E.InstitutionmeanstheeducationalinstitutionseekingaffiliationwiththeUniversity.
F.PrescribedmeansprescribedbytheUniversity.
G.Principalmeanstheheadofthecollegeorthechiefexecutiveoftheinstitutionapplyingfor
affiliation.
H.SyndicatemeanstheSyndicateofGovernmentCollegeUniversity,Faisalabad.
I.ViceChancellormeansViceChancelloroftheGovernmentCollegeUniversity,Faisalabad.
J.UniversitymeanstheGovernmentCollegeUniversity,Faisalabad.

2LegalFormalities
1.Theownershipoftheinstitutionshallvestinabodycorporateandnotin
individual(s)orfamily,registeredundertherelevantlawsofCompaniesOrdinance/Societies
Registrationact/trustasafoundation/society/trust.Thisshallnotberequiredincasethe
institutionisinthePublicSector.
2.Noownershipofthebodycorporatewillbepermissibleafteraffiliationwithoutpriorapprovalof
theUniversity.
3.ThepermissionfromDeputyDirector(Colleges)oftheconcernedCityDistrictGovernmentbe
soughtbeforeapplyingtotheUniversityforaffiliation.
4.NoEducationalInstitutionsituatedwithintheterritoriallimitsoftheUniversityshall,withthe
consentofUniversityandsanctionofEducationDepartmentforProvincialjurisdictionandthe
sanctionofCommissionforFederalCapitalTerritory,beassociatedinanywaywithorseek
admissiontotheprivilegesofanyotherUniversity.
5.Acopyoftheregistrationdeedalongwithamemorandumofassociationwillbesuppliedto
examinetheobjectivesandcredentialsofthemembers.Abriefprofileofmemberofmanagement
shouldalsobeprovided.

3ApplicationforAffiliation
1.AnInstitutionapplyingforaffiliationtotheUniversityshallmakeanapplicationtoRegistrarofthe
UniversityonaprescribedformbytheUniversityatleast6monthpriortothedatefromwhich
affiliationissought.
2.IncaseofGovernmentinstitutions,headoftheinstitutionwillsubmitapplicationthroughproper
channel.

3.Incaseofprivateinstitutions,itshallbeunderthemanagementofaregularlyconstitutedgoverning
body.
4.Thegoverningbodyshallsubmittheapplicationandnochangeintheownershipofthebodywill
bepermissibleafteraffiliationwithoutpriorapprovaloftheUniversity.
5.TheapplicationshallbeprocessedbytheAffiliationCommitteeandberecommendedforgrantor
refuseaffiliationtoaneducationalinstitutionforSyndicate.

4InspectionandProcessingFee
1.GovernmentInstitution:TheapplicationprocessingandvisitingfeeshallbeRs.15,000which.is
tobedepositedalongwithapplication.Similarly,Rs.10,000shallbechargedforeveryrevisit.
2.PrivateInstitution:TheapplicationprocessingandvisitfeeshallbeRs.40,000which.istobe
depositedalongwithapplication.SimilarlyRs.20,000shallbechargedforeveryrevisit.

5Location
1.Theinstitutionshallbelocatedinaspacious,separateandindependentbuildinghousedonthearea
ofatleast4kanals.However,theareaofmultistorybuilding(s)covering4000sqftareamaybe
consideredalongwiththeotherrequisiterequirementsi.ePlaygroundetcincaseofPrivate
Institutions.Thepremisesshouldnotbesharedbyanyotherinstitution,disciplineorperson.ANo
ObjectionCertificatefromthelocalbodiesregardingsuitabilityoftheproposedlocationfor
establishmentofthecollegeshallbeprovided.
2.ThesiteselectedfortheinstitutionmustbesuitablefromacademicpointofviewSustainable
physicalviability,availabilityofwater,electricity,fuelgas,telephonesmustbeensured.
3.Thesiteexistingorselectedfortheinstitutionmustbeeasilyaccessibletogeneralpublic.
4.ThepermissiongrantedshallberestrictedtoaspecifiedPlaceandforaparticularsubject.Nosub
campusorbranchshall.beestablishedorfranchised.

6ChangeinPremises
NochangeinpremiseswillbemadewithoutpriorpermissionfromtheUniversity,
ThenewsitewillbevisitedbytheAffiliationCommitteeforapproval.

