With the two HEPBZ Gatherings we did in 2009, 86 new Points joined to our
HEPBZ Family. In the gatherings done on 8-10 May 2009 and 14-16 Decem-
ber 2009 in Ankara-Glbas, Point candidates were informed about the phi-
losophy of HEPBZ and The System of Point. Besides, at the gathering,
activities were done in the aim of providing Point candidates to work together
and know each other well.At these gatherings, HEPBZ Garden and HEPBZ
Poster activities were done by Point candidates.

Our History Again and in its Place!

What is more, Ottoman Empire is our glorious history brought Turkish Re-
public from his heart.
So, we wanted our youngsters to see anakkale and Bilecik in their own
places. In their rst day of visits,we believed that they should visit the place,
Bilecik, where Ottoman Empire rst founded. Youngsters visit the tombs of
the founders of Ottoman Empire Erturul Gazi and eyh Edebali and the his-
torical and culturel places of Bilecik. The other day anakkale and Gallipoli
Peninsula where the foundations of our Republics were laid through draining
250.000 martyr bloods along with Troy and Assos are visited.
At the beginning of these visitings, information about The anakkale War and
the city of Bilecik is given to youngsters by the administratives and our vol-
unteers working within the body of our Youth Centers and when they return
to their cities, written documents full of emotions about the days they lived
are taken from youngsters. With these documents, we prepare the book called
The Reality about anakkale and Youngsters of Our Countryalong with the
photos and the poems-writings about anakkale-Bilecik. This production pub-
lished the fourth time this year can be provided for free from our Youth Cen-
ters.
We have been arranging these anakkale-Bilecik visitings since 2004 to make
our youngsters live our history again and in its place and they are done in a
proper programme along with the 40 youngsters from each cities and aver-
agely totally 120 youngters from three dierent cities in each week.In the year
of 2004,3000; n the year of 2005, 3240; in the year of 2006, 3400; in the year
of 2007,3240; in the year of 2008, 3270 and nally in the year of 2009 3645
Youngsters attended these visitings.
Nota-Bene: Because of the fact that our accommodation facility in anakkale
had maintenance and repair workings, some of our 2009 visitings could not be
done.

Exchanges Among Our Youth Centers.

Culture one of the most important features who makes the nations a nation all around the world
There is No You, arouses by the history, beliefs, values and geographical position of that nation. As it takes long

Union Turkish Nation has a big cultural richness with the regional dierences due to the geographical
position. All the people living in each area of our country live in harmony withe their dierent food
styles, dierent speeches, dierent games and garments.
We,as General Directorate of Youth Services,actualized The Project of Exchange Among our Youth
Services in 2005 for our youngsters living in dierent regions of our country to learn about the other
regions of our country and also the cultural values of them. With this Project, we aimed for our yo-
ungsters to know each other well, to learn and share their
cultures. We has provided our 81 cities every year since the
day the Project begun in a proper programme to make exc-
hanges with the other cities.
The Exchange Programmes Among Our Youth Centers is a
project where all youngsters from all the regions of Turkey
having the duty of culture ambassadors through heading
the way with the motto of There is No You, Me; There is
Us, Union . The exchanges occur every year through
matching the cities in two groups. Besides finding the chance of doing useful things
for Youth Center, each one of the two cities youngsters can also represent their cultures and

also learn about the other cultures during the exchanges. In this way, they
have the chance to eliminate the probable prejudices, to understand each
other and share their experiences. During the Programme, youngsters of
Youth Center that have the Exchange visiting host the other youngsters
in their houses to inform them about the family patterns of that city. Be-
sides; they complete the cultural Exchange in details through visiting the

European Capital of Culture...
stanbul had the position of being the capital city of many civilization, opened
and closed eras.
stanbul which stands in the intersection point of the roads, which is the heart
of trade, art and culture, where languages, religions live in peace and becomes
the cradle for cultures along with being the eternal bridge between east and
west became the source of inspiration to many poets, painters and artists for
ages.
The conquest of this city that is the pearl of the civilizations ornamented many
important emperors dreams but it was destined for the great commander Fatih
Sultan Mehmet, the Conqueror.
With this awareness, we have lead the way with the aim of introducing stan-
bul that has hosted Ottoman Empire for ages and laid the foundations of young
Turkish Republic along with having growed up the founders. We believed the
importance of reminding to youngsters the great history following the traces of
their ancestors ruled the world for ages, through feeling and seeing the history
in its place.

The Project of stanbul History and Culture Visitings have been arranged for our
youngsters to see stanbul that has been center of attraciton due to its historical,
cultural and natural wealths earning the admiration of the whole world and also
that has been crowned by being chosen 2010 European Capital of Culture.
As in the other activities arranged by our Headship of Youth Services Department,
youngsters from 81 cities of Turkey who are active members of our Youth Centers,
whose nancial means limited and successful ones are chosen as participant in
this stanbul History and Culture Visitings, too. On the rst day of the visitings,
Ottoman Emperors and elder ones tombs that are in Anatolian coast along with
Kz Kulesi (The Girl Tower) and amlca Hills are visited. On the second day, Top-
kap Palace, Hagia Sophia Museum, Sultan Ahmet Mosque (The Blue Mosque) that
are in the historical peninsula along with Ortaky trip are visited. On the last day
of the programme, places such as Eyup Mosque, Minia Turk and Pierre Loti Hill
are visited and the participants are fairwelled to their cities.
Averagely 60 youngsters from 3 dierent cities as 20 youngsters from each cities
participate in stanbul History and Culture Visitings that has been started in 2009
to inform the participants and to revive our history and which will be continuing in
2010.

