This MIP is required as a result of the VCDS direction to vacate the Penhold Air Cadet Summer Training Centre (PACSTC) after the 2014 CSTC operation. The decision to close the CSTC resulted from a strategic review to cut the programme cost by $5.25M, The review identified that the closure of PACSTC and the relocation of Cadets to other CSTCs, for an estimated savings of $1.848M is a viable option to work towards meeting the goal 2. _ To succinctly describe this MIP, four courses will be moved from PACSTC to CLACSTC, four courses will be moved from PACSTC to VACSTC, and the cadet corps currently being supported by Cadet Supply Group (CSG) Penhold will be allocated to either CSG Rocky or CSG Edmonton, based on closest driving distance to the cadet corps. 3. ___ It should also be borne in mind that there are currently many Strategic initiatives (CRS review, DRAP, Renewal Plan, etc) that could have a direct impact on the CSTC billet allocations in the next few years. This MIP is developed based upon the known current situation and is subject to change depending on the results of the Strategic initiatives or direction provided by DGRC. AIM 4. The aim of this MIP is to describe the necessary actions and direction in order to vacate CSG Penhold, the year-round warehouse supporting local cadet activities as well as CSTC operation grounds beginning 31 Aug 2014 and to identify where the Cadets will be relocated. SCOPE 5. This MIP delineates the way to proceed with the closure with regards to the ‘Command and Control, Administrative Services and Technical Services. The plan will change as decisions are made and will be updated accordingly in a timely fashion BACKGROUND. 6. CSG Penhold/PACSTC is located on lands leased from Harvard Park and includes 13 buildings for warehousing and cadet use. Harvard Park, the former CFB Penhold, is located south of Red Deer, Alberta. Also located at Harvard Park are the Red Deer Municipal Airport and the Springbrook residential neighbourhood. 7. There are two leases in effect with Harvard Park as follows: a. PACSTC Operations. The term of the Lease is for a period of seven (7) years that commenced 1 June 2008 and ends 31 Aug 14. The CSTC has 4/24 ‘A0436088_6-A.2013.02094--0006 s.24tya) s.21(1(b) occupation and possession of the Premises for a period of three (3) months in each year commencing 1 Jun and ending 31 Aug annually. The Lease was signed and approved on 4 Apr 08 at a cost of $1.425M annually; and CSG Penhold Warehouse. The current lease expires 31 Aug 2015. This lease overlaps the PACSTC lease by one year to allow for sufficient time to vacate the CSTC premises and allow sufficient time to redistribute materiel. ASSUMPTIONS 8. 5/21 This plan assumes that: a. the support requirements for PACSTC will remain at current level until the lease expiry 31 Aug 14; the support requirements for CSG Penhold will remain at current level until the lease expiry 31 Aug 15; ‘one time closing and disposal cost are estimated at sufficient funding for O&M, closing, and disposal costs for 2015 will be available from within the VCDS-derived supplementary funds to cover reduction and closure expenses, including environmental cleanup if required, and any incremental costs; the closure will occur in four phases, with consolidation activities proceeding during the period up to 1 May 12, and final closeout actions accelerating in the period from 1 Apr 13 to 31 Aug 14. The period beyond 31 Aug 14 will involve additional custodial activities with the storage/supply facility only as per the contract; any additional supply expansion and training space required at the other CSTCs will be covered under the WBS structures for VCDS GP Minor Constructions projects; any additional kitchen expansion required at the other CSTCs where the Cadets will transferred from Penhold will be added under the WBS structures for VCDS GP Minor Constructions projects; and an increase of CSTC capacity back to the CDS levels will be handled through WBS structures for VCDS GP Minor Constructions projects and additional fund allocation to the JCR & Cadets baseline as required. ‘A0436088_7-A.2013-02094--0007 FACTORS, 9. The following factors are significant to the development of this MIP and are taken into account in the resulting plan: a. Course Relocation - The identification of course relocation will be identified early in the process; b. Materiel Distribution — All equipment and furnishings shall be distributed to the selected CSTC(s) based on requirements resulting from the closure for each course being relocated; c. Music Assets Distribution — Instruments and sheet music shall be distributed to the selected CSTCs based on the current trade group breakdown; d. General Training Assets Distribution - GT supplies shall be distributed to the selected CSTC based on 2015 equipment requirements. Surplus supplies shall be offered to the RCSU (NW) to enhance LHQ training; . ADP equipment — IT Department control; f. Public Assets All other public assets including furniture and effects, clothing, tools and non-course related surpluses shall be distributed within the region as required IAW the LCMM Plan, the remainder will be offered to other regions and all surplus shall be returned to the support base; g. _ Environmental Clearance — An environmental assessment of the site is required to be arranged through the CFB Edmonton; h. Non Public Assets — Non Public assets shall be identified by the NPFO and forwarded to the Central Fund Committee for distribution direction; i Artefacts — Artefacts are to be identified to RCSU (NW) for archival and historical direction; j. Security — Security is required at the Penhold site from 20 Aug 2014 until all assets not stored under monitored alarm system are distributed; k. Staff - Labourers and supply technicians will be required to process distribution through the Canadian Forces Supply System (CFSS); and I Movements - a viable and cost effective movement option will be selected. SCOPE 10. The scope of this MIP is set out in the VCDS closure direction at reference A. The distribution portion of this MIP includes: 6/21 ‘A0436088_8-A.2013.02094--0008 a. _ identification of course Cadet relocation; b. identification of resource requirements to affect the distribution cc. __ identification of additional support from support Bases; d. schedule of distribution of assets; e. __ identification and disposing of surplus material on Supply Accounts; f, identification of support services requirements; 9. _ environmental planning; h. financial planning; and i communication plan. CLOSURE PHASE 11. A four phased closure approach is intended as follows: a, Phase! — Planning: 1 May 12 - 30 Sept 12: (1) complete the analysis and Master Implementation Plan - 30 Sep 12; (2) Penhold will remain operational until the 31 Aug 14, This means that there will still be a CSTC in operation during the last summer of the contract; and (3) _ immediate inventory must be carried out before the 2012 CSTC detailing scope, tasks involved in the closure, and