Using Tragedy to usher in legislative changes in Jamaica
PROPOSAL SUMMARY
BrokenNotDestroyed Foundation was established to redefine tragedy and usher in legislative changes in
the Jamaican Police Force that would strengthen cooperation between security forces and citizens.
The foundation emerged from the 2014 murder of our brother Nakiea Jackson; which introduced us to
systemic existence of police brutality and the inaccessibility of justice to many. We recognized that this
broken system was creating a broken nation and the insidiousness of members actions threatened
democracy; making the time ripe for change.
In light of this, the foundation endeavors, through collaboration with all stakeholders, to increase citizens
access to information and equip them with the skills to navigate their interaction with members of the police
force. We are using mourning to stir a movement that achieves policy changes and practices within the Police
Force that will benefit society. This includes training programs to engender good practice guidelines for
security forces to alleviate fear, encourage, and harness the benefits of community policing reinforcing their
mission to protect and serve. In the event of misconduct, we hope to maintain checks and balances, well
defined code of conducts that maintains accountability and professionalism among our service members.
PROPOSAL SUMMARY
We advocate for the unbiased processing of crime scenes, witnesses and suspects so that the integrity of the
profession will be upheld, and these will be stipulated in manuals and breach will be subject to disciplinary
actions.
The foundation addresses the social divide that exists between the police force and civilians. Our own suffering
has brought us to the plight of many families who lack support systems or channels to exercise their frustration,
hurt, disappointment disbelief and the pursuit of justice, for those who justice eludes, we provide support
towards healthier lives.
Our mission is to create a community that will break the cycle of brokenness by providing families with an
outlet for grief management and expert guidance to secure justice for their love ones, and to heal.
We will be the only organized group that provides cross-functional and 360-degree support for all stakeholders
operating as mediators in bridging the divide. We are conscious of our national constraints, which typically
manifests in how we execute our functions and by extension interface with our subjects. As a result, our social
programs, experiential and continuous learning and service driven initiatives will educate in order to alleviate
reducing distrust and eliminating areas of conflict. Our mission is to dissolve the implicit biases that undermine

Most important is the fact that our programs and recommendations are adapted to Jamaicas unique circumstances
and conditions which will engender success. Our Pilot Project will provide a comprehensive incubation phase that
will facilitate two-way communication and assimilation to ensure that stakeholders understand each others vantage
point, through research, participant observations, seminars and retraining, towards bilateral agreement.
We believe that by putting faces to the statistics we can humanize the cause and unite a nation towards
fruitfulness. Post implementation we forecast the program benefits to be in the areas of: prevention, conflict
management, resolution, and reputation renewal.
The Program objectives include: monitoring and improving how police and security forces actions are regulated, to
establish a community of change network, to give a voice to the voiceless, to prevent the system from creating
enemies, and to help others rebrand tragedy.
The total cost to implement the BrokenNotDestroyed Foundation and to support the pilot phase is $190,000 US.