Moreover, Youth Camps Leadership Training Course was held to meet the need of leaders of
the camps of 2009 at Ankara in between the times of 3-7 of February 2009. 36 participants

from dierent cities of Turkey took place in the training and they got detailed information Leadership Training
about our camps and the things they should know in the camps. Besides, sessions, in which
our participants themselves had roles, were held for our leader nominees about communi-
cation, team work, time management and voluntariness to service much better in the camps.

have lived during their life times in free sea camps.

This project, started as a social responsibility project that covers 13-17 aged young-
sters and to this camps participate;
- The ones who have not been able to go outside from their cities and regions due to It is hard to get used
the nancial impossibilities,
- The ones who have not been able to see the beauties of our country, to here but it is
- The ones who have not been able to meet the other youngsters from dierent regions thousand times harder
and cultures.
All the costs of these camps are met by The General Directorate of Youth and Sports.

In these camps, our youngsters have activities such as; cras (carpet weaving, ce-
ramic etc.), cultural activities, folk dances, drama, drawing, music, learning between
cultures, along with the sporting activities and activities to provide their social devel-
opments to make themselves ready for life.
3000-3500 youngsters benet from these free youth camps within this project imple-
mented in 2005 for the rst time.
Our camps are actualized in;

- Aydn, Kuadas / Davutlar
- Mersin, Silifke / Akkum
- anakkale, ntepe / Gzelyal
4 dierent cities.
Besides, Antalya-Duac Youth Camp has been added among to our Free Sea Camps
that will be actualized in 2010.

To The International Dimension
Our Trabzon-Sultan Murat Plateau Nature Camp that takes its place in the best part part
Free Nature Camps of the memories of the participants hosted youngsters from dierent countries this year.
Our Camp for which the interest arise each year actualized in two stages this year.
Are On Their Way..!
At the rst stage, our camp hosted 500 youngsters from 10 countries and 17 cities and it
became a scene of colourful views with the folk dances of dierent regions at 2200 meters
high. Folk Dances groups from dierent countries and regions participated in our Interna-
tional Camp that was held fort he rst time in this year. The teams participated in the ra-
ing, rock landing, orienteering, articial wall climbing, paintball activities in this project
that we implement as both a culture meeting and also a Nature Camp. Besides, evening en-
tertainments that had dierent shows everynight due to the groups had Folk Dancers be-
came a scene of unforgettable performances for the viewers.
Moreover, some groups performed in the scene that was established in the city center of
Trabzon and in this way, they showed this cultural mosaic to the citizens of Trabzon. Sul-
tan Murat Plateau International Nature Camp ended up with Gala at the last day of the
camp that was held in between the times of 23-25 of July in 2009.
Aer our nternaional camp, the camp place was started to be prepared for youngsters
from all over the country. Aer the preparations done by our volunteer leaders, our Sultan
Murat Plateau Nature Camp began with a great excitement had younsgters live unforget-
table days again on 3rd of August in 2009. Approximately 400 youngsters who do not know
each other both visited, had fun, learnt and also had tight friendships in the unique plateaus
during 8 days. Our Nature Camp that we held above the clouds ended up aer the Farewell
Night on 11th of August in 2009

Besides our Nature Camps that were held two times in Sultan Murat Plateau, youngsters
had the chance to see the incredible beauties of our country in Bolu-Alada. Our Alada Na-
ture Camp that was held with the participation of 103 youngsters on 2-10th of July in 2009

well are getting prepared for serving much more younsgters this year.
As it is known well, before there has been just Free Sea Camps for 13-17 aged groups who
have nancial limitations.
But this year,we will host 16-20 aged youngsters who have nancial limitations and have
not been able to go outside from their cities and cannot be able to have a holiday with
their own facilities in our Free Nature Camps.

Celebrations and Cultural Activities

One of the most important thing of a nations existing cause is its culture.
We should do our own duties to remember, live, make it lived, teach and
hand our culture to the future generations.
We do feel honour and proud when we listen to our folk songs that each of
them has meaning and stories of our unique regions; when we play and
watch our folk dances that represent our cultures gures.
With this aim,we arrange Turkish Folk Music Competitions and Turkish Folk
Dances activities around the country to make our younsgters live their own
culture and values, to keep them away from harmful habits and to provide
them evaluate their unoccupied times
Turkish Folk Music Competitions are constituted of 3 dierent categories;

2- Universities,
3- Club, Association, Establishment and Institutions.

The Project of The Great Anatolian Meeting of The Cultures and Youth has been pre-
pared by The General Directorate of Youth and Sports to celebrate the week, that was
presented in the name of May 19th Commemoration of Atatrk, Youth and Sports Day
to youth by the Founder of Turkish Republic Mustafa Kemal Atatrk, together with World
Youth for the week celebrated every year as Youth Week with Cabinet Decision.
1500 youngstersn from 81 cities of our country, 950 youngsters that were interested in
social and cultural activities from 70 dierent countries participated in the activities of
Great Anatolian Meeting of the World Cultures and Youth that took place in Ankara on
13-21 th of May in 2009.
A great festival village was established with 150 Stands, 5 big activity tents, Portable
Anatolian Culture Museum, Street Games Application Field, Nature Sports Application
Field and the dining tent at Ankara Atatrk Kltr Merkezi to achieve the representation
of the whole participated groups.
This project that provided the socializing the Turkey youth with the World Youth so-
cially, culturally and artistically was actualized at Ankara AKM and the Main Plenary
Arena.