producing a detailed material inventory manifest by 30 Sep 12; b. Phase Il — Thin out: 1 Sep 14 - 1 Jun 15: (4) 4 Wing Cold Lake, CF8 Edmonton, CF8 Esquimalt remain the designated support bases for the CSTC of CLACSTC, RMNACSTC, and VACSTC. This is understood to include the provision of time-limited support to Penhold during the closeout but ongoing and increased responsibility and support to the other CSTC as the influx of additional cadets and staff is transferred permanently to the other CSTCs; c. Phase Ill - Cadet courses transfer: 1 Sep 14 - 31 Dec 14: 7/24 ‘A0436088_9-A.2013.02094--0009 (5) reduce Command-support, or unnecessary support not required or the CSTC, or unnecessary expenses not in direct support to the CSTC; and (6) cadet training support staff positions will be transferred to the appropriate CSTC; and d. Phase IV - Final closeout: 1 Jun 15 - 31 Aug 15: (7) conduct closure procedures from 1 Jun 15 until 31 Aug 15. This includes 60 days movements and 30 days misc and contingencies. METHODOLOGY 12. Distribution of assets. The plan for the distribution of assets to the gaining CSTC will be completed IAW the Course Training Standards equipment requirements for each course being transferred and the number of course cadets. The remainder of assets will be transferred |AW the list of requirements from other CSTCs that will be prioritized by the project team, the remaining assets will then be offered to the RCSU (NW) activities first. All Supply issues between Supply Customer Accounts (SCA) will be done IAW the Canadian Forces Supply Manual (CFSM) Chapter 9 through the support Base. 13. Disposal of assets. Serviceable surplus National Stock will be returned to the Supply System, locally procured surplus stock will be disposed of IAW the CFSM Chapter 28 and the remainder will be disposed of by Crown Asset Disposal Corporation through support Base. 14. Cost. When unsure, the cost for each capability requirement is determined with a cost analysis, with SMEs assessing all options for the most viable solution. Financial coding to be provided by D Cats & JCR is to be used to capture all costs related to the project. CONTENT 15. The closure of the CSG Penhold/PACSTC is seen as a positive step in achieving substantial savings within the corporate account. This Chapter identifies the human and material resources required to conduct a safe and effective material distribution plan. MATERIEL RESOURCES 2. tis crucial that items are stored in a secure container such as a sea container or Piggy back trailers. There will be a requirement for a forklift and crane. Materiel Handling Equipment (MHE) will also be required to support disposal of Hazmat materiel (tanks), An additional truck is required to move equipment within the CSTC. Packing and shipping materials will have to be ordered to protect items from damage during shipment. HUMAN RESOURCES 3. There will be a requirement for, supply technicians, labourers and security guards. SUMMARY OF REQUIRED RESOURCES 4. The resources requirements for the distribution of all assets are summarized below: a. Final Inventory CSTC 30 days x 5 pers; b. Pack up and load equipment for redistribution = 60 days x 20 pers; c. Disposal of BER/Surplus to requirements = 21 days x 5 pers; d. Closure coordinator 180 days x 1 pers; e. Closure assessment and mitigation for closure = 30 days x 5 pers; and f. Trailer/Container rental = 100 x 30 day rental, 5. All cost estimates have been calculated by the SMEs in consultation with goods and service providers and human resources personnel. Final Cost for the movement of equipment to their new locations shall be confirmed and finalized by the RC TN O, once D Cats has notified RCSU (NW) of any specific assets re-location requirements. Costs are identified at Chapter 7 - Financial Planning 10/21 ‘A0436088_12-A-2013-02004--0012 CHAPTER 3 - TASK REQUIREMENTS TIME GENERAL 1 It is important to identify all tasks that will be required to be performed and determine a start and completion date to ensure the distribution of assets is on schedule and completed by 31 Aug 2015. It should be noted that at the time DGRC provided this direction is was not known that Cold Lake would be forecasted to increase their capacity by 300 beds with a projected date of summer 2013. It should also be noted that while Cold Lake will not have the 300 beds increased for summer 2013, the current forecast is 180 beds for summer 2013. 2. With the addition of bed spaces in Cold Lake, RCSU (NW) examined whether the distribution of courses at Penhold could be changed to allow more RCSU (NW) cadets to stay in-Region as well as reduce overall costs. At reference D, D Cats 2-3 stated that the new proposal for distribution of courses provided by RCSU (NW) would actually increase savings by approximately $182K. 3. Assuch, RCSU (NW) is requesting implementation of the plan at Annex A to Chapter 4, which has the following assumptions: a. all billets for out-of-region cadets must be eliminated and returned to the parent region. This will make 120 beds available from numbers in both PACSTC and CLACSTC (-120 course cadets); b. Basic Drill and Ceremonial, Drill and Ceremonial Instructor, and Air Rifle Marksmanship Courses, currently conducted at Penhold, must move out- of-Region (VACSTC proposed); and c. Military Band Basic Musician, Intermediate Musician, and Advanced Musician Courses will move to CLACSTC. 4. This plan is also based on the principle that RCSU (NW) will continue to offer tri- elemental courses to the region's Sea, Army, and Air Cadets. It is also based on the fact the there is potential to push capacity in CLACSTC to an additional 120 cadets over initial projections. If CLACSTC is unable to push this capacity, then the Army and Sea cadets must be removed from the plan above so that all the Air cadets can be accommodated 5. Annex A to Chapter 4 attached has the course impacts regarding the numbers of cadets, staff cadets, and adult staff that would be moved to other CSTCs, summarized as follows: a. VACSTC: (1) increase of 419 cadets total, max increase to in-house population of 297; 13/21 ‘A0436088_15-A-2013.02004--0015 6. 14/21 (2) _ increase of 47 staff cadets; (3) _ increase of 1 P Res Snr NCO; and (4) increase of 19 CIC; and CLACSTC: (1) increase of 862 cadets total, max increase to in-house population of 402; (2) _ increase of 60 staff cadets; and (3) increase of 43 CIC. Having additional personnel at the CSTCs will require the addition of other general staff as follows: a VACSTC: (1) increase of 3 CIC and 5 staff cadets ; CLACSTC (1) 1 COATS Officer and 2 staff cadets in CSTC Ops; (2) 1 staff cadet in Canteen; (3) 1 NCO in supply; (4) 1 COATS Officer in HQ Trg Coord: (5) 1 Sports Officer and 3 staff cadets in PERI; and (6) 1 Chaplain: ‘A0436088_16-A.2013.02004--0016 CHAPTER 5 - ASSET DISTRIBUTION PLAN GENERAL 4. This chapter provides the list of the public and non public materials that have to be redistributed or disposed off as follows: a, Public Assets are found at Annex A to Chapter 5; b. _Non-Public Assets — Penhold Mess are found at Annex B to Chapter 5; and c. _ Non-Public Assets — Canteen Inventory are found at Annex C to Chapter 5. 