no doubt taking advantage of the season to dig into your
biggest projects of the year. Or maybe youre taking on
your biggest projects of the year without doing any digging at all.

telemetry and SCADA systems. The utility also operates a pump station repair and refurbishing shop.

Regardless, everything ramps up this time of year. In Cape Fear,


North Carolina, winter isnt harsh enough to put much work on hold,
but summer is still a busy time for the dedicated pump station maintenance crew at the Cape Fear Public Utility Authority, featured in
this issue of Municipal Sewer & Water.

Dedicating more resources to the pump station maintenance crew


has shifted focus away from reactive emergency response. The crew
is now devoting 60 percent of its time to preventive maintenance,
and overtime has been cut in half. After-hours emergency calls are
also way down.

The utilitys service area is very flat geographically, so the collections system is dependent on 142 pump stations. The utility has built
a dedicated team of five pump station crews, each consisting of a

Things are different in Rancho Palos Verdes, California, where

SCULPTING
A CANYON
California utility tunnels through landslides and builds
a new stormwater conveyance system with aesthetic appeal

magine a winding, switch-backed highway,


running along a picturesque canyon down to
a bluff overlooking the Pacific Ocean.
Now picture a major rainstorm creating landslides along the canyon wall, soil and debris piling up in the canyon bottom, and water
overflowing and taking out whole sections of the
roadway, destroying access to critical neighborhoods and government facilities.
Thats the scenario that prompted the Department of Public Works in Rancho Palos Verdes,
California, to spearhead an award-winning project that now protects the San Ramon Canyon by

diverting storm flow into a series of pipes that


discharge through a new outfall structure into
the ocean. At the same time, the project has
restored the canyons original bottom elevation
and rebuilt portions of the roadway.
Planners told us that if we did nothing, it was
probably five to seven years before the roadway
might have collapsed, says Andy Winje, senior engineer with the Rancho Palos Verdes DPW. And it
could not have been rebuilt if that had
happened.
The project called for tunnels through unstable soil, featured a crane that lowered workers and

materials over the bluff bank, and an ocean outfall


sculpted and colored to match the bluff. In addition, the project was completed under budget and
was executed with minimal traffic disruption.
Harris & Associates of Irvine, California, was
the design engineer; L.H. Woods, Vista, California, the general contractor; and KOA Corporation, Monterey Park, California, the construction
manager. Northwest Pipe Co. of Vancouver, Washington, provided the pipe.

East, with twisty hairpin turns winding along the


canyon rim, and Palos Verdes Drive South, a main
highway along the coast. In the past, stormwater
traveled down the canyon, accumulating debris
from the unstable landslide soil lining its banks.
Debris would pile up at a culvert under Palos
Verdes Drive South, flooding the road. At the
same time, the rushing water had scoured the
canyon floor 30 to 40 feet below its historic levels and eroded the canyon wall supporting Palos
Verdes Drive East.
The culvert was pretty undersized, explains
Winje. Mud and rocks would block it and the
detention area behind it would fill and overflow.
In the meantime, the landslide area along the
canyon wall was slowly moving from east to west,
pushing the streambed farther west and aggravating the erosion problems.

Big storms in 2010 brought the issue into


focus, and this small but affluent community of
43,000 began to think seriously about the impact
of losing both roads. The loss would cut off transportation to the beach and resort area, seriously
impact commutes, and restrict access to two critical government facilities an air traffic control
center and a U.S. Coast Guard installation.
That storm was our motivation, Winje says.
The fix presented a number of challenges,
including financing, soil conditions, and design
and construction of a new outlet structure on the
beach, but all were solvable.
At a projected cost of $19 million, the San
Ramon Canyon storm drain project was the biggest the city has ever tackled from a financial
standpoint. In fact, Winje points out, the cost
nearly equaled the citys entire operating budget

for a full year. The solution lay in securing a $9.5


million reimbursement grant from the states
Department of Water Resources and paying the
balance out of the citys cash reserve. No debt
was incurred.

