Analytical Report by Jose Preciado

Abstract: Drug abuse is an issue in the country. The presence of drugs in the country makes it
easier and tempting to be able to abuse substances. There are many kinds of drugs in the United
States that are prescript for individuals for medical usage that can still be overuse and abuse.
Definitions of drug abuse is given as well as what addiction and how it works. Addiction is more
than choice which makes it harder for those who abuse of substances to quit. There are many
reason to why the community should worry about the presence of drugs and why drug abuse can
be a drastic problem. The impact that abusing of drugs can have on the world as drug abuse
spread into different discourse community. Legal policies are being done for the purpose of
protecting individuals from improper usage of prescript drugs and to avoid the presence of illegal
drugs in the country. These legal actions help prevent the elderly to unintentionally abuse drugs.
These review of literature focuses on drug abuse based on four questions that helped to guide the
direction of the research done.

Drug abuse is a worldwide concern for


everyone and can be a very difficult subject
for many individuals to speak about never
the less act upon many issues to help and
show concern for these tragic events. Drug
abuse is occurring in many cities and states
and needs help from Society to achieve
positive results.

There are many issues concerning drug


abuse and how they relate. Issues such as
Mental illness, poor education, breaking the
law and even death can be results to drug
abuse in every country, region and state.
There have been investigations and reviews
done that support the importance of the main
points that relate to drug abuse all over the
world. Drug abuse can happen to anyone, it
will affect anyone and everywhere.

Understanding and reacting to a worldwide


issue will not only reduce a high rate of drug
abuse, but will also help protect individuals,
children and their physical and mental wellbeing. Drug abuse is not only a concern
about the users but to those that are around
the users. It has been prone to become a
main concern regarding the wellbeing of
individuals who cannot seek help regarding
their health. Research will analyze the areas
of the following questions:

usage and addiciton.
2. Why should the community worry
about drug consumption? Presents
main view points and causes of
influence that drugs have in the
community and levels of drug abuse
that affect the household.
3. How is the world affected by drug
consumption/abuse? Presents ideas
and the many ways that drug
consumption and drug abuse can
influence different communities.

4. What legal policies are there that


discourage drug consumption?
Focuses on the legal actions taken by
the U.S. government and individuals
to defend against drug
abuse/misusage.
Working as one and as an entire region will
develop more programs to decrease and

vanish drugs in their communities. It is very


important to create awareness of this
worldwide issue. It is also very important to
inform every citizen of the Regions that this
is not only an unavailable issue and a huge

responsibility as a region and society to


protect the world and those individuals who
are affected extremely. Our most desired
attribute is to protect our future by lowering
the usage of drugs and drug abuse.

Executive Summary
Introduction
Drug abuse has become an issue in the
community and is a problem that most
people ignore. One of the reasons behind
this is the lack of education on drugs as well
as education on how to treat and individual
who has become an addict.
Purpose
The purpose of this study is to explore and
discuss the presence of drugs in the
community as well as how the abuse of
drugs causes problems. Some of the group
of people who are affected are teenagers,
young adults, and even the elderly.

teenagers. Along with them are their
families and the elderly. To gather

methodology is composed of factual
information obtained, from credible
systematic and investigative reports.
Limitations
The information presented in this formal
report is limited to the few scholarly and
academic articles focused on the impact of
the maltreatment of children. Additionally,
the names of the subjects and evidence is
anonymous and factors of impacts changed
depending on the study.

Conclusion and Recommendations


The information obtained by the various sets
of academic and scholarly articles, presented
the great impact that child maltreatment has
on many aspects. Adults reported to be
maltreated as a child reported higher rates of
suicide, chronic disease and mental issues.
Additionally, abused children are prone to
engage in criminal acts, directly affecting
the stability of communities. An effective
intervention for maltreated children secures
the stability of the future adults of nations all
over the globe.

