Up until then, staff cadets were called "ex-cadets”. Au para 2, on ne doit pas utiliser appellation « militaires du rang » pour désigner les cadets- cadres. L’expression « cadet-cadre » est sans équivoque, soit des cadets agissant a titre de cadres. Les cadets ne sont pas des militaires. 2. Au para 4, on fait référence aux OAIC sur l'instruction d’été autorisée des différents éléments. Prendre note que la terminologie de ces ordonnances devra également étre modifiée afin de remplacer toute référence a un « emploi » d’été et a une « solde ». 3. Au para 6, ce ne sont pas les « types » qui devraient étre en caractére gras, mais bien les catégories, a savoir « Instruction » et « Soutien a instruction ». Prendre note a cet effet que annexe C sur les conditions préalables des cadets de l'armée ne fait aucunement réf au concept de « Type » 4. Au para 11, on fait réf a 'OAIC 23-16. Méme commentaire qu’en 2 en dissociant les officiers des cadets-cadres. 5. Reformuler les para 12 et 14, puisque a premiére lecture il semble y avoir contradiction entre les deux. Nous suggérons la formulation suivante pour le para 14 « Un cadet-cadre qui regoit une prime pour l'nstruction avancée n'est admissible 4 aucune autre forme de prime d'instruction ». I! serait pertinent d’ajouter également une definition ou une réf & POAIC 17-32 traitant des primes d’instruction des cadets. En outre, il serait souhaitable de fusionner l'art 17-32 et l'art 13-28 puisqu'l s'agit de deux catégories de primes dinstruction destinées aux cadets. 6. Reformuler le para 13 qui stipule que « Un cadet-cadre n’est pas admissible aux augmentations de niveau de solde ou de la catégorie de prime de rendement » puisque ces deux expressions référent 4 un emploi. De plus, elles portent 4 confusion, notamment parce que le niveau de « solde » peut augmenter si le cadet-cadre recoit une promotion. Nous suggérons done que le para stipule que « la prime d'instruction avancée ne peut étre majorée en fonction du nombre d’année d’expérience » A0401355_2-A.2013.01669--00577. L’ordonnance doit contenir des instructions relativement a l'administration de Accord présenté a l'annexe A, a savoir le nombre de copies, 'archivage, la durée de conservation, etc en plus de préciser s'il convient de faire signer par le parent/tuteur lorsque le cadet-cadre est majeur. 8. L’ordonnance doit également définir qui peut agir a titre de « délégué » du cmdt de 'URSC. 9. Le premier « ATTENDU QUE » de l'accord a I'annexe A doit étre modifié pour inclure le CIEC sur lequel le cadet-cadre poursuivra son instruction avancée. 10.Ajouter la mention « ou son délégué » aprés le cmdt de 'URSC au para 8 de Accord et dans le bloc signature. 11. Nous préconisons qu'une étude comparative soit faite des annexes B,C et D afin d'harmoniser les primes relatives aux postes similaires d'un élément a l'autre. La présentation pourrait également étre harmonisée. 12. Supprimer les positions d’infirmier auxiliaire, commis médical ou autre des annexes B,C et D puisque ce ne sont plus des fonctions que nous pouvons attribuer a des cadets-cadres. 13, Revoir la terminologie francaise des postes de type 2 de annexe B. Les expressions « fourrier », « rondier », « cambusier », « préposé a la capitainerie » tirent leur origine des traditions navales, mais ne sont guére applicables dans les CIECM francophones. 14. Les postes qui entrent dans la catégorie de « Préposé au site d'instruction » de la page B-4/8 devraient étre placés dans la catégorie de prime d’instruction avancée de type-1 parce que les titulaires donnent instruction propre au site (par ex :au champ de tir, au site aventurier, aux embarcations légéres, etc). 15.
