Codes and Standards


1.

ARI Compliance: Provide capacity ratings for


packaged heating and cooling units in accordance
with ARI Standard 360: Standard for Commercial and
Industrial Unitary Air-Conditioning Equipment.

2.

Refrigeration system shall be constructed in


accordance with ASHRAE 15-2010: Safety Standard
for Refrigeration Systems and ASHRAE 34-2010 as
modified by NYC Mechanical Code Chapter 11.

UL Compliance: Provide packaged heating and


cooling units which are designed, manufactured,
and tested in accordance with UL requirements and
are UL labeled.

Heating and cooling units shall comply
with the EER requirements of the 2014 Edition of
the New York City Energy Conservation Code and

ASHRAE 90.1-2010 as modified by Appendix A of the
2014 NYCECC.
5.

Refrigeration equipment shall be listed and


labeled to UL 1995-2005. UL listing shall be
indicated on the Shop Drawings.

6. All appliances regulated by the New York City


Construction Codes shall be listed and labeled
(reference Sections MC 301.4 and MC 301.6 of the
2014 NYC Mechanical Code). Testing of material
shall be in accordance with 28-113 of the
Administrative Code (reference Section MC 301.5).
Whenever the NYC Construction Codes or the Rules
of the Department of Buildings requires that
material be listed or labeled and material
proposed to be used is not so listed or labeled,
the use of such material shall be subject to prior
approval by the Commissioner (Office of Technical
Certification and Research OTCR) and such material
shall be used only to the extent set forth in such
approval. Materials that were previously approved
by the Board of Standards and Appeal (BSA) or by
the Department (MEA) before the effective date of
the NYC Construction Codes may continue to be
used, but only to the extent set forth in such
approval, and only if such approval is not
specifically
amended
or
repealed
by
the
Commissioner.

Systems shall be provided in accordance with the


NYC Construction Codes and NYC Electrical Code.

MAINTENANCE
A. Provide with each unit, one spare set of air filters.
Suitable box and label spare filters as to their usage.
Provide also spare belts for belt-driven equipment.

WARRANTY
A.

In addition the warranties specified in Division 1,


provide one year warrantee for equipment, materials,
and labor. Manufacturers warrantee shall be provided
for equipment including 5-year warrantee for the
refrigeration compressors. Other components within the
units shall have two (2) year warranty. Warranty
period starts at the Substantial Completion of the
work.

PART 2 - PRODUCTS
2.01

HEAT PUMP
A.

NYCSCA

Provide window type unit in the location shown on the


Drawings.
1.

Unit shall be completely enclosed in a single


cabinet with grilles, louvers, compressor, air
cooled condenser, expansion valve, evaporator air
circulation fan, air filter, electric heating and
all
necessary
internal
piping,
wiring
and
controls.
The compressor shall be hermetically
sealed and driven by a single phase, 60 cycle, a/c
capacitor start, drip proof motor. Unit shall be
sound and heat insulated with fireproof materials
and equipped with overload protection. Unit shall
be UL listed. Per Section MC 1101.12 refrigerant
circuit access ports located outdoors shall be
fitted with locking-type tamper-resistant caps
requiring a special tool or key to open.

2.

Each unit shall have the cooling and heating


capacity, phase, voltage and amperage shown on the
Drawings.
Provide a metal nameplate securely
attached to the side of the unit, readily visible
form the room without the necessity of removing
any panels. The nameplate shall have inscribed on
it, the following information in clear and legible
lettering, manufacturer's name, Model No., month
and year of installation, BTUH Rating, voltage and
current rating.

3.

The unit shall be equipped with a line cord. The


plug caps on the line cord designed for 208-volt

operation. Autotransformer voltage units will not
be approved.

AIR CONDITIONERS - COMPUTER ROOM


A.

Unit Casing and Frame: Fabricate from heavy gage


corrosion resistant steel, properly reinforced for
maximum strength and rigidity with an all welded
tubular steel or structural steel angle and channel
iron framework.
Casing shall be of sectional
construction, with easily removable or hinged gasketed
access panels with fastening devices for ease in
servicing all components.
Thermally and acoustically
line internal surfaces of casing sections in contact
with room or conditioned air, with insulation having a
non-eroding surface finish.
Factory finish all
exposed surfaces of unit cabinet and frame with
corrosion resistant baked enamel finish, color as
selected
by
the
Project
Architect
from
the
manufacturer's standard color charts.

C.

Cooling Section: Factory sealed refrigerant system


consisting of compressors and evaporator section
designed for use with Refrigerant R-410 A.

