It has a total land area of 63,529.36 hectares based on latest manifold and consisting of 38 barangays, of which 14 are urbanized. Estimated urban population as of 2010 is 60,347 (46% of the entire population of the Municipality) and growing at a rate of 3.45% every year. Concomitant growth of population in these barangays accompanied by unpredictable weather disturbances and flooding threatens the production of crops and agricultural produce that will support the needs of the Municipality's inhabitants. San Jose has a very large with varying geological features of forestlands and mountains, coastal areas, plains and island barangays on a more or less 64,000-hectare land area divided into 38 barangays of about 140,002 inhabitants with funds just enough to mobilize its workforce and deliver the basic services is truly hampering us to provide better infrastructure security to our people. Covering four indentified watersheds PSE Proposal (Busuanga River Protection and Concreting of FMR) San Jose, Ovcidental Mindoro Poe oF One of these is a perennial problem by two of our ten (10) coastal barangays we have to which our people from these areas, the most populous barangay, Barangay Pag-asa, and Barangay Poblacion V where major commercial activities incur, experience various hazards posed by the strong currents coming from the Mindoro Strait especially during typhoon. This problem is seen to be answered through a sea wall protection constructed in the area. The project is expected to amount to Fifty Million (PHP 50,000,000.00) Pesos, an amount that is definitely burdensome and cannot be afforded by our local funds, just only for the Phase One of the Proposed Project and needs another Fifty Million (PHP 50,000,000.00) Pesos for the Second Phase of the 800- meter Flood Control and Riverside Protection Dike for Barangay San Agustin, as well as another ‘Twenty-Six Million One Hundred Fifty Thousand Three Hundred Twenty (PHP 26,150.320.40) Pesos and 40/100 for the upgrading of the major access road going to the area. Climate change has drastically affected crops in the area. In past, it is Barangay Mangarin which we have been monitoring every rainy season. However, even monsoon rains have prompted flash floods in Barangay San Agustin, washing away crops, destructing farm-to-market roads which made the area inaccessible and even making some purok and sitios of the barangay isolated. Busuanga have eaten up a large amount of land in the area, even a school has been destroyed. By providing the flood control/river protection dike, the water current will be sustained making the area resilient from the damage while roads upgraded and concreted will make the are more accessible even during disasters. Food security and lives at risks are the primary goals of this project. However, considering the very limited resources our municipality has, | am certain that, indeed, outsourcing and imploring the help of the national government will be the best possible way to finance a this project. PROJECT GOALS AND OBJECTIVES To set up an efficient and sustainable system of protection the lives and crops in the perennially devastated area in the Municipality of San Jose by setting up a flood control project (riverside protection dike) and upgrading and concreting of farm-to-market roads for easier access during calamities, is the general aim of this project proposal. In attaining the general objective, specific objectives will be attained first. The first and foremost of which is to construct a protection dike or riprap so as to prevent any further damages that may be brought by the erosion of land adjacent to the Busuanga River. By providing this, agricultural lands in the area will be given protection, thus, a farming areas will be continuously utilized for agricultural produce. Transporting these produce is a requisite of a healthy economic activity in the area and will require an amenable transport and/or road networks. Upgrading and rehabilitation of farm-to-market and barangay roads is an answer to this problem and will make them accessible. Moreover, the above mentioned objectives will also be encompassing those of the other sectors. Furthermore, with the development of the disaster risk reduction and management and climate change as one of the core sectors in the social welfare and development services, the construction of protection dike/flood control along the stretch Busuanga River will be a measure in the prevention of risks and other adverse effects that may be brought by the Busuanga River to all the households and farming lands adjacent to the river. ‘The project shall have the following components: PSF Proposal (Busuanga River Protection and Concreting of FMR) San Jose, Oocidental Mindoro Page oF 1. Construction of Flood Control Project Phase I Four hundred linear meters of concrete flood control project to project the farmlands of San Agustin from being eaten up by the river while preventing an overflow of the river to the area, This is expected to be implemented December 2015 until July 2016 including all preparations, documentations, bidding, among others. Expected amount will be Fifty Million (PHP 50,000,000.00) Pesos. 