Introduction
Drug abuse has become an issue in our
country. Drug consumers digest those drugs
for different purposes, whether it be for
medical reasons or for recreational
purposes. The drugs that are used have
neurotransmitters that affect the individuals
brain. With a drastic number of
cases/incidents that have happened due to
the overuse of drugs, has sparked an
initiation flame on citizens to avoid
situations like these.
This meant that programs for drug abuse
problem were to be developed. As these

programs were developed, they encountered


a series of problems; one to be the
knowledge that others had about drugs and
its consumption. As medicine continues to
evolve, the research done on drugs should
evolve along with it. The findings of the
research as well as how to promote it should
be based on the following questions
To date, the El Paso Region is still suffering
in honoring and obeying the new law
Obama Care, not because it is an unfair
law, but more because as a region we are
living poverty and not many citizens have

the economic support to afford it. This


again, is causing health problems to every
individual who does not have the health care
they need.

1. What is consider to be drug abuse?

Poverty is not only focused on how poor a


region or individual might be, but it also
offers different ideas and meanings
including levels and statuses among
individuals, families, and cities including El
Paso Texas, the home region of many. The
question then is, what is the correlation
between mental health issues and the state of
poverty? This literature review will focus on
analyzing poverty in El Paso region by
focusing on the following four questions:

These four questions will analyze and
address the types of problems that drug
consumption and abuse of substances can
create to the community whether users or
close people to them is.

Study Focus One: Qualifications of Drug abuse


Drug abuse has many symptoms and
behaviors that are also qualifications of
abusing drugs. The general definition of
drug abuse is the habitual taking of
addictive or illegal drugs according to a
quick search on Google. As described by
this general definition, taking in drugs that
are addicted, like narcotics, and/or illegal in
a habitual way is considered drug abuse in
todays society. In a more detailed manner,
drug abuse has many symptoms and
behavior that help identify if an individual is
abusing drugs. Addiction is one large factor
and symptom of drug abuse.

Addiction is a major problem when dealing


with drug abuse. While developing on the
issue of what addiction is, it is necessary to
understand the true meaning behind the
word addiction. In an article of the
National Institute of Drug Abuse (NIDA),
the author shows that addiction is a
chronic, often relapsing brain disease that
causes compulsive drug seeking and use,
despite harmful consequences to the
addicted individual and to those around him
or her.1 The author explains that even
though there are consequence to an addict,
the addict would still seek to use drugs by
the act of their compulsive brain behavior.
This addiction can be a factor that prevents
the addicted to overcome the addiction.
Addiction is an everyday problem for those
who abuse substances. There is a
misconception that one who wishes to stop
being an addict can do it by simply choosing
to, but there is a larger and more complex
process than that. It is explained in the
NIDA that as a person continues to abuse
drugs, the brain adapts to the overwhelming
surges in dopamine by producing less
dopamine or by reducing the number of
dopamine receptors in the reward circuit.2
While the brain adjusts to an overdose of

dopamine, the reduction of dopamine


receptors on the reward circuit is in turn the
consequence of the continuation of abusing
drugs. As a result, this usually ends in the
addicts increasing the amount of substance
they use which makes it harder for them (the
addicts) to overcome their addiction.
Although addiction can be complicated to
overcome, the author(s) of an article from
DrugFacts states that there is not an exact
reason/factor to why people become
addicted.
No single factor can predict whether a
person will become addicted to drugs.
Risk for addiction is influenced by a
combination of factors that include
individual biology, social environment,
and age or stage of development. The
more risk factors an individual has
greater
the chance that taking drugs can lead
to addiction.3
As explained above, there is no one
reason/factor as to why one becomes an
addict. However in the contrary, there are
many factors that can play a role in the road to
addiction. Although there are many factors as to
why one may become an addict, there results
that have shown to be positive.

for drug abuse
Worries within the community for drug abuse is
a reality. There are communities that are aware
that drugs are part of their community and that is
where we see support and prevention groups
arise aside from other actions, but what about
those who are not? There are some communities
that do not know about the presence of drugs,
but even worse there are communities that
choose to be blind to the fact of this enemy.
Being aware of the presence of drugs is vital to
help the process of recovery.

