscal year and the same shall be submitted before the
provincial local executive committee for its deliberation, review and approval, to be
consistent with its thrust, policies and programs. All approved budgets shall be certified
as approved by the president of the Panlalawigang Pederasyon ng Sangguniang
Kabataan.

SK Federation President SCOTT WAYNE HUSAIN informed the body since SK elections
were held last October, most likely, most of the SK Barangay Councils have not yet
submitted their budgets for approval to their respective local SK Federation President.
He encourages that all federation presidents inform the SK Barangay Chairman to
coordinate with their local LGU budget officer and planning officer for the speedy
approval of their budget and that their allocation will be based on ARTICLE XI of the SK
Constitution which states the following:

ALLOCATION OF SK FUNDS Section 1. The budget submitted for review to the


Pambayang, Panlungsod and Panlalawigang Pederasyon should include allocation for
the following with their prescribed percentages:

1.1. Green Brigade 10% (ENVIRONMENT)


1.2. Livelihood 10% (LIVELIHOOD)

1.3. Capability Building 10% (EDUCATION)
1.4. Anti drug abuse campaign 10% (HEALTH)

Section 2. Fifty eight (58%) percent shall be allocated by the SK for the following
concerns:

2.1. Education Services and Moral Recovery Program


2.2. Health Services and Adolescent Reproductive Health Program
2.3. Disaster Coordination and Calamity Management
2.4. Sports Development Activities
2.5. Community Immersion
2.6. Infrastructure projects
2.7. Legislative work and Involvement
2.8. Other Development Programs vital for the youth

Section 3. Annual Dues. 2% of the SK Fund in the Barangay shall automatically be


appropriated for annual dues. Out of the 2%
3.1. In case of the Barangay SK’s in the municipalities or component cities:

40% goes to the Pambayang Pederasyon


20% goes to the Panlalawigang Pederasyon
20% goes to the Regional Council
20% goes to the Pambansang Pederasyon

3.2. In the case of the Barangay SK’s in the Highly Urbanized Cities and
Independent Component Cities:

50% goes to the Panlungsod na Pederasyon


25% goes to the Regional Council
25% goes to the Pambansang Pederasyon

SK Federation President SCOTT WAYNE HUSAIN reiterated that budgeting of priority


programs and projects should be based under the categories provided in the
Constitution and encourages the Federation to make sure that sound fiscal planning be
practiced and utilized in the implementation.

Furthermore, after each project, Statement of Expenses with proper liquidations should
be submitted no more than a month upon completion to the SK Treasurer for
accounting.

The SK Auditor will inspect the accounts from the Treasurer and give comments and
observations based on the propriety of the financial transactions and compliance to the
generally accepted government auditing rules and regulations .

MOTION

SK BAIS CITY President RHEY LOURENCE SAYCON motioned that the Sangguniang
Kabataan in the Provincial, City, Municipal and Barangay levels practice sound fiscal
planning and budgeting based on Section XI of the SK Constitution.

SK Federation President SCOTT WAYNE HUSAIN mentions the importance of Article XIII
Meetings and Quorums Section 6.:

(1) The Panmetropolitang, Panlalawigang, Panlungsod and Pambayang Pederasyon shall


be convened at least once a month, at the time and place specified by the Pederasyon
concerned.

(2) Special Meetings of the Pederasyon can be called by at least 1/3 of its members by
giving a written notice to all the members thereof, of date, time, place and agenda at
least five (5) days before the meeting, in the case of the Panlalawigan, Panlungsod or
Pambayang Pederasyon.

MOTION

SK BASAY President MARY GRACE DELOS REYES motioned that the Sangguniang
Kabataan Federation of Negros Oriental will hold its regular meeting every last Sunday
of the Month at 2 PM at the Mayor’s League Office, Legislative Building, Capitol Area,
Dumaguete City, Negros Oriental.

SK JIMALALUD President RICO GORDONCILLO seconded the motion.

A. SK Federation President SCOTT WAYNE HUSAIN presented the following as the

a. SEPAK TAKRAW TOURNAMENT (MARCH)

SK Federation President SCOTT WAYNE HUSAIN proposes that a Provincial


Sepak Takraw Tournament be held in the last week of March. Sepak Takraw or
“kick-volleyball” has been growing in popularity and most of the LGUs in the
Province already has its own team.

b. GRAPHIC ARTS EXPO (APRIL)

Inspired by the many talented youth in the Province who are good in sketching
Anime and Manga comics, SK Federation President SCOTT WAYNE HUSAIN
proposes a Graphic Arts Expo in April to encourage these talented youths to go
beyond their limits and maybe even be hired as professional inkers, pencilers,
painters and colorists in the comic book industry.

c. FLORES DE MAYO (MAY)