2. Upgrading and Concreting of Farm-to-Market Road ‘A 5,000-meter farm-to-market road will be upgraded and concreted in Barangay San ‘Agustin going to the Main Barrio which in the past three years have been adversely affected by overflowing river, causing the road to be inaccessible and the crops on adjacent areas ‘washed away. The project is expected to be implemented December 2015 until June 2016. 3. Construction of Flood Control Project Phase I It will be a continuation of the Phase I which is another four hundred linear meters of concrete flood control project to project the farmlands of San Agustin from being eaten up by the river while preventing an overflow of the river to the area. This is expected to be implemented August 2016 until March 2017 including all preparations, documentations, bidding, among others. The Municipality is also in an ongoing preparation of its Comprehensive Land and Water Use Plan which is integrated with the Climate Change and Disaster Risk Reduction and Management mandates. San Jose, if preparations and approval of this document is done within a year, will be one of the pioneer local governments in the whole region to have adopted scuh comprehensive document. The Municipality's DENR-approved Forest Land Use Plan (FLUP), which is also a first the whole region, has also identified Busuanga River to be a major source of potable water in the future as it is within one of the four identified watersheds covering the entire Municipality of San Jose, Occidental Mindoro, hence a need to preserve it. Integrating policies and strategies in the said documents is one tool that will optimize the effectiveness of the proposed projects. PROJECT IMPLEMENTATION ‘The Projects shall be implemented by the Local Government Unit of San Jose. The Baranagay Government will serve as one of the partners in the monitoring of the Project. However, with the recent developments from the Department of Interior and Local Government (DILG), apart from the Project Implementation Unit, the Municipal Government shall select a group of people, with the guidance of the DILG, that will serve as an overseer of the project which will directly monitor the implementation from preparatory activities such as bidding until award, mobilization, implementation and demobilization. ENVIRONMENTAL IMPACTS Generally, the project is seen to have no environmental impact since it mainly focuses on protection wall and flood control as well as road concreting which are all aimed at sustaining the agricultural lands and the safety of the populace in the area. The local government is now ‘working for the application of the ECC/CNC of the proposed projects with the Department of Environment and Natural Resources (DENR)- ‘The area where this development is taking place is part of the significant areas of Baranagay ‘San Agustin where its population are highly concentrated. The barangay is adjacent to the link between the Busuanga River and the Mindoro Strait. The proposed project, especially the flood control projects extends about 800 meters. People of the area highly depend agricultural activities such as farming, Fishing in Barangay San Agustin is also a means of livelihood. Other more seasonal activities include cultivation of crops in the wet and dry season. PROJECT SUSTAINABILITY PLAN To ensure that the Project will be for the long-term, the Proponent shall prioritize in its regular annual budget appropriations for the maintenance and other expenses relative to the Project's ‘maintenance. This shall ensure that there would be regular fund for the maintenance needed by the Project in the long-term course. Project Monitoring Team shall also be mobilized whose members are appointed with the guidance of the DILG. PROJECT MONITORING AND EVALUATION PROGRAM. ‘A mechanism for monitoring and evaluation of the project during construction and completion stages shall be put in place. Some of the important features of this mechanism are illustrated below: Construction Stage: The Proponent shall provide engineers and such other technical personnel to ensure that the building construction is being carried out according to schedules and specifications. Likewise, to facilitate assessment of accomplishment on the building being constructed, the supervising engineer shall render weekly accomplishment status report to the Municipal Mayor and monthly reports to the DILG/CCC. A Project Implementation Unit Shall be created by virtue of an Executive Order for this purpose. Completion Stage: Upon the completion of the project and Flood Control and Access Road/FMR shall have been fully constructed, the LGU, through its Engineers, shall prepare report of accomplishments in terms of services provided to beneficiaries of the Project. Additionally, an Assessment Team composed of the Proponent (through the Mayor) and of the DILG, or of their respective representatives shall conduct in-field assessment of the extent of impact of the Project upon the community. This will help project managers in identifying and adopting such control measure (whenever necessary) to ensure that the Project is implemented in accordance with its objectives. Assessment shall be done at least once a year for the next three years, enough to determine other probable impact of the project.
