What did we Learn?
• ADB commitment to follow-up
• Fuel import dependency, fuel price risk, energy
security, energy access - and global climate
• Overcoming barriers: Institutional, technical,
regulations, market, economic & financial
• Grid extension / reinforcement can be done if policy
makers understand, that wind is needed
• Practically all wind development today is IPP
• Need for high-quality wind measurement data and
systematic collection of long-term data
• Roadmap concept: How to get to 12% globally
• Sourcing more capacity and technology from Asia
• Original concept: Wind power tolling plant
• Standard PPAs with step-down tariffs
• Different schemes for different RE technologies
• Wind measurement program that should be
wanted by everybody

Next Phases after Consultation
• Second Phase - ADB wind strategy:
- Technical assistance, pre-feasibility
studies & other analyses for selected
and interested countries.
• Third phase:
- Help public & private projects
- Pilot wind farms (say, 100 MW each)
- Support to over 1.0 GW wind power
to be developed in the next 5 years;
