GENERAL NOTES
0.01 Schedule of Rates prepared for the year 2008-2009 operative from 15/08/2008 is applicable for
Thane District.
0.02 For the rates in Jail premises, Mental Hospital at Thane, and Corporation areas an increase of
percentage over the normal schedule of rate prescribed for the year 2008-2009 is allowed as
follows :-
1) Jail Premises 15% extra shall be added to item rates only.
2) Mental Hospital Premises 15% extra shall be added to item rates only.
3) Corporation Areas 5% extra shall be added to item rates only.
4) For Vasai Taluka 5% extra shall be added to item rates only.
5) i)Tribal area other than 10% extra shall be added to item rates only.

Note-1 The increase in rates as above should be applicable only one at a time e.g. if Jail and
Mental Hospital premises falls in Corporation area, an increase of only 15% is to be
considered and not 20% (i.e. 5% + 15%).
Note-2 The above percentage should be applied on the cost of item after deducting the cost
of schedule materials as stated below.
Note-3 Prior permission of the Superintending Engineer is to be obtained for point no.5 above
( i.e. tribal area) for roads and bridge words.
0.03 Schedule of Rates is based on the following basic rates of materials-
Rate for following materials are at ex. PWD store.
i) Cement Rs. 5,000/- per M.T.
ii) Mild steel Rs. 48360/- per M.T.
iii) H.Y.S.D. (Tor steel) Rs. 48360/- per M.T.
iv) T.M.T. bars Rs. 48670/- per M.T.
v) Structural Steel Rs. 42000/- per M.T.
vi) prestressed steel 12.7 mm. Rs. 66640/- per M.T.
vii) prestressed steel 15.2 mm. Rs. 67829/- per M.T.
Rates for Bitumen
v) Bitumen in bulk - 30/40 Rs. 37883/- per M.T.
vi) Bitumen in bulk - 60/70 Rs. 35656/- per M.T.
vii) Bitumen in bulk - 80/100 Rs. 34588/- per M.T.
viii) Crumb Rubber Modified Rs. 36712/- per M.T.
Bitumen CRMB - 55

PMB - 70
a) The rates of Bulk bitumen, CRMB & PMB for the items of bitumenious works are based on
the rates prevailing from H.P. The rates are inclusive of all taxes. Subsequent
increase/decrease, if any, in these rates shall be accounted for in the analysis of items while
framing estimates.
b) While preparing the estimates, the above values may be treated as basic values and if any
change is noted, all calculations should be performed accordingly.
c) Vat is included in all material rates as per finance dept. Mantralaya Mumbai
400 032 letter dated 30/9/2006

d) The rates to be entered in schedule 'A' of the tender should be the actual stock issue rates
but should not be less than above rates, difference in issue rates if any may be added or
deducted as per actual rates. The overhead charges also be added or deducted to the
difference in issue rates as per the case may be. Rates for completed items are based on a
minimum initial lead of 5 Km. except bitumen. Actual lead charges for lead beyond 5 Km. shall
be added while framing the estimate. The rates adopted are as per market rates which includes
Sales tax and other taxes.
0.04 Basic Rates of rubble, Khandkies, metal, Murum, Sand, aggregates, bricks, earth for
embankment filling, considered in this schedule are including Royalty charges, as per ¶ÉɺÉxÉ

0.05 For cost towards procurement and temporary storage of water for construction purpose,
provision of 1% in the rate analysis is made. In difficult situation where water is not available in
reasonable lead or where water charges are essentially required to be paid to local authorities
etc., the assessment of cost of procurement of water for construction may be made on factual
data. If this cost of procurement of water required for construction is more than 1%, then for
additional cost (i.e. more than 1%) seperate provision should be made in the estimate and
tender papers based on actual rate analysis approved .
0.06 The completed item rates are inclusive of 1% Labour amenity charges as per Govt. P.W.
Department's circular No. DSR-1090/CR-6453/plan-3 dated 14.7.1993.

0.07 Quality control testing charges are considered in the rate analysis.are 0.50%
0.08 Items required for testing of soils, road and building materials, mix designs, Job-mix etc. the
schedule of testing charges of Superintending Engineer, Vigilance and Quality Control Circle,
Navi Mumbai and load test, plate load test etc. the C.S.R. of Maharashtra Engineering
Research Institute (MERI), Nasik shall be adopted.
0.09 The rates for labour and materials are included in the D.S.R. for the purpose of preparing rate
analysis. The labour rates shown against the completed items are based on minimum labour
wages as per letter dated 04/02/2008 of Labour Commissioner . Whenever the item splitup in
component i.e. labour, material, and machinery executed each seperately it should be
ensured that the rate of completed item does not exceed the concerned item rate sanctioned in
D.S.R.
0.10 Items required for water supply and sanitary works, which are not included in this D.S.R. the
C.S.R. of Maharashtra Jeevan Pradhikaran in the district is to be adopted.
0.11 The rates of machinery hire charges shall be as per the machinery use rates of Irrigation
Department issued by the Chief Engineer (Mech), Nasik.
0.12 The rates for items pertaining to Parks and Gardens, shall be taken from the C.S.R. of
Superintendent, Parks and Gardens, Mumbai.
0.13 While calculating part rate or reduced rate etc., necessary overhead charges, sundries etc.
should be proportionately considered as per rate abstract.
0.14 References of P.W.D. standard specification,and M.O.R.T. & H. specification Edition 2001 are
obligatory.
0.15 This schedule of rates is applicable to all building works , road works, bridges, culverts works
carried out by all agencies in areas of Thane District.
0.16 The Head load is to be considered while preparing detailed rate analysis for inaccessible area
where shifting of materials by head load is necessary.
0.17 The excavation items for building & C.D. works are inclusive of normal manual dewatering . If
pumping is required additional item for dewatering shall be introduced while framing the
estimate, on BHP basis with prior permission of S.E.
BUILDING WORKS :-
0.18 For all completed items initial lead up to 5.00 km. is considered.
b) The floor is designated by the space contained between the virgin slabs of floors.
c) The D.S.R. rates of items are applicable for ground floor and first floor work. For every
addtional floor, percentage increase in rates shall be 1% per floor
The above increase is applicable for items and specification shown below.