7RentedBuilding
Whereaninstitutionisproposedtobelocatedinrentedpremises,themanagement
shallensurethattheinstitutionwillacquireitsownbuildingwithinaperiodoffiveyearspreferablyina
nonresidentialarea.

8InstitutioninMorethanOneBuildings
Anaffiliatedinstitutioncanbeallowedtofunctioninmorethanonebuildingprovidedthatadministrative
andacademiccontroliscentralizedandthebuildingsarewithinreasonableandconvenientdistancefrom
eachother.TheAffiliationCommitteeshallbesolejudgeinthismatter.

9HostelFacilities
Adequatehostelfacilitiesmustbeseparatelyprovidedformaleandfemalestudentsadmittedunless
otherwisedispensedwith.

10RequirementoftheBuilding
1.Sufficientspaceinshapeofclassrooms,commonroom,library,laboratoriesandcommonroomfor
girlsisavailablewithappropriatesizenotlessthanI6x32sq.ft.foreachsectionofaclassnot
exceeding40innumber.
2.SizeoflaboratoryincaseofBasic/NaturalandAppliedSciencesubjectsshouldbeatleast
20x40sq.ft.
3.Institutionshallhaveanauditorium,officesandclassroomsofreasonablesizes.Aladiescommon
roomwithattachedtoiletandstaffroomforthewholetime/parttimestaff.
4.Institutionshallhaveadequatecanteen,toilets,adispensaryandfacilityforindoorandoutdoor
games.
5.Provisionshallbemadeforwellstockedlibraryandwellequippedlaboratoryfacilitiesandother
practicalworkwhereaffiliationissoughtinanybranchofexperimentalscience.Whereaffiliation
issoughtinITfieldsduearrangementsshallbemadeforimpartinginstructionsinawellequipped
ITlaboratoryhavingInternetconnectivity,whichcancatertothecourseneedsofstudentsand
teachers.

11StrengthoftheStudents
Therewillnotbemorethan40studentsinasection.Aminimumareaof12sq.ft.perstudentshouldbe
providedintheclassroom.

12Examinationpremises
TheaffiliatedinstitutionshallberesponsibletoprovidepremisesforconductingtheUniversity
Examinationatleastequaltothenumberofstudentstheyhaveadmitted.

13Principal,TeachingStaffandLibraryStaff
1.Theprincipalshallbeadulyqualifiedwholetimeemployee,andshallbepaidaccordingly.
2.Theinstitutionshallhaveat!east20to25o/oofthefacultywithM.Phil)Ph.Ddegrees,
particularlyinthesubjectsofBasicSciencesComputerSciencesandInformationTechnology
Subjects.
3.Theinstitutioninprivatesectormustpossess5O%ofitsteachingmembersemployedon
permanentbasiswithminimumprescribedqualificationasMastersdegreefromanaccredited/
charterUniversityinrelevantsubjects.
4.TheworkloadofthefacultyshouldnotexceedthelimitsprescribedbytheUniversityforaffiliated
institutioninpublicsector,
5.Thereshallbewholetimequalifiedsportsofficerandlibrarian.Theyshallhavemasterdegreein
relevantsubjects.
6.Thelibrarianshallhaveatleastonelibraryassistantandotheressentialstaff.
7.ChangeinPrincipalorteachingstaffwithreasoningandjustificationshallbemadeunder
intimationtotheUniversitywithin15days,failingwhichanappropriateactionwillbetakenbythe
University.

14LibraryandinternetFacility
1.Thelibraryshouldbelocatedinacoveredareaforatleast20percentoftheenrolledstudents.
2.InitiallybooksworthnotlessthanRs.200,000shallbepurchasedforlibrary

3.Thelibraryshallhaveatleast50bookspersubjectasreferencebooksandatleast200booksper

updatingthelibrarybyaddingneweditionsandtitles.TheInstitutionshouldsubscribe10daily
newspapersand5weeklyperiodicals.
4.TheinstitutionshallhaveInternetconnectivitywithappropriatenumberofcomputersdepending
uponthestudentsenrollmentandthesubjectsoffered.

Theinstitutionshallestablishabookbankcapableofprovidingprescribedtextbookstoatleast10
percentofthestudentsonroll.