Hard work and creativity


The engineering and construction of the project required even more thought and hard work.
The planning and design phase took about a year,
and ground was broken in April 2013, with work
commencing on a pair of tunnels housing a
54-inch-diameter steel pipe with welded joints.
The pipe within the tunnels carries the
diverted flow from the creek bed to the ocean,
while avoiding the landslide-prone canyon walls,
Winje explains.
One tunnel extends 2,000 feet from the inlet
at the bottom of the canyon and under two major
roads. It is of rib and lag construction, 80 inches
in diameter. Drill Tech of Antioch, California,
dug the tunnel from the downhill side using an
excavator mounted on a small rail track and
equipped with a shield to prevent rock and soil
damage from above. Spoils were taken out on
carts using a small diesel locomotive and disposed
of on nearby land or trucked away.
Winje says soil conditions presented unusual
issues. The tunnel went through soil structure

formed by landslides that had occurred in the


past known as dormant landslides. The soil
layers are unconsolidated or jumbled up with no
consistent geologic structure, he explains. We
werent sure what wed find.
A second tunnel also dug by Drill Tech
using conventional jack and sleeve methods
carried another section of the steel pipe from the
bluff some 300 feet down to the base of the bluff
at the beach. In between, a 1,700-foot trench was
open cut to carry pipe across flatter and more
stable land from Palos Verdes Drive South to the
edge of the bluff, connecting the sections in the
two tunnels.
Annular space between tunnel walls and the
outside pipe surface was grouted in.
The tunnels took about four months to complete, and were finished on time and within
budget.
The new outfall structure on the beach
required an even more creative approach. Winje
says original plans called for a conventional concrete structure anchored to the beach by deep
caissons. But the construction team came up with
an alternative.
Instead of being mounted on caissons, which
would have required large excavations, the structure is pinned to the side of the bluff using soil
nails inserted into the bluff to anchor the out-

let structure.
Workers and materials were lowered from the
top of the bluff to the construction site 100 feet
below via a large crane positioned topside. This
avoided dragging equipment and materials from
the nearest vehicle access over a 3/4-mile stretch
of rocky shoreline, subject to winter storms.
In addition, the structure was sculpted by
Drill Techs crews so that its surface blends with
the bluff. The concrete was also colored to further integrate the structure into its environment.
This is a very pristine area and we did not want
the outfall to be an eyesore, Winje says. It was
a feel-good thing for us to do and it actually saved
money for the project.

Other features
The inlet structure, located at the midpoint
of the canyon, was more traditionally built. Caissons were sunk into the bottom of the canyon,
and the concrete structure installed on top of
them. The function of the inlet is to divert flow
away from the canyon creek bed and into the
pipe. Winje explains that in extreme conditions,
overflow from the inlet can be directed down
the creek.
The improvements effectively prevent mud
sprays from coating nearby houses. The sprays
were created when muddy stormwater exited the

ENGINEERED SAVINGS
The San Ramon Canyon storm drain project not only saved the canyon
walls and the roadway above it, it saved money that was then used to fund
other improvements.
Senior engineer Andy Winje explains that the team conducted a value
engineering exercise at the beginning of the project. One of the outcomes
was a change in the methodology used to install the 54-inch steel pipe. The
specifications called for a proprietary joint system, believing welded joints
would be too difficult to construct at the pipes steep slopes. But the

installation contractor suggested they could be welded in the traditional


fashion, and they were. Money saved was shared between the city and the
contractor.
Likewise, savings accrued from changes in the design and installation
method of the outlet structure were shared with the contractor.
With the extra money available, we had funds to spend on related
projects, Winje says. We used the money to repair storm drains as well as
asphalt damaged during the canyon reconstruction. We were also able to
fund some additional storm drain improvements on Palos Verdes Drive East,
and rehabilitate some of the culverts with the blessing of the state grant
administrators.
It was a way to get more bang for the buck.

the wind sometimes carried the spray into the neighborhood. Now, of course, the muddy water is directed
into the new pipe system and discharged at sea level,
well below the homes.
The final feature of the project involved land
restoration. Winje explains that the scouring of the
canyon floor had created a 30-foot-deep gorge that
was pretty sterile absent of any vegetation. Nothing grew down there, he says.
The gorge was filled in to the historical height
of the creek bed, and reinforced with riprap. Then,
the area was landscaped with native plantings.
The restoration has allowed traditional hiking
paths to be restored along the canyon banks and
across the creek bed. Weve been able to reconnect
the trail system, says Winje, noting the area is now
used by hikers and mountain bikers.
While the project promises to benefit the area
for decades to come, there was plenty of concern at
the beginning, mostly because of the exceptional
cost. It was discussed openly at council meetings
and publicized in the city newsletter, Winje says.
The reimbursement grant was good news, and
the fact that traffic interruptions on the affected
roadways were kept to a minimum and lasted for
only a few minutes also helped dampen any criticism. Now, especially in an El Nio year, the residents and city leaders feel protected.
People are curious about the results. We havent
had a huge storm yet, but weve had some significant rains recently and the detention area (which
used to back up) has remained dry, Winje reports.
After storms, people ask us, Is it working?
So far, the answer is absolutely. F

Make sure your hydroexcavator
and combo truck operators
are properly equipped for all conditions

perating a vacuum excavator or combo truck isnt just a job.