In coordination with the Provincial Tourism Office, SK Federation President


SCOTT WAYNE HUSAIN proposes A Grand Flores de Mayo that will showcase
chosen sagalas of each respective SK Federation in a procession around the
Provincial Capital that will culminate in a Rigodon Royal de Negros.

d. MEDICAL MISSIONS (MAY & OCTOBER)

To fulfil the basic medical needs of indigents in far-flung barangays of the


Province, SK Federation President SCOTT WAYNE HUSAIN proposes a series of
medical mission in coordination with the District Hospitals and the
Congressional representatives.

e. ANTI-SMOKING CAMPAIGN (JUNE)

In full support of the No-Smoking Month of June, SK Federation President


SCOTT WAYNE HUSAIN proposes a major Anti-Smoking Campaign that will
educate the general public through massive information dissemination and
awareness of Provincial Ordinance No.6 , otherwise known as the “Smoking
Prohibition Ordinance of Negros Oriental,” authored by Board Member Marcelo
Adanza. He noted that it is only Amlan and Zamboanguita who worked very
hard to have their municipalities declared “Smoke-Free” and congratulates
them in all their efforts in providing a healthy environment for their
constituents.

f. BAMBOO PLANTING (JUNE)

In line with Environment Month, SK Federation President SCOTT WAYNE


HUSAIN proposes bamboo planting along riverbanks in Negros Oriental that are
prone to flooding and disaster. He proposes that each City and Municipal SK
Federation prioritize river areas that have been known to cause danger to life
and property. He gave special mention to Pinocawan River in Vallehermoso, the
Siaton River in Siaton, the Okoy River in Sibulan and the Calo River in San Jose.

g. SOYA MILK AND PISO PANDESAL (JULY)

In 2010, Negros Oriental garnered the highest malnutrition prevalence rate in


Central Visayas with Vallehermoso, Guihulngan City, Mabinay and Tayasan
ranking the highest. SK Federation President SCOTT WAYNE HUSAIN proposes a

program that has helped his hometown of La Libertad combat malnutrition. The
Free Soya Milk and Piso Pandesal program for day care and elementary school
students aims not only to promote good nutrition to the malnourished but also
to provide a small livelihood for farmers to plant soya beans where the LGU can
purchase it from.

h. SK FOOD CARTS_(AUGUST)

SK Federation President SCOTT WAYNE HUSAIN proposes food carts to be


awarded to deserving out-of-school and underprivileged youths for cooking and
selling street-food like tempura, fishball, hamburger and hotdogs. Beneficiaries
have to attend a business seminar first and a counter-parting system will
determine recipients.

i. YOUTH BUSINESS PROPOSAL COMPETITION (AUGUST)

In coordination with the Negros Oriental Chamber of Commerce and the


Department of Trade & Industry, SK Federation President SCOTT WAYNE
HUSAIN proposes a Youth Business Proposal Competition in which individuals
and groups accompanied by their faculty/teacher will defend in front of a
distinguished panel of judges their proposed business plans. Cash prizes
equivalent to seed money will be awarded to the winners. Categories for the
business proposals should be related to Agri-Business, Eco-Friendly Retail Items.

j. REYNA BALYENA_(SEPTEMBER)

First conceptualized by the SK Federation of Guihulngan City, Reyna Balyena


(Queen of Whales) helps to promote the plight of cetaceans living along the
Tanon Strait through horizontally-challenged representatives. SK Federation
President SCOTT WAYNE HUSAIN says this crowd-drawing event is more of a
fund-raiser for the federation in line with the various activities of Tourism
Month.

k. PROJECT R.E.A.D. (NOVEMBER)

SK Federation President SCOTT WAYNE HUSAIN proposes Project R.E.A.D.


(RURAL EDUCTION AND DEVELOPMENT) which will help promote reading and
appreciation of books in the day care centers of Negros Oriental in line with
Book Month in November. Children’s books will be distributed to day care
centers throughout the Province for young children to jumpstart their learning
and cognitive skills.

l. EDUCATION EXPO (DECEMBER)

To help encourage high school students pursue a degree in higher education, SK


Federation President SCOTT WAYNE HUSAIN proposes a one week Education
Expo in which trade schools, colleges and universities in Negros Oriental as well
as the Visayas Region will be invited to exhibit their course offerings, plans,
programs and scholarship opportunities to high school students in all levels.
Daily lectures on choosing the right academic course and career paths will be
given as well as getting higher grades. Other institutions like the Philippine
Military Academy (PMA) and the University of the Philippines will also be invited
to showcase and exhibit their programs.

m. PROVINCIAL SK CONVENTION (DECEMBER)

In line with Linggo ng Kabataan, SK Federation President SCOTT WAYNE

HUSAIN proposes that the SK Federation of Negros Oriental hold a one day SK
Convention to give a year- end report and award the best performing SK
Barangay/Municipality/City in the Province. A special President’s Best Practice
Award will be given to the SK Barangay whose project has created a major
impact on the youth in their area.