16Cocurricular&HealthCarefacilities
1.Theinstitutionshallpromotetheextracurricularandrecreationalactivitiesofstudents,andtomake
arrangementsforpromotingtheirhealthandgeneralwelfare.
2.Theinstitutionshallensuretoprovidecocurricularactivitieslikedebatingcontest,declamation
contest,QuranKhawani,NaatKhawani,HoldingofMusharahas,
Campfire,boyscouts,Bidsguidesactivitiesetc,Excursionstoplacesofhistorical
importanceandstudentsvisitstofactories,stockexchanges,chambersof
commerce&industriesandothereducationaltripsetcshallalsobearrangedfor
augmentingthedevelopmentofstudents
3.Theindoorandoutdoorfacilitiesforgamesshouldbeensuredtoprovidehealthyoutletstothe
youngstersforimbibingthesenseofcompetitionandtolerance,Thestudentsshouldbeencouraged
toparticipateinone/twoofthegames.IfPossiblethefacilitiesofgymnasiumshouldalsobemade
available.
4.ServicesofaparttimeMedicalOfficershallbeengagedwhoshallhavemedicalequipment
availabletomeetemergencycases.

17Constitutionalandculture
1.TheInstitutionshallframeproperrulesregardingtheefficiencyanddisciplineofitsstaffandother
employees.
2.Theinstitutionshallberequiredtostrictlycomplywithandrespecttheconstitutionalprovisions,
locallaws,culturalandreligioussensitivities
3.Theinstitutionmustrestricttoteachingtrainingandcocurricularactivities.Politicalorother
activitiesdetrimentaltonational,religious,socialorlocalcultureshallnotbeundertaken.
4.Thesponsorswillprovidecareercounselingandjobsearchservicestothestudents.

18EveningClasses
1.Thetotalnumberofstudentsineveningclassesshallnotexceedmorethan50%of
thestudentsadmittedinthemorningclassesandenrollmentintheeveningclasseswillbegranted
onlytothosepersonswhoareinservice.
2.Theinstitutionshallnotbeallowedtohaveeveningclassesonly.

Anauthenticatedattendancerecordofallstudentsshouldbemaintainedandbedisplayedonthenotice

boardinthefirstweekofeverysucceedingmonthinaccumulativeform.

20InstitutionRecord
1.Theinstitutionshallmaintainrecordregardingstudentsadmission,attendance,feeconcession,
appointmentofstaff,theirjoiningreports,paymentofsalaries,stockregisterandaccessionregister
oflibrary.
2.Therecordshallnotberemovedfrominstitutionpremisesandremainavailableforinspectionatall
timesbytheAffiliationCommittee.

21PaymentoftheSalaries
1.WholetimeFaculty,Librarian,andSportsOfficershallbepaidtheminimumscalesprescribedby
theUniversityforCommensuratePosts.
2.Allthesalariesshallbepaidthroughcheques.Thesalaries.exceedingRs.5,000shallbepaid
throughcrossedcheques.

22FeeConcession
Atleast10%ofstudentsbegrantedfeeconcessionandscholarshipsonneedbasis.

23ViolationofRules
1.Theinstitutionshallfollowallinstructions/regulationsissuedbytheUniversityfromtimeto
time.
2.Anyaffiliatedinstitutionmayadvertiseintheprintorothermedia.
3.Anyviolationoftherulesordeliberatemisrepresentationoffactsshallbetreatedassufficientbasis
forthewithdrawalofaffiliationortoimposeanypenalty.

24Curricula
ThecoursesofstudyandsyllabitaughtinInstitutionshouldbesameasbeingfollowedbytheUniversity.

25ExaminationandEvaluation
1.Allexaminationsleadingtoawardofdegrees/diplomas/certificatesandtheircheckingand
evaluationbedonebytheUniversity.
2.TheInstitutionshallnotadmitstudentsforanydegree/disciplineexceptthosetobeawardedby
theUniversityunderitsseal.

26Financial
1.SubjecttothesatisfactionofUniversity,theInstitutionisfinanciallystableandhastheabilityto
sustainaregularfunctioningandefficientworking.
2.TheInstitutionshallfurnishsuchreports,returnsandotherinformationasthe
Universitymayrequire,toenableittojudgethefinancialsustainabilityand
soundnessofthesponsors.
3.Thesponsorsshall,priortoenrollingstudentswillestablishanendowmentfundofRupeesone

million,whoseinterestsbeutilizedforrefurbishingthelaboratoriesandlibrariesandforprovision
ofgadgetsaimedatenhancingthequalityofeducation.
4.WorkingcapitalofatleastRs.2.0millionlieswiththeInstitutionforsmooth
functioningoftheaffairsofInstitution.
5.Tangibleassetsinformofland,buildingetc.notlessthanRs.5.0millionsarein
existenceonground.
6.Abovefinancialarrangementsneedtobesupportedbydocumentaryevidence.