The Great Anatolian Meeting of The World Cultures and Youth that
was held for the second time at Ankara AKM within the framework of
Youth Week.became a scene of colourful moments.

The world youngsters gave the message of peace to the world


Youngsters actualized the presentations of the cities and countries they came at the
stands founded at The Main Plenary Arena; they also participated the work shops such
as Caligraphy, llumination, ceramics, glassblowing, puppets, drawing, photography,
sculpture and Turkish Folk Dances. Besides, youngsters performed the Folk Dances a
part of their own cultures again at this Arena and dierent places with dierent coun-
ties of Ankara.
2500-youngster group consisted of the participation of guest youngsters visited
Atatrks Mausoleum at 15.00 pm on 15th of May, 2009 and the Cortege of World Youth
walked from Mausoleum to AKM Field aer the visiting.
The performances activated in working tents of Main Plenary Arena of the World Young-
sters ended by Gala in the arena again together with the participation of protocol on
19th of May, 2009.
For The 2nd Great Anatolian Meeting of the World Cultures and Youth, the most com-
prehensive project that has been actualized in the youth eld of our country till now,
youngsters came all around the world to our country to participate this project be-
came a volunteer Culture Ambassador of Turkey when they returned their countries.

Meeting of The World Cultures and Youth

stanbul, the city in which continents combine, religions meet, civilizations ally, has been
The Pearl of announced 2010 European Capital of Culture by EU Commission in 2006.
Bosphorus, stanbul European Capital of Culture Meeting of the World Cultures and Youth project
stanbul, Hosted that was prepared by The Headship of Youth Services Department servicing with the vision
of supporting the wills of youngsters to creative, cultural and artistic activities was actu-

This project actualized with the participations of totally 1000 youngsters consisted of 500
youngsters representing the culture of 7 regions of our countrys, 500 youngsters from 20
dierent countries on 12-19th of July in 2009 became a scene for exciting moments at the
Main Plenary Arena founded in stanbul Taksim Square. Besides, participant groups pre-
sented their abilities in Kadky, Ortaky and bakrky and they impressed stanbul citizens
very much.
Dierent shows and workshops were actualized in this project done to represent to the
world countries; stanbul 2010 European Capital of Culture where civilizations and con-
tinents meet.

stanbul in 2009.

Youngsters participated in the applications of our traditional art activities of workshops


such as; marbling, felt, glass blowing and ceramic, in this way they learnt our traditional
cras through living them on their own. Besides, they contributed to the project to actu-
alized more colourful with the textile products of stanbul theme they design. Moreover;
youngsters played our Traditional Turkish Street Games such as; spinning peg top, rope
jumping, hopscotch, leapfrog, burning ball. During the activity, all participants visited the
pearl of Bosphorus and our historical and cultural heritages were introduced, as well.
What is more; Turkeys rst Portable Anatolian Culture Museum presented to citizens
opened at Taksim Square within the programme.
Lead by Mehteran Team, activities began with the participation of Turkish and foreign
groups at stiklal Avenue; it continued with the glorious activities presented to the citizens
of stanbul by Folk Dance Teams of the countries during one week at every night on 19.00-
24.00 p.m at Taksim Square. The show teams and music groups performed a great night
for thousand domestic and foreign people lled the Square with the Gala: The Common
Love in The Heart of Dierent Voiced and Coloured People: stanbul.

Duke Edinburghs Award International
Association International Conference:
Youth Policy

Being organized in Windsor, Cumberland Lodge, United Kingdom in


the dates of 23-24 February 2009, The International Conference, the
subject of which is youth policy, was attended by one head of a
section from our Department and two youth representatives from
Turkey Youth Award Association, who have golden award.
The facilitator role of the conference, hosted by The Duke of Edin-
burghs Award International Association and actualized with the at-
tendance of top-level ocials, politicians, academics and youth
representatives from Europe, was undertaken by the young people
who are between18-30 years old.
The conference started with the dynamic debate between Prof.
Howard Williamson, who is the youth expert in terms of bringing up
a youth that is, in all case, positive, supported and ready to life and
Jeroen Boschma, one of the writers of the book named as Genera-
tion Einstein. Aer that, four interactive workshops have been con-
stituted in terms of education, youth in politics, new media and
multi-cultured society designated as the main diculties the youngs
from Europe and 21st century youth policy decision makers encounter.
Besides, each country delegate assessed orally on the account of
the conference from the respect of his/her own youth policy and its
current situation.

Youth Policy and Research

Youth Policy and Research 2009 International Conference, organized


in Vienna by Austrian Federal Ministry of Economy, Family, and Youth
between the dates of 23 -25 September 2009, the subject of which
is From Theory to Practice-Evidence-Based Youth Policy, was at-
tended by one head of a section, and one youth delegate from our
presidency.
The content of the conference was determined to emphasize on the
account that the Youth Explorations and observations about the
youth works and politics in the future are provoked.
The target group of the conference consists of the policymakers,
youth workers, young people and researhers. During the conference,
youth activities, the strategy seminars for youth workers and poli-
cymakers, the youth researchers meeting, conference sessions and
working groups in which project ideas were produced, were arranged.