Its a lifestyle. It isnt for everyone. It can be dangerous, and
having equipment you can depend on to keep you safe and
comfortable is an absolute must.

A good truck
Don Schlomka, owner of Schlomka Vac Truck in Hastings, Minnesota, says the truck is the key. You have to have a good truck you can
count on and good operators to run it.
When youre a hydroexcavator operator, your truck is like an extension of yourself. Its imperative to know the correct way to run and maintain it, and to prep it for the next days work.
In order to make sure his guys are 100 percent prepared for whatever
theyll face, Schlomka provides continual training on every aspect of the
trucks and their proper operation.
I have a good relationship with the guys I buy my trucks from, he
says. They will send over a trainer to come by and run through training anytime I call and ask.
Schlomkas trucks are state of the art. He says hes proud to be able
to provide his operators with the technology that allows them to do
their jobs safely and efficiently, and provide customers with a quality,
affordable service.

Grounding pads
Working with water and electricity is always dangerous. In order to
keep operators completely safe, they should be equipped with grounding pads at every job site.
If the unthinkable happens and a power line is accidentally hit, the
grounding pad will instantly ground out the electrical current with no
harm done to anyone. Providing excavators with this important feature
is just one more way to protect the operators.

Weather protection
The natural elements are an operators everyday adversary. The
only way to compete with the snow, rain and cold is to arm yourself

The weather is a major factor in our day-to-day operations. Rain.
Snow. Cold, Clark says. We dig with high-pressure water when its 20
below zero, and we do what we can to keep ourselves somewhat comfortable. Cold hands and feet could mean an operator is done for the day.
Kirk Cundiss, another operator from Crossfire, agrees and says in
addition to keeping your feet warm and dry, protecting them with a good
pair of steel-toed boots is essential. Not only are steel-toed boots OSHArequired, but they provide a level of safety to our operators. Our guys
utilize their feet to shield themselves, and in the past Ive seen people
get injured with water due to not wearing the right boots.

Operators staying safe


For all excavator operators, the possibility of being struck by flying
debris is constant. You must have the proper equipment to adequately
protect yourselves and your faces.
Whether its a face shield, safety glasses or goggles, having the right
equipment to ensure water and dirt dont spray directly into your face
is crucial. And dont forget earplugs. Every operator has his own preferences when it comes to safety wear. The important factor is having something that does the trick and keeps you safe and comfortable.
Equipment always makes a difference. In the case of working against
the weather and in situations that can be challenging and uncomfortable, you deserve to have the best of the best when it comes to gear, tools

takes on big jobs without the bulk

n the booming hydroexcavation industry, packing high power into a


compact package is preferred. The people at SchellVac Equipment took
that to heart when designing the SCH VT 2600 Tri-Drive Hydroexcavator, which was introduced at the 2016 Water & Wastewater Equipment, Treatment & Transport Show. And many attendees of the show took notice.
This is about as big of a system and as much power as you can get on
a single-chassis truck, says SchellVac President Alexander Scheller. Its a
big, powerful unit, but because its on the single chassis, its actually proportionally small for the power it provides.
The system is built on a 2016 Peterbilt 567 tri-drive triple-axle system
that is rated to a 66,000-pound payload, with power from a Cummins ISX15
engine delivered through an efficient 18-speed transmission.
Companies are looking to hydroexcavation trucks as a main source of
income, so they need a unit that is easy to operate and allows them to get
the job done well and fast, he says. The bigger trucks are becoming a better fit for the crowd at this show, and this one is our big boy.
The SCH VT 2600 boasts a large, hoisted 15.5-cubic-yard debris body
with full-opening rear doors and hydraulic locks. A high-power Robuschi
RBDV 145 blower provides 6,400 cfm and vacuum force at 28 inches Hg,
powered by a NAMCO direct-drive transfer case. Debris is filtered through
a heavy-duty cyclone and cartridge system. Its 8-inch telescopic boom provides 27 feet of reach and 320-degree rotation, with 20-degree down tilt and
55-degree uptilt, allowing the operator to reach more of the job without
needing to reposition the unit.
A lot of the contractors we are talking with are impressed by the big
blower with higher cfm output than they are used to, Scheller says. We also

