The paper shows my

understanding of the
importance of looking at
organizations and their actions
from the structural, political,
symbolic, and human resource
frames. Analyzing PLCs in
HVS allowed me to assess their
strengths and give suggestions
for their weaknesses within
each frame in order to improve
their effectiveness.

shed a lot of light as to how the
state funding impacts districts.