Knowing that there is an abuse of substance(s)


(drugs and/or alcohol) can help to avoid horrible
situations. In an article titled Parents Drug
Abuse Strains Child-Welfare Agencies, the
Kippenberg family share their story and how
drugs almost destroyed everything that they care
for. The presence of drugs on a normal suburbs
family caused them to change in a negative
aspect. Both parents of the Kippenberg family
became drug addicts and began to take drugs

frequently which brought them a shortage of


money which took an impact on their two kids.
Their kids were put aside when it came down to
choosing between drugs and them (the kids).
This resulted in their neighbors, teachers, and
friends to notice the kids lacking attention from
their parents. Once someone reported the parents
to Child Protective Services (CPS) of this
situation, CPS quickly took action and got the
permission/authority to take away the
Kippenberg children. As the Kippernbers kids
were taken away from him, he states that My
whole world dropped right there that was my
rock bottom4. Mr. Kippernberg explains that
having his kids taken away due to his drug
addiction was the lowest point of his life.

side. This affects the other cases and the people
involved in them.

Summary: The presence of drugs can affect


parents as well and make them addicts.
When a situation like this happens, it is
more likely that it the children will be
affected.

The Kippernberg quickly reacted to the loss of


their children. They reached the judge to be able
to gain the custody of their children, but were
told by the judge to: pay a fine due to having
drugs in their system, become clean of their
addiction, and be able to provide a healthy
environment for their children. Both parents
took this attention call right away and started to
work on their addiction problems by joining
support groups. The two parents were able to
overcome their addiction and soon got jobs to
provide the healthy environment that was
instructed by the judge.
Aside of the negative effects that drugs has on
families, drugs can also take a toll on the judicial
system. In the same article (Parents Drug
Abuse Strain Child-Welfare Agencies), it is
explained that because opioid cases often
involve crisis situations, they tend to take
priority, forcing other cases to take the back
seat5. Since opioid is involved in situations of
crisis, they make the cases become priority over

The abuse of substances affects the world
without one noticing it. It is common to think
that the drugs being used when talking on the
subject of drug abuse are drugs that are illegal
such as marijuana, cocaine, meth, etc. but drug
abuse can also happen with drugs such as
Tylenol, Allegra, and simple pain killers. A
perfect example of this is drug abuse in the
elderly. Being an elder puts an individual at risk
to falling into depression or developing an
anxiety disorder which can be diagnosed by a
doctor. Once diagnosed, the doctor can then
prescribe antidepressants. Antidepressants are
one type of drugs that are available to the elderly
and is a drug that can be easily abused.
Depression can be defined as feelings of severe
despondency and dejection. Anxiety can be
defined as a feeling of worry, nervousness, or
unease, typically about an imminent event or
something with an uncertain outcome. In the
article Prescription and Illicit Drug Abuse, the
NIH Senior Health explains that intentional
abuse occurs when a person knowingly uses
prescription medication the wrong way, takes
medicine not prescribed for them, or combines
them with alcohol or illicit drugs.6 Intentional
abuse of drugs is explained as having
medication taken incorrectly, taking medication
that was not prescribed or mixing it with
alcohol. Illicit drugs are drugs that are forbidden
by law, rules, or custom. Hospital admissions of
older adults shows a correlation with overdose
from pain medications and withdrawals.
The types of prescription
medications most commonly abused
by people of any age are painkillers
(such as Vicodin, OxyContin, etc.),
depressants (such as Xanaz,
Valium), and stimulants (such as
Concerta and Adderall). Hospital
admissions for older adults were
mostly linked to overdoses from

pain medication and withdrawal


symptoms from other addictive
drugs such as sleeping pills.7
The presence of depression in an elderly person
can take more credit when it comes to drug
abuse than what an individual thinks, especially
because of how it can influence the individual. If
an individual stays busy, it keeps them from the
thought/temptation of using drugs. All in all, if
the situation was different it would have the
opposite effect.
Sometimes a big change, such
as retirement, the death of a
loved one, or failing health, can
lead to loneliness, boredom,
anxiety, or depression. That can
prompt a person to begin,
continue, or increase the abuse
of medications or other drugs.8
Apart from depression, anxiety, and a big
change, the elderly are at risk for unintentional
drug abuse.

