Reference A outlines the guidance for renewal of the Cadet and ICR Programs and defines six goals and ten end states to realize. Reference B further outlines the 20 objectives associated to the goals and end states. One of the objectives of renewal is to identify and implement a minimum acceptable risk level which ensures that the conduct of Cadet and JCR Programs is safe, legal, and the activities are challenging and fun. The DND/CAF Integrated Risk Management Policy outlines a framework to identify, assess and prioritize, respond, monitor and evaluate key risks. Implementation of risk management within Cadet and JCR Programs needs to develop to the largest extent possible. Is free of redundancy, unnecessary bureaucracy, and obstacles. 2. Aim. To provide direction on the conduct of risk management. 3. Scope. You'll recall that | am the OPI for this working group and Maj Bruce Kiecker from RCSU(NW) is the Asst OPI. Maj Kiecker and | did make some progress in shaping the scope of the task and with drafting the initiating directive. Other priorities took over and | have had to delay getting this group underway until now. Attached for you to look over is the draft initiating directive. It clarifies the scope of what we are doing and breaks the work down is steps. Mainly the document is intended to guide us with more specifics than in the main Renewal Plan. Itis also intended to let other people across the organization know what is being worked on. At this stage itis undergoing final review and | anticipate D Cats & JCR will sign it off late next week. After that it gets emailed out to RCSUs, CRPGs and the Leagues and posted on the Renewal webpage. I've enclosed a copy of the draft for you to familiarize yourself with. As we near the start of the 2014 ACGP it is important that we continue to communicate the plan so that ACGP personnel can focus on their flying tasks and not be distracted by rumors and speculation about the Program. Senior levels of the Royal Canadian Air Force and the MND have affirmed that the ACGP will continue for the foreseeable future. It will be funded as required to meet our training objectives and to ensure it is sustainable within our allocated budget. ‘Through the renewal process the ACGP and PPS will be examined to ensure the objectives of both activities are in line with the requirements that we deem important for youth development in accordance with the goals and objectives of the Cadet Program. In the short term Air Ops staffs must continue to seek operational efficiencies and cost savings in the Program to ensure it remains affordable and sustainable. It is also important for RCSU staffs to support the current ACGP program as it is currently defined and structured until such times as the renewal process can run its course. As I stated in my Flight Safety Message, ACGP staffs need to be physically and mentally ready to conduct their ACGP activities. I trust this clarification regarding the future of the Program will contribute to that readiness. If a cadet does fot have a uniform itis most Ikely because the cadet corps has not asked for Logistik Unicorp points/FTU. As an aside, even though specific direction has been given multiple times on who to contact and how to request, LCol Kamphuis and ACOs have been receiving the emails direcly instead RCSU [NW received additional points to fil clothing requirements for the remainder of this FY and all cadet corps requests received to date have been actioned. 27 cadet corps have received points in the last few weeks and RCSU (NW) has ~165K in points remaining for distribution. It takes approximately 330 points to outfit a cadet into a bare minimum uniform and approximately 550 points for their Complete scale of issue. PT Clothing - the CF no longer provides PT clothing to CF mors, it is not unreasonable that would also choose to no longer provide to cadets. Parkas - ordering of parkas Is on hold for the remainder of the FY. The term parka is misteading because itis lightweight outerwear. Cadets are given OG parkas when conducting outdoor activilies In the winter if required. Parkas should be available for order next FY. Supply. Seven warchouses, termed Cadet Supply Groups (CSGs), provide support to thelr designated cadet corps, RCIS, Expedition Centre, Sail Centre, Gliding Centre, RDA, NDA, andor CSTC. Each CSG was assigned cadet corps within a geographical area to include all supply support and tasks. The prioity of support is to first have the CSG deliver and pick-up the items for the activity, second is to ship the items to and from the activity, and the third is to have the cadet corps pick-up and drop off the items from the CSG. The single point of contact for an activity OP! is the applicable CSG. CSGs are limited to $5K contracts and their scope of purchases is only for materiel required for the activity; b. Transportation. All in support is provided through the Tn Section at RCSU (NW). This Tr ‘Section includes four civilian clks, CRs, who book all transport for the Region. RCSU (NW) has an SLA with 17 Wing which allows us to order most transports directly, without having to go through the Wing. Once the Tn Ciks receive Sec 32 authorization, they obtain quotes. and if under $5K, contract, the service themselves, and when the invoice is received, use their payment card to pay. Requirements en route, such as meals, are also the responsibilty of tho Tn Ciks: Contracting. All contracting support is handled by either the two Contracting Ciks (Sats) for under $5K or the Region Sup O for over S5K. Region Sup O and Sp Sves O can contract up to $25K themselves. Over $25K is through PWGSC. All cadet corps’ meals, campground books, rental fees, ‘etc. are contracted for them. Cadet corps then only have to show up and receive the goods andior service. ‘Aithough our model increases the number of fulltime staff at the HO, it significantly reduces the effort required by cadet corps staff, which was the primary goal of our 2009 reorganization. We implemented new processes to ensure Sp Svcs staff were available weekdays after hours as well as on weekends to dover, issue and accapt returned kit, including MSE, thus minimizing the requirement of CIC staff to take time off from their civilian employment, Cadet corps no longer have to make their own arrangements (which may actually contravene Sec 32 andlor contracting requirements) and then ‘submit claims for coimbursement. All contracting support is handled by either the two Contracting Ciks (Sats) for under $5K or the Region Sup O for over $5K. Region Sup O and Sp Svcs O can contract up to $25K themselves authorized by 2 CAD Comd. Over $25K is through PWGSC. All cadet corps’ meals, campground bookings, rental fees, etc. are contracted for them. Cadet corps then only have to show up and receive the goods andlor service. 3. Although our model increases the number of full-time staff at the HQ, it significantly reduces the effort required by cadet corps staff, which was the primary goal of our 2009 reorganization. We implemented new processes to ensure Sp Svcs slaif were available weekdays after hours as well as on weekends to deliver, issue and accopt returned kit, including MSE, thus minimizing the requirement of CIC staff to take time off from their civilian employment. Cadet corps no longer have to make their own arrangements (which may actually contravene Sec 32 andlor contracting requirements) and then submit claims for reimbursement. 4. Reducing the admin burden was but one part of the RCSU(Pra) re-organization project, however it was one of the main objectives. Admin burden is often not well defined and is interpreted differently by individuals and organizations. As part of the reorganization, 136 work processes tasks within the organization were identified and then evaluated with respect to the administrative burden caused by each task to the staff at the Corps level. Our approach in reducing the administrative burden to the staff at the Corps level was threefold: a. to remove unnecessary tasks; b. to shift the workload for some tasks from the part-time Comps level staff to full-time RCSU level staff and ©. to minimize the time and effort required to complete the tasks that remained for part-time Corps level staff REMOVING TASKS 2. Some tasks and processes were removed from the organization completely and are no longer completed by anyone. In the evaluation of each task, those where the costs (time and energy) outweighed the abandoned. Some examples are: a. requiring regional (ACO) review of local, low-risk activities. This is a significant reduction that allows corps COs to approve many short notice activities. If the event is listed in the corps’ Unit Training Plan (UTP), no further documentation is required. If itis an unforecasted and no-cost activity, a simple RO entry is all that is required. No request for authority form, Op O, ete. is required for low-risk, no-cost events; b, submitting passenger manifests to RCSU(Pra) immediately prior to departure for corps activities was removed: and submitting unit information sheets was removed as this information is already available in FORTRESS. SHIFTING WORKLOAD FROM PART-TIME CORPS LEVEL TO FULL-TIME RCSU LEVEL STAFF 3. Some tasks and processes were not removed completely, but where possible the work was shifted from the part-time Comps level staff to the full-time RCSU level staff, Some examples are: ‘A0432647_3-A.2014.00886--0121 a. completing forms. Where possible, forms are completed by the full-time staff and in most cases, the corps staff never even see the form. For example: (1) DND324s for postings and promotions. These are all completed. by the full-time staff and never leave the RCSU office, speeding up these processes significantly. ‘The corps staff provide the input on the transaction either via email or phone; (2) CF52s for comps weekend activities. Again this form is completed by the full-time Staff. Corps staff only need to submit the receipts, attached the email they received authorizing the expense; (3) CE52 for personal expenses (ie. medicals), When the expense is authorized, the form is completed as much as possible and sent to the member. The member attaches receipts and signs the form, nothing more is required; (4) forms for CIC enrolment are completed by the Pers O and during face to face meetings between the applicant and the ACO, What ‘was the corps COs responsibility has been assigned to the local ACO (which is now possible with the dispersal of the ACOs); (5) the list of forms handled this way goes on and on, but the overriding principle is to only complete those that are necessary, and then where possible not burden the corps staff. Asa result, corps’ staffs do not spend time searching and downloading forms. ‘What may have taken 20 min in the past (i. log onto the computer, read the policy reference, find a DND 324, fll it out, print it, sign it, mail it) now takes little if any time at all; MINIMIZE TIME AND EFFORT. 