2. The redistribution/disposal plan will be developed upon approval of the MIP and based on the specific transfers of support in Chapter 6. 15/24 ‘A0436088_17-A-2013-02004--0017 CHAPTER 6 - TRANSFER OF SUPPORT GENERAL 1. The support for cadet corps will be transferred from CSG Penhold to either CSG Rocky or CSG Edmonton, based on which is the closest driving distance to the cadet corps. 2. The support for Regionally Directed Activities (Expedition Centres, Gliding Centres, Sail Centres, Biathlon, Marksmanship, Music, RCIS, etc.) will be transferred from CSG Penhold to either CSG Rocky or CSG Edmonton. 3. The Class “B” pay allocation for positions in direct support of CSG Penhold will be re-distributed throughout RCSU (NW). CADET CORPS SUPPORT 4. CSG Rocky will see an increase of 15 cadet corps to support and CSG Edmonton will see an increase of 6 cadet corps to support. Specifics are found at Annex A to Chapter 6. 5. Support currently provided to cadet corps includes, but is not limited to, the following a. issuing, replacing, and returning of all items held on the SCA; b. completing of paperwork required for supply transactions; c. SCA verifications and supply assistance visits. Funding for TD will be provided by the appropriate OIC Trg budget; d. hastening of delinquent SNAC and SCA verifications and assist the corps with the completion of SNAC and SCA verifications if necessary; . __ providing consumables for cadet corps’ office administration and training; f. coordinating, in order of priority, the delivery, shipping and pick up of all equipment required for activities; g. coordinating, in order of priority, vehicle requirements for activities; h. having support staff available on evenings and weekend so not to interfere with the cadet corps’ staff regular employments; i. cleaning, maintenance, and replacement of equipment used for activities; j. adjusting uniform point allocations; 16/21 ‘A0436088_18-A.2013-02004--0018 8.21(1)(a) 8.21(1)(b) CHAPTER 7 - FINANCIAL PLANNING GENERAL 1 The closure of PACSTC and the relocation of cadets to other CSTCs is anticipated to have an estimated savings of $1.848M in accordance with reference A. 2. To accomplish this, DGRC has identified that one time closing and disposal costs are estimated at in accordance with reference B. RCSU (NW) will be allocated $258K in pay and $145K in O&M, for a total of $403K. Specifics can be found at Annex. E to reference B. COST PER DAY ANALYSIS 3. Acost per day (CPD) analysis is summarized as follows: a. PACSTC operated at a CPD of $4.378M; b. DGRC’s plan at reference A would see a total CPD to operate at the three other CSTCs of $2.693M, a CPD savings of $1.685M; and ©. RCSU (NW) proposes a different allocation than reference B that would see a total CPD to operate at the two other CSTCs of $2.510M, a CPD savings of $1.868M (a savings greater than DGRC’s plan by $182K) as verified by D Cats 2-3 at reference D. This allocation was detailed in Chapter 4. 18/21 ‘A0436088_19-A-2013-02004-.0019 17/24 assisting with the pick-up and drop-off of MSE from support bases; arranging and paying for all facilities, accommodations, and meals; and assisting with coordinating and/or resolving issues with the issue of personal kit and clothing from support bases. ‘A0436088_20-A-2013-02004--0020 CHAPTER 8 - COMMUNICATION PLAN SITUATION 1. PACSTC trains approximately 1,300 Cadets each summer. With the VCDS direction to vacate the PACSTC after the expiry of the 2014 CSTC lease, local public interest has arisen with concems as to economic and cadet training impact. Additionally a number of public inquiries have resulted in former cadets wondering what is to become of their CSTC. AIM 2. RCSU (NW) PA will use both internal and external PA tools to communicate key messages about the closure of PACSTC. PUBLIC ENVIRONMENT 3. _ Fiscal responsibility is expected of all federal departments, including DND Certain strategic initiatives have involved the reduction of budgets within all elements of the Canadian Forces, including the Cadet program. The public have been respective of these initiatives yet do become concerned if funding impacts any youth program, including the Cadets. The need to prepare a coordinated communication and messaging cannot be taken lightly. 4. To date, from the 2012 announcement of the closure of PACSTC after the 2014 summer training, there has been minor interest from the local media of Penhold and Red Deer. This interest will continue but is not expected to go beyond the local community as key messages of no loss of training for the cadets has already been provided. Also, significantly, due to the expansion of Red Deer and its healthy economy, there is little economic impact locally. APPROACH 5. A proactive communications approach will be adopted to disseminate information and key messages. AUDIENCES 6. __ Internal: All members of RCSU (NW), cadets and their families. Air League of Canada (Alberta chapter). 7. External: The community of Penhold and surrounding area (including Red Deer) 19/21 ‘A0436088_21-A-2013-02004..0021 KEY MESSAGES 8. Allmembers associated to the CSTC need to consider coordinated messages where it becomes very clear on the reasons on the closure and the options how the cadets will train after 2014 once the closure takes effect. Key messages are: a. the 2011 Strategic Review looked at all financial efficiencies within DND. This included the Cadet program. From this review PACSTC provided options for financial savings without impacting cadet training and experiences; b. PACSTC has a very proud history within the community of Penhold and Red Deer. Cadets and officers have spent years working in and enjoying the community and what it has to offer; c. cadet summer training will not be reduced as a result of this divestment. The courses will be relocated to other CSTC(s), together with their direct instructional and support staff positions; d. DND and the CF will ensure a smooth transition for full-time Reservists to fulfil their contracts and for assistance to civilian employees; and e. The Canadian Cadet Organization appreciates the ongoing support the local population has provided to CSTC Penhold. This proud heritage will continue by the numerous local cadet corps and squadrons in and around the Red Deer community. EXECUTION 9. Concept of Operations: a. PAproduct, i.e., during CSTC seasons 2013/2014 (July/August), the media will have access to the UPAR and CO to discuss the closure plans. During the UPAR training the Region PA will provide added training to the UPAR on this issue; b. all pers involved with the closure will have access to the key messages and themes, as well as the Q&As (attached as Annex A to Chapter 9); ¢. designated spokespersons (as directed by the CO RCSU (NW)) are to receive media awareness briefing and readied for possible media interviews as media inquiries flow in; and d. entire staff of CSTC Penhold to be provided with a session of training on key messages and themes by the CSTC UPAR 10. Evaluation: 20/21 ‘A0436088_22-A-2013-02004-.0022 a. CSTC UPAR to monitor the public environment through interview requests and articles written on the closure. CSTC UPAR to provide this monitoring immediately to the RCSU (NW) PA department for additional analysis. COMMAND AND SIGNALS 14. Spokespersons: a. Chief Spokesperson: CO RCSU (NW) LCol R Kamphuis, local 5750; b. SPAO RCSU (NW}- Maj M Lagace, local 4939; c. COCSTC Penhold (TBD); and d. UPAR CSTC Penhold (TBD). 