Elderly people are at a higher risk for
unintentional drug abuse. Unintentional drug
abuse is the over use of a drug without the
intention of it. One common characteristic of
aging is memory loss, which plays a major role
in unintentional drug abuse. There are several
reasons for unintentional drug abuse to occur
such as lack of knowledge on how to take the
drug, the amount to take, or simply an honest
mistake. Unlike the listed reasons, memory loss
is a major factor that can explain as to why older
people have drug abuse problems. This abuse

problem cannot be put to stop until someone


notices and takes action. The NIH shows and
explains that as people get older, trouble with
vision or memory can make it hard to use
medication correctly.9 Since people start
suffering from vision and memory problems,
that becomes a factor to drug usage. Drugs are
being abused by several communities including
the UNITED STATES Forces.
Many drugs have been overused in the history of
the UNITED STATES by different communities.
A lot of these communities can be identified
with common sense when speaking of a
particular period, for example the hippies in the
1960s. One particular community that was
affected by drug abuse is the UNITED STATES
Forces. From 1939 to 1945, one of the most
remembered and known events in the world
happened, World War II. The drug that was used
and distributed to the U.S Forces while fighting
the war was amphetamine, which was
considered a good drug in the 1920s.
Amphetamine was used in the medical
community in the 1920s mainly for raising
blood pressure, enlarging nasal passages, and
stimulating the central nervous system.
Amphetamine was distributed to soldiers to fight
fatigue and to help improve their mood as well
as their endurance too. Later war physicians
started to prescribe amphetamine to help with
depression due to the war. Since amphetamines
were given to soldiers because of WWII, the
legal usage of amphetamines increased, a black
market emerged.10 Amphetamine was made
legal and this caused the black market to emerge
and use it as a product. Aside from soldiers
abusing drugs, there were other communities
who abused drugs at home (U.S.).

The different ethnicities present in the UNITED


STATES gave rise to more clients and users of
drugs. Due to the high demand of drugs in the
U.S., many other narcotic producers around the
world started to export their goods to the
UNITED STATES two of those countries were
Colombia and Mexico. In the year of 1999
Colombia remained the worlds leading
producer of cocaine, producing three quarters of
the worlds annual yield.11 Colombia was the
worlds leading producer of cocaine and made
about three quarters (3/4) of the money in the
world in one year due to their high demand.
Cocaine is commonly known as crack. The
popularity of cocaine as well as the demand for
it was so high that a study was made that
identified that most consumers of crack
(cocaine) were whites and Hispanic, and those
who sold it were mainly African Americans.

A study revealed that while almost


2/3 of crack users in the UNITED
STATES were white or Hispanic,
84.5% of those convicted for crack
possession were black, while 10.3%
were white and 5.2% were Hispanic.

were black, while 4.1% were white


and 7.1% were Hispanic.12
Like Colombia, Mexico was another country
that took advantage of the popularity and the
high demand of drugs in the UNITED
STATESA big reason and great factor to why
Mexico took advantage of this was both
countries, UNITED STATES and Mexico, are
neighbors which means that they share
borderlines.

Mexico-based trafficking groups


began to enter the
methamphetamine market and now
dominate the trade.13
This demonstrates how the traffic of drugs in the
UNITED STATES increased because of the high
consumption and the high demand of meth.

The increase of methamphetamine

There are legal actions being taken to decrease
drug abuse in the UNITED STATES the drugs
that are commonly overuse are illegal, for
example marijuana, methamphetamine, cocaine,
etc. Although illegal drugs are the main drugs
for abuse, there are drugs that are prescript that
can be use wrongly. When prescription drugs are
wrongly use, it could be because of the improper
instructions for taking them, hence unintentional
drug abuse. Due to this, there is the legal option
for those who are harmed by the improper
instructions for taking the drugs which is the
option of a law sue. In the website the
DrugWatch, it is explained that Often, the
injuries are more debilitating than the condition
that led to the prescription or device in the first
place. Fortunately, the law gives injured
consumers remedies if they are injured because
of a manufacturers negligence.14 It shows how
sometimes the injuries can make someone more
debilitated than the actual condition to which the
prescription was made, that is the reason why
the law provides the (injured) consumer(s) some
kind of remedies due to the manufacturer lack of
proper prescription. Aside from the
manufacturers negligence, the law prohibits
drugs.