27InspectionandAffiliationRequirements:
1.Affiliationshallbeinitiallyforonesession.It.maybeextendedforfurthertwo
sessionsdependingupontheperformanceasascertainedthroughinspection.The
institutionmanagementmusthavetoapplyforgrantofextensioninaffiliationon
theprescribedformalongwiththeprescribedprocessing/visitfeeupto31stMayoftherelevant
year.
2.Thevalidityperiodoftheagreementsshallbeclearlyagreeduponbytheparties.Anyprovisionor
extensionshallspecifytherequirementsforreview.
3.Noaffiliationshallbegrantedwithretrospectiveeffect.
4.TheUniversityshallhavethediscretiontogrant/suspend/canceltheaffiliationinanysubject.
HowevertheaffectedpartyhasonerightofappealtotheUniversityauthorityaccordingtorules.
5.TheUniversityshallhavethepowertoconstitutetheAffiliationCommitteeandarrangefor
inspectionatatimeofitsownchoiceandmaypaysurprisevisits.
6.Inordertophysicallyverifythedetailedacademicandphysicalinfrastructure
availablewiththeInstitution,theAffiliationCommitteemayliketoconduct.a
detailedsurveyoftheInstitutionbeforegrantofaffiliation.Theaffiliation,however,
willbegrantedsubjectwise.,ThattheInstitutionshallfurnishsuchreports,return
andotherinformationas.theUniversitymayrequire,enablingiftojudgeefficiency
andeffectivenessoftheInstitution.
7.MonitoringandinspectionofInstitutionwillbecarriedoutbyAffiliationCommittee,whenthere
existssubstantialevidenceonanyaspectoftheInstitutionalinefficiencyormalfunctioning.
8.TheUniversitymaycalluponanyInstitutiontotakesuch`actionasitmaydeem
necessaryinrespectofanyofthematterspecifiedunderlawfromtimetotime.
9.TheUniversityshallhavefullpowerstotakeanyaction,itmayconsiderappropriate
includingdeaffiliationofanInstitution,ifitisfoundindulginginanysubversiveor
unlawfulactivity,oragainstprovisionoflaws.
10.TheInstitutionshallbeliabletoprovidefacilitiestotherepresentativesofHigher
EducationCommissionandUniversityofvisitationtoenablethemtoverifythatthe
Institutionismaintainingappropriateacademicstandards.
11.TheInstitutionshallfurnishanannualstatementofaccountstoUniversitywith
detailsoffees,donationsandotherincomereceivedandexpenditureincurredduly
auditedwithintwomonthsofthecloseofeveryfinancialyear.
12.AninspectionofInstitutionshallbeheldonceaYearduringfirstthreeyearsofitsaffiliationbythe
InspectionCommitteeconstitutedbytheUniversityandsubsequentlyonceinthreeyears.

28FormalAgreementforAffiliation
1.AllarrangementsofaffiliationbetweenInstitutionandUniversityShallbeagreeduponand
formallywrittendownasapprovedlegaldocumentandsignedbySeniorAuthorized
Representatives.Detailedarrangementsforpartnershipshouldbesetoutclearlyintheagreement
andmemorandumofunderstanding.

2.Theagreementshalltakeintoaccountthescopeofthearrangements,
responsibilities,financialarrangements,qualitycontrolmechanismmodeand
meansofpaymentsvalidityperiod,procedureforresolutionofdifferenceand
reviewandvisitation
3.Theagreementshallclearlyspellouttheprovisionsforqualitycontrolmechanism
includingmonitoring,assessmentproceduresandreviewandvisitation
4.Terminationofaffiliationshouldsafeguardtheinterestsofthestudentsandshouldbedulynotified
tothegeneralpublicandHigherEducationCommission.