Council of Europe -Training Course


The development of Youth Policy and Youth
Participation in Turkey
The training course with the subject of The development of Youth Policy and Youth
Participation in Turkey was organized in Ankara between the dates of 22-29 June
2009. 20 Turkish people consisting of 9 felmales and 11 males, and 10 foreign youth
workers from Germany, Albania, Azerbaijan, Belarus, United Kingdom, Bulgaria, Es-
tonia, Moldavya and Serbia participated in the course. Moreover, The delegates of
The Youth Servises Department Presidency and Council of Europe also attended to
the course. The training program was formed and performed by 3 trainers from Coun-
cil of Europe training pool, 1 from our country and 1 delegate from CoE Joint Coun-
cil on youth.
The aim of the training course is designated as to develop the skills of the partici-
pants to increase participation in the projects of Europe and Turkey and to provoke
the cooperation between dierent actors for development and implementation of
youth policy.
The course provided an international viewt in terms of the development of youth pol-
icy and youth participation, provoked the participants to take part actively in esspe-
cially their own locals by taking attention to the real needs of the youngs and the
youth policy in Turkey. With this aim, a training, in which dierent instruments, tools
for the youngs, the information, experiences and good examples in dierent levels
were presented, was eectuated.

Intercultural Dialogue in Youth Works
Training Course with the options of Turkish and
English
The training course with the options of Turkish and English with the subject of Inter-
national Dialogue in Youth Works, initiated rst 2008 in as pilot Project was arranged
as containing the two provinces of our counrty in 2009. In accordance with the agree-
ment signed with the Council of Europe, the course was eectuated in stanbul and
Trabzon between the dates of 12th July 1st August 2009. Totally 30 persons, 15 of
whom are Turkish and the others foreign, participated in the course.
By gathering the youngs from dierent cultures and dierent grounds and provoking the
intercultural and interreligious dialogue, to focus on the youth works on the level in Eu-
rope constitutes the general aim of this program. This approach aims at enabling an
eective conception related to both their own cultures and the others cultures. The
training course is organised on an interesting basis not only in Turkish and English, but
also in dierent elds such as history, politics, culture, religion and daily life .
With coming together of the participants from both several European countries and
dierent regions of our country, the program contributed to the forming of a connection
in both international stage and in our country. In our country, the youngs from the
provinces of Ankara, stanbul,zmir, Bolu Krkkale, Sinop participated in the training
course, in which the youngs from Europe to Germany, Belarus, Belgium, Bulgaria, Ar-
menia, Estonia, Holland, Italy, Hungary, Macedonia, Poland and Slovakia participated.
Thanks to the arranged program; The European youngs who are interested in Turkish
language found the opportunity to develop it, and of course the Turkish youngs found
the opportunity to develop English.
During the Training, the morning sessions were for language learning and the sessions
in aernoon and evening were fort he common activities enriched with the workshops
and cultural programs focussing on the youth work. In all these activities, interactive
informal learning methods were used.
The rst two weeks were set apart for stanbul, 2010 European Capital of Culture.
During this period, culture, the dialogue of interreligions, youth and the subjects of
youth Works were considered at length. The last week was spent in the province of
Trabzon which amazes both Turkish and the foreign youngs with its historical and nat-
ural structure with unchanged beauties and features. In addition to the important trips
of Smela Monastery, Uzun Gl, Ayasofya Church, Atatrk Manor House, by the visit to
the International Nature Camp in Sultan Murat Plateau, the opportunity to meet to
the youngs from the dierent countries was captured. The activities of raing and
climbing rock down tookp place among the unforgetable moments of the youngs.
All these were uttered with the language learned by participants in the letters written
as addressing to Youth Services Department and CoE Directorate of Youth and Sports.

The Relations With Japan


22nd Ship for World Youth- Orientation Training
Upon the invitation, for a youth group consisting of 1 leader and 11 participants from our
country, by Japan Government to the 22nd Ship for World Youth which will be organized in
2010 with the aim of developing frienship and mutual understanding among the world
youngs, the program was announced in our country by Youth Services Department Presi-
dency. From the youngs applying to the open call, for the ones who had the right to partic-
ipated in the program, an Orientation Training was arranged in Ankara on the dates of 15-17
November 2009.
Since the representation of our country brings in such an importance in the program which
will coninue for two months on the basis of containing the dates of 12 January- 5th March
2010 and will be organised in Japan, Singapore, United Arab Emirates and India with the
participation of 288 youngs from 13 countries, for the youngs who will participate in this pro-
gram ,an intensive training program was arranged. The participants were trained in the sub-
jects of group dynamics, teamwork, from Turkey youth Works and social Works, youth policy,
Turkish culture, Japan culture, Turkish-Japanese relationships, communication, inconsis-
tency method and intercultural learning. All the necessary facilities for the youngs, who were
informed in detail from the aspect of the the content of the program, to prepare from all
points for the program. Within the context of the national presentation which will be made
during the program, our representatives were enabled to be trained and perform on the sub-
ject of folk dances and folk music. Apart from the time of Training program, the meeting of
them to the previous participants from the programs of 12th and 17th Ship for World Youth
brings in much importance from the aspect of sharing the experiences.

THE S-UN RISES WITH YOUNGSTERS!!!
Disposal and counselling supports were given
and still continue to be given to youngsters for
social harmony and youth employment in
Konya,Mula and Kocaeli within the project
began by our Headship and UNDP.
Within the framework of S-UN Fund Project headed way for the adaptation to life of
youngters who were lack due to internal migration calls for project applications were
done in pilot cities, Konya, Mula and Kocaeli on 1st of February and 15th of March Youngters built
in 2009. Totally 55 applications were taken from 3 pilot cities and they were evalu-
ated by the choser committee gathered in our Headship on 18th of March in 2009.

