Subject:Aproposalrequestingpermitsforthedisposalofflyash.

DearMr.Fenkle:

IwritethislettertoproposeasolutionforFarnsworthsflyashdumping,andtorequestthe
permitstodoso.Theproblemwearefacingwithourcurrentmethodofdumpingisnotgoingto
beeffectiveinthenearfutureandweneedtofindanewplacetodisposeoftheflyash.Weare
lookingtoproposeamoreefficientmethodforthedisposalofflyash.

Ideally,Farnsworthwouldwanttopelletizealmosthalfoftheflyashtosellasfertilizerand
dumptherestonourlandfill,40acresonpropertyreadyforthiswaste.Wearewritingtorequest
permitstodobothofthesethings.

WeknowthroughourcordialrelationswiththeDepartmentofNaturalResourcesthatyouwant
tomakesureFarnsworthismeetingcurrentregulationsregardingenvironmentalprotection.We
atFarnsworthsharethisconcern,aswetoodesiretoprotectandpreservetheenvironment.This
isthemainreasonforrequestingthesepermits,becausewewouldliketocleanupourcurrent
disposalsite.Withthepermitstopelletizeanddumpourflyash,wewillbeabletocleanupthe
currentdumpsite,maintainingthenaturallandscapearoundthemillthatweworkhardtonot
disturb.

Ourplantosolvetheflyashdisposalissuehastwoparts.Thefirstpartofthisplanistopelletize
abouthalfofthecurrentwaste,whichisaroundthreetofivehundredtonsayear.Thiswayitcan
beusedasafertilizerandwegettosavelandfillspace.Thenforthesecondpart,wewillhave
aroundfivetosevenhundredtonsthatweplantodisposeofonourlandfill.

Inregardstoourplanforpelletization,weconfirmedthatRichterCorporationalreadygives
awayflyashasfertilizer.PittmanProducts,Incarealsolookingtopelletizetheirflyashand
havehadverbalconfirmationfromDNRthatthiswillnotbeaproblem.Inregardstoouronsite
dumping,withourTypeIIIlandfill,RichterCorporationisalsocurrentlydisposingoftheirfly
ashinanearbyTypeIIIlandfill.AshlandProductswasgivenapprovalbytheirregionalDNR
office,Region2,todisposeaboutthesameamountofflyashasweproduceinaTypeIII
landfill.Thiswasconfirmedlessthantwomonthsago.

Ourplanisnotonlyeffective,butenvironmentallysafe.Twomonthsago,wehiredaconsulting
firm,TerraEngineering,toanalyzetheareasurroundingourlandfill.Wewantedtomakesureno
leachatefromtheflyashwoulddisturbtheenvironment,especiallyourbeautifulTitubaLake.
Thefirmdrilledtestwellsbetweenthelandfillandthelakeandfoundnotraceoftheleachatein
thegroundwater,eventhoughwehavebeenputtingflyashatthissiteforyears.Thefirmalso
didahydrogeologicalstudyofthearea,whichshowedthatthegroundwaterflowsawayfrom
TitubaLake.Thisiscomfortingbecauseeveniftherewasleachate,whichthereisnot,itwould
notflowintothelake.Thisshowsthatthereisnoriskfordisposingtheflyashonsite.This
surveyisenclosed.

ItisoursincerestwishesatFarnsworththatyouacceptourrequestforthepermitstopelletize
halfourflyashforfertilizerandtodumptheremainingflyashinouronsitelandfill.Ourplan
shouldprovetobeveryefficientandenvironmentallyfriendly.Withtheprecedentssetbyother
flyashproducersandourlandsurvey,itisclearthatthisplanisthebestwaytomoveforward
withthecurrentsituation.Wewouldgreatlyappreciatethegrantofthesepermits,sowecan
moveforwardtomaintainthenaturalbeautyofthelandscapearoundourmill.