4. During our discussions with the corps” staff, it was discovered that some of the admin burden was not what tasks were required, but how they were being completed. Two key shifts in work habits were required by the full-time staff to improve this area. The first required full-time staff to be proactive and provide information and support to the corps without requiring the corps" to submit requests. This second required the full- time staff to become much more coordinated. In the corps’ eyes, ifthe RCSU staff would coordinate better and share the information already on hand, there would be fewer calls requesting information or clarification, Some actions taken to reduce the time and effort required by the corps’ staff (not the full-time staff) were: a. only requiring the corps to submit information once. In some cases each section or Detachment was holding their own information and the corps had to update each section (i.e. shipping address, phone numbers, ete.). In ‘0432647_4-A.2014.00886--0122 other cases, the corps was sending the same information to the same section multiple times. Some concrete steps taken to address this were (1) eliminating all databases that held information already stored in existing enterprise applications (i.e. HRMS, FORTRESS); (2) establishing a better system of shared network drives allowing the full-time staff to collaborate better; and, (3) removing the requirement to submit requests for approval for activities already listed in the Unit Training Plan. This is probably the most significant, as it was very time consuming in the past. ‘Once the UTP is approved, there are no other forms required by the comps. A proactive approach has the Trg Sp staff contacting the corps 45 days in advance to a supported training event to confirm support requirements, If any forms are required, they are completed by the Trg Sp Staff providing easier access to the full-time staff by operating during evenings and weekends. An updated toll free phone system allows corps staff to call RCSU staff in the evenings and on Sat to receive regular support. This removes the requirement for part-time corps staff to take corps related work home and make calls in the day (oftentimes from their day jobs), or to write lengthy emails; accepting all requests for support and training over the phone. Comps level members are not redirected to a form and requested to send an email request. The corps’ staffs have the option of either emailing their request or talking to someone directly to explain their request. If documentation is required, the full-time member taking the phone request completes the documentation on behalf of the corps level requestor; and making information easier to find. You are all reminded to make sure you have completed this short task NLT 12 Aug 14. As noted by some staff there are some tasks that take up your time that are not included in the questionnaire. If a process is missing you are asked to add it; however, this questionnaire is not trying to profile positions. Time intensive tasks such as “research policy and respond to complaints,” “attend stakeholder meetings,” etc. may not be part of a business process but are no less important. Remember this is process analysis and position analysis. 2. __BPland BPR. For a few key areas of our core business there is a desire to do a complete and detailed review which is referred to as Business Process Re-design (BPR). BPR is led by our experts from DC Mgmt. Itis not possible to undertake a re-design of all our many processes (especially those that we do not fully control ourselves). For most we will engage in a process referred to as Business Process Improvement (BPI). 3. Our first BPI topic, Travel Claims and Pay, will start in August. | am leading this BPI along with Maj Coulombe (Manager —CCO Application Services). With the assistance of Capt Phil Reynolds as Business Analyst we will solicit the input from staff in all regions to map the current “as-is” diagrams for these processes. Ideally this BPI process will serve as the pilot for other BPIs as we will try to work virtually (no travel, just teleconference/Saba/Web X etc.) and we'll get an idea of the required level of effort (LOE) and cycle time to complete the current state analysis. This first BPI will also aim to identify issues (waste, duplication, etc) and propose improvernents which will be presented as proposals to the entire O&E WG during the December meeting (if not earlier), 4, (Our first BPR topic is “Coordinate and Conduct Training.” A draft BPR session design is currently being drafted, with the intention that every region be visited by DC Mgmt strategists in the Sept / Oct period. One of the first tasks of this group was to ensure we were all clear on what we are to accomplish and the approach. As a result we have a clear mandate which is: a. Mandate of Organization and Establishment Review: Review, analyze, align and optimize business processes to develop options, which will harmonize national and regional processes to improve support to local levels by streamlining full-time staff and rationalizing the establishment (not including JCR) in conjunction with the Program Support Model Working Group to meet strategic goals. 