Aer the evaluations, the wills of disposal of the project applications; 11 from Mula, employment.
5 from Konya and 4 from Kocaeli; totally 20 of them were accepted. 1170 females and
1437 males beneted from these projects that had totally 303.766 USD. To adjust
how to use the rest source of 200 thousand USD of 500 USD at the meeting in our
Headship occured a Steering Committee on 9th of October in 2009 and the eects of
20 projects to whom S-UN Fund Project gave disposal were examined. In light of this
information, the future of the disposal planned to be given was shaped and to adjust
the new pilot cities was decided.The new application calls were decided to begin in
Kocaeli as paying attention to the rate it took in the rst calls, the success of the
projects and the potential of the works that were going to be done within the frame-
work of S-UN Fund Youth Project.
Balkesir and Adana from the other cities were decided to take place in the new ap-
plication calls through paying attention to the criterias of S-UN Fund.We began proj-
ect workings in November at Adana,Balkesir and Kocaeli. The new pilot cities had
informings about the project in Youth Centers and they were authorized for the cam-
paign of the new project that is going to be done.In between the times of 1th De-
cember and 26th of February in 2010, the project application calls began again in
Adana, Balkesir and Kocaeli.

OUR PROJECTS:

1- For Increasing The Qualied Youth Employment n the Tourism


Sector Practical Training- The Example of Ilgn
Applied Association: Ilgn Trade Room, Time: 5 ay, Budget: $6,109, Team: 3 male
Tourism management informings were given to develope and support the local youth
employment in the county of Konya. 11 female participants and 15 male participants
of the project began working in the hotels they got the practical informing. At the
end of the project, tourism management informing were put in the curriculum of vo-
cational education courses by Ilgn Municipality.

2- Golden Fingers
Applied Association : Konya Provincial Directorate of Culture and Tourism, Time: 8 ay, Budget:
$18,000, Team: 4 female
A workshop was built on Seluklu Sim Sarmas on 11th of November in 2009 by
Konya Provincial Directorate of Tourism and young girls of Konya in the framework
of the project. Handicras were begun to be produced by 9 young girl users and 4
volunteer trainers. They were showed rsty in Mevlana Week on 7-12th of December
in 2009 and together with the project extension, it will be ended on 25th of May in

3- Akefza-i Kltr (Enriching Culture)


Applied Association: Konya Youth Center, Time: 8 ay, Budget: $19,600, Team: 2 female, 3 male
Carried out by Konya Youth Center, this has the aim of gaining the local folk dances
of Konya to literature.Aer the pre-researches done by youngsters, folk musics, gar-
ments and dances of Konya were picked up and placed in the choreography. This
workings will be gained to the literature of Ministry of Culture and Tourism aer the
project done by 20 female and 15 male participants.With the extension time, the proj-
ect will be ended up by 26th of March in 2010.

4- The Unseen Konya Not to live in Konya,but to live Konya


Applied Association: Konya Youth Center, Time: 7 ay, Budget: $18,414, Team: 6 male
This project aiming to represent Konya to youngters who came from dierent cities
and dierent counties of Konya was ended up.Within the framework of this project
conducting by Konya Youth Center, 30 participants of which 15-20 aged took place
in.Aer the visitings done with youngsters to the counties, to gather all counties of
Konya and present these dierent cultures, a festival named Counties Are Gather-
ing was done on 13-15 th of November in 2009 in the city center. All counties of
Konyas were invited to this festival and they were asked to represent their values
and to strength their social bonds among them.

5-To the Future with Hope Yougsters of Kulu look into future with
Hope
Applied Association: Kulu Municipality, Time: 104 gn, Budget: $14,550, Team: 1 female, 2
male
The self-development seminars chain was founded within the framework of the proj-
ect named To the Future with Hope occured in cooperation with Kulu Municipality
through the initiations of a group of youngsters who had dierent lives in Kulu. 821
participants took place in 11 seminars and 442 of them (202 females/240 males) are
between the ages of 15 and 26. Aer the potential of the project and the interests
taken by associations of Kulu, a Youth Center related to municipality by Kulu Munic-
ipality Council was decided to be opened on 5th of November in 2009.

6- Weavings Place in Benches in Young Hands.

With the partnership of Kocaeli Youth Center and the supports of 5 dierent associ-
ations and also put forward by Youth Center Points and volunteer workers was
lasted 8 months. 25 young girls who settled in Kocaeli from many dierent places of
Turkey to weave the Hereke Silk Carpet which was to be forgotten and produced only
to sell both to internal market and to export within National Palaces Carpet Weav-
ing Factory and their trainings, still continuing, opened a new employment door. Dur-
ing the project, Kocaeli Public Education Centers trainers gave the informings and
will be ended by the support of -Kur Provincial Directorate on 28th of February in
2010 through certicated.

8- We Are All is One Hand


Applied Association: Derince Anatolian Vocational and Vocational High School, Time: 8 ay,

The place used as a store by the students of Derince Vocational and Anatolian Vo-
cational High School renovated and turned into a Youth Room. Aer the work that is
done as a rst in Turkey, youngsters evaluate their unoccupied times again at their
schools by participating in the activities as; folk dances, drawing, photography and
model course. Except the activities, some lessons moved to some dierent dimen-
sion and actualized in the Youth Room. During the project, 84 female and 20 male
students participated in this activities. Project ended with an exhibition with the rep-
resentatives of our Headship and Ministry of Education on 11 th of January in 2010.

9- Culture Hunters A Dierent Awareness in The Same Place

16 female and 10 male participants beneted from this project that had the theme as
a main activity of self-development in nature during 10 days. This social cohesion
project by Kocaeli Community Volunteers contributing to dialogue and communica-
tion between cultures with a dierent method ended in a closing gala on 2th of Oc-
tober in 2010 in Glck. Aer the end of the project, it was accepted as an
international project named Culture Hunters by the Center of European Union Ed-
ucation and Youth Programmes.