took great care to make sure that the vacuum system is easy to maintain.
The high-pressure washing and blasting system has a 1,200-gallon aluminum water tank to allow the operator to stay on site for longer work periods instead of breaking for water fills. Blasting power is provided by a CAT
Pumps 3560 pressure pump that offers 3,400 psi at 20 gpm. A 980,000 Btu
boiler heats water for additional blasting effectiveness. The unit conveniently features a hose reel on each side of the unit, while a glycol system
enables damage-free use in cold winter months. In addition, the complete
water system is installed in a fully insulated and heated aluminum van body
for cold climates.
We know that not everyone is going to need the heated system, and
that were basically building these units for the northern portion of the
United States, and all of Canada, says Scheller. It is important that companies in those colder northern climates have a unit that can run
year-around.
While SchellVac has been in the vacuum truck industry for 10 years, the
larger hydroexcavation units are a relatively new endeavor for the company.
Scheller says the big goal he had for his company coming into the WWETT
Show was to introduce the new units to attendees, while reminding longtime customers that their smaller vacuum and septic pump trucks are still
a focus of the company.
We wanted to let people know that we are expanding and branching
out, and our hydroexcavators are made with the same quality that weve put
into all our vacuum trucks over the years, he says. Were looking forward
to coming back next year with even more options for those at this show.

PERFECTION
While millennials get tons of attention, utilities need
to remember that older employees remain a valuable resource

enerally speaking, millennials are the darlings of todays workforce the shiny objects in the room that seem to garner the
lions share of attention from many an upper-management team
or human resources department.
Thats all well and good, but Kip Kelly has some words of advice about
an equally important though less heralded segment of the workforce: Dont
forget about older employees, a group that can still contribute greatly to
achieving organizational goals.
Theres been so much attention lavished on millennials, says Kelly,
the director of public programs at University of North Carolina KenanFlagler Business School. Theyve consumed all the oxygen in the room
everyone is talking about their needs and expectations in the
workforce.
But the reality is that many baby boomers will be working beyond
65 or 70 theyre here to stay, he continues. As a population, were
getting older, and thats true of the workforce as well. Utilities cant afford
to lose sight of the fact that employees will be staying in the workforce
longer, so theyll need to accommodate this older segment, too. And the
same benefits that work well for millennials might not be as attractive to
older workers.
The facts bear out Kellys assertion. According to some studies, up
to 80 percent of baby boomers plan to work past age 65, and 85 percent
say they intend to work during retirement, with nearly half of those saying they plan to work into their 70s or even 80s. The primary reasons?
Either they havent saved enough to retire fully or they need to maintain health insurance coverage that comes via employment. Or they
simply enjoy working.
Whatever the reason, though, Kelly says one thing is for certain: Too
many utilities have no formal strategy to accommodate or retain older
workers (generally defined as age 65 and older). Many workers dont want
to retire, but the systems in which they work are typically built around that
expectation, he notes.
In fact, in a survey done by the Society of Human Resource Management, one-third of respondents said their organization had examined policies and practices aimed at older workers, while 20 percent said they had
done so, but decided no changes were required. Worse yet, only 17 percent said theyve actually tried to measure the resulting impact of workers
age 55 and older retiring within the next six to 10 years.

Debunking some myths


Why should utilities care about retaining and engaging older workers?
After all, its common knowledge that older employees are burned out,
hate change, dont like to learn new things, are less productive, are sick
more often, lack any kind of drive to innovate and generally are an anchor
on the metaphorical company boat as it strains to make progress.
Not so fast, Kelly says of the stereotypes. While theres always a certain
percentage of older workers (and younger ones, too, for that matter) that
fall into some of those categories, studies have found that these stereotypes like so many others have no basis in fact.
If anything, studies show that older workers often are more productive
because they have a better understanding of things such as their workplace, clients, workflows and processes. And they often possess more knowl-

edge and skills, act more professional and mature and are more reliable
than younger workers. Moreover, theyre less likely to leave than millennials, who frequently change jobs and exhibit less loyalty to employers.
Some of it is just out and outright ageism, Kelly says of the negative
stereotypes. Organizations would do themselves and their workers a service by thinking more broadly about diversity and inclusion and that
includes older workers. Typically the focus is on females or affinity groups.
But theyre going to need to be more proactive (about catering more to
older workers). Ageism is subtle and doesnt get much attention, but its a
lawsuit waiting to happen. I think theres going to be a groundswell (of
age discrimination lawsuits).
Many utilities are eager to jettison older employees because they have
higher salaries and usually incur higher health care costs that drive up
insurance premiums. But Kelly says that eliminating older workers to boost
profits is a shortsighted and ill-advised strategy. In reality, since millennials change jobs more frequently and the cost of employee recruitment,
training and turnover is so high, it often makes more sense financially to
divert money and energy toward retaining older workers. In addition, why

let go of the invaluable reservoirs of institutional knowledge that older
workers possess?