29SecurityFee
1.InstitutionsmaintainedbytheGovernment:Theheadoftheinstitutionshallatthetimeof
applyingforaffiliationproduceNoObjectionCertificatefromtheDepartmentofGovernment
concernedinregardstofinancialandadministrativeimplicationsforstartingnewdepartment
/subjectsintheinstitution.
2.Privateinstitutions:Incaseofprivateinstitutions,theapplicantshalldepositasecurityfeeas
prescribed,foreachcategory.Thesecuritycanbeusedforthepurposeofrecoveryandbalance/
penaltyoutstandingtowardsinstitutionpayabletotheUniversity.

30ConstitutionofAffiliationCommittee
1.TheAffiliationCommitteeshallconsistof
i.Achairpersontobenominatedbythesyndicate
ii.Twoprofessorstobenominatedbytheacademiccouncil
iii.Twoteacherstobenominatedbythesyndicate.
iv.TheDeputyDirector(Colleges)/AseniorprincipalofanyGovernmentCollegeof
DistrictFaisalabadtobenominatedbythesyndicate.
2.Thetermofofficeofthemembersofthecommittee,otherthanexofficiomembers,shall
betwoyears.
3.TheAffiliationCommitteemaycooptnotmorethanthreeexpertswhoshallbecountedforthe
quorumofaninspectionbytheAffiliationCommittee.
4.Thequorumforthemeetingof,oraninspectionbytheAffiliationCommitteeshallbethree.
5.TheDeputyregistrar,dealingwiththeaffiliationcases,orsuchotherperson,asmaybedesignated
bytheViceChancellorforthispurpose,shallactasSecretarytotheCommittee.

31FunctionsoftheAffiliationCommittee
ThefunctionsoftheAffiliationCommitteeshallbeto
1.Inspecttheeducationalinstitutionseekingaffiliationwithoradmissiontotheprivilegesofthe
Universityandtoadvisethesyndicatethereon.
2.Inquireintocomplaintsallegingbreachofconditionsofaffiliationbyaffiliatedcollegesandto
advisethesyndicatethereon.
3.Performsuchotherfunctions,asmaybeprescribedbytheregulations.

33TeachingStaffandOtherCondition
1.UndergraduateColleges:Principal2andteachingstaffhavingatleastmasterdegreeinrelevant
subjectprincipalhavingfiveyearteaching/administrativeexperienceofanyreputedinstitution.
Foreachsubjectofexperimentalscience,aseparate/independentwellequippedlaboratoryshall
beestablished.
2.PostgraduateColleges:Thereshallbeminimumseventeachersforamasterdegreecourseoutof
whichatleastonePh.D/M.Phil/foreignqualifiedpermanentmember.Foreachsubjectof
experimentalscience,aseparate/independentwellequippedlaboratoryshallbeestablished.At
leastfivehundredtitlebooksshouldbeavailableinthepostgraduatelibrary.
3.Commerce/ManagementScienceColleges:Thereshallbeminimumsixpermanentteachersout
ofwhichatleastthreeshallhave~M,Com/MBAorequivalentdegree.Thereshallbeacomputer
laboratoryproperlyequippedtoaccommodate20percentoftheadmittedstudentsatatime.
4.LawColleges:Principalofalawcollegeshallbefulltime.employeeofthecollegehavingmaster
degreeinlawwithatleasttenyearteachingexperienceorbachelordegreeinlawwithfifteenyear
teachingexperiencefromareputedinstitution.Thereshallbeatleastsixwholetimeteacherswith
relevantacademicqualifications.Theminimumrequirednumberoflibrarybooksis500excluding
reportsandjournals.ThelibraryofLawCollegeshouldsubscribeatleasttworeputable
internationallawjournalsoraccesstolawjournalsthroughinternet.Furthermorethereshouldbeat
leastonesetofalllawreportspublishedinPakistan.
5.PharmacyColleges:Thereshallbeminimum8teachersforBPharmacyand12teachersfor
PharmDclassesinthefollowingdisciplines.
1.Pharmaceutics
2.PharmaceuticalChemistry
3.Pharmacognosy
4.Pharmacology
ThereshallbeonePhDteacherineachdiscipline.
PrincipalofthecollegeshallbefulltimeemployeehavingPhDdegreeinanyoftheabove
mentioneddisciplineswithatleasttenyearteaching/researchexperienceinrelevantfieldfroma
reputedinstitution.Foreachdiscipline,aseparate/independentweltequippedlaboratoryshall
beestablished.AtleastfivehundredtitlebooksshouldbeavailableintheLibrary.