Applied Association: Mula Youth Center, Time: 6 ay, Budget: $10,040, Team: 3 female, 3 male
This project was prepared by Mula Youth Center and within this project, a presen-
tation board created to gather the youth activities done in Mula in one place. As an
add to board, a project internet website was created and also in this site, advertise-
ments for youth and Mula Youth Forum were begun to be published. The update and
publishing of the site were done by youngsters who took trainings within the project.
Today, there are 2.629 young members of the site.

11- Kerimolu Wedding

This actualized project to remember the local Yrk weddings that are fading away
today, youngsters have made a research about Yrk weddings and 17 felame, 13
male participants had drama trainings.With the matherials gathered, the wedding
viewed as a theatre two times and it ended up with a representative weddin ceremony
on 18-19th of December in 2009 at Mula Youth Center. 3000 citizens of Mula at-
tended the wedding throughout it and witnessed the wedding ceremony.

12- The Way of My Bicycle

Done by the volunteers of Mula Youth Center, Mulas counties were visited within
the bicycle tour by 7 female and 20 male participants on 26-31st of July in 2009. En-
vironmental clean-up and photo-taking were done around the cultural and historical
places in every city; aer these activities, home stay was done to gather the local cit-
izens. Aer the trip tour, the exhibition of photos youngsters took on 12-13th of Sep-
tember in 2009 in Fethiye.Aer the end of the project; the bicycle group gathered in
Mula Youth Center continue their bicycle tours and camps together with 18 female
and 40 male participants.

13- Ben S-UNuyorum ( I present)


Applied Association: Mula Youth Center, Time: 4 ay, Budget: $13,360, Team: 2 female, 2 male
Within the context of the project prepared by the volunteers, 12 female and 11 male
participants were tarined in the lm making, intonation and taking camera, through
the company of Hamle Channel, Mula local TV. During the training, the youngsters
recorded programmes for Hamle TV, which go on 12 weeks by changing from about
50 to 70 minutes By the end of the project, while 2 youngsters, to hold the the pro-
grammes and 4 youngsters, to help at making the programme started on a jon for
Hmale TV, another beneciary started on a job in a local newspaper as a resul of the
progress the programme endowed.

14- You Throw A Noose,Too


Applied Association: Turkish Social Service and Children Protection Institution Milas Direc-
torate of Maintenance and Rehabilitation, Time: 6 ay, Budget: $11,000, Team: 5 female
Within the project taking the support of donation through the application by nal
Rehabilitation Center belonging to The Society for the Protection of Children, men-
tal impared 12 young girls lining in the center, who are be able to be trained weaved
Milas carpet in the workshop set in Rehabilitation Center, as coming together with 10
young girls from the villages of Milas know about weaving carpet. The project in
which The lecturers and students from Milas Stk Koman College in Mula Univer-
sity took place will end on 30th March, 2010.

15- Dierent Culture and The Same Pot


Applied Association: Mula Genlik Spor Kulb, Time: 6 ay, Budget: $19,704, Team: 4 female,
4 male
The project of Dierent Culture and Dierent Pot actualized within the context of
S-UN Fund Youth Project was actualized for the aim of combining all the youngsters
under a common donominator by using the ground of street basketball.
Within the frame of the project implemented with the partnership of Mula Youth
and Sport Club Association, within Mula Basketball Province Authority, 62 young-
sters were trained in basketball arbitration. At the and of the trainings, with 46
youngsters who deserve to be basketball arbiter, the second part of the project was
turned. At this point, making arbitration in the street basketball competitions actu-
alized in city centers and the districts in Mula, they found an opportunity to do ap-
prenticeship in this way. In each competition, The folk dance groups acted the dances
belonging to dierent regions for the coming people

16- Little Village Mula


Applied Association: Mula Youth Center, Time: 4 ay, Budget: $16,393, Team: 3 female, 4 male
Through the project actualized within the S-UN Fund Youth Project, The volunteers
in Mula Youth Center set up a culture museum with the models by taking patterns
identical of dierent cultural structures.

Marketing Project
Applied Association: Kumluova Municipality, Time: 2 ay, Budget: $16,920, Team: 2 female, 2
male
The trainings of pension management, basic computer using and handicras were
given to young participants within the project Kumluada Town Municipality. Accord-
ing to the project; 5 young girls and 8 young boys stayed in the pension and got ed-
ucated practically. Besides this training, youngsters attended to the theoric trainings
in Fethiye Tourism and Hotel Management Vocational High School. Except the Pen-
sion Management; youngsters got the basic usage of computer and the youngsters
who have not seen a computer had the chance to develope themselves. As a project
result, Municipality decided to support the pension activities in the Town in 2010.

20- Cine Cine Mula


Applied Association: Mula Youth Center, Time: 4 ay, Budget: $15,745, Team: 3 female, 3 male
This was presented to S-UN Fund Youth Project by Mula Youth Center-Cinema Team
and it had the items of giving training to participant youngsters with making a 30-
minutes-short movie about Belen River which was topic for Ormanc Song. Within the
projects, youngsters had team working, communication and volunteerism trainings
along with the technic trainings such as; lm making and mounting. 14 young girls and
17 young boys had roles in the movie and 30 girls and 37 boys worked voluntarily and
acting in the shooting movie and took place in the trainings.