Drugs are illegal in the UNITED STATES


because of the harmful outcome they have to an
individual. It is known that drugs can have some
kind of positive effect on an individual but it has
a bigger negative effect on the body. There is a
misconception that there are soft drugs and
hard drugs but in reality they are all the same.
It is true that there are different drugs that can
have a greater impact and a faster reaction but
they are still harmful. Marijuana is categorize as
a soft drug but still affect those who take them
as it is explain that Marijuana use is associated
with poor work and school performance, and
learning problems for younger users.15 Those
underage consumers that smoke marijuana have
poor performances and affects their learning
process. Drugs also affects the judgment, motor
coordination and control of an individual. A
study was done were the study involved ten
licensed pilots that were given one marijuana
joint containing 19 mg of THC, a relatively
small amount. Twenty-four hours after smoking
the joint, they were tested in a flight simulator.
All ten of the pilots made errors in landing, and
one missed the runway completely.16 The study
demonstrated that marijuana can affect the
judgment and coordination of a trained and

Study Focus One: Qualification of Drug Abuse
Drug abuse is when an individual overuses a substance is being taken, that is why people who
are taken a prescribe drug are given instructions on how to take their medication. Support groups
also learn how to let those who are in recovery to deal with addiction, since addiction is a main
factor to why it is hard for individuals to overcome their substance abuse and why they fall back
into addiction.

Study Focus Two: Worries within the community for drug abuse
There is are awareness in the communities as they try to give knowledge about why is wrong to
consume drugs. As stated before, now on days there are many support groups and facilities that
help those who have been damage by drugs, not necessary first-handed. Not only do this groups
help to recover from drug abuse but it also helps to prevent the usage of drugs as it is the best
way to beat drug abuse.
Study Focus Three: Drug abuse affecting the world
The elderly are given more attention now as it has been shown by studies that they fall into
depression and start using their medication incorrectly. Aside from that they are put more
attention because of illnesses that can affect their mind and affect their memory to the point
where it can make them overuse their medication. There are therapy given to soldiers aside from
medication as they can also fall into depression and abuse their medication. The U.S. forces also
do drug test to make sure that their soldiers do not use any illegal drugs and to make sure that
they do not abuse their medication.
Study Focus Four: Legal actions against drug abuse
Legal actions have been taken by the U.S. government to stop the import of drugs. Drugs are
illegal in the U.S. which makes the penalty of using drugs bigger than possession. Legal actions
that are taken to legal drugs (medication) is to sue the company. The reason why these
companies are sued is because of the poor manufacture of the substance that can create more
negative effects to the user than benefits.

Conclusion and Recommendations


Drug abuse has become an issue in the country.
The qualifications of drug abuse have been
discuss as well as how people may become
addicts to the drug. The concern of drug
consumption in the community for the
community to not blind themselves to it. How
the community is affected by the presence of
drugs in their neighborhood, county, city, state,
and country. The legal actions taken by the
government to decrease drug consumption as
well as drug abuse. This information was gather
by research that focused on the four questions
listed in the beginning. Drug abuse is an issue
that is present in todays society.
The questions that were explore were:

What is considered to be drug abuse?


Why should the community worry about

drug consumption?
How is the world affected by drug

consumption/abuse?
What legal policies are there that

be given to those individuals that have memory
problems that could lead to misuse of their
medication. The misuse of medication can lead
to unintentional abuse of drugs.
There are support groups to soldiers that have
use prescribe medication to help them recover
from addiction. These groups should be enforce
by follow-ups with doctors to test and insure that
the soldiers are not over using their medication
or be taking other drugs.
Today, we can see that the government has a no
tolerance policy with drugs and have reinforce
the actions taken to stop the incoming of drugs
into the country. Citizens can improve this by
getting more involve with schools, and programs
that are dedicated to addiction and drugs
consumption to decrease the amount of drugs in
the community. Thus, making it easier for the
law to catch those in possession of drugs.

It is important for those close to those who
abuse drugs to get involve. Even if it is one
person, that individual can make the difference
to for those in need. Support groups to

individual with the recovery process since the
possibility of fall back can happen. Said
possibility could be decrease by the support of
peers and close family.