Specifically designed for installation in computer


rooms.
Provide equipment totally piped and wired,
including all controls.
Upon placement in their
permanent location in the building, only remote
equipment piping and electrical power connections
shall be required to make the unit(s) operable. The
unit shall be designed and tested for use with
refrigerant R-410 A.

Compressors:
Accessible,
semi-hermetic,
reciprocating, direct-drive, constant speed, 1750
RPM industrial type with suction strainer and
reversible oil pumps for pump down control and
forced lubrication to all bearing surfaces. Mount
compressors on vibration isolators and provide
with built-in overloads, oil sight glass, high
pressure switch with manual reset and low pressure
switch for pump down.
Isolate compressors in
compartment separate from the conditioned air
space.

2.

Evaporator coil: Provide multiple row DX coil.


Fabricate coils from seamless copper tubing with
aluminum fins mechanically bonded to tubing.
Arrange the refrigerant coil faces, so that each
compressor will be utilizing the complete coil
face area. Provide hot gas muffler, liquid line
filter drier, refrigerant sight glass and moisture
indicator, adjustable equalized expansion valves
and liquid line solenoid valves.
Provide a
stainless steel condensate drain pan under the
evaporator coil, with threaded drain piping
connection in bottom.

D.

Fan Section: Centrifugal fans, "V" belt driven by a


maximum 1750 RPM motor, mounted on an adjustable slide
base.
Install wheels on a heavy duty steel shaft
having self-aligning ball bearings.
Statically and
dynamically balance fan assembly at factory.

E.

Filter Chamber: Integral part of unit provided with


access from both sides of unit. Provide, UL Class, 2
thick, with pleated type filter, with a minimum
efficiency of MERV-7.

F.

Heating Section: Electric reheat coils of heavy duty,


low watt density, construction. Provide, coils with
three stages of control.

G.

Heating Section:
Steam or hot water reheat coil
fabricated from copper tubes with aluminum fins.
The
system shall be factory pre-piped with a 2-way
modulating control valve, Y-strainer, and float and
thermostatic steam trap.

H.

Humidifier: Infrared type consisting of high intensity


quartz lamps mounted over the evaporator pan, safely
out of the supply water. Location of stainless steel
pan shall allow for cleaning and servicing without
disconnection of piping or electrical connections. In
addition, humidifier section shall include a liquid
level controller and emergency overflow, factory
prepiped for ease in making field connections.

I.

Humidifier: Steam grid humidifier of the stem separator


type with full separation ahead of control valve.
Provide unit complete with an internal drying chamber
and a steam jacketed stainless steel distribution
manifold.
In addition, humidifier section shall
include a solenoid control valve, a float and
thermostatic trap and a cleanable Y-type strainer,
factory prepiped for ease in making field connections.

J.

Humidifier: High intensity electric heating elements


mounted in a stainless steel pan, with make-up water
and overflow factory prepiped.
Pan shall be easily
removable for cleaning.

K.

Water Cooled Condensers:


Heavy-duty, shell and tube,
counter flow type with removable cast iron heads.
Install copper tubes mechanically cleanable from
either end.
Provide condensers of adequate capacity
to allow for storage of refrigerant during pump down
cycle. Condensers shall be ASME stamped for a working
pressure of 400 psi at 300F.
Factory pipe each
condenser complete with a head pressure actuated water
regulating valve, designed to control head pressure
for varying entering water temperatures and flow
rates.

L.

Glycol Cooled Condensers: Heavy duty, shell and tube,


counterflow type with removable cast iron heads.
Install copper tubes mechanically cleanable from
either end.
Provide condensers of adequate capacity
to allow for storage of refrigerant during pump down
cycle. Condensers shall be ASME stamped for a working
pressure of 400 psi at 300F.
Factory pipe each
condenser complete with a head pressure actuated
glycol regulating valve, designed to control head
pressure for varying entering glycol temperatures and
flow rates.

Remote Control System Warning Panel (Furnished and


installed in the field by the Temperature Control
Contractor (TCC), or furnished by the OEM and
installed by the TCC).
1.

Provide control system with a back-lighted warning


panel. Provide panel complete with a solid state
plug-in module, silencing switch, individual red
indicators for functions required to be monitored
and an audible alarm. No visible indicating light
shall appear on the panel until an alarm condition
exists. When an alarm condition arises, the panel
shall indicate each individual alarm situation by
sounding an audible alarm and displaying the
proper red indicator light on the panel. Provide
a red indicating light for each of the following
alarm conditions: Loss of Airflow, Change Filters,
High Temperature, Low Temperature, High Humidity,
Low Humidity, High Head Pressure (Compressor
No. 1), High Head Pressure (Compressor No. 2).

