DO HEREBY RESOLVE:
AFFIRMING THAT The Government of the Do"?P"b->A-? onihcikiskwapowin (Saddle Lake Cree Nation)
has mandated the Do"PP*b->A-? onihcikiskwapowin (SLCN) Education Authority to the Do"PP*b->A>
onihcikiskwapowin (SLCN) Education Law (2013): P*P.od"dLdeA? Vb- P*Pod"ALIA? A-y?V-A>
kiskinowahamakosiwin ekwa kiskinowahamatowin wiyasiwéwin;
ASSERTING THAT the best interests of our children and families are paramount and where Do*?Prb:> A>
onihcikiskwapowin parents have the right and a responsibility to make decisions respecting b'°° V
FPTe@DLbP kahkiyaw - e-miciminitmakahki (Lifelong Education) of their children and themselves;
THEREFORE BE IT RESOLVED THAT this A*¢'V-A wiyasiwéwin (law) shall be guided by and shall
incorporate the following principles and considerations:
1) Do*PP%b->A+ onihcikiskwapowin (Saddle Lake Cree Nation) has the sovereign inherent right and
jurisdiction to educate Do*fP*b->A-> onihcikiskwapowin Peoples pursuant to Article 14 (1) of the United
Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) states: “Indigenous Peoples have the
right to establish and control their education systems and institutions providing education in their own
Ianguages, ina manner appropriate to their cultural methods of teaching and learning” and the UNDRIP in
its entirety.
2) Treaty No. 6 recognized that right by entitling the Do*P'P%b->A-> onihcikiskwapowin (Saddle Lake Cree
Nation) to receive from the Crown, funds and everything else necessary to develop and maintain a
comprehensive system of education that will not disturb but will enhance the Do*?P"b->A>
onihcikiskwapowin (Saddle Lake Cree Nation) way of life.
3) “Her Majesty agrees to maintain schools for instruction in such reserves hereby made as to Her Government
of the Dominion of Canada may seem advisable, whenever the Indians of the reserve shall desire it.”
Therefore, Po? Prb->A onihcikiskwapowin (Saddle Lake Cree Nation) paid in advance for the educational
entitlement by providing for the Crown’s use of vast tracts of rich Do*fP%->A-> onihcikiskwapowin lands.
4) The Do"fP"%b->A-? onihcikiskwapowin (SLCN) Education system shall be comprehensive to include b*P'7°
V PPT eDLb*P kahkiyaw - e-miciminitémakahki (Lifelong Educ
institutes, and educational programs serving the Da*Pb->A- onihcikiskwapowin (SLCN).
5) The Po"?P%b->A- onihcikiskwapowin (SLCN) Edueation system shall be controlled by the Do#fP*b:>A-?
onihcikiskwapowin (SLCN) Peoples in the following manner:
a) The Do" P*b>A Dobod® iskwapowin onikaniwak shall enact the Do*fP%b->A2
onihcikiskwapowin (SLCN) Education Law (2013): P"Pod"dLdeA? Vor P*Pod "ALA?
}) in schools, colleges, universities,

financial, regulatory, administration, and incorporation control.

6) Inaccordance with b"P* VFPTo3Lb'? kahkiyaw- e-miciminitémakahki (Lifelong Education) and as per
the Spirit and Intent of Treaty No. 6, the cultural, academic, and technical standards of the Do"PP"b->A>
oniheikiskwapowin (SLCN) Education system shall be equal to or exceed the highest educational standards.
7) The Po*PP"b:>A- onihcikiskwapowin (SLCN) Education Authority will establish and oversee assessment,
evaluation, and certification standards.

The Do*PP*b->A-? onihcikiskwapowin (SLCN) Education Authority shall have administrative autonomy,
professional independence, and organizational stability without interference.
9)
All monies provided for the purpose of bo"P*b->A onihcikiskwapowin (SLCN) Education by Crown and
other funding agencies shall be expended solely for the purpose of Do"? P"b->A- onihcikiskwapowin
(SLCN) Education and shall not be diverted for other purposes.
10) The Do*?P*b:>4- onihcikiskwapowin (SLCN) Education Authority may discuss, negotiate, collaborate, and
cooperate with and Law jointly with other educational boards and instit
jons, but shall not compromise its
independence or its obligation to Law in the best interests of bo"P%b->A> onihcikiskwapowin Peoples.
FURTHERMORE BE IT RESOLVED, this bo"'P"b->A-? onihcikiskwapowin (SLCN) Education Law
(2013): PPod"ALdPA? Vor P*Po<"dLIA?
