Workers and materials were lowered from the
top of the bluff to the construction site 100 feet
below via a large crane positioned topside. This
avoided dragging equipment and materials from
the nearest vehicle access over a 3/4-mile stretch
of rocky shoreline, subject to winter storms.
In addition, the structure was sculpted by
Drill Techs crews so that its surface blends with
the bluff. The concrete was also colored to further integrate the structure into its environment.
This is a very pristine area and we did not want
the outfall to be an eyesore, Winje says. It was
a feel-good thing for us to do and it actually saved
money for the project.
Other features
The inlet structure, located at the midpoint
of the canyon, was more traditionally built. Caissons were sunk into the bottom of the canyon,
and the concrete structure installed on top of
them. The function of the inlet is to divert flow
away from the canyon creek bed and into the
pipe. Winje explains that in extreme conditions,
overflow from the inlet can be directed down
the creek.
The improvements effectively prevent mud
sprays from coating nearby houses. The sprays
were created when muddy stormwater exited the

The San Ramon Canyon storm drain project not only saved the canyon
walls and the roadway above it, it saved money that was then used to fund
other improvements.
Senior engineer Andy Winje explains that the team conducted a value
engineering exercise at the beginning of the project. One of the outcomes
was a change in the methodology used to install the 54-inch steel pipe. The
specifications called for a proprietary joint system, believing welded joints
would be too difficult to construct at the pipes steep slopes. But the

A good truck
Don Schlomka, owner of Schlomka Vac Truck in Hastings, Minnesota, says the truck is the key. You have to have a good truck you can
count on and good operators to run it.
When youre a hydroexcavator operator, your truck is like an extension of yourself. Its imperative to know the correct way to run and maintain it, and to prep it for the next days work.
In order to make sure his guys are 100 percent prepared for whatever
theyll face, Schlomka provides continual training on every aspect of the
trucks and their proper operation.
I have a good relationship with the guys I buy my trucks from, he
says. They will send over a trainer to come by and run through training anytime I call and ask.
Schlomkas trucks are state of the art. He says hes proud to be able
to provide his operators with the technology that allows them to do
their jobs safely and efficiently, and provide customers with a quality,
affordable service.
Grounding pads
Working with water and electricity is always dangerous. In order to
keep operators completely safe, they should be equipped with grounding pads at every job site.
If the unthinkable happens and a power line is accidentally hit, the
grounding pad will instantly ground out the electrical current with no
harm done to anyone. Providing excavators with this important feature
is just one more way to protect the operators.
Weather protection
The natural elements are an operators everyday adversary. The
only way to compete with the snow, rain and cold is to arm yourself
with the highest-quality gear. According to Curran Clark of Crossfire

Snow. Cold, Clark says. We dig with high-pressure water when its 20
below zero, and we do what we can to keep ourselves somewhat comfortable. Cold hands and feet could mean an operator is done for the day.
Kirk Cundiss, another operator from Crossfire, agrees and says in
addition to keeping your feet warm and dry, protecting them with a good
pair of steel-toed boots is essential. Not only are steel-toed boots OSHArequired, but they provide a level of safety to our operators. Our guys
utilize their feet to shield themselves, and in the past Ive seen people
get injured with water due to not wearing the right boots.