MOTION

SK BAIS CITY President RHEY LOURENCE SAYCON motioned that the above-mentioned
proposed monthly activities presented by SK Federation President SCOTT WAYNE
HUSAIN be approved for implementation and be fully supported by the entire
Sangguniang Kabataan Federation of Negros Oriental.

SK SIATON President PRINCE PINILI seconded the motion.

SK Federation President SCOTT WAYNE HUSAIN thanked the body for


approving his project proposals and for their commitment.

2. YEAR ROUND PROJECTS:

a. SANGGUNIANG KABATAAN BARANGAY ID SYSTEM

SK Federation President SCOTT WAYNE HUSAIN proposes an SK


Barangay ID System patterned after the ID System of his hometown of La
Libertad. He explained that La Libertad was the first LGU in the Philippines to
fully implement such a system and that the people of La Libertad benefitted
greatly included an LGU database on the blood types of all its residents,
providing support desks from Philhealth, LTO, SSS and BIR during the
implementation and giving indigents who have never had ID in their life an
identity. He explained the cost of the ID for the youth will just be purchasing a

SK Federation President SCOTT WAYNE HUSAIN invited Mr. Dino Rey


Abellanosa of the Ayala Foundation to explain to the body about the GILAS
Project.

Mr. Abellanosa gave a PowerPoint presentation regarding the background on


the project. He pointed out that GILAS (Gearing up Internet Literacy and Access
for Students) is a multi-sectoral initiative that is composed mainly of
corporations and concerned non-profit institutions that realize the need to
invest in bridging the digital divide among the nation’s public high school
students.

internet set-up for free to the High School as long as there is a
community counterpart of ten (10) computers.

All the high schools that are not connected are already part of the
DepEd computerization program (DCP) and have been budgeted in the
General Appropriations Act (GAA) for 2011 except those that are
italicized with asterisks (*). These are the schools that need computers
in able for Ayala Foundation to connect them to the internet.

Mr. Abellanosa said it is the first time he has ever presented to an SK


Federation in the Philippines and hopes that through the efforts of the

He also mentioned that the GILAS project of the Ayala Foundation


connecting the public high schools for free will end in June 2011.

SK TAYASAN President CARL DE BAGUIO motioned that the SK Federation adopt the
GILAS project of the Ayala Foundation as a priority program of the Federation, for the SK
to allocate funds for the purchase of computers for the schools not included in the
DepEd Computerization Program and for the SK Secretariat to draft a resolution seeking
the support from the three (3) Congressmen, Governor and Mayors of Negros Oriental
for a counterparting agreement to be presented next meeting.

Sunday, January 9 at 2 PM, Mayor’s League Office, Legislative Building, Capitol Area,
Dumaguete City for the Oath Taking of the new officers of the Sangguniang Kabataan
Federation of Negros Oriental and to invite the Honorable Governor Agustin Perdices to
administer the oath-taking .

VII. Other Matters

1. Proposal of Dominic James Bukiran of Tanjay City

Mr. Dominic James Bukiran of Tanjay proposed to the Federation an Inter-SK members only
basketball tournament to help promote camaraderie and friendship among and within the
SK officers of the different barangays.

SK Federation President SCOTT WAYNE HUSAIN informed Mr. Bukiran to formally propose
the idea in writing in which he will refer the matter to the Sports Committee for deliberation
and proper endorsement to the Federation upon approval.

2. Proposal of SK Siaton President PRINCE PINILI

SK SIATON President PRINCE PINILI presented to the Federation a proposal entitled, “A


Clean and Green Environment.” The activities in his proposal include the following:

a. Tree Planting
b. Coastal and River Clean-up
c. Symposium on Solid Waste Management

SK Federation President SCOTT WAYNE HUSAIN thanked President Pinili for the proposal
and said he will endorse it to the SK Provincial EXECOM for deliberation.

3. Issues and controversies regarding the Sangguniang Kabataan Federation

SK Federation President SCOTT WAYNE HUSAIN informed the body that the SK today is
facing challenging times. People from all sectors of society are calling for its abolition.
Instead of moulding the youth to become leaders of the future, it has become a breeding
ground for graft and corruption.

He reiterated a need to change the image of the Sangguniang Kabataan. A need to have
society look upon the SK as a venue for hope and promise for the future.

He mentions transparency was always talked about but never practiced. Shady deals and
unauthorized, unliquidated expenses have haunted previous administrations. And he does
not want it to happen to this administration.

To promote transparency and to open the doors for communication to leaders who have
the wisdom and knowledge to help shape their future, SK Federation President SCOTT
WAYNE HUSAIN proposes to copy furnish the following offices the minutes of each meeting
for their respective advise and comments.
