In the RNC, the Interactive RAB in downlink is mapped to a radio bearer to be transmitted

on the HS-DSCH, see Reference [2]. The characteristics of this radio bearer and the HSDSCH transport channel are briefly described in this section. The corresponding uplink
bearer is a 64- or 384-kbps Interactive radio bearer mapped on DCH, see Reference [2],
and will as such not be described here.
The maximum achievable bit rate on the HS-DSCH depends on the following factors:

Available HS-PDSCH power

Radio conditions (radio channel type, interference, UE speed, and so on)

UE HS-DSCH category

Available number of HS-PDSCH codes

16QAM availability

The impact of these last three factors is described below.

The RLC PDU size is fixed to 336 bits (320 bits payload), and the Transmission Time Interval
(TTI) of the HS-DSCH is 2 ms. The maximum number of HS-PDSCH codes to use for
transmission is controlled by a parameter, see Reference [1]. Assuming the maximum
configurable value of five HS-PDSCH codes, with QPSK modulation, a maximum of 13 RLC
PDUs are transmitted in one TTI, while with 16QAM modulation, a maximum of 27 RLC PDUs
are transmitted in one TTI. This means that the maximum achievable user bit rates at the
RLC level are 13320/0.002=2.08 Mbps and 27320/0.002=4.32 Mbps for QPSK and
16QAM modulation, respectively.
However, the maximum bit rate is not only limited by the number of HS-PDSCH codes and
modulation the network supports. The different UE HS-DSCH categories have different
capabilities impacting the bit rate as well, see Reference [7]. In particular, the supported
modulation type, minimum inter-TTI interval, and maximum transport block size restricts
the maximum achievable bit rate further, as summarized in Table 1. All twelve UE HS-DSCH
categories are supported by WCDMA RAN.

The actual experienced bit rates typically will be lower than what is stated above, due to
e.g. retransmissions and RLC control signaling. For example, the HARQ protocol works with
a target block error rate of 10%, which corresponds to a 10% decrease of the achievable bit
rate.

8.1 Calculation Of Channel Quality Estimate

In order to aid scheduling and TFRC selection in the RBS, the UE sends a channel quality
indicator (CQI) on the uplink. The CQI report estimates the number of bits that can be
transmitted to the UE using a certain assumed HS-PDSCH power with a block error rate of
10%, and provides the RBS with a measure of the UE's perceived channel quality and the
UE receiver performance. The reason for this intricate definition of CQI is to be able to
model the UE's receiver as a black box with unknown characteristics, where a good UE
receiver implementation can report that it can receive more bits than a bad receiver
implementation for the same channel conditions.
The RBS cannot simply use the CQI report and transmit the indicated number of bits to the
UE, since the available HS-PDSCH power typically differs from the assumed power, and the
number of codes and available modulation type may differ from the UE's assumptions.
Consequently, the CQI report is processed by the RBS into a channel quality estimate that
can be used in TFRC selection.
According to Reference [5], in its estimation of the channel quality, the UE assumes a total
received HS-PDSCH power of
PHS_assumed = PCPICH + &Ggr; + &Dgr; [dB],
where PCPICH is the received power of the P-CPICH, &Ggr; is the measurement power offset,
and &Dgr; is the reference power adjustment as given by the tables in Reference [5]. The
UE cannot know exactly what power the RBS will use for the actual HS-PDSCH transmission,
which is why it uses an assumed reference power level when determining the CQI.
Based on the reported CQI, the channel quality estimate is calculated by the RBS as
ChQual = CQIadjusted - (PCPICH + &Ggr;) [dB],
where CQIadjusted is the potentially adjusted CQI according to section Section 9. Note that the
&Dgr; is used by the UE to get a 1-dB difference in channel quality between different
reported CQI values, and is as such incorporated in the CQI value and therefore does not
need to be included when calculating ChQual.
The measurement power offset, &Ggr;, is available as a parameter
hsMeasurementPowerOffset that can be used to enable the UE to use the entire CQI
reporting range (1-30). If the value is too low, then the UE will assume a very low HSPDSCH power and only use the lower end of the CQI reporting range with loss of dynamic

range as a result. Similarly, a value too high will make the UE use only the higher end of the
CQI reporting range. If reported CQI values of 1 or 30 are rare, and instead most reported
CQI values fall inside the range 2-29, then it can be assumed that the
hsMeasurementPowerOffset parameter is well tuned. Observability of used CQI values is
provided by the pmUsedCqi measurement.

Majority of the samples are above 30 - > of which it is entirely using the higher end
of the CQI table.
By doing specific trials we would see the impact of the Channel Quality Calculations
so it would give us a better adjustment value when compensating with the power
observed by UE in reporting to the RNC.
For this we have chosen AC1263 and observe these trials.
Current hsMeasurementPowerOffset = 80 which is 8db.