took great care to make sure that the vacuum system is easy to maintain.
The high-pressure washing and blasting system has a 1,200-gallon aluminum water tank to allow the operator to stay on site for longer work periods instead of breaking for water fills. Blasting power is provided by a CAT
Pumps 3560 pressure pump that offers 3,400 psi at 20 gpm. A 980,000 Btu
boiler heats water for additional blasting effectiveness. The unit conveniently features a hose reel on each side of the unit, while a glycol system
enables damage-free use in cold winter months. In addition, the complete
water system is installed in a fully insulated and heated aluminum van body
for cold climates.
We know that not everyone is going to need the heated system, and
that were basically building these units for the northern portion of the
United States, and all of Canada, says Scheller. It is important that companies in those colder northern climates have a unit that can run
year-around.
While SchellVac has been in the vacuum truck industry for 10 years, the
larger hydroexcavation units are a relatively new endeavor for the company.
Scheller says the big goal he had for his company coming into the WWETT
Show was to introduce the new units to attendees, while reminding longtime customers that their smaller vacuum and septic pump trucks are still
a focus of the company.
We wanted to let people know that we are expanding and branching
out, and our hydroexcavators are made with the same quality that weve put
into all our vacuum trucks over the years, he says. Were looking forward
to coming back next year with even more options for those at this show.

While millennials get tons of attention, utilities need
to remember that older employees remain a valuable resource

enerally speaking, millennials are the darlings of todays workforce the shiny objects in the room that seem to garner the
lions share of attention from many an upper-management team
or human resources department.
Thats all well and good, but Kip Kelly has some words of advice about
an equally important though less heralded segment of the workforce: Dont
forget about older employees, a group that can still contribute greatly to
achieving organizational goals.
Theres been so much attention lavished on millennials, says Kelly,
the director of public programs at University of North Carolina KenanFlagler Business School. Theyve consumed all the oxygen in the room
everyone is talking about their needs and expectations in the
workforce.
But the reality is that many baby boomers will be working beyond
65 or 70 theyre here to stay, he continues. As a population, were
getting older, and thats true of the workforce as well. Utilities cant afford
to lose sight of the fact that employees will be staying in the workforce
longer, so theyll need to accommodate this older segment, too. And the
same benefits that work well for millennials might not be as attractive to
older workers.
The facts bear out Kellys assertion. According to some studies, up
to 80 percent of baby boomers plan to work past age 65, and 85 percent
say they intend to work during retirement, with nearly half of those saying they plan to work into their 70s or even 80s. The primary reasons?
Either they havent saved enough to retire fully or they need to maintain health insurance coverage that comes via employment. Or they
simply enjoy working.
Whatever the reason, though, Kelly says one thing is for certain: Too
many utilities have no formal strategy to accommodate or retain older
workers (generally defined as age 65 and older). Many workers dont want
to retire, but the systems in which they work are typically built around that
expectation, he notes.
In fact, in a survey done by the Society of Human Resource Management, one-third of respondents said their organization had examined policies and practices aimed at older workers, while 20 percent said they had
done so, but decided no changes were required. Worse yet, only 17 percent said theyve actually tried to measure the resulting impact of workers
age 55 and older retiring within the next six to 10 years.

edge and skills, act more professional and mature and are more reliable
than younger workers. Moreover, theyre less likely to leave than millennials, who frequently change jobs and exhibit less loyalty to employers.
Some of it is just out and outright ageism, Kelly says of the negative
stereotypes. Organizations would do themselves and their workers a service by thinking more broadly about diversity and inclusion and that
includes older workers. Typically the focus is on females or affinity groups.
But theyre going to need to be more proactive (about catering more to
older workers). Ageism is subtle and doesnt get much attention, but its a
lawsuit waiting to happen. I think theres going to be a groundswell (of
age discrimination lawsuits).
Many utilities are eager to jettison older employees because they have
higher salaries and usually incur higher health care costs that drive up
insurance premiums. But Kelly says that eliminating older workers to boost
profits is a shortsighted and ill-advised strategy. In reality, since millennials change jobs more frequently and the cost of employee recruitment,
training and turnover is so high, it often makes more sense financially to
divert money and energy toward retaining older workers. In addition, why

