the counters measure DL Tx pwr per carrier, so in easy way you can count DL pwr
utilization yourself:
DL Pwr util = pmTransmittedCarrierPower/maxDlPowerCapability
DL Pwr util [%] =( pmTransmittedCarrierPower/maxDlPowerCapability)*100%
pmTransmittedCarrierPower - power measured at reference point so we have to use
maxDlPowerCapabilityin the equation.
I think your doubts are gone.