21/21 ‘A0436088_23-A-2013.02004--0023 8.21(1)(a) [AMLOLE BENT DELA-ENEEENEMETE NO DASSES 8.21(1)(b) _m Mclean Maj ED@RCSU Northwest@ peg From: Gosse WO GF@RCSU Northwest@Edmonton Sent: March-10-14 9:54 AM Te CRESSMAN Capt KD@RCSU Northwest RCSU NW@Winnipeg ce: Demaine Cpl TD@RCSU Northwest@Edmonton; White CPO2 KH@RCSU Prairie@Edmonton; Mclean Maj ED@RCSU Northwest@Winnipeg Subject: FW: CUTP Trg Session Warning Order 2014 Importance: High Capt Cressman, The training session is this Saturday and | am stil not aware of what responsibilities | will be receiving from the closure of Penhold, After reviewing the warning order amendment | see that all the corps south of Edmonton are going to Calgary. | didn't know that this has been decided and it really doesn't make sense to me. am at a loss to figure out what is happening or what has been decided. | really need to know the plan before I go into this training session and forecast the allocation of CSG Edmonton resources. Reading between the lines, it would appear that expansion opportunities for Cold Lake or Gimli to solely cover Pra Regi reats with the closure of Penhold does not appear to be favourable. F@VCDS D Cats @Ottawa-Hull Subject: RE: Penhold Francois 1 just completed a staff visit at Penhold and I was surprised to see how much the residential development has expanded. The residences are now being built across the street from our cadet barracks and supply building. I and our CO believe that it will be only a matter of time before we will be pushed out of Penhold by the ever expanding residences. Current indications are the facility contractor has no intent not to renew our current lease but it appears that our cadet training operations may be impacted with the increasing numbers of civilians accessing their residences through the training centre. Night time security may also become an issue, The future does not look good right now. While we may still have 5 years on our lease agreement, with 3 option years, we believe there is a need to conduct some strategic planning to determine our continued use of this facility. Also, you should know that as a result of our re-org, we are maximizing Penhold support mechanisms as it is now a Cadet Supply Group that provides year round support to 20 Corps/Sans, RDA programmes, in addition to the CSTC. While we haven't heard any official call to reduce costs, but your recent inquires into Penhold's leases and with the cost of the current lease , it twigs our senses that there may be something in the wind. If so, we would like to get together with you to discuss Penhold's future, and possible impact on future air cadet training in the Prairies. Your thoughts? Tom 7.3. The one thing that must change is the scheduling of training events. For the past few years CSG Edmonton has been stretched way toa thin in late September and all of October and then have little or no events to support in November ‘and December. The second half of the training season is similar, Jan, Feb, Mar and the first 14 of Apr are steady then the last half of Apr and May are crazy busy again, (Everybody wants to train when the weather is good.) Also some corps do ‘not show up at the CUTP session and then submit whatever dates they want and it often falls on the CSG to make it happen. | have been complaining about this to the respective ACOs and training support since we reorganized in 2009 Previous to 2009 the ACOs would gather the detailed information from the corps and then discuss amongst each other who trains when, with a CSG member there to ensure that support is possible. IF the training can be spread out over the whole season CSG Edmonton can handle the workload. Effective planning and maximum participation at the CUTP session in March is essential to the success of this plan. I's fair to note that the responsibilities that | inherit from Penhold have not been calculated into this as that decision has not been made yet. If | was to gain more corps | will just need to spread out the training. More corps will have to train in time frames that they have never trained on before, (RDA/NDA are a whole other discussion!) | discussed with CWO Sawatzky the possibilty of the CSTC staff assisting with a few of the corps if it makes sense to do so and if they have the capacity to help, The corps within 45 minutes to an hour from Cold Lake could present as fairly easy for CSTC staff to assist with support when things are not too busy at the camp. No Class "B" from October to March will be entertained. (3) the Class "A" plan approved this year is stil a go, with Sgt McGovern and CWO Sawatzky able to work a maximum of three days per week; (4) for future off-season Class "A" plans, these will have to be drafted and approval will have to be sought annually, for us the next plan for approval should run Oct 14 - Mar 15 (same parameters, 3 days per week); and (5) _atthis time no other pers will be considered for Class "A” employment; and ‘Support Related: (1) __ after Sgt McGovern's Class “8” employment that commences 22 Jan 14, Sgt McGovern and CWO ‘Sawatzky are to primarily support CSTC operations and not any cadet corps. It would be the exception vice the norm that they would assist anything cadet corps related, such as in a given week, if only 2.5 days were needed to support the CSTC, they could use the remaining 0.5 day to assist. Any requirement over that 3 days per person is the responsibility of CSG Edmonton; (2) CSG Edmonton should be the primary supporter for the former CSG Cold Lake's cadet corps/RDAINDA requirements noting the following: (a) __ the current support model for those cadet corps activities does not have to be followed (1st choice - we eliver, 2nd choice - we ship, 3rd choice - cadet corps picks up); (b) if you need to use a non-CSG driver, wages and O&M would be requested through the activity OPI. My wages for CSG Class "A" will not be used to cover this. Ifit is economical and in the driver's and cadet corps’ best interest, the driver can stay the entire weekend and assist at the activity: if you need to ship, wages and O&M would be requested through the activity OPI. My wages for Class wil not be used to cover this; (@)__ ifyou need assistance from the activities’ pers, such as to receive a delivery or send a delivery back, we Could look at funding one person on the Friday and Monday. This activity runs for 10 days and there are approx 80 personne! total (Cadets and Staff They would require Accommodations, Rations, and Training space. 