2.

Include on the panel a test button circuit for


checking all individual red indicators and the
audible alarm, and a set of non-powered normally
open contacts for the remote alarm circuit.

3.

Control "High Head Pressure" alarm condition by


means of a separate pressure switch, set a minimum

of 20 psi below the high pressure safety cut-out,
thereby causing the "High Head Pressure" alarm
condition to act as an early warning device.
4.

Temperature and humidity controls, used in the


control
system
warning
panel,
shall
be
individually adjustable to suit the operational
requirements of the Computer Room, as outlined by
the computer manufacturer.

5.

Filter change switch shall be of the heavy duty


bellows type, with an adjustable range of from 0
to 2 inches water gage.

Q.

Winter Freeze Protection System: Provide propylene


glycol for the condenser water that circulates through
the dry cooler of sufficient concentration to allow
for operation at 0F ambient conditions.

REMOTE AIR COOLED CONDENSER


A.

Provide an air-cooled refrigerant condenser of the


draw-through vertical discharge type.
Provide unit
complete with a multiple circuit coil; direct driven
electric motor operated propeller fans, all totally
protected by a heavy duty sheet metal casing, complete
with a structural metal stand and wire fan guards.
Provide unit completely factory assembled and with all
the necessary control and accessories, for operation
in ambient air temperatures down to 0oF.

PUMPS
A.

Condensate Pump: Provide a condensate pumping unit,


designed
for
installation
inside
the
room
air
conditioner enclosure. Provide unit complete with
sump, pump, motor assembly and automatic control by
float switch.

B.

Glycol Pump: Provide a centrifugal type circulating


pump designed for glycol usage.
Provide pump
installed in a weatherproof vented enclosure, for
attachment to drycooler. Provide unit complete with a
disconnect switch and an individual control panel.
Control panel shall include controllers for cycling
drycooler fans and maintaining glycol temperature.

TEMPERATURE AND HUMIDITY SENSORS


A.

Temperature Control Contractor (TCC) to furnish and


install one space temperature sensor and one space
relative humidity sensor in each space as shown on the
Contract Drawings.
Temperature sensors and relative
humidity sensors shall be connected to the BMS/DDC Lon
network by the TCC.

3.01

SUPPLEMENTAL INSTALLATION
A.

Clearances shall be maintained around all components so


as to permit inspection, servicing, repair, replacement
and visibility of all gauges. When units are installed
or replaced, clearance shall be provided to allow
access
for
inspection,
maintenance
and
repair.
Passageways around all sides of the units shall have an
unobstructed width as required by the manufacturer.

Fix existing lower sash at the height required for


installation of the window type unit.
Window
frames shall be screwed to existing jambs using
screws on each jamb.

2.

Provide Plexiglas on both sides of newly installed


unit as required. Plexiglas shall be secured with
screws to bottom rail of lower sash and to sill
and jambs of window frames.

3.

Unit shall be installed in such a fashion, that


there is no air leakage. No putty is to be used
where bottom of windows and top of installation
are joined.
Unit shall be installed in such a
fashion that there is no vibration.
Existing
window sash shall not be used to support unit.
Contractor
shall
install
metal
bracing
to
stabilize new units. Paint brackets in accordance
with Painting (Section 09900).
Unit shall be
installed so as to prevent water seepage around
units. Caulking shall be used as required to make
the installation weather tight.

4.

Fill in space between lower sash top rail and


upper sash glass with a compressible, high density
closed cell form to prevent air infiltration.

Hot Water Heating Coil Piping: Connect supply and


return piping to hot water coil as indicated on
the Drawings with unions and shutoff valves.

Steam Heating Coil Piping: Connect steam and


condensate piping in steam coil as indicated on
the Drawings, with unions and shutoff valves.

5.

Drain Piping: Connect unit drain to nearest


indirect waste connection. Provide trap at drain
pan; construct at least 1" deeper than fan
pressure in inches of water.

Piping shall be as specified in Section 15510:

A. Start-up units, in accordance with manufacturer's startup instructions and in the presence of a manufacturer's
representative.
Test
controls
and
demonstrate
compliance with requirements.
Replace damaged or
malfunctioning controls and equipment.
The
Temperature Control Contractor shall test the DDC
system and demonstrate compliance with the requirements
of the Specifications to the satisfaction of the
Authoritys
Representative.
The
Contractor
shall
perform
necessary
Interdisciplinary
Tests
and
Functional
Performance
Tests
according
to
the
manufacturers procedures.