d) For the items required to be carried out in the respective floors other than those mentioned
above, the following average percentage shall be applied.
Floor percentage by which rate is to be increased
Ground & First Nil
Second 0.35%
Third 0.70%
Fourth 1.05%
Add 0.35% for further each additional floor
Example : For a work to be done on sixth floor the percentage shall be increased as given
below .
Percentage by which for 4th floor 1.05%
rates to be increased for 5th floor 0.35%
for sixth floor for 6th floor 0.35%
Total 1.75%
Note : The increases in rates as above shall be on DSR item rates only.
e) The percentage increase to be applied for items like water proofing treatment, storage
tank, parapet wall with coping, stair case, Liftroom with slab and water proofing
treatment, plastering, painting to be carried out in the terrace will be at the rate of floor
next below.
f) For Rates of excavation items as per standard specification of Bd-A charges for
additional lift above 1.50 m. shall be added as below.
i) Lift above 1.50 mtr. upto 3.00 mtr. Rs. 10.00 /cum.
ii) Lift above 3.00 mtr. upto 4.50 mtr. Rs. 15.00 /cum.
iii) Lift above 4.50 mtr. upto 6.00 mtr. Rs. 20.00 /cum.
0.19 ROAD WORK, BRIDGES AND C.D. WORKS :-
For framing the various rates in D.S.R. following leads are considered unless
otherwise specifically mentioned in the items -
a) For items of supplying stone metal, .- Initial lead 50 meters.
Rubble (15cm. to 23cm.)
b) Supplying soft/Hard murum & earth .- Initial lead 50 meters.
for embankment
c) For Bituminious construction works no lead for asphalt and 5.00 km. initial lead for
metal/aggregates is considered.

d) For all items of cement concrete, plain or reinforced cement concrete, stone masonary
the initial lead for metal, sand, stone, cement & steel is considered as 5.00 km.
e) For working out items of additional leads more than 5.00 km., the estimate shluld be
prepared for actual leads by deducting initial lead charges of 5.00 km. for all
completed items.
0.20 For E.G.S. works like earthwork in embankment, Items following the specifications mentioned
in Rd-13 Page No.194 shall invariably be used while framing the estimate.
0.21 a) The D.S.R. rates for bridge items are for works in normal conditions of site. Wherever
bridges are to be constructed in special site conditions such as bridge on creek having
tidal effects/in standing water of perennial river, the detailed rate analysis shall be
prepared and the same shall be got approved from the concerned Superintending
b) Rates for excavation for Bridges/C.D. Works/Sakav are considered for initial lift of 1.50
mtr., and charges for additional lift above 1.50 mtr. shall be added as below.
i)Lift above 1.50 mtr. upto Rs. 10.00 / cum
3.00 mtr.
ii) Lift above3.00 mtr. upto Rs. 15.00 / cum
4.50 mtr.
iii Lift above 4.50 mtr. upto Rs. 20.00 / cum
6.00 mtr.
c) The rates of supplying R.C.C. pipes at site of work shall be adopted as per MSSIDC
rate contract, plus 10% overhead charges while preparation of estimates.
0.22 NATIONAL HIGHWAY
a) To maintain barricades, light and flag men as necessary at either end of the
construction area and at such intermediate points as directed by the Engineer and all
arrangement for the traffic during construction including maintenance thereof but
excluding initial dressing and/ or extra treatment to shoulders/ verge and construction
of temperor diversion shall be considered incidental to the work and contractor's
responsibility, and no provision for the same is to be made in the estimate.

b) The quantities required for various finished items of work as specified are inclusive of
permissible wastage hence no separate provision shal be made while framing the
estimate.
c) Reference of M.O.R.T. & H. Standard data book for analysis of Rates 2003 is taken for
preparation of National Highway D.S.R.
0.23 TRANSPORTATION CHARGES :
a) Lead charges for various material given in statement C 1, are including
loading,unloading & over head charges, hence these charges should not be seperately
b) Lead charges are given in the statement C-1 for major items such as lime, murum,
earth, building rubble, sand, stone aggregate, soling stone, concrete blocks, timber,
cement, steel, bulk asphalt, bricks, Roofing tiles, all types of flooring, R.C.C. pipes etc.
c) Statement C-2 is for loading, unloading and stacking charges.
