2 Overview
Overview
On a live UMTS network, some phone models underperform when compared with other vendor
phones in the same radio environment due to the following reasons:
l
Poor signal reception leads to downlink signaling radio bearer (SRB) failures.
The special antenna design leads to deteriorated signal reception while a user is holding
the unit.
Therefore, these phone models are more prone to call drops. However, these phone models are
generally used by high Average Revenue Per User (APRU) users. To preferentially improve
their user experience, Huawei introduces the Voice Service Experience Improvement for Weak
Reception UEs feature.
This feature enables the radio network controller (RNC) to identify weak reception UEs based
on the International Mobile Station Equipment Identity (IMEI) and to configure dedicated power
control and handover parameters for them. Based on the parameter settings, weak reception UEs
obtain a high downlink power control threshold in weak coverage areas and perform handovers
at the designated threshold. This prevents frequent compressed mode measurements and call
drops caused by signal quality fluctuations.
This feature improves the user experience of CS voice services for weak reception UEs by
compensating for poor signal reception with increased downlink power. However, in extreme
cases, this increases power consumption and reduces cell capacity.

3 Technical Description
Technical Description
3.1 Overview
For CS voice services, Voice Service Experience Improvement for Weak Reception UEs enables
the RNC to perform a new International Mobile Station Equipment Identity (IMEI) acquisition
procedure. During this procedure, the RNC detects the IMEI Type Allocation Code (TAC) and
determines the UE type. If the UE is a weak reception UE, the RNC configures dedicated power
control and handover parameters for the UE. Based on the parameter settings, the weak reception
UE obtains a high downlink power control threshold in weak coverage areas and performs
handovers at the designated threshold.
TAC
The TAC, which is allocated by the Globe System for Mobile Association (GSMA) and its
authorized organizations, differentiates cell phone brands and types. As defined in 3GPP TS
23.003, the TAC is the first 8 digits of the 15-digit IMEI, which uniquely identifies a wireless
device. For example, if the IMEI of a weak reception UE is 012426007285409, the TAC is
01242600. Figure 3-1 shows the IMEI composition.

Implementation Procedure
Implementing this feature involves two major procedures:

Weak reception UE identification: Upon receiving a CS service setup request from a UE,
the RNC identifies the UE type based on the IMEI TAC.

3 Technical Description
Differentiated handling: The RNC assigns the weak reception UE dedicated radio
performance parameters for differentiated power control and handovers.
IMEI obtained by the CN: When a UE initiates a CS service setup request, the CN sends
an Identity Request message to the UE to request its IMEI. Then, the RNC extracts the
IMEI contained in the Identity Response message sent from UE to the CN.
IMEI obtained by the RNC: When a UE initiates a CS service setup request, the RNC rather
than the CN sends an Identity Request message to the UE to request its IMEI after the
security mode procedure has been successfully performed.
The RNC_CS_QUERY_UE_IMEI_SWITCH switch under PROCESSSWITCH2
(BSC6900,BSC6910) specifies whether to enable the RNC to obtain the IMEI.
NOTE
When exchanging messages with a UE, the CN may check the send sequence number for the messages,
which is denoted as N(SD). If the RNC rather than the CN sends an Identity Request message to the UE,
the check may fail due to send sequence number inconsistency between the UE and the CN. To avoid data
inconsistency, the RNC sends an MM NULL message to the CN upon receiving an Identity Response
message from the UE. If the CN does not check the send sequence number for messages, the RNC does
not send an MM NULL message to the CN.

If the TAC is contained in the TAC list, the RNC determines that the UE is a weak reception
UE and performs subsequent differentiated handling procedures.
If the TAC is not contained in the TAC list, the RNC determines that the UE is not a weak
reception UE and does not perform differentiated handling procedures.

If the TCP in the cell is smaller than or equal to the value of SpecUserPwrEnDlPwrTrigThd
(BSC6900,BSC6910), the RNC configures a high maximum RL DL transmit power based
on the SpecUserRlMaxDlPwr(BSC6900,BSC6910) setting.
Differentiated power control applies only to CS voice services carried over DCH. SpecUserRlMaxDlPwr
(BSC6900,BSC6910) takes effect only on 12.2 kbit/s adaptive multi-rate (AMR) services carried on DCHs.
For CS services at other rates or PS services carried on DCHs, the maximum RL DL transmit power is still
specified by RLMaxDlPwr.
Differentiated Handovers
When SPECUSER_AMR_HOENHANCE_SWITCH is selected
underSpecUserFunctionSwitch(BSC6900,BSC6910), the RNC performs a differentiated
handover on a weak reception UE.
Weak reception UEs in the same radio environment can experience great fluctuations in signal
quality. This results in event 2D or 2F being reported frequently and also results in compressed
mode measurement, which may cause call drops.
To address this issue, the RNC configures the following dedicated parameters for weak reception
UEs to increase the difference between the thresholds for events 2D and 2F:

Events 2D and 2F are used to enable and disable the compressed mode, respectively. Event 2D indicates
that signal quality in the current cell is below a specified threshold. Event 2F indicates that signal quality

System Capacity
The RNC configures a high RL DL transmit power for weak reception UEs, which increases the
transmit power in the cell. When a cell has fixed DL transmit power, this feature imposes impacts
on cell capacity and HSDPA throughput. This section describes the impacts based on the
following simulations conducted by Huawei:
l
Two HSDPA UEs of category 10 are processing downlink services at the center of the cell,
and the channel quality indicator (CQI) is around 30.
UEs processing adaptive multi-rate (AMR) services are located at the cell edge (the Ec/N0
is 16 dB). The maximum RL DL transmit power remains unchanged (the same as that
configured for ordinary UEs) or increases by 3 dB (3 dB higher than that configured for
ordinary UEs).

Engineering Guidelines
The call drops are closely related to poor UMTS network coverage.
In areas not covered by a GSM network or in areas with poor coverage, only differentiated power
control is recommended for this feature.
Currently, this feature applies only to iPhone 4 and iPhone 3GS.

If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 1: It is recommended that the license allocation proportion of a feature be consistent
with that of the license item "Voice Erlang-Erlang". The licensed values can be set by
running the SET LICENSE command.
6.3.2 Activation
Using MML Commands
1.
Enable the CS international mobile equipment identity (IMEI) acquisition function on the
RNC.
Run the RNC MML command SET URRCTRLSWITCH. In this step, select the
RNC_CS_QUERY_UE_IMEI_SWITCH check box under the parameter Process
Control Switch 2.

l If CS IMEI acquisition has been enabled on the CN, skip this step.
l Before enabling CS IMEI acquisition, ensure that the CN checks the serial number of direct
transfer messages. Run the RNC MML command SET URRCTRLSWITCH. In this step, turn
on the SEND_MSG_NULL_SWITCH switch.
l After enabling CS IMEI acquisition, check for the compatibility issue between the RNC and the
CN. When there is a compatibility issue, enabling CS IMEI acquisition results in CS service setup
failures.
2.
Enable differentiated power control and differentiated handover for smartphones, and
configure the Type Allocation Code (TAC) of the smartphone.
Run the RNC MML command ADD UIMEITAC. In this step, set The function of the
TAC to Special_User_Enhance, and select the
SPECUSER_AMR_HOENHANCE_SWITCH and
SPECUSER_AMR_PWRENHANCE_SWITCH check boxes under the parameter
Special User Function Switch.
3.
Set the parameters related to differentiated power control and handover for smartphones
based on the network plan.
a.
Run the RNC MML command ADD UCELLLDM to set the parameters related to
cell load monitoring. In this step, set DL Pwr Cong Thres for Spec User Enhance
to an appropriate value based on the network plan.
b.
Run the RNC MML command MOD UCELLRLPWR to set the parameters related
to the radio link (RL) transmit power in the cell. In this step, set CN domain ID to
CS_DOMAIN, and set Max bit rate of service, RL Max DL TX power, and Max
DL RL Power For Spec User to appropriate values based on the network plan.
c.
Run the RNC MML command SET UHOCOMM to set the RNC-level parameters
related to differentiated handover for smartphones. In this step, set Delay in Reporting
2D for Special UEs, Ec/N0 Threshold for Reporting 2D, Ec/N0 Threshold for
Reporting 2F, RSCP Threshold for Reporting 2D, and RSCP Threshold for
Reporting 2F to appropriate values based on the network plan.
d.
Optional: Run the RNC MML command ADD UCELLHOCOMM to set the celllevel parameters related to differentiated handover for smartphones. In this step, set
Delay in Reporting 2D for Special UEs, Ec/N0 Threshold for Reporting 2D, Ec/
N0 Threshold for Reporting 2F, RSCP Threshold for Reporting 2D, and RSCP
Threshold for Reporting 2F to appropriate values based on the network plan.
NOTE
To enable this feature in a specified cell, run the ADD UCELLHOCOMM command to set the
differentiated handover parameters for the cell.
4.
Optional: When RAN Sharing or MOCN is enabled, run the RNC MML command SET
LICENSE to set the Voice Service Experience Improvement for Weak Reception UEs
parameter for the primary and secondary operators.