Turkish- German Youth Workers oriented Training Seminar with the


Subject of Volunteerism and Active Citizenship in Youth Works, 2nd
stage.
The second stage of Turkish- German Youth Workers oriented Training Seminars with the subject of Volunteerism and Ac-
tive Citizenship in Youth Works, the first one of which was arranged in the cities of Berlin and Erfurt, Germany in 2008, was
eectuated in stanbul on the dates of 10-17 May 2009.
In the seminar, where 16 representatives from dierent youth associations from our country and Germany took place, first
the approaches of both countries representatives to the concepts of voluneerism and active citizenship of the associations
which they represent were considered at length and discussing sessions upon the youth participation were actualized. By
the visit to the non-governmental organisations which have made considerable workings related to the volunteersism and
youth participation, being informed abut these workings and seen the workings in their own places was found useful by the
participants. Moreover, by being provided of the environment for that the participants would share their views upon the vi-
ewpoints presented from both inside and outside in the subjects of civil society, volunteerism and charity in Turkey, the ex-
periences adopted in the first stage of the program were reinforced.

was completed by a mutual working group as a result of the intensive
studyings was put into the services of youth organisations in both co-
untries aer being published in June, 2009. The guide is a much volu-
able source for those who organized or want to organizean exchange
programmes with Germany.

Within the framework of The Agreement about the Cooperation in the Youth Oriented Policies, signed between our country and Germany
in 1994; The 14th Meeting of Trkish- German Mixed Commission of Experts, which is alternately actualized between two countries every
year, was organised in Munich on the date of 02-06 June 2009.
In the meeting; The mutual information, related to the developments of the actual youth policy in Germany and Turkey, was made, The
youth and expert exchange programs were assessed, and for the following years, the next programs were decided.It was mentioned about
the subjects of that the scientic observations were scanned and the disadvantaged youngs were included in the international youth exchanges
and reached an agreement that the related examples of performing were shared.

Elementary Level German Language Course -25 April-23 May 2009 - Tbingen
Advanced Level German Language Course - 5 September- 10 October 2009 - Kassel
Elementary level German language course with the subject
of German and Youth Services organized by International
Youth Service of the Federal Republic of Germany was ac-
tualized in Tbingen, Germany on the dates of 25th April-
23rd May 2009. In total 20 Youth workers from 8 dierent
countries such as Turkey, Lithuania, Ukraine, Russia,
Slovakia, Kazakhstan, Spain and Checz Republic attended
to the seminar.
In addition to 6 hour language teaching in the language
course having 4 weeks, in which our country was repre-
sented by 3 youth workers, the visits with several youth ac-
tivities to dierent youth associations were organized and
the youth action in Germany was considered. Turkish partic-
ipants, furthermore, found the opportunity to introduce our
country and culture.
Advanced level German language course was actualized on the dates of 5th September- 3rd October 2009 with the participation of 3 youth
workers from our country and as for Job Shadowing Programme following the programme was actualized in Kassel on 3rd-10 October
2009, with the participation of our 1 youth workers. From China, Estonia, Finland, Frnace, Latvia, Poland, Russia, Slovakia, Spain, Czech Re-
public, Turkey and Hungary, 35 youth workers participated in the seminar. Since the course aims at developing the participants speaking
skills and perception in German, who are active in youth Works, during the training it wast spared much time for gammar. Through the pro-
gramme the participants obtained information related to the characteristic elds of German youth works and by increasing the vocablary used
in Youth eld, they found the opportunity to discuss the problems in German.

Within the context of Youth Policy Cooperation Between Turkey and Sweden; several activities within the framework of

From Sweden 13, and from Turkey 17; in total 30 youth workers and volunteers participated in the workshop which was or-
ganized in Ankara on the date of 2nd-6th March 2009 in the subjects of the cooperation between the institutes and enter-
prises and the decreasing the youth unemployment. In the workshop; it was emphasized on what would be done to develop
the youth policies in both Turkey and Sweden, on the eorts made as related to the employment of the youth and on the
important projects which were eectuated. In addition to the presentations of the experts and authorities who attended to
the workshop and teh sessions of discussing , the visits to dierent institutes put a jerk in it and by accelerating the learn-
ing and information process of the participants, opened up new frontiers related to what would be able to be done in both
countries in the future.

Contact Making Seminar/ Citizen Rights Awareness of Provided Social
Services and Rights for Young People
So as to provide the increasing of the mutual cooperation between two countries and to support this cooperation through European Union
Youth Funds, Contact Making Seminar/ Citizen Rights Awareness of Provided Social Services and Rights for Young People, in which die-
rent youth organisations were represented, was organized in Stockholm, Sweden in 11-15 March 2009.
The training, organized with the attendance of 11 Turkish and 11 Swedish, aimed at constituting of a platform in which the participants could
discuss the subjects of citizenship, human rights and democracy. During the training, The necessary conditions were provided to issu pos-
sible projects between two countries and so as to be maintained of the cooperations on a sound basis, it was enabled the participants to
introduce the youth works and the organisations which they represent.

National workshop on rights - Aware-

rights for young people - Turkey
Within the context of Project, National workshop on rights - Aware-
ness of provided social services and rights for young people Turkey,
planned simultaneously in both countries, was actualized in Ankara on
the date of 2nd -3rd April, 2009 with 22 participants among whom politi-
cians, non- governmental youth organisations, the representatives of
municipality were.
The representatives from Yenimahalle and ili Manucipalities, Agenda
is Child Association, Gen Birikim Association, Gen Giriim Associa-
tion, Human Rights Common Platform, Bolu Abant zzet Baysal Uni-
versity and Youth Services Center, in addition to the members of
parliament from the government and opposition parties attended to
the workshop actualized in order to provide, by gathering them, the
youngs and the decision makers in our country to discuss the services
presented to the youngs and the rights belonging to them.

