RE: QUO WARRANTO ACTION REQUEST

Friday, October 15, 2010

Dear Mr. Attorney General,

It has come to my attention that Judge James R. Chylinski, who has held office for many
years in the 3rd Judicial Circuit Court, in Detroit, was acting in an official capacity without
having the lawful requirements to do so. This pertains to the years of 2000 and 2001. Attached
is a copy of the official response from my request to the Office of the Great Seal, proving my
claim.
I know how important it is to you to maintain the integrity of the judiciary and protect it
from improprieties. This is my official request for Quo Warranto action pursuant to Act 236 of
1961, MCL 600.4501.
As I am sure you are aware, many other states have ruled that a judge’s acts are null and
void, much like Marbury v. Madison 1803, if a valid Oath of Office is not on record and all his
acts are defeated. It is also clear in Michigan Compiled Laws that “no official act” can be
performed until a valid oath is on file.
I pray that you, too, see the long standing effects that this might have on the judiciary and
take action.

Thank you for your time,

Mark Jackson