Handover Failure Rollback Switch for CS AMR Speech
Services) When this switch is turned on, the RNC
supports rollback caused by failed hard handovers of CS
AMR speech services. It is recommended that the timer
T312 be set to 1 second (SET UCONNMODETIMER:
T312=1;) before turning on this switch. If the timer
T312 is not set to 1 second, AMR noise will occur on
some UEs.If the AMRC feature is enabled, the RNC
supports the hard handover failure rollback of only for
12.2 kbit/s narrowband AMR services. When this
switch is turned off, the RNC does not support rollback
caused by failed hard handovers of CS AMR speech
services, leading to call drops. 2)
RRC_CONN_SETUP_OPT_SWITCH (RRC
CONNECTION SETUP Message Optimization
Switch) Whether optimization of the RRC
CONNECTION SETUP message takes effect. When
this switch is turned on, optimization of the RRC
CONNECTION SETUP message takes effect. If the IE
RLC info under SRB3 or SRB4 in the RRC
CONNECTION SETUP message contains the same
information as that under SRB2, the RNC replaces the
IE RLC info under SRB3 or SRB4 with the IE same as
RB:0x2(2) to shorten the length of the message. When
this switch is turned off, the RNC does not replace the
IE RLC info under SRB3 or SRB4 in the RRC
CONNECTION SETUP message. 3)
PS_F2D_OVERLAP_CELLUPT_SWITCH (Switch
for Simultaneous PS Service Setup F2D and Cell
Update Procedures) During the PS service setup, the
RNC undoes a CELL_FACH-to-CELL_DCH (F2D for
short) procedure when it receives a Cell Update message
with the cause value "cell reselection" during the F2D
procedure. When this switch is turned on, the RNC
temporarily does not send the
RANAP_RAB_ASSIGNMENT_RESP message to the
CN after the F2D procedure is undone and waits until
the Cell Update message is processed and the PS service
is set up successfully. When this switch is turned off,
the RNC directly responds to the CN with a
RANAP_RAB_ASSIGNMENT_RESP message with
the cause value "failure-in-the-radio-interfaceprocedure" after the F2D procedure is undone,
indicating that the PS service fails to be set up. 4)

Services) When this switch is turned on, the RNC
supports rollback caused by failed hard handovers of CS
AMR speech services. It is recommended that the timer
T312 be set to 1 second (SET UCONNMODETIMER:
T312=1;) before turning on this switch. If the timer
T312 is not set to 1 second, AMR noise will occur on
some UEs.If the AMRC feature is enabled, the RNC
supports the hard handover failure rollback of only for
12.2 kbit/s narrowband AMR services. When this
switch is turned off, the RNC does not support rollback
caused by failed hard handovers of CS AMR speech
services, leading to call drops. 2)
RRC_CONN_SETUP_OPT_SWITCH (RRC
CONNECTION SETUP Message Optimization
Switch) Whether optimization of the RRC
CONNECTION SETUP message takes effect. When
this switch is turned on, optimization of the RRC
CONNECTION SETUP message takes effect. If the IE
RLC info under SRB3 or SRB4 in the RRC
CONNECTION SETUP message contains the same
information as that under SRB2, the RNC replaces the
IE RLC info under SRB3 or SRB4 with the IE same as
RB:0x2(2) to shorten the length of the message. When
this switch is turned off, the RNC does not replace the
IE RLC info under SRB3 or SRB4 in the RRC
CONNECTION SETUP message. 3)
PS_F2D_OVERLAP_CELLUPT_SWITCH (Switch
for Simultaneous PS Service Setup F2D and Cell
Update Procedures) During the PS service setup, the
RNC undoes a CELL_FACH-to-CELL_DCH (F2D for
short) procedure when it receives a Cell Update message
with the cause value "cell reselection" during the F2D
procedure. When this switch is turned on, the RNC
temporarily does not send the
RANAP_RAB_ASSIGNMENT_RESP message to the
CN after the F2D procedure is undone and waits until
the Cell Update message is processed and the PS service
is set up successfully. When this switch is turned off,
the RNC directly responds to the CN with a
RANAP_RAB_ASSIGNMENT_RESP message with
the cause value "failure-in-the-radio-interfaceprocedure" after the F2D procedure is undone,
indicating that the PS service fails to be set up. 4)