Taking action
So what can utilities do to better accommodate and engage older workers? First things first: Find out how many employees are nearing retirement, analyze how their departure could affect operations, figure out what
kind of skill deficit will result and determine what could be done to entice
them to stay longer, Kelly says.
Retaining older workers will require a different employer mindset,
Kelly suggests. When employees are 25 or 30 years old, theyre most likely
still thinking about their career trajectories upward mobility and learning new skills. But many older workers no longer aspire to take up residence in a corner office. Instead, they merely want to know that what they
do is valuable and valued by the company, he says.
So companies need to think strategically about how to keep older
workers engaged and happy, he adds. And that may not involve more
money. Maybe its a lateral advancement that allows them to utilize their
skills differently throughout the organization. Or perhaps its making them
mentors or trainers positions that allow them to leverage their experience and add value in a different way.
Mentoring gives younger employees more one-on-one, individual attention, which is what they demand, he adds. Moreover, the people who pass
on knowledge and life experiences also receive emotional benefits. Its
almost a psychological imperative to want to pass on knowledge and establish a bit of a legacy. Older workers understand that theyre not going to
live forever and that passing something on creating a narrative about
a career and whats worked for them in the past is hugely beneficial.
Other things utilities could consider include:
Reverse mentoring, in which younger employees train older workers
in, say, newer technology
More flexible hours or even leaves of absence to accommodate
employees who must take care of elderly parents, spouses or
siblings
Part-time or work-from-home arrangements
Retention bonuses
Phased-in retirements
Training to upgrade skills
Positions on advisory boards
In closing, Kelly suggests that when dealing with older workers, utilities need to look differently at their definition of what an employee is and
move away from traditional expectations and policies. Most (utilities) feel
that retirement is an end point that employees have no further contribution to make to the company, he notes. But most people dont want to
retire early; they want to stay engaged. F

Cape Fears pump station crew overcomes flat terrain
and moves from reactive repairs to preventive maintenance

enough to convey wastewater.
The Cape Fear Public Utility
Authority was formed in 2008 by merging the
sewer and water systems of New Hanover County
and Wilmington, North Carolina. Local terrain
provides little relief, and the authoritys robust
pump station crew is leading the charge to
ensure that wastewater is effectively conveyed
throughout the system.
Both systems had experienced sanitary sewer
overflows prior to 2008 and were looking for efficiencies as they addressed a consent decree
brought by the U.S. EPA. Among the county
employees at the time of the merger was Bob
Mazzeo, now pump station supervisor with CFPUA.
Before the merger I was a pump station
mechanic, he says. Our systems didnt practice a lot of preventive maintenance and experienced a lot of failures. There were just two of
us taking care of 111 pump stations, with no
supervision other than the county engineer.
Mazzeo was promoted to pump station foreman and then to supervisor in 2013. Today, hes
responsible for 142 pump stations that convey
wastewater to two major treatment plants and
one package plant.
The territory is so flat that we have quite a
few pump stations for our size geographically,
says Mazzeo. We operate all different varieties,
from submersible to flooded suction, suction

lift and self-priming.


Mazzeo has built a dedicated team of five
pump station crews, each consisting of a pump
station foreman, a mechanic and an operator.
Two electricians cover the entire system one
focusing on generator service and another on
the telemetry and SCADA systems.

Fix it yourself
The utility also operates a pump station repair
and refurbishing shop.
We have the capability of rebuilding pumps
and fabricating parts that need replacement,
says Mazzeo. When a pump is taken out of service we replace it and get to work on the old
unit. We have the capability of rewinding motors,
refurbishing gearboxes and repacking bearings.
If we cant refurbish it, well scavenge it for reusable parts.
The city and county utility culture prior to
the formation of the CFPUA involved siloed
responsibilities.
Everyone was doing their own thing and a
lot of effort was devoted to putting fires out,
Mazzeo says. Since the formation of the authority, my crews responsibilities have extended to
anything where the pressurized lines convey
wastewater. Well work on release valves, isolation valves, manhole inspections, system rehab,
new construction or pump station installs.

expected to be proficient in basic plumbing


and mechanics. They all receive electrical training, allowing them to deal with a wide range
of emergency repairs.
The pump station crew will also work with
the right-of-way crew and the 11-person sewer
maintenance and inspection crew, which operates five combination trucks, including VacCons and Vactors. The force mains are
inspected annually and the entire system is
cleaned every three to five years. Air release
valves are checked annually.

