HRP Research Paper

How can The Brazilian Government stop the violation of freedom of expression? There are
many ways the Brazilian government can stop the violation of freedom of expression. The research
paper will talk about how the government is violated the peoples rights, how they are allowing
little bits of freedom, and finally some solutions on how they can fix it.

The government failed to present a concrete national plan to reduce homicides in the
country, despite having announced in July that it would do so. According to a Brazilian Forum on
Public Security report covering 2014, more than 58,000 people were victims of homicides; the
number of police officers killed showed a small decrease of 2.5% over the previous year to 398; and
more than 3,000 people were killed by the police, an increase of around 37% over 2013.1 This is the
most recent information about the problems going on in Brazil. The main problem that is going on
in Brazil is the freedom of expression limits. The government in Brazil is not allowing anyone to
talk or post anything about the government. Last year, one journalist ) was slain and another
severely wounded. Both incidents involved published reports about public officials who were
suspected of dishonesty and corruption.2 The main issue that is going on in Brazil with the human
rights is that the government is killing journalists and many other people that post things say
things do things that say something bad about the government. When the government finds out
about these things they kill and torture the people that do these things to the government.

The government will do anything for the people getting killed because they are the ones doing this
to the people. Brazil has a vibrant democracy with strong constitutional guarantees of freedom of
expression. A public information access law was passed in 2011; however, journalists also
experienced increases in violence, harassment, and censorship during the year.3 The right to
freedom of expression is being violated because the Brazilian government is passing laws that say
certain things that will protect the people but they dont include all the details. Nobody is really
benefitting from this, maybe the Brazilian government is because they dont get anything bad
happening to them. The people that are not being benefited are the ones who say bad things about
the government and things that are true about the government. When people say things about the
government the government hides it from going public and then killing the person that said it or
torturing them.

A federal access to information law went into effect in 2012; a majority of states have since
passed implementing legislation. The law establishes that the public should have unfettered access
to information regarding violations of fundamental rights.4
The government has passed laws
saying things that are not mostly true in some ways. This piece of evidence is saying that the public
does not have access to fundamental rights. An example of fundamental right is the freedom of
expression. The government is trying to keep the people from saying anything to them. So then
they go and kill the people that say anything bad about the government. Brazil has a vibrant
democracy with strong constitutional guarantees of freedom of expression. A public information
access law was passed in 2011; however, journalists also experienced increases in

violence, harassment, and censorship during the year.5 The Brazilian government has passed a law
that allows people to have freedom of expression but the government has not allowed anyone to
have this right. As the evidence says near the end it says, ...however, journalists also experienced
increases in violence, harassment, and censorship during the year.6 The government has broken
this law and has not let anyone say anything about the government. Journalists suffered 15 death
threats, two abductions, eight murder attempts and four killings, a total of 29 violations. Human
rights defenders suffered eight killings, one murder attempt and seven death threats, a total of 16
violations.7 The government has said that they give everyone a right to freedom of expression. The
government is telling a lie to the people. They are killing anyone who is saying anything bad about
the government. As the evidence says the journalists have 15 death threats, two abductions, eight
murder attempts,
and four killings, a total of 29 violations. The government does not want
anything bad to happen to them because they will lose power and their loyalty of the people.

Brazils Federal Constitution guarantees to the Brazilians a broad access to information

from different and multiple sources within a democratic environment where freedom of speech
and the press is ensured. However, the country still faces some gaps in the media regulatory
framework.8
The Brazilian has taken some action to allow the people to see things the press say,
but the government still regulates the information that goes through. If the government thinks it
is offensive then they track down whoever said it and then capture them and kill them or torture
them. It is still good that the government to the initiative to let the people say certain things but

they still have a very tight spot where people can not say things. Brazil has been praised as a
champion of internet user rights. In April 2014, Rousseff signed the Marco Civil da Internet, a
so-called bill of rights for the internet. The new law, which went into effect in June, guarantees
universal internet access and establishes strong privacy protections for Brazilian users.9 The
Brazilian government had allowed people to have access to the universal internet. Allowing them
to see whatever they want too. There are also still many things that are protected by the
government. All the people who access the internet are still heavily under Brazilian government
protection. Even though the government has the people under watch, they seem to be getting
closer to let the people have the full effect of freedom of expression.

If the Brazilian government would just let the people say what they want and do what they
want the people will eventually just stop saying those things about the government. Also if the
government did the right thing then the people would then have nothing to say about the
government and then nobody gets hurt. Have the government just do the right thing. The
government can do this by just doing everything right and then the people will have nothing to say
about the government. Let the people believe what they want too and then everyone will be happy.
If the government allowed people to believe whatever they wanted too then the people will like the
government better after what the government has done to the people. Have a law that says the
people can say whatever they want and if the plan on doing something to the government then can
be punished. If the government allowed the people to say whatever they wanted then the
government would have to come in hand and stop the people from doing harmful things to the
government.

The Brazilian government is doing what they want to do for the people. They are letting
little bits of freedom being handed to the people. They still want to have power because they can
do whatever they want to do. In the future they will probably let the people have all the freedom
like the United States of America.