2. Inaddition to activities conducted at Harvard Park, we have the following recommendations to make regarding ‘equipment currently stored in the Supply building at Harvard Park: a Equipment used to support the Marksmanship and Biathion programs in Alberta should be moved to RMNACSTC for the following reasons (1) Our Provincial Biathlon Championships have been conducted for several years at Canmore Nordic Centre and RMNACSTC is ideally located to suppor in this location, (2) SME personnel who can advise regarding LCM issues on ski equipment are primarily located in the Calgary area. Equipment used to support Honour Band should be moved to CSG Winnipeg. This would enable the RCMA to advise on LCM matters. With the loss of PACSTC, we will need to transport equipment, regardless of the location chosen to conduct the Honour Band Activity; Music Library currently held at Penhold should be packed in a Sea Container and moved to Winnipeg for management by the RCMA: Musical Instruments not required for Honour Band but used in support of the RCSU (NW) Summer. Training should be retained in Alberta (CSG Edmonton is recommended) for management by the RCMA. ‘The disposition of these instruments would be as fols: (1) a number of instruments would be sent to RCSU (Pac) to support the Northwest Cadets attending summer music training courses. If this proves to be the case, we will work to see the arrangements happen for this spring, if this is not the solution, we will pravide the alternate as soon as we can. The only issue moving forward will be who supports (Edmonton or Rocky), as each already supports one sail centre now. All of the items currently held at the Penhold in support of sail ops/Nautical Centre will need to go to one of the CSG's to temp loan to the Sail Centre/corps as itis done now. To incorporate the feed back received from everyone, the proposal was revised several times. We now believe we have reached a consensus. It is now time to firm up the portions of the 2015 vacancy plan affected by the closure of the CSTC in Penhold so follow on plans can be finalized. Please find enclosed the version of the Vacancies document to be used in your planning from this, point forward Of note: It is expected that tweaking will occur, based on cadet population trends, and a formal draft document will be submitted again in the Fall of 2014 to allow such tweaking to be considered. However, it is expected that no major shift will be requested for CSTCs in NW and Pac. The intent of this email is to ensure that firm overall numbers are provided to allow staff to finalize planning the closure of the Penhold este. Additional reallocation may be entertained for the 2015 vacancy plan in the other three regions. You will be consulted shortly for your input to that plan to ensure the best use of resources from 2015 and beyond. It is our intent to create a 2016 vacancy plan in this year and then maintain a three year planning horizon to better facilitate business planning and other resource allocation/contract/manning processes. This MIP is required as a result of the VCDS direction to vacate the Penhold Air Cadet Summer Training Centre (PACSTC) after the 2014 CSTC operation. The decision to close the CSTC resulted from a strategic review to cut the programme cost by $5.25M. The review identified that the closure of PACSTC and the relocation of Cadets to other CSTCs, for an estimated savings of $1.848M is a viable option to work towards meeting the goal 2. 3. __It should also be borne in mind that there are currently many Strategic initiatives (CRS review, DRAP, Renewal Plan, eto) that could have a direct impact on the CSTC billet allocations in the next few years. This MIP is developed based upon the known current situation and is subject to change depending on the results of the Strategic initiatives or direction provided by DGRC AIM 4. The aim of this MIP is to describe the necessary actions and direction in order to vacate CSG Penhold, the year-round warehouse supporting local cadet activities as well as CSTC operation grounds beginning 31 Aug 2014 and to identify where the Cadets will be relocated. SCOPE 5. This MIP delineates the way to proceed with the closure with regards to the Command and Control, Administrative Services and Technical Services. The plan will change as decisions are made and will be updated accordingly in a timely fashion BACKGROUND. 6. CSG Penhold/PACSTC is located on lands leased from Harvard Park and includes 13 buildings for warehousing and cadet use. Harvard Park, the former CFB Penhold, is located south of Red Deer, Alberta, Also located at Harvard Park are the Red Deer Municipal Airport and the Springbrook residential neighbourhood 7. There are two leases in effect with Harvard Park as follows’ a. PACSTC Operations. The term of the Lease is for a period of seven (7) years that commenced 1 June 2008 and ends 31 Aug 14. The CSTC has 4/24 ‘A0436127_8-A-2013-02094--0071 s.21(1\(a) 8.21(1)(b) occupation and possession of the Premises for a period of three (3) months in each year commencing 1 Jun and ending 31 Aug annually. The Lease was signed and approved on 4 Apr 08 at a cost of $1.425M annually; and CSG Penhold Warehouse. The current lease expires 31 Aug 2015. This lease overlaps the PACSTC lease by one year to allow for sufficient time to vacate the CSTC premises and allow sufficient time to redistribute materiel, ASSUMPTIONS: 8. 5/21 This plan assumes that a. the support requirements for PACSTC will remain at current level until the lease expiry 31 Aug 14; the support requirements for CSG Penhold will remain at current level until the lease expiry 31 Aug 15; one time closing and disposal cost are estimated at sufficient funding for O&M, closing, and disposal costs for 2015 will be available from within the VCDS-derived supplementary funds to cover reduction and closure expenses, including environmental cleanup if required, and any incremental costs; the closure will occur in four phases, with consolidation activities, proceeding during the period up to 1 May 12, and final closeout actions accelerating in the period from 1 Apr 13 to 31 Aug 14. The period beyond 31 Aug 14 will involve additional custodial activities with the storage/supply facility only as per the contract; any additional supply expansion and training space required at the other CSTCs will be covered under the WBS structures for VCDS GP Minor Constructions projects; any additional kitchen expansion required at the other CSTCs where the Cadets will transferred from Penhold will be added under the WBS structures for VCDS GP Minor Constructions projects; and an increase of CSTC capacity back to the CDS levels will be handled through WBS structures for VCDS GP Minor Constructions projects and additional fund allocation to the JCR & Cadets baseline as required ‘0436127_9-A-2013-02094--0072 FACTORS 9. The following factors are significant to the development