One CAF member was confirmed killed in the attack. One shooter was also confirmed killed. National Defence buildings, government building and schools are still on lockdown and many of the streets in the downtown are closed to traffic. Law enforcement is currently investigating, ‘The last 48 hours has seen two CAF members specifically targeted so there is some risk if we do not remain vigilant and take measures to ensure the safety of our personnel While we have taken measures to ensure the immediate safety and accounting of our military and civilian personnel, we must now take the next steps to ensure their safe return to their families and for the days to come. As of receipt of this message, and only after your building has been lifted from lockdown by Ottawa Police authorities, | authorize the release of personnel under the direction of their building and work supervisors from all locked down NCR buildings in order to return home. FYSA the Citizen} :88ihas published a story re: "Confusion, uncertainty at NDHQ and military bases as Ottawa attack unfolded”. It appears that your e-mail to the region comds was leaked and you are quoted in the story (see below for full text). Also, FYSA, your e-mail in it's entirety is posted on ' blog (also full text below). vik Doug I Confusion, uncertainty at NDHQ and military bases as Ottawa attack unfolded Ottawa Citizen ‘The killing Wednesday of a Canadian soldier in downtown Ottawa and a gun battle on Parliament sent shockwaves throughout the Canadian Forces, highlighted by confusion and lack of information. At some bases such as in Trenton, Ont. and Winnipeg, security was beefed up. Soldiers were warned at a number of bases not to weer their uniforms if possible. In other military locations, like Moose Jaw and Edmonton nothing was done. The country's electronic spy agency, the Communications Security Establishment, in Ottawa was in lock-down for six hours. Employees were told they could leave just before 4 p.m, But other Department of National Defence employees and Canadian Forces personnel were still confined to their offices in Ottawa and Gatineau Chief of the Defence Staff Gen. Tom Lawson was in a meeting across the street from where the young soldier was killed by a gunman and had to be hustled to an awaiting armoured vehicle that was rolled up on the Sparks Street mall ‘The Canadian Forces has remained silent about the killing. “t's total chaos,” one military officer told the Citizen. ‘The Wednesday morning shooting of the soldier at the National War Memorial set in motion a major lockdown of National Defence buildings across the city and in Gatineau. Earlier reports that bases across the country were also locked down turned out not to be accurate. Major Gen. Christopher Coates, deputy commander of the Canadian Joint Operations Command (CJOC) said orders went ut to base commanders that they were to take “precautions appropriate to their environments.” Each commander could decide on what precautions to take. 0443549_1-A.2014.01552--0127 Shortly after the shooting, Lawson was hustled out of a building on Sparks Street by heavily armed police. He and another senior officer were taken to an awaiting police armoured vehicle. The building at the corner of Sparks Street and Elgin is across from the war memorial where the killing took place. The building houses government briefing rooms and is located next to the Langevin Block, home of the Privy Council Office and Prime Minister's office. ‘The DND said Wednesday they could not answer questions about Lawson and his presence at the building, nor where the general and other senior staff were taken, Coates said the name of the dead soldier would not be released because of “privacy” reasons. But relatives and sources have identified the soldier as Cpl. Nathan Cirillo, The soldier, who was standing on guard at the war memorial, was a reservist from The Argyll and Sutherland Highlanders of Canada (Princess Louise's). That unit is based in Hamilton, Ont. Security levels at some bases, such as CFB Trenton, Ont. and Cold Lake, Alta,, were heightened. But at Canadian Forces Base Edmonton, there were no plans to beef up security. “As always, vigilance is the key word here. I'm sure something will be looked at, but as | know, nothing is going on right now.” said CFB Edmonton spokesman Fraser Logan Wednesday morning, “Just like any Canadian citizen, we're all shocked,” he said, “As for anything changing at the base, | don’t know, it’s status quo as it stands.” Logan said they are monitoring reports in Ottawa and are on “standby.” ‘At Moose Jaw, Sask., no extra precautions were put in place. In Halifax, Rear-Admiral John Newton sent out a message, asking military staff “to restrict movement in uniform in public as much as possible.” In Kingston, Ont,, military personnel were also told not to wear uniforms. Lt. Navy Marco Chouinard of the Saint-Jean-sur-Richelieu garrison in Quebec said that a directive had gone out instructing any military member not currently on duty to wear civilian clothing if they plan to be out in public on Wednesday. Driving to and from work in uniform is fine, he explained, but a stop at the grocery store or a visit to the gym would necessitate a change. But at 8 Wing at CFB Trenton, military personnel were told not to make unnecessary stops to or from work In some of the military's Ottawa locations, soldiers were told not to wear uniforms to and from work. ‘At 17 Wing in Winnipeg, security was heightened and military members are being told not to wear their uniforms in public, Consideration was also being given to remove social media profiles that would indicate whether a person works for the DND or is a member of the Canadian Forces. The attack also affected activities of young people involved in cadets. (A0443549_2-A.2014.01552--0128 Rear Admiral Jennifer Bennett sent out a message noting that all military cadet and Junior Ranger activities were to cease until Oct. 27 “There has been no direction from the Centre with respect to the wearing of uniforms or public appearances at this time,” she said in a message obtained by the Citizen. “However, the VCDS (Vice Chief of the Defence Staff) has indicated that we should “take control, use common sense and act responsibly" and some of you have already issued instructions.” ‘The OND won't confirm if members of the Canadian Forces counter-terrorism Joint Task Force 2 were involved in the response to the attack. The team, based at Dwyer Hill, would be brought if the RCMP or Ottawa police requested their help. DND sources, however, say other elements of the regular Canadian Forces were not involved in the response but are available if civilian authorities request them. Ottawa police chief Charles Bordeleau acknowledged at a news conference Wednesday that there are large numbers of individuals who work for the DND and the Canadian Forces who call Ottawa their home. “We want them to know we are committed to their safety,” he said (with files from Montreal Gazette and Edmonton Journal) Joo Military cadet activities across country shut down until Oct. 27 because of Ottawa attack Defence Watch received this message from a reader concerning the cadet and Junior Canadian Ranger program. It was sent out today by Rear Admiral Jennifer Bennett Good afternoon all, Over the course of the day we have all had inquiries regarding the status of cadet and JCR activities and military duties Some of you have had direction from CJOC but there has been nothing specific regarding cadet and JCR activities nor COATS or Canadian Rangers. | have spoken with the VCDS to indicate the need for decision, direction and communications to the CCO as we have the unique situation of parents concerned about their children in light of recent events. In the absence of higher guidance, | am issuing the following direction to the CCO through you. Effective immediately, all cadet and JCR activities are to cease through to 27 Oct. Further direction will be issued prior to Oct 27th that will confirm the way ahead for cadet and JCR activities. All COATS training events will continue as scheduled until otherwise notified. ‘There has been no direction from the Centre with respect to the wearing of uniforms or public appearances at this time. | expect to have that direction by EOD today. However, the VCDS has indicated that we should “take control, use ‘common sense and act responsibly” and some of you have already issued instructions following the direction from COC. | will rely on your judgement and assessment of the activities within your AOR.