let go of the invaluable reservoirs of institutional knowledge that older
workers possess?
Taking action
So what can utilities do to better accommodate and engage older workers? First things first: Find out how many employees are nearing retirement, analyze how their departure could affect operations, figure out what
kind of skill deficit will result and determine what could be done to entice
them to stay longer, Kelly says.
Retaining older workers will require a different employer mindset,
Kelly suggests. When employees are 25 or 30 years old, theyre most likely
still thinking about their career trajectories upward mobility and learning new skills. But many older workers no longer aspire to take up residence in a corner office. Instead, they merely want to know that what they
do is valuable and valued by the company, he says.
So companies need to think strategically about how to keep older
workers engaged and happy, he adds. And that may not involve more
money. Maybe its a lateral advancement that allows them to utilize their
skills differently throughout the organization. Or perhaps its making them
mentors or trainers positions that allow them to leverage their experience and add value in a different way.
Mentoring gives younger employees more one-on-one, individual attention, which is what they demand, he adds. Moreover, the people who pass
on knowledge and life experiences also receive emotional benefits. Its
almost a psychological imperative to want to pass on knowledge and establish a bit of a legacy. Older workers understand that theyre not going to
live forever and that passing something on creating a narrative about
a career and whats worked for them in the past is hugely beneficial.
Other things utilities could consider include:
Reverse mentoring, in which younger employees train older workers
in, say, newer technology
More flexible hours or even leaves of absence to accommodate
employees who must take care of elderly parents, spouses or
siblings
Part-time or work-from-home arrangements
Retention bonuses
Phased-in retirements
Training to upgrade skills
Positions on advisory boards
In closing, Kelly suggests that when dealing with older workers, utilities need to look differently at their definition of what an employee is and
move away from traditional expectations and policies. Most (utilities) feel
that retirement is an end point that employees have no further contribution to make to the company, he notes. But most people dont want to
retire early; they want to stay engaged. F

says Mazzeo. When a pump is taken out of service we replace it and get to work on the old
unit. We have the capability of rewinding motors,
refurbishing gearboxes and repacking bearings.
If we cant refurbish it, well scavenge it for reusable parts.

rantic, a resident of a small Midwestern town called the water department to report a leak that was flooding her newly remodeled basement. DPW personnel responded quickly, but discovered that the cast
iron lid on the outdoor curb box was frozen with rust.
The only way to stop the deluge was to remove the lid so that a shut-off
key could plunge down a narrow 6-foot shaft and reach the water valve positioned below the frost line. The field worker, mindful of the homeowners
panic, was about to return to his truck for a saw to cut off the top of the shaft.
But one last torque of his wrench broke off the corroded pipe, creating a jagged opening below ground level. Although he managed to shut off the waterline, it would take hours to dig around the pipe and repair the damage.

This type of crisis isnt a daily occurrence, but the costly necessity of
replacing aging cast iron infrastructure is a common nuisance that plagues
large and small communities every year.
Often, the problem begins when a lawn mower or snow plow skims off
the top of a valve box, ruining equipment and demanding that DPW dig up
a lawn, driveway or sidewalk to make the fix. The mess eats up time and materials, and can harm relations between homeowners and municipalities.
You never know what youre going to find. Ive had issues with replacing curb stops that were too high or had broken tops. If you have a problem deeper, then you have to dig deeper and that takes time. Ive got more
than 1,100 cast iron setups that could create headaches at any time, says
Scott Lloyd, water distribution supervisor for the Village of LAnse,
Michigan.
Although Lloyd prefers to install new curb boxes about 4 inches below
the surface, many other utilities install the lids closer to ground level. Unfortunately, whatever the placement, the hard squeeze of winter frost can push
the equipment upward like a spring flower emerging from soil. Lawn mowers beware.
Replacing a curb valve box can take more than two hours. First, personnel dig a wide, deep hole around the broken equipment. Next, the pipe
must be re-threaded so that a replacement part can be properly screwed
on. And even after the hole is refilled, the work is not done: Loose soil settles, so workers will need to return to fill the deficit.
Bill Genz, water distribution superintendent in Oshkosh, Wisconsin,
says the burdensome process is full of complications. For example, the pipe
that connects to the on/off water valve is typically threaded on the outside

