The MDGs:
bring together, in the eighth Goal, the responsibilities of developing countries with those
of developed countries, founded on a global partnership endorsed at the International
Conference on Financing for Development in Monterrey, Mexico in March 2002, and
again at the Johannesburg World Summit on Sustainable Development in August 2002.
Target 1.A: Halve, between 1990 and 2015, the proportion of people whose
income is less than one dollar a day
Target 1.B: Achieve full and productive employment and decent work for all,
including women and young people
Target 1.C: Halve, between 1990 and 2015, the proportion of people who suffer
from hunger
Target 2.A: Ensure that, by 2015, children everywhere, boys and girls alike, will
be able to complete a full course of primary schooling
Target 4.A: Reduce by two-thirds, between 1990 and 2015, the under-five
mortality rate
Target 5.A: Reduce by three quarters, between 1990 and 2015, the maternal
mortality ratio
Target 6.A: Have halted by 2015 and begun to reverse the spread of HIV/AIDS
Target 6.B: Achieve, by 2010, universal access to treatment for HIV/AIDS for all
Target 6.C: Have halted by 2015 and begun to reverse the incidence of malaria

committed to poverty reduction

small island developing States (through the Programme of Action for the
Sustainable Development of Small Island Developing States and the outcome of
the twenty-second special session of the General Assembly)
Target 8.D: Deal comprehensively with the debt problems of developing countries
through national and international measures in order to make debt sustainable in
the long term
Target 8.F: In cooperation with the private sector, make available the benefits of
new technologies, especially information and communications
The United Nations Development Programme is the UNs global development network, an
organization advocating for change and connecting countries to knowledge, experience and
resources to help people build a better life. Its mission is to be an agent for change to promote
human development and to achieve the Millennium Development Goals (MDG). UNDP
Indonesia is working in four priority areas: Democratic Governance, MDG Monitoring and
Advocacy, Crisis Prevention and Recovery, and Environmental Sustainability. UNDP is also
committed to the fight against HIV/AIDS and the promotion of gender equality.

adalah memastikan bahwa anak-anak Indonesia mendapatkan hak konstitusional mereka. UU no
23 tentang Perlindungan Anak menyatakan bahwa setiap anak memiliki hak untuk memperoleh
pelayanan kesehatan dan keamanan sosial menurut kebutuhan fisik, psikis dan sosial mereka.
Sepertiga kematian bayi di Indonesia terjadi pada bulan pertama setelah kelahiran, 80%
diantaranya terjadi pada minggu pertama. Penyebab utama kematian adalah infeksi pernafasan
akut, komplikasi kelahiran dan diare. Selain penyebab utama, beberapa penyakit menular seperti
infeksi radang selaput otak (meningitis), typhus dan encephalitis juga cukup sering menjadi
penyebab kematian bayi.
Tindak Lanjut
Program Nasional Anak Indonesia menjadikan issu kematian bayi dan balita sebagai
salah satu bagian terpenting. Program tersebut merupakan bagian dari Visi Anak Indonesia 2015,
sebuah gerakan yang melibatkan seluruh komponen masyarakat, dari mulai pemerintah, sektor
swasta hingga akademisi dan masyarakat sipil. Bersama-sama, kelompok ini berusaha
meningkatkan kualitas kesehatan dan kesejaheraan Bayi dan Balita. Selain mempromosikan
hidup sehat untuk anak dan peningkatan akses dan kualitas terhadap pelayanan kesehatan yang
komprehensif, bagian dari Target keempat MDG adalah untuk meningkatkan proporsi kelahiran
yang dibantu tenaga terlatih, sehingga diharapkan terjadi perubahan perilaku di masyarakat
untuk lebih aktif mencari pelayanan kesehatan, terutama untuk anak dan balita.
Yang sangat diperlukan oleh Ibu adalah peningkatan akses terhadap pelayana kesehatan
berualitas untuk ibu dan anak, terutama selama dan segera setelah kelahiran. Selain peningkatan
pelayanan kesehatan, perlu juga diadakan perubahan perilaku masyarakat yang paling rentan
terhadap kematian ibu. Hal ini termasuk peningkatan pengetahuan keluarga mengenai status
kesehatan dan nurtisi, serta pemberitahuan mengenai jangkauan dan macam pelayanan yang
dapat mereka pergunakan. Pemerintah juga perlu untuk meningkatkan sistem pemantauan untuk
mencapai tujuan MDG ke 5. Peningkatan sistem pendataan terutama aspek manajemen dan
aliran informasi terutama data dasar infrastruktur kesehatan, serta koordinasi antara instansi
terkait dengan masyarakat donor juga perlu ditingkatkan untuk untuk menghindari overlap dan
kegiatan yang tidak tepat sasaran, sehingga peningkatan kesehatan ibu dapat dicapai secara lebih
efektif dan efisien.

kondom secara teratur. Kampanye mengenai Roll Back Malaria dan DOTS juga termasuk usaha
yang secara periodik dilakukan untuk memerangi Malaria dan TBC.
Air - Kualitas air yang sampai ke masyarakat dan didistribusikan oleh PDAM
ternyata tidak memenuhi persyarat air minum aman yang dikeluarkan oleh
Departemen Kesehatan. Hal ini utamanya disebabkan oleh kualitas jaringan disribusi dan
perawatan yang kemudian menyebabkan terjadinya kontaminasi.
Sanitasi - Berdasarkan data terahir yang tersedia, akses masyrakat secara umum terhadap
fasilitas sanitasi adalah 68%. Akan tetapi, tampaknya sanitasi tidak menjadi prioritas
utama pembangunan, baik di tingkat nasional, regional, badan legislative maupun sektor
swasta. Hal ini tampat dari relatif kecilnya anggaran yang disediakan untuk sanitasi.
Tindak Lanjut
Akses dan ketersediaan informasi mengenai sumberdaya alam dan lingkungan merpakan aspek
yang perlu ditingkatkan. Program yang seperti ini dapat membantu memperkaya pengetahuan
dan wawasan kelompok masyarakat yang hidup di daerah perdesaan dan daerah terpencil
mengenai pentingnya perlindungan terhadap lingkungan. Hal ini juga perlu disandingkan dengan
promosi mengenai kesehatan dan kebersihan, sehingga masyarakat akan lebih mengerti
petingnya air bersih dan dapat berpartisipasi aktif menjaga dan merawat fasilitas air bersih yang
ada. Kampanye mengenai pentingnya sanitasi juga perlu dilakukan kepada pemerintah, pembuat
kebijakan, dan badan legislatif, termasuk juga kapada masyarakat. Diperlukan investasi dan
prioritisasi yang lebih besar untuk meningkatkan akses terhadap air bersih dan pelayanan sanitasi
untuk masyarakat di seluruh Indonesia.