Everyone on the truck


If one of the pressurized mains is ruptured,
well assist repair crews with the Vactor, either

pumping or helping to engineer a bypass,


Mazzeo says. When theres a fire, everyone gets
on the firetruck. We try to do as much as we can
without hiring outside contractors.
Pump cleaning represents the bulk of preventive maintenance. The common enemies of
pump operation include sand infiltration from
the flat coastal area and typical fats, oils and
greases; flushable rags; and hygiene and medical products.
Crews visit each pump site weekly and check
flowmeters, then enter data into the IBM Maximo workflow system. Runtimes and electrical
usage are tracked, then compared against average electrical consumption and runtimes.

clogged or overworked pump to a broken or


jammed impeller.
The crews get to the pumps and take them
out of the hole if theyre submersible, Mazzeo
says. For heavier pump units we use a boom
truck. The crew members check the valves, tear
them apart and open the inspection ports and
clean them out. They put in new wastebaskets
and then take the trash bags to the landfill.
Over the years, weve noticed that the quality
of the pump build is improving, especially the
impellers, which are more robust and move
material better.

THE SHADOW OF SUCCESS


Theres nothing like walking in the shoes of another person through their workday to learn
more about what they do. A unique job-shadowing exercise at the Cape Fear Public Utility
Authority paired Carter Hubard, a consulting engineer with design firm WK Dickson & Co., and
Bob Mazzeo, pump station supervisor with CFPUA.
WK Dickson has been contracted by CFPUA to supply design services for anything from water
treatment plants to sewer collections infrastructure, water wells and pump stations.
Hubard was alerted to the opportunity to build a presentation around a job-shadowing
exercise by office staff members who had been working with representatives of the North
Carolina American Water Works Association & North Carolina Water Environment Association
and CFPUA.
They wanted an operations focus to develop a closer bond between consultants and operations staff, says Hubard. I had worked with Bob on pump station design, rehab and upgrades and
he agreed to the idea. Bob has a passion for his job. Hes the kind of guy who likes to get involved
in everything on the ground level. Ive seen him jump on a CCTV truck where they were having
trouble and not leaving until he fixed the equipment.
Mazzeo and Hubard spent a day together, building on a working relationship that backed up
paper designs with real world experience.
Carter understands the difference between taking delivery of a pump station with that new
car smell and actually operating it, Mazzeo says. By working together during the design phase, we
can adjust things that might never be thought of something as simple as the way a line comes
into a wet well is important. You put a line in too high and the water drops and creates bubbles.
The pump sucks up the bubbles and creates cavitation.
Location of pump controls is also critical. The pump station crew prefers controls to be
located adjacent to access ladders.
That way you wont have to set up scaffolding to get to it, says Mazzeo. Theres no reason to
operate like a Cub Scout if you dont have to.
Hubard notes that the exercise helped him appreciate the needs of the pump station crew.
You never do a standard pump station design for them, he says. They are always looking for
ways to improve things and make them both cost-effective and compliant.
Visiting a recent pump installation, Hubard says crews pointed out that a cable protruding from
the back of a panel was too rigid to bend around tight corners in the final installation.
We reviewed the design and the next pump station will have the cable in a different location,
says Hubard. As designers we recognize that everything is evolving and changing. Working with
the people who will be operating the equipment is a rewarding part of the design process.

The generator lifeline


About 80 percent of the pumps are paired
with fixed backup generators. Another 20 portable generators are standby units, moved into
place during weather emergencies.
Electricity might be shut off because of anything from a hurricane to a car crashing into a
utility pole, Mazzeo says. All of the generators
are run under load for an hour each month. If
we spot any problems in a generator, in the control cabinets or in the telemetry systems, theyre
serviced by our in-house generator specialist.
Foremen and mechanics carry smartphones
to photograph maintenance work and components. These photographs are later attached to
work orders.