ith the year nearly half over, its time to take a pulse on the progress made
over the first part of 2016 and to ensure our initiatives are on point to further NASSCOs mission: to set standards for the assessment, maintenance
and rehabilitation of underground infrastructure and to ensure the continued acceptance and growth of trenchless technologies.
During NASSCOs Annual Conference last February, which also happened to be
our 40th anniversary, we reported an explosive 21 percent growth in NASSCO membership over the past year. The highest percentage of new members came from the
contractor market.
What does this mean? It means we have the people and resources to do more for
our industry. We can set higher standards, expand our training opportunities and the
availability of the Pipeline Assessment Certification Program and Inspector Training
Certification Program. We can also build more industry partnerships and get more
done through higher levels of NASSCO committee participation. In addition, supporting students and those new to the industry will build a solid foundation for our
future.
A few of the activities planned for the remainder of 2016 and into next year include:
PACP: Continue to provide this important training to as many industry professionals as possible. We expect online recertification to be available this month to meet
the growing need and demand for quality assessment of underground pipes.
ITCP: Incorporate additional technologies, such as injection grouting, into the
ITCP curriculum and continue expanding the program through partnerships with
organizations such as the Water Environment Federation. Along with the recent update
to the manual, we also plan to provide recertification training for CIPP to address
changes in the technology.
Sewer History Exhibit: Redesign the exhibit to make it more user-friendly and
continue to identify opportunities to display the exhibit across the country. We will
also integrate the services of our new curator, David Hofer, who will support Jon Schlad-
weiler in providing expert insight into the history of sewers and associated artifacts.
Specification Guidelines: Investigate standards for more technologies to join
the vast library of NASSCO standards, including the new guidelines for CCTV
and pipeline cleaning, and the updated standards for chemical grouting and
manhole rehabilitation.
Partnerships: Build stronger relationships with academic leaders such as the Center for Underground Infrastructure Research and Education at the University of Texas
at Arlington, and the Louisiana Tech University Trenchless Technology Center; increase
our involvement in ASTM projects (F36, C13 and others); continue to identify and
build relationships with WEF, the National Utility Contractors Association and other
industry organizations.
Diversification: Translate additional materials, videos and documentation into
Spanish in order to provide more people with the educational tools and resources
they need to properly assess and inspect underground infrastructure.
Apprenticeship Program: Continue to encourage the U.S. Department of Labor
to accept our proposal to include the title Sewer Inspection and Rehabilitation Laborer,
which will open the door for new underground infrastructure professionals. Once
approved, we plan to develop online training opportunities to support contractors
using the program.
Media: Explore new ways to share standards, technical tips and other resources
through our partnerships with industry websites and magazines, including Municipal Sewer & Water.

he EZ-01F above-ground water sampling station from American Machine & Conveyor is designed to simplify the collection of water samples for bacteriological and chemical testing
and to protect the integrity of the water sample at the monitoring site.
Every water district in the United States has to test its water, and
if they get a bad sample, it can be a really big deal, says Jim Lyon,
product manager at American Machine & Conveyor. They have to
continue to test that site, and it can just be due to contaminants that
are able to get into the sampling station itself. This gives them peace
of mind that theyre going to have a clean sample.
A weather-tight sealing closure with wind and rain guards provides a clean testing environment. The three-position, spring-loaded
aluminum lid seals flush to protect the sampling station against
weather, infestations and other contaminants.
When sampling during inclement weather, the lids second position forms a cover over the sampling area to deflect rain. Side wind
guards work with the lid to protect against contaminants being blown
into the sample. When weather is not a factor, the lids third position becomes a secure shelf that can hold up to 35 pounds.
The all-aluminum body is guaranteed for 10 years. Theyre going
to last a lot longer than the small plastic models, Lyon says. Its never
going to rust and its going to last much longer than steel would.