Workshop: The Unemployed and Dis-


abled Youth
In the workshop with the subject of Workshop: The Unemployed and
Disabled Youth, actualized in Kristinehamn, Sweden on the date of
20-24 April 2009, with the participations of 13 youth workers, experts
and volunteers from each country Turkery and Sweden; the authorities
coming from several institutions and enterprises in Sweden found the
opportunity to report the the eorts related to the employment of the
disabled young people in their countries.
During the workshop, the views on the subjects both that the disabled
young people could nd jobs making them feel well by providing them
easier life, and that the disabled young people could labor force by
bringing positive viewpoints to the institutions, were shared and it was
provided to come into being of Project ideas between two countries,
which are able to actualized.

The Workshop with the Decision


Makers
In the workshop actualized in stanbul on the date of 4th-8th May
with the 8 Turkish and 15 Swedish participants; A work which pro-
vided to be compared of the results of the national workshops in
both countries, was eectuated.
That Two dsputies from Sweden and one from Turkey reected their
parliamentary viewpoints on the work added positive value to it.Dur-
ing the workshop, it was prepared for the nal conference which
would be made in December and the presentations which would be
made and the decisions which would be discussed during the con-
ference were decided with the mutual views and ideas of all par-
ticipants.

LUPP Survey Evaluation Meeting


The evaluation meeting related to LUPP Survey implemented in
order to be designated of the life conditions of the young people was
made in Ankara on the date of 10-11 June 2009. The Youth Center
Directors and one young from each 17 pilot provinces; Adana, Bay-
burt, Bilecik, Erzurum, Eskiehir, Idr, Kocaeli, Konya, Mardin,
Mula, Samsun, Tekirda, Tokat, Van, Yalova, Yozgat and Zongul-
dak, where the poll was conducted, were invited to the meeting and
33 people participated in the meeting. In meeting both the youth
actions in the provinces conducted by youth centers were shared
and a new roadmap was decided according to the results of the poll.

Final Conference
Final Conference was actualized in stanbul Hilton Hotel on the date
of 7th-9th December; with the attendance of 108 people, 55 of whom
are Swedish and the orhers, Turkish sharing their experiences and
participating in the dierent activities arranged within the context
of the Project Youth Policy Cooperation Between Turkey and Swe-
den
The opening speech of the meeting was made by Faruk Nafz zak;
Minister of State responsible for Youth and Sport, Christer Hallerby;
State Secretary from the Ministry of Integration and Gender Equal-
ity, Jan Truszczynski; Deputy Director General for DG Education and
Culture, European Commission and Ralf-Ren Weingrtner; Coun-
cil of Europe Director of Youth and Sport. In the conference in which

all the presentations of all the results and outputs of the Project
were made, in addition to the Ministers for Youth, Local Adminis-
trations, Youth and Sport Provincial Directorates, Youth Workers,
The Young, The Decision Maker, Researhers and the Representatives
of Non-governmental Organizations, the top executves of the in-
ternational organisatios took place.
In conference; Youth Policy Cooperation Between Turkey and Swe-
den was introduced, the international viewpoints of the researchers
from both countries in the subject of The young in labor market in
Turkey and Sweden were echoed, what was conducted in practice
was compared in theory, the presentations of the survey results re-
lated to the life conditions of the young, the announcements con-
cerning Child Rights Agreement and Youth Rights were presented,
the opinions of dierent actors upon EU Entegration, European
Youth Policy and civil society were taken, the viewpoints of Turkey
and Sweden upon the youth policy were presented and in both coun-
tries a panel session in the subject of developing youth policy was
arranged.
At the time of the conference, interactive working groups which were
oriented on the components of the project were composed, thanks
to these sessions, the paticipants of two countries found the oppo-
tunity to share their opinions and experiences related to the youth
works with both youth workers and politicians.
Working groups eectuated their sessions under the following ti-
tles:
- Personal Entrepreneurship own your future.
- Young employment.
- Young people with disabilities are a resource in Europe.
- Barrier-free-towards a more inclusive society.
- From facts to decisions.
- Are youth councils necessary in a democratic society.
- Social rights and responsibilities of young people.
The nal conference of the Project actualized between Turkey and
Sweden is not an end, in the future it is a starting point for the sup-
portive workings of the the new ideas and projects in the eld of
youth.

A work visit was arranged to South Korea by The Headship of Youth Services Department

This visit programme was arranged by South Korea Youth Exchange Center to develope the
relations began in 2007.
This programme lasted 4 days and The Ministry of Health, Wealth and Family, Korea Youth
Counselling Institute and Korea Youth Services Center were visited and taken knowledge
about their works. Besides a detailed information was taken about the works of the re-
sponsible of actualizing the international exchange between the two countries: South
Korea Youth Exchange Center.
At the negotiations with The Ministry of Health, Wealth and Family, aer the knowledge
about national youth policies and programmes of South Korea, the youth organisations in
Korea and international youth exchange; a detailed information was given about the works
of The General Directorate of Youth and Sports - The Headship of Youth Services Depart-
ment.
Aer the negotiations between the concerned ministery, the numbers of the participants
to the international exchange done between the two countries every year were decided to
be increased from 10 to 20.
Youth Exchange Programme (I)
The rst step of the 2009 exchange were actualized by guesting 20 youngsters from South
Korea in our country on 26 of September-6th of October. Within the project; historical,
touristic and cultural places as Ankara, Konya, Bursa and stanbul were visited.