Even if youre taking something apart, its


a good idea to photograph it so you can put it
back together properly, Mazzeo says. We have
photos going back for years.
The utility is ISO 14001-certified for environmental management. Although pump station standard operating procedures are written
out, Mazzeo gives crew members the leeway to
use their own judgment.
If something is broken, there may be 10 different ways to fix it, he says. If SOPs are too
strict, theres no leeway for a better solution, so
if a foreman has a better idea we encourage
them to modify or update that procedure.

time has been cut in half and after-hour emergency calls are way down.
The system continues to expand. Four pump
stations are currently under construction and a
fifth is being upgraded.
With new development, the total buildout for the CFPUA will probably require
upwards of 500 pump stations, says Mazzeo.
Ill be retired when they hit 500, but the system that I hand over to my successor will be
in very good shape. F

Working with engineers


Mazzeo also works closely with engineers and
system designers (see sidebar) from the earliest
stage of design.
We determine what suits the utility best, from
specifying a building or a hut, the placement of
tank floats, to whether we use a gantry crane or
a service truck to lift the pump, says Mazzeo.
We inspect at various stages of construction and
do final inspection when the station is being
commissioned.
In recent years, the pump station crew has
shifted its efforts from reacting to emergencies
to preventive maintenance.

rantic, a resident of a small Midwestern town called the water department to report a leak that was flooding her newly remodeled basement. DPW personnel responded quickly, but discovered that the cast
iron lid on the outdoor curb box was frozen with rust.
The only way to stop the deluge was to remove the lid so that a shut-off
key could plunge down a narrow 6-foot shaft and reach the water valve positioned below the frost line. The field worker, mindful of the homeowners
panic, was about to return to his truck for a saw to cut off the top of the shaft.
But one last torque of his wrench broke off the corroded pipe, creating a jagged opening below ground level. Although he managed to shut off the waterline, it would take hours to dig around the pipe and repair the damage.

This type of crisis isnt a daily occurrence, but the costly necessity of
replacing aging cast iron infrastructure is a common nuisance that plagues
large and small communities every year.
Often, the problem begins when a lawn mower or snow plow skims off
the top of a valve box, ruining equipment and demanding that DPW dig up
a lawn, driveway or sidewalk to make the fix. The mess eats up time and materials, and can harm relations between homeowners and municipalities.
You never know what youre going to find. Ive had issues with replacing curb stops that were too high or had broken tops. If you have a problem deeper, then you have to dig deeper and that takes time. Ive got more
than 1,100 cast iron setups that could create headaches at any time, says
Scott Lloyd, water distribution supervisor for the Village of LAnse,
Michigan.
Although Lloyd prefers to install new curb boxes about 4 inches below
the surface, many other utilities install the lids closer to ground level. Unfortunately, whatever the placement, the hard squeeze of winter frost can push
the equipment upward like a spring flower emerging from soil. Lawn mowers beware.
Replacing a curb valve box can take more than two hours. First, personnel dig a wide, deep hole around the broken equipment. Next, the pipe
must be re-threaded so that a replacement part can be properly screwed
on. And even after the hole is refilled, the work is not done: Loose soil settles, so workers will need to return to fill the deficit.
Bill Genz, water distribution superintendent in Oshkosh, Wisconsin,
says the burdensome process is full of complications. For example, the pipe
that connects to the on/off water valve is typically threaded on the outside

ith the year nearly half over, its time to take a pulse on the progress made
over the first part of 2016 and to ensure our initiatives are on point to further NASSCOs mission: to set standards for the assessment, maintenance
and rehabilitation of underground infrastructure and to ensure the continued acceptance and growth of trenchless technologies.
During NASSCOs Annual Conference last February, which also happened to be
our 40th anniversary, we reported an explosive 21 percent growth in NASSCO membership over the past year. The highest percentage of new members came from the
contractor market.
What does this mean? It means we have the people and resources to do more for
our industry. We can set higher standards, expand our training opportunities and the
availability of the Pipeline Assessment Certification Program and Inspector Training
Certification Program. We can also build more industry partnerships and get more
done through higher levels of NASSCO committee participation. In addition, supporting students and those new to the industry will build a solid foundation for our
future.
A few of the activities planned for the remainder of 2016 and into next year include:
PACP: Continue to provide this important training to as many industry professionals as possible. We expect online recertification to be available this month to meet
the growing need and demand for quality assessment of underground pipes.
ITCP: Incorporate additional technologies, such as injection grouting, into the
ITCP curriculum and continue expanding the program through partnerships with
organizations such as the Water Environment Federation. Along with the recent update
to the manual, we also plan to provide recertification training for CIPP to address
changes in the technology.
Sewer History Exhibit: Redesign the exhibit to make it more user-friendly and
continue to identify opportunities to display the exhibit across the country. We will
also integrate the services of our new curator, David Hofer, who will support Jon Schlad-

Specification Guidelines: Investigate standards for more technologies to join
the vast library of NASSCO standards, including the new guidelines for CCTV
and pipeline cleaning, and the updated standards for chemical grouting and

