Balancing Countries Against Each Other – Policy version of total withdrawal
Balancing Middle East Against Each Other
Counterinsurgency – Focus on protecting insurgents. Create more of a nation-state approach.
Counterterrorism – Focus on preventing terrorism. Don’t work as much on nation-state but work
more on balance.
PMCs – Works on neg and aff. Neg: PMCs replace troops. Aff: remove PMCs to prevent terror