of this MIP and are taken into account in the resulting plan a, Course Relocation - The identification of course relocation will be identified early in the process; b. Materiel Distribution — All equipment and furnishings shall be distributed to the selected CSTC(s) based on requirements resulting from the closure for each course being relocated; ¢. Music Assets Distribution — Instruments and sheet music shall be distributed to the selected CSTCs based on the current trade group breakdown; 4. General Training Assets Distribution - GT supplies shall be distributed to the selected CSTC based on 2015 equipment requirements. Surplus supplies shall be offered to the RCSU (NW) to enhance LHQ training; ADP equipment - IT Department control; f. Public Assets — All other public assets including furniture and effects, clothing, tools and non-course related surpluses shall be distributed within the region as required IAW the LCMM Plan, the remainder will be offered to other regions and all surplus shall be returned to the support base; 9. _ Environmental Clearance - An environmental assessment of the site is required to be arranged through the CFB Edmonton; h. Non Public Assets — Non Public assets shall be identified by the NPFO and forwarded to the Central Fund Committee for distribution direction: Artefacts — Artefacts are to be identified to RCSU (NW) for archival and historical direction; j Security — Security is required at the Penhold site from 20 Aug 2014 until all assets not stored under monitored alarm system are distributed; ‘k, Staff - Labourers and supply technicians will be required to process distribution through the Canadian Forces Supply System (CFSS); and I Movements - a viable and cost effective movement option will be selected SCOPE 10. The scope of this MIP is set out in the VCDS closure direction at reference A The distribution portion of this MIP includes: 6/21 (A0436127_10-A-2013-02004--0073 h. identification of course Cadet relocation; identification of resource requirements to affect the distribution identification of additional support from support Bases; schedule of distribution of assets; identification and disposing of surplus material on Supply Accounts; identification of support services requirements; environmental planning; financial planning; and communication plan. CLOSURE PHASE 11. A four phased closure approach is intended as follows: a. 7/24 Phase | - Planning: 1 May 12 - 30 Sept 12: (1) complete the analysis and Master Implementation Plan — 30 Sep 12; (2) Penhold will remain operational until the 31 Aug 14. This means that there will still be a CSTC in operation during the last summer of the contract; and (3) _ immediate inventory must be carried out before the 2012 CSTC detailing scope, tasks involved in the closure, and producing a detailed material inventory manifest by 30 Sep 12; Phase II - Thin out: 1 Sep 14-1 Jun 15, (4) 4 Wing Cold Lake, CFB Edmonton, CFB Esquimalt remain the designated support bases for the CSTC of CLACSTC, RMNACSTC, and VACSTC. This is understood to include the provision of time-limited support to Penhold during the closeout but ongoing and increased responsibility and support to the other CSTC as the influx of additional cadets and staf is transferred permanently to the other CSTCs; Phase Ill - Cadet courses transfer: 1 Sep 14-31 Dec 14 ‘A0436127_11-A-2013-02004--0074 (8) reduce Command-support, or unnecessary support not required or the CSTC, or unnecessary expenses not in direct support to the CSTC; and (6) _ cadet training support staff positions will be transferred to the appropriate CSTC; and d. The remainder of assets will be transferred IAW the list of requirements from other CSTCs that will be prioritized by the project team, the remaining assets will then be offered to the RCSU (NW) activities first. All Supply issues between Supply Customer Accounts (SCA) will be done IAW the Canadian Forces Supply Manual (CFSM) Chapter 9 through the support Base. 13. Disposal of assets. Serviceable surplus National Stock will be returned to the Supply System, locally procured surplus stock will be disposed of [AW the CFSM Chapter 28 and the remainder will be disposed of by Crown Asset Disposal Corporation through support Base. 14. Cost. When unsure, the cost for each capability requirement is determined with a cost analysis, with SMEs assessing all options for the most viable solution. Financial coding to be provided by D Cats & JCR is to be used to capture all costs related to the Project. CONTENT 15. The closure of the CSG Penhold/PACSTC is seen as a positive step in achieving substantial savings within the corporate account, The chapters are broken down as follows: Chapter 1 ~ Introduction Chapter 2 — Identification of Resource Requirements Chapter 3 ~ Task Requirements Timeline Chapter 4 — Summer Course Billet Allocation Chapter 5 — Asset Distribution Plan 8/21 (A0436127_12-A-2013-02004--0075 Chapter 6 Transfer of Cadet Support Chapter 7 - Financial Planning Chapter 8 - Communication Pian ORGANIZATION 16. Atreference B, DGRC proposed that the summer training courses currently offered at PACSTC must be moved to other CSTC, both within and outside of RCSU (NW). It should be noted that at the time DGRC provided this direction is was not known that Cold Lake would be forecasted to increase their capacity by 300 beds with a projected date of summer 2013. It should also be noted that while Cold Lake will not have the 300 beds increased for summer 2013, the current forecast is 180 beds for summer 2013 2. 3. As such, RCSU (NWN) is requesting implementation of the plan at Annex A to Chapter 4, which has the following assumptions: a. all billets for out-of-region cadets must be eliminated and returned to the parent region. Military Band Basic Musician, Intermediate Musician, and Advanced Musician Courses will move to CLACSTC 4, This plan is also based on the principle that RCSU (NW) will continue to offer tri- elemental courses to the region's Sea, Army, and Air Cadets. VACSTC (1) increase of 419 cadets total, max increase to in-house population of 297; 19/21 ‘A0436130_3-A.2013.02094--0080 (2) _ increase of 47 staff cadets; (3) _ increase of 1 P Res Snr NCO; and (4) _ increase of 19 CIC; and b. — CLACSTC: (1) increase of 862 cadets total, max increase to in-house population of 402; (2) _ increase of 60 staff cadets; and (3) _ increase of 43 CIC. 6. Having additional personnel at the CSTCs will require the addition of other general staff as follows: a. VACSTC (1) _ increase of 3 CIC and 5 staff cadets ; b. CLACSTC: (1) 1 COATS Officer and 2 staff cadets in CSTC Ops; (2) 1 staff cadet in Canteen; (3) 1. NCO in supply; (4) 1 COATS Officer in HQ Trg Coord; (5) 1 Sports Officer and 3 staff cadets in PERI; and (6) 1 Chaplain 14/21 ‘A0436130_4-A.2013-02004-.0081 CHAPTER 5 - ASSET DISTRIBUTION PLAN GENERAL 1. This chapter provides the list of the public and non public materials that have to be redistributed or disposed off as follows: a. Public Assets are found at Annex A to Chapter 