Partnerships: Build stronger relationships with academic leaders such as the Center for Underground Infrastructure Research and Education at the University of Texas
at Arlington, and the Louisiana Tech University Trenchless Technology Center; increase
our involvement in ASTM projects (F36, C13 and others); continue to identify and
build relationships with WEF, the National Utility Contractors Association and other
industry organizations.
Diversification: Translate additional materials, videos and documentation into
Spanish in order to provide more people with the educational tools and resources
they need to properly assess and inspect underground infrastructure.
Apprenticeship Program: Continue to encourage the U.S. Department of Labor
to accept our proposal to include the title Sewer Inspection and Rehabilitation Laborer,
which will open the door for new underground infrastructure professionals. Once
approved, we plan to develop online training opportunities to support contractors
using the program.
Media: Explore new ways to share standards, technical tips and other resources
through our partnerships with industry websites and magazines, including Municipal Sewer & Water.

and to protect the integrity of the water sample at the monitoring site.
Every water district in the United States has to test its water, and
if they get a bad sample, it can be a really big deal, says Jim Lyon,
product manager at American Machine & Conveyor. They have to
continue to test that site, and it can just be due to contaminants that
are able to get into the sampling station itself. This gives them peace
of mind that theyre going to have a clean sample.
A weather-tight sealing closure with wind and rain guards provides a clean testing environment. The three-position, spring-loaded
aluminum lid seals flush to protect the sampling station against
weather, infestations and other contaminants.
When sampling during inclement weather, the lids second position forms a cover over the sampling area to deflect rain. Side wind
guards work with the lid to protect against contaminants being blown
into the sample. When weather is not a factor, the lids third position becomes a secure shelf that can hold up to 35 pounds.
The all-aluminum body is guaranteed for 10 years. Theyre going
to last a lot longer than the small plastic models, Lyon says. Its never
going to rust and its going to last much longer than steel would.
Units come with a 1-inch flushing valve and a 1/4-inch sampling

Eight times, Sunday through Wednesday, a caravan of three trailers


made the hour-long drive up Interstate 5 from the companys yard to the
Jamboree site to deliver units. Two of their 15-year-old company-built
trailers held 16 units each and a third trailer carried 20 (also company-built,
using an Explorer receiver from McKee Technologies, Inc.). The company
used service vehicles to pull the trailers.
Weld tried a new approach for the removal process. Sunday night
and continuing Monday, the team pumped and moved all units to a single
staging area, which he felt simplified the job. Its easier to send a driver to
pick up toilets if theyre all in one spot, he explains. I probably spent a little
bit extra labor, but at least you dont have to send somebody with a map to
go to this campground, get these six, go to another campground, get these
eight. Then you start leaving sinks behind and the (handicap unit) doesnt
fit. Its just a logistics nightmare trying to get the loads to work out. During
the week, they grabbed units as schedules permitted.

a motor home at one of the campgrounds.

crossings, a few of them under emergency conditions when existing pipelines were damaged during severe
winter storms. We did one slipline
job on an old 27-inch steel pipe,
sliplined with 16-inch HDPE.

and mapping a series of vulnerable

and maintenance.
That study preceded Water Plan
2020, a thorough roadmap to revitalizing the water system.
I was the director at the Maui
Water Board at the time that Water
Plan 2020 was being developed, says
David Craddick, current manager and
chief engineer at Kauai. I watched
with some amazement at the number
of community meetings that were
held by manager Ernest Lau at the
time. The community was heavily
involved in developing the plan, and

BEGIN WITH A BLESSING

The rst step in any major construction project undertaken by the


County of Kauai Department of Water is the blessing of the project by
a Hawaiian kahu, a local spiritual leader.
The grounds of the island are sacred in so many ways, says Bill
Eddy, deputy manager with the department. We have a priest or
priestess bless the grounds in any project that involves digging.
Eddy notes that the original Hawaiians didnt possess iron tools and
used wooden or stone tools instead.
Because digging in rm ground was so difcult, they buried their
ancestors in the sand or in caves, he says. When we break ground to
construct a pipeline in the sandy areas along the coast, we sometimes
come across a burial site, so we have the area blessed and ask forgiveness for disturbing the dead.
Any contact with historic artifacts or burial sites is also overseen
by a cultural monitor, an archeological expert, the Kauai Burial Council
and the State Historic Preservation Division to ensure that any bones
of the deceased iwi are treated with care and respect.
At the end of a project, we also hold a dedication ceremony in
which we give thanks for keeping the workers safe, Eddy says.
Improving the water system is considered good work that improves
the lives of island residents.
