Segundo IMPA, Pilotage Authority Forum fere princípios
preconizados pela Organização Marítima Internacional
Em março de 2010 foi realizada na Cidade do Cabo a 17a Conferência da IALA, associação não governamental que reúne autoridades
responsáveis pelos faróis e auxílios à navegação de cada nação marítima e especialistas e representantes da indústria associada a esse
tipo de atividade. As conferências são os eventos mais importantes da agenda da organização e reúnem os diversos comitês em encontro que
dura em média uma semana.
Durante as conferências também são realizadas eleições para a composição do conselho que vai dirigir a entidade nos anos seguintes.
A 16a edição ocorreu em Xangai em 2006. Dada a importância dos assuntos discutidos nessas conferências para a atividade de
praticagem – a IALA é a ONG reconhecida pela
IMO como especialista internacional em sinaliza-
ção náutica e, mais recentemente, também em
serviços de controle de tráfego marítimo mais
conhecidos como VTS –, a IMPA sempre participa
com pelo menos um representante.

Apesar da participação incipiente e do evidente desinteresse dos membros da associação, alguns dos participantes do fórum insistem
em sua manutenção, e há até aqueles que já propuseram sua transformação em comitê permanente. Mais recentemente o grupo
elaborou minuta de guideline propondo regras para a organização dos serviços de praticagem que se chocam com a Resolução A.960,
recomendada pela Organização Marítima Internacional.
Antes que continuassem essa e outras ações contrárias ao princípio da autonomia das nações na organização de seus serviços de
praticagem – princípio previsto na resolução –, a IMPA, por intermédio de seu presidente e vice-presidente sênior, reuniu-se com o
presidente, o secretário executivo e membros do conselho da IALA na Cidade do Cabo para expressar formalmente sua oposição a essa
iniciativa e solicitar a interrupção dessas atividades sob pena de comprometer o relacionamento cordial que sempre uniu as duas
entidades em diversas atividades, entre as quais a criação do guia internacional de VTS elaborado em conjunto pela IALA e
outras associações.
A IALA assumiu o compromisso de analisar a posição expressa pela IMPA, e novo encontro com seu secretário executivo para a
conclusão do assunto ocorreu em maio, quando se realizou a reunião do comitê MSC da IMO, em Londres.

IALA conferences also include the election of the members of the council who will administer the association in the coming years. The
16th conference was held in Shanghai in 2006. Considering how important the matters discussed at these conferences are for pilotage
– IALA is the NGO acknowledged by IMO to be an international expert in nautical signals and, more recently, also in maritime traffic
control better known as VTS – IMPA always participates by sending at least one representative.

representation was due to the fact that the agenda of the Iala executive council included a discussion on the future of the Pilotage
Authority Forum, a recently created group of a mere four countries, the Scandinavian nations and the United States, as against
over eighty member nations of Iala. Ever since this forum was formed, IMPA has pointed out the impropriety of the Forum’s institution
since pilotage activities are not within the scope of activities in the IALA by-laws, and IMPA is acknowledged by IMO as the only
international organization with expertise in this matter.
Despite the incipient participation and the evident lack of interest of the association members, some participants of the Forum insist
on its continuation and there are even some who propose transforming it into a permanent committee. More recently, the group drew
up a draft guideline proposing rules for the organization of pilotage services that are contrary to Resolution A.960 recommended by the
International Maritime Organization.
Before these and other actions that are contrary to the principle of the autonomy of nations in organizing their pilotage service
continue – a principle contained in the Resolution – IMPA’s president and senior vice-president met with the president, the executive
secretary and members of the Iala council in Capetown to formally express their opposition to this initiative and to request a cessation
of such activities in order not to compromise the cordial relationship that has always reigned between the two entities in their
activities among which is the publication of the international VTS guide jointly drawn up by Iala and other associations.
Iala committed itself to a study of the stand taken by IMPA, and a new meeting with its executive secretary is programmed for May
when the meeting of IMO’s MSC committee will be held in London; at that time, it is intended to finalize the matter.

Os congressos da International Maritime Pilots Association são realizados bienalmente. O último aconteceu na Tailândia e, como a

Michael Watson e Rodolphe Striga conduzirão as apresentações sobre questões operacionais e tecnologia do passadiço, respectivamente,

a mesa de debates sobre aspectos regulatórios e criminalização no âmbito da praticagem.
Finalizando o congresso, Otavio Fragoso presidirá sessão na qual países-membros e associações regionais apresentarão relatórios

The International Maritime Pilots Association holds a conference every two years. The last took place in Thailand and, as
competition for hosting the next event is fierce, IMPA decided to already schedule the venues until 2018: after Australia, the
conferences will be held in England, Panama, South Korea and Senegal.
On the first day of the event, in a closed session reserved for pilots, candidates for president, senior vice-president and two
vice-presidents of the executive committee of the Association are each given five minutes to make a presentation before the election
procedure starts. The outcome of the ballot is announced as soon as the votes have been counted..
On the second morning, environment is the theme on the agenda. Steve Pelecanos will chair the respective panels. In the afternoon,
the sessions chaired by Simon Pelletier will deal with the personal safety of pilots. Cahit Istikbal then takes the chair for a closed
session during which the threat of competition in pilotage is discussed. On the third day, a break in the presentations: a social program
with the right to a tour is scheduled.
Presentations on bridge operational and technological matters are the themes of the fourth day. Closing the sessions on November 19,
at a meeting reserved to pilots, Stig Thomsen will chair debates on regulatory aspects and criminalization in the sphere of pilotage.

5 minutes each to report on the situation of pilotage in their countries and are given the opportunity to advise the new IMPA Executive

Em 12 de maio de 1985 a bravura de Nelcy da Silva Campos evitou que acontecesse uma fatalidade em Pernambuco. Um dos três
tanques do petroleiro Jatobá, que transportava 1,5 mil toneladas de gás butano, explodiu no Porto de Recife. Como a explosão
aconteceu perto do depósito de combustíveis da cidade, o acidente poderia ter causado incêndio de enorme proporção.
Rapidamente o Corpo de Bombeiros chegou ao local, mas não conseguiu extinguir as labaredas de fogo, que alcançavam 20
metros. Apesar de ter consciência do risco que corria, Nelcy tomou a iniciativa de desatracar o navio em chamas e conduziu um
rebocador que levou o Jatobá para alto-mar. Navegando pela parte mais difícil do porto – o lado norte – o prático deixou o
petroleiro a cerca de cinco quilômetros do local do acidente, evitando que parte da cidade pegasse fogo. Fartamente noticiado
na imprensa nacional, o fato levou Nelcy a ser aclamado herói por sua coragem e atitude.