5; b. _Non-Public Assets ~ Penhold Mess are found at Annex B to Chapter 5; and c. _ Non-Public Assets — Canteen Inventory are found at Annex C to Chapter 5. - 2. The closure of PACSTC and the relocation of cadets to other CSTCs is anticipated to have an estimated savings of $1.848M in accordance with reference A. 2. To accomplish this, DGRC has identified that one time closing and disposal costs are estimated at Nn accordance with reference B. RCSU (NW) will be allocated $258K in pay and $145K in O&M, for a total of $403K. Specifics can be found at Annex E to reference B. COST PER DAY ANALYSIS 3. Acost per day (CPD) analysis is summarized as follows: a, PACSTC operated at a CPD of $4.378M; b. DGRC’s plan at reference A would see a total CPD to operate at the three other CSTCs of $2.693M, @ CPD savings of $1.685M; and ©. RCSU (NW) proposes a different allocation than reference B that would see a total CPD to operate at the two other CSTCs of $2.510M, a CPD savings of $1.868M (a savings greater than DGRC’s plan by $182K) as verified by D Cats 2-3 at reference D. This allocation was detailed in Chapter 4. 18/21 ‘A0436130_8-A.2013-02094-0085 CHAPTER 8 - COMMUNICATION PLAN SITUATION 1. PACSTC trains approximately 1,300 Cadets each summer, With the VCDS. direction to vacate the PACSTC after the expiry of the 2014 CSTC lease, local public interest has arisen with concerns as to economic and cadet training impact. Additionally a number of public inquiries have resulted in former cadets wondering what is to become of their CSTC. AIM 2. RCSU (NW) PA will use both internal and external PA tools to communicate key messages about the closure of PACSTC, PUBLIC ENVIRONMENT 3. _ Fiscal responsibility is expected of all federal departments, including DND. Certain strategic initiatives have involved the reduction of budgets within all elements of the Canadian Forces, including the Cadet program. Also, significantly, due to the expansion of Red Deer and its healthy economy, there is litle economic impact locally. APPROACH 5. Aproactive communications approach will be adopted to disseminate information and key messages. AUDIENCES 6. _ Internal: All members of RCSU (NW), cadets and their families. Air League of Canada (Alberta chapter), 7, External: The community of Penhold and surrounding area (including Red Deer). 19/21 ‘A0436130_9-A.2013.02094--0086 KEY MESSAGES. 8 Allmembers associated to the CSTC need to consider coordinated messages where it becomes very clear on the reasons on the closure and the options how the cadets will train after 2014 once the closure takes effect, Key messages are: a. the 2011 Strategic Review looked at all financial efficiencies within DND. This included the Cadet program. From this review PACSTC provided options for financial savings without impacting cadet training and experiences, b. _ DND and the CF will ensure a smooth transition for full-time Reservists to fulfil their contracts and for assistance to civilian employees; and @. The Canadian Cadet Organization appreciates the ongoing support the local population has provided to CSTC Penhold. This proud heritage will continue by the numerous local cadet corps and squadrons in and around the Red Deer community EXECUTION 9. Concept of Operations: a PAproduct, i.¢., during CSTC seasons 2013/2014 (July/August), the media will have access to the UPAR and CO to discuss the closure plans. During the UPAR training the Region PA will provide added training to the UPAR on this issue; b. alll pers involved with the closure will have access to the key messages and themes, as well as the Q&As (attached as Annex A to Chapter 9); c. designated spokespersons (as directed by the CO RCSU (NW)) are to receive media awareness briefing and readied for possible media interviews as media inquiries flow in; and d. entire staff of CSTC Penhold to be provided with a session of training on key messages and themes by the CSTC UPAR 10. Evaluation: 20121 ‘A0436130_10-A-2013-02004.-0087 a. CSTC UPAR to monitor the public environment through interview requests and articles written on the closure. CSTC UPAR to provide this monitoring immediately to the RCSU (NW) PA department for additional analysis. COMMAND AND SIGNALS 14. Yes, DND had to comply with governmental direction to conduct a strategic review alll its processes and costs. The Canadian Cadet Organization, as part of DND, identified significant savings after 2014 by devolving cadet training from leased property in Penhold to the other CSTCs within the Region. In this case, the expiry of our lease after 2014 with the Harvard Park Business Centre, combined with the availability of other DND facilities to receive and support cadets, factored into our decision. Q2, Will this decision also enable you to make savings? 2. Yes. By maximizing the use of existing DND facilities that are already available and designed for cadet summer activities we are anticipating a direct savings of almost 2 million dollars in savings annually (1.848k) starting in 2015/16. Q3. Will it cost the Cadet programme more to go to these other “new' locations? 3. While there will be a slight increase in costs related to transport and food services, overall, there are significant cost savings. Q4, Will Cadet training stay at the same quality? A4, Yes. All Cadet Summer Training Centres maintain a consistent and standard level of training throughout the country based on the directives and aims of the cadet programme. Q5. Are other existing camps closing down as you move to “existing DND facilities?” A5. Yes. NCSM Quebec summer training centre closed this past 2012. Our cadets were able to be absorbed into the other Quebec centres. No youth lost their opportunities to enjoy a summer training centre. Our cadets do not attend this centre so it has no local impact. Allare in agreement that marksmanship is a better fit for Whitehorse and therefore concur with Maj Thibault's recommendation that 22 Army cadets and 38 Air cadets form NW attend ARMI at Whitehorse (instead of Vernon) and 60 Army cadets from NW attend DCI at Vernon (instead of Whitehorse) 2. As the CO of Cold Lake ACSTC, | reiterate that it will be difficult to have regular access to an appropriate facility to conduct a drill course in Cold Lake. Many things have changed on the wing since the days of SLC and security in the GRA has become a pressure point for the wing. That aside, itis more desirable to have an aviation course conducted at 4 Wing, a very active air force base. There would be opportunities to leverage wing resources and staff to conduct aviation training and the cadets will have the opportunity to be exposed to the environment directly related to their course. Therefore we continue to recommend that BAC remain in Cold Lake and BDC be conducted at Albert Head. To address the in-house population numbers at Albert Head, we recommend reducing the BDC bilets in Albert Head by 9 cadets and increasing the BAC billets in Cold Lake by 9 cadets. This would meet the in-house populations constraints, place an