3. For those of you who were involved in our major re-organization in 2009 you will note many similarities in the work we are about to embark on. This is not due to my influence, rather it is because we are following a sound, logical, ‘and proven method for process re-engineering and improvement. In fact we are working with two highly skilled experts in the field of business process analysis, improvement and re-design from the Directorate of Change Management (DC Mgmt). One isa Lean Six Sigma Blackbelt and both will be ensuring we use proven industry standards and best practices with regards to business process design, evaluation, and continuous improvement. Holding true to my earlier email stating that form will following function, our road map is as follows: a. Determine what processes exist throughout the organization and who does that work. Some work has started on this, but your input is required. Shortly, all ful-time staff will receive an invite to complete a survey online (only available on DWAN). The purpose ofthis survey is to make sure that all work processes are captured and to determine who is involved in each. It is critical that we get 100% participation in this survey. (1 recognize that many of you are at CSTC and very busy, but this cannot be delayed until the fall and it should only take 20 min of your time). Once we get a good picture of the work and who is doing it, we can then proceed onto mapping the “as is” processes. For anyone who is skeptical of survey's, rest assured, that this is the only purpose of the survey. If you have a specialized role that spends 90% of your time doing one or two processes, that’s OK, please be accurate. This is not a job justification survey. b. Map out our current “as is” processes. This step will also require your involvernent and the participation of selected corps and squadron staff. Based on the survey feedback the working group will determine how to proceed with process mapping. As some of you have experienced, this step required that those who do the work are in the room detailing what steps are being followed to complete the process. It will also help identify the many different ways we in the larger cadet organization do the same work. c Re-design a couple of core processes. This process will be led by our experts from DC Mgmt. It will also involve those who do the work as identified from the survey. The one core process that has already been identified is “detiver/conduct programs.” The other significant concern that is being considered for re-design is the admin burden on corps and squadron staff. That area is hard to define, but if we could finally tackle that issue, it has the potential to lead to significant and unprecedented improvements for the CCO. d. Map out the “to be” processes. It may be difficult to not jump to this stage in the “as is” mapping, however, during the “as is” mapping many ideas will no doubt come forward regarding improvement. An important part of this stage will be identifying performance measures that will articulate what the “to be” process is improving (this isn’t change for change sake) and how can we measure if the intended outcome is being realized. e. Create organization and establish options to support the “to be” processes, This is where the form follows function. You will note, that not until this phase do we discuss org charts or manning level. Also the working group is mandated to provide options to the commander, not make any decisions. f Present options to the Commander for a decision. This decision will be made by the new Commander Cadets. 8 Recommend an implementation plan. The working group will make a recommended implementation plan based on the commander's decision. 4, The working group is made up of experienced an knowledgeable staff, but most importantly staff that are al open minded. While there may have been some concern that Regional Representatives and D Cdts staff would show up with an agenda already well-rehearsed, nothing could be further from the truth. All showed up knowing the strengths and weaknesses of their respective regions and were very forthright identifying them during both formal and informal discussions. As the CCO goes through this renewal process we must all show the same level of good faith. Especially if asked to participate in any of the “to be” process mapping exercise. Everyone must be striving for the common goal of improving our process to the advantage of the corps and squadron staff and ultimately the cadets in the program. 5. The inclusion of two employees from DC Mgmt is not only meant to bring process re-engineering expertise to the table, but also to have independent external input to our relatively homogenous working group. They have assured Us they will challenge us with questions like “why?” “What will that improve?” and “How will you know it’s making a difference?” This working group make up is a good balance between ‘completely outsourced independent review" (where the learning curve can be steep and time to completion would be significantly longer) and a ‘completely inside review.’ Itis significant to note that these two team members are dedicated full-time to this project and not attempting this as part of a larger workload. In the end, | believe the cadet program will be well served by the DC Mgmt team, 6. Cdr Agnew opened up the WG with some information related to Commander's intent and expectations including a. __allthat we are to embark on will be based on the principle of Centralized Command and Control (C2), and Decentralized Program delivery. b. WRT C2 and governance the National Cadet Council was briefed on 2 July. Part of this brief was to recommend the creation of the Canadian Cadet Formation. The Commander Canadian Cadets in the model 2 ‘A0432648_4-A.2014.00886--0143 8.21(1)(a) [BULGE DW ERTUTELA:PEEMESNON OASOFES | $.24(1)(6) 8.21(1(4) being recommended would be DGRC. While these C2 changes are on target for Sept 2014, no decision has yet been made. Given this guidance, the working group will be responsible for recommending a structure on everything below the Deputy Commander. 7. Finally, the working group members discussed the importance of communication and all agreed that each WG core member would provide regular updates to their regions on the work being done. This will be in addition to the comms from the renewal project office. Furthermore, the WG members will stay in contact using online collaboration tools. As forthe two BPI tiger teams, | would like to throw out for consideration that these two processes be reviewed by one team, What we have found is that too often interconnected processes such are these are not treated holistically. In the case of raising and finalizing claims and processing pay, in nearly all instances the person starting these processes are one in the same (i.e approval to pay and travel initiation) and there is often situations where one affects the other (ie. can’t get there on that day, need to adjust pay). | would also suggest that many of the same people are involved in these two processes. We recently reviewed these two processes with the goal of harmonizing and now staff advise me that route letters and claims arrive to the Admin O together and it is much easier to spot errors (ie dates inconsistent, claim but no route letter, route letter but no claim). In the end the information to start each process comes from the same source and our end customer for each process is also the same. 3. Ihave two members who would be good SME’s for these processes. Lt(N) Waatainin, our Admin O, has been involved with both of these processes intimately for many, many years. He has worked as a TN O, Log 0, and Admin O at both our former Detachment and our current HQ. He has a broad base of knowledge and sees the bigger picture. WO Dave Lloyd works in out Compt section and has overseen the processing of claims for many years and seen a variety of processes implemented in our organization, He was also processing pay here before we moved onto RPSR and has, been involved in some capacity until very recently when we moved all of pay into our Pers Admin section. 4. Iwould be very comfortable on this tiger team as I learned a lot about this part of the business in my three years as the Corp Svcs 0, Neville NR. An updated SIPOC in PowerPoint is included that drafts a Problem Statement for the first BPR “Coordinate and Deliver/Conduet Training Program (Cadets and CIC)". These documents will be reviewed by process owners / sponsors in the coming days. The focus is on the specific mandate of the BPR to know exactly what variables we are hoping to improve. This will all be included in the Project Charter that we will start drafting in earnest next week. Given this is for review only at this point, please keep the drafts close hold and be prepared to communicate following some additional shaping in the coming days We have had a briefing by Maj Mathieu Coulombe on the development of Fortress and which processes they have defined in order to update Fortress with new capabilities, etc. We were introduced to some of the DHRIM team, including Phil Reynolds (Business Analyst,) and CCB members (LCdr David Dupuis and LCdr Jacques Lecours) who discussed their roles as well. This is part of our review of all process work done to date by RCSU(NW) and CIC Training Org to determine what we can build on moving forward. Capt Montmarquette will be sending a list of the prioritized processes from RCSU (E) when the documentation is ready The survey has been updated based on your comments and itis off to translation. A review of the French translation should be done by next week. If all goes well, 12 Aug will be the deadline for completing the survey (TBC). Get ready for the survey launch NLT 28 July and communicate your teams! Before we receive the survey results, DCMgmt suggests that planning begin to start work on two BPIs in advance of starting to map the first BPR. As identified on the" List of Priority Admin Burdens” that you identified on our last day in June, two seem to emerge; “Initiate and Finalize Travel Claims” and *Pay/military wage distribution for part-time staff. It would be ideal to commence with two BPI teams so that they are mapped across the regions as can be referred to as ‘sub-processes” when we are doing the BPR current state mapping. Ideally, if the two BPI teams will have thought of and mapped out a new improved processes, these proposals could be included in the first BPR new design presentation in Dec. Please let us know if you would like to volunteer to be part of these two “BPI tiger teams” at your earlier convenience so that we can start discussion of who should be part of these team across the country. The survey results will help determine the SME's but having a list of 5-10 people who are already known to be SMEs would be a great start.