Air Conditioning System Pre-Start-Up and Start-Up:


1.

Upon completion of air conditioner installations,


the Manufacturers Representative shall visit the
site, inspect the installations and notify the
Authority's Representative of any Work which must
be done or modified prior to start-up.

2.

Upon completion of required Work, or modifications


to installed Work and miscellaneous testing, all
as required by the particular air conditioning
system
or
apparatus,
the
Manufacturers
Representative shall supervise the conditioner
start-up.

3.

Start-up the system and conduct a preliminary


test, for the purpose of checking the general
operation
of
the
air
conditioner,
proving
mechanical and electrical controls and making
necessary adjustments.

4.

Provide pre-start-up check list, start-up list and


operating instructions framed under rigid plastic
and place where directed in the Computer Room.
The
Contractor
shall
perform
necessary
Interdisciplinary Tests and Functional Performance
Tests according to the manufacturers procedures.

3.04

instructions for refrigeration systems shall comply

refrigerant circuit containing more than 220
pounds of Group A1 or 30 pounds of any other

Per ASHRAE 15-10 Section 9.15: Nameplate: Each unit


system and each separate condensing unit, compressor,
or compressor unit sold for field assembly in a
refrigerating system shall carry a nameplate marked
with the manufacturers name, nationally registered
trademark or trade name, identification number, the
design pressures, and the refrigerant for which it is
designed by the refrigerant number (R number as shown
in Table 1 or Table 2 of ASHRAE 34-10).

C.

Per ASHRAE 15-10 Section 11.2.1:


11.2.1 Installation Identification: Each refrigerating
system erected on the premises shall be provided with a
legible permanent sign, securely attached and easily
accessible, indicating (a) the name and address of the
installer, (b) the refrigerant number and amount of
refrigerant, (c) the lubricant identity and amount, and
(d) the field test pressure applied.

D.

Per ASHRAE 15-10 Section 11.2.2:


11.2.2 Controls and Piping Identification: Systems
containing more than 110 lb (50 kg) of refrigerant
shall be provided with durable signs having letters not
less than 0.5 in. in height designating: (a) valves or
switches for controlling the refrigerant flow, the
ventilation, and the refrigeration compressor(s), and
(b) the kind of refrigerant or secondary coolant
contained in exposed piping outside the machinery room.

Responsibility
for
Operation
and
Emergency
Shutdown: For a refrigerating system containing more
than 55 lb (25 kg) of refrigerant, provide a schematic
drawing or panel giving directions for the operation of
the system at a location that is convenient to the
operators
of
the
equipment.
Emergency
shutdown
procedures, including precautions to be observed in
case of a breakdown or leak, shall be displayed on a
conspicuous card located as near as possible to the
refrigerant compressor. These precautions shall address
(a) instructions for shutting down the system in case
of emergency; (b) the name, address, and day and night
telephone numbers for obtaining service; and (c) the
names, addresses, and telephone numbers of all
corporate, local, state, and federal agencies to be
contacted as required in the event of a reportable
incident.

TRAINING
A.

Provide services of the Manufacturer's Representative


for one day to instruct Authority, Custodian and DOE
Maintenance
Representative
in
the
operation
and
maintenance of packaged heating and cooling units.

B.

Schedule training with Authority and provide at least


4-day notice to Authority's Representative of the
training date.

C.

The
documentation
for
each
Temperature
Controls
controller shall include an
accurate
graphic
flow
diagram of the software program for future owner
reference.

INTERDISCIPLINARY TESTS AND FUNCTIONAL PERFORMANCE TESTS


A. Interdisciplinary Pre-Start-Up and Start-Up Tests:
The Contractor shall conduct interdisciplinary prestart up and start up tests as per the manufacturers
start up procedures. Contractor shall submit signed
start up affidavit signed by the factory authorized
service representative indicating that all of the
manufacturers pre-start up and start up procedures
have been successfully completed.
B. Functional Performance Tests:
Contractor
shall
also
submit
signed
functional
performance testing affidavit signed by the factory
authorized service representative indicating that all
of the manufacturers functional performance tests have
been successfully completed.

3.07

COMMISSIONING OF PACKAGED HEATING AND COOLING UNITS


A.

HVAC Contractor shall comply with the Commissioning


Requirements of Contract Specification Section S01660
for packaged heating and cooling units.

B. All testing for refrigerant piping, or condenser water


piping for the computer room air conditioning units
shall be completed prior to commencement of the
commissioning process.

sensors and space humidity sensors to monitor space
conditions. Unit controls need not be native Lon.