aviation course on an active air force base, consolidate dril instruction further, and create more spaces on BAC which is in higher demand by the cadets than BDC. Whitehorse does not have any large indoor facility and often has inclement weather, as well its parade square is not great. AS Whitehorse already has a basic marksmanship course, and has the range facilities to support more shooting, ARM is seen as a better fit for this location. It is recommended that the 48 Army Cadets on ARMI move to Whitehorse and all of our DCI cadets go to Vernon. Vernon is already running DCI and they will also get all of our BDC cadets, so as long as numbers work, this would be a good ft. tis also important to note that Whitehorse ‘was opened in order to serve cadets in the North and although many cadets are integrating into southern CSTCs with an increasing measure of success, moving the ARMI to Whitehorse would also serve to open options for those cadets who function better at a smaller CSTC. The cadets in the North have more interest in shooting, expedition, and fitness programmes than in drill and ceremonial training; Presented arguments are somewhat hard to understand: 2014-03-20 ‘A0436138_2-A.2013-02094--0184 FW: SR - Penhold Closure sewer“ Page 3 of 13 - No large indoor facility for drill - it is the same for majority of CSTCs across the country running these courses. - Often inclement weather - after consulting Environment Canada website it appears that Whitehorse is one of the places in Canada that has the lowest number of rain days during summer time. Average temperature is lower than the southern locations but in places like Connaught, Borden, Vernon, etc several stand downs are called during the summer because of the extreme heat - parade square is not great - looks to me like any other parade square made out of concrete. Maybe the size seems an issue but it could easily accommodate 2 platoons for drill training - and a bit of scheduling could ensure that majority of the time there would be only one platoon on the parade square. However, the argument that marksmanship is a better fit in the North makes sense. It is also noted that RCSU(NW) confirms that Whitehorse CSTC has the range facilities to support more shooting. Only issue is regarding numbers. We cannot increase in-house population at Vernon due to the kitchen capacity. Therefore if we remove the 60 cadets on DCI from Whitehorse and send them to Vernon, we have to remove 60 cadets from Vernon. Recommend the 22 Army cadets and 38 Air cadets from NW to attend ARMI at Whitehorse (instead of Vernon) and 60 Army cadets from NW to attend DCI at Vernon (instead of Whitehorse). Maybe RCSU(NW) could also like to consider having a platoon of 30 cadets on ARMI and a platoon of 30 cadets on DCI. These would have the benefit to reduce the streaching on training facilities. However it would increase the stretch on human resources. c. similarly, Cold Lake does not have access to a parade square outside the GRA and therefore, conducting a drill course would be a challenge. Furthermore, the units at Cold Lake would provide an excellent opportunity for cadets to interact with and see many aspects of the Air Force. Our recommendation would be to retain the BAC course in Cold Lake because of the opportunities that could be leveraged with the units at 4 Wing. This ‘would require us to send our BDC cadets to Albert Head (where there is still a plan to run DCI). We concur with the running of BATA at Gimli as it has the facilities and equipment to provide excellent support to this course Itis to be noted that Cold used to run until recently the Senior Leadership course for approx 300 Air cadets and a good portion of their training included drill on that same parade square. Once again hard to understand that argument. Moving the BAC to Cold Lake and the BDC to Albert Head would result in an increase of in- house population (9 cadets) at Albert Head which they cannot afford. Not enough bed space even for such a small number. Recommend to keep BAC at Albert Head and BDC at Cold Lake. 4. the consolidation of P&D at Rocky is fully supported; Nothing to add! €. the loss of military band training at our CSTCs will remove a parade music capability and may provide some challenges in the future with the running of our musie RDA program; however, with increased cooperation with BC, we should be able to overcame an y RDA delivery obstacles Recommend the Common Programs Coord to ensure cooperation between Pac and NW. 2014-03-20 (A0436138_3-A.2013-02094--0185 FW: SR - Penhold Closure sen” “Page Forts" From previous experience | do not anticipate any issue here. 10 you need to print this email? Because of the reduction in ADM(IE) infra funding, the new kitchen project that we had anticipated for Vernon will not materialize; and, the interim solution of a mobile kitchen is also not a viable solution in the near term as it would translate into roughly a yearly increase of 800K-1M to the CCO budget. Furthermore, | identified at ref B some additional concerns in regards to the Northwest Region proposal to increase the Cadet IHP to 832 in Cold Lake. 2014-03-20 (80436138_8-A-2013-02004-0190 FW: SR - Penhold Closure 2014-03-20 meee” Page 9 of 13 Before going back to LCol Kamphuis and ask him to re-look at his billet proposal and giving that CSTC billet allocation is a D Cats & JCR responsibility, | would suggest that the three elemental trainers come up with a counter-proposal in regard to the re-allocation of the Penhold cadets for 2015 with a view to maximize the use of current excess capacity at other CSTCs in Pacific and Northwest Regions. Based on the 2013 billets, there were excess capacity at these CSTCs: Rocky Mountain: 26 beds for cadets, 27 beds for staff cadets, and no additional space available for staff. Quadra: 73 beds for cadets, 42 beds for staff cadets, and 16 beds for staff Whitehorse: 188 beds for cadets, 43 for staff cadets, and 37 beds for staff. | would also suggest to limit the IHP for cadets for Cold Lake at roughly 700 vice the proposed 832. ‘The kitchen in Vernon could accommodate a small increase of roughly 100 cadets and staff cadets; hence, the Northwest Region proposal to move the Air Riffle Marksmanship Instructor course from Penhold to Vernon is still a viable option as the training facilities in Vernon for that particular course are excellent, ‘There is potential for synergies in creating Centers of Excellence when looking at the CSTCs in these two Regions in a holistic approach vice duplicating the same courses in both Regions Giving that the trainers will be meeting in Winnipeg for their annual conference in early December, it would also be opportune to have this counter-proposal formalized and discussed with the Regional Trainers, Frangois Gaboury Major D Cals & JCR 2-5 | D Cad & RIC 2-5 Chief Reserves and Cadets | Chef Réserves et Cadets Vice Chief of the Defence Staff | Vice-chef d’tat-major de la Défense National Defence | Défense nationale Ottawa, Canada K1A 0K2 Francois.
