History of our
branch libraries
In 1989, residents of Antwerp formed the Friends of the
Antwerp Branch Library and mobilized to acquire a branch
library. Working with the county library Board of Trustees,
the first branch library was opened in 1990 at the corner
of U.S. 24 and Ohio 49. The branch soon relocated and
opened in a new building in 1997 next to the school and
was fully paid for by the Friends within two years.
A group of citizens in the Village of Payne were working
towards a branch library after the Bookmobile service
was discontinued. The Friends of the Payne Branch
Library secured a storefront building at the corner of
Ohio 49 and Ohio 500 and the second branch of the
library system opened in 1996.
In 1999, members of the Oakwood Library Association
approached the Board of Trustees once again (the
board had been approached in years past) for the purpose of merging their volunteer library in Oakwood with
the county library system. The Oakwood Branch Library
opened in 2000 as the third branch of the library. In
2007, the branch relocated to a donated storefront
and was renamed the Cooper Community Library, a
branch of the Paulding County Carnegie Library system.

History of Bookmobile service to Paulding County


Bookmobile service was established in
1965 to help supplement the existing
library substations throughout the county.
The substations were located in:
Antwerp: Smiths Drug Store
Grover Hill: Hipps Gift Shop
Haviland: Fishers Grocery
Oakwood: Taylor Funeral Home
Payne: Bachellors Rexall Store

campgrounds, nursing homes, assisted


living facilities, preschools and Head Start
programs. The Bookmobile is mobile and
can adapt other stops into the schedule
as warranted.
The Bookmobile is actually a small
branch library on wheels. All print materials
that one would find at a branch library,
may be found on the Bookmobile. These
includes popular reading and best-sellers,

new movies, childrens titles, J-Fiction


and Non-Fiction. A popular adult fiction
and non- fiction collection will provide for
delightful browsing. Recorded books on
CD, PlayAways and a number of popular
movies for all ages will round out the collection. Everyone will find something of
interest on the Bookmobile. For a current

Ohio Bus Bookmobile from a library in
Caldwell, Ohio, for $3,000. The Bookmobile provides service to communities
not served by a brick-and-mortar branch

Our Dear Sirs,
After many earnest solicitations made by us for ways and means to provide a larger and better public
library for this Paulding County, Ohio, we are directed by the Ohio State Organizer to communicate with
your Commission.
Paulding County, Ohio, very much needs a better Public Library. The present library at Paulding, the county seat, contains almost 800 volumes 250 of which have been added during the past year, and is used by
every citizen of the county who may come, but is maintained only by the proceeds from lecture sources,
etc. and by subscriptions from less than 100 public spirited citizens of Paulding.
The assessed tax valuation of the Paulding County for 1912 is $33,741,960.00, and our present county
Commissioners are willing, under the authority of Ohio laws, to, at once, levy a tax in the minimum sum of
$5,000 annually, and more if needed to maintain a County Public Library.
Paulding County has 4 first class high schools and the usual ungraded school in each of the sub-districts
of the 12 respective townships in the county; more than 700 miles of piked roads, and land valuations
range from $80 to $225 per acre; and a population of over 28,000.
Paulding, the county seat, has a population of 2081 with an assessed property valuation for 1912 of
$1,534,520.00; with almost 4 miles of paved streets; water works; electric lights; sewer system; $60,000
court house; 2 banks, 5 churches and 2 large high school buildings.
This city contributed nearly $20,000 in 1910 to The German-American Sugar Company as a bonus and their
$2,400,000.00 factory, running last year and this year, employs an average of 450 people (excluding farm
laborers), with a daily capacity of 1100 barrels of sugar the Company paying to the farmers of Paulding
County, last year, more than $450,000.00 for the sugar beats raised by such farmers.
The State of Ohio is now building in Paulding, a $20,000.00 armory, the ground therefore being donated by
the citizens of Paulding. Our best residence in this city, lately built, costing over $20,000. The business buildings, all brick and stone, two and three stories, are in proper comparison.
The county has four railroads and a proposed electric line is in progress.
We are anxious to have a large and commodious Library building, adequate to the needs of this Paulding
County, and may we ask your kindly consideration of our petition therefore and learn from your Commission
the demands and requirements to be done upon our part, that we may avail ourselves of the necessary funds
for such Public Library Building, as your commission is pleased to entrust to this Paulding County, Ohio.

The Carnegie Library in Paulding County 1916-2016

1880

1880 American steel tycoon Andrew Carnegie begins


philanthropic support for public libraries by granting
construction of one at his birthplace in Dunfermline,
Scotland.
1890 A second library opens in 1890 in Allegheny,
Pa. (now part of Pittsburgh).

1889 First Carnegie library opens in the United States


in Braddock, Pa., near Pittsburgh.

1893 The Ladies Literacy Society in Paulding begins


a subscription library. Books are kept at the home of Mrs.
William Wheeler. The public can enjoy these books for a
fee of 5 cents per volume per week.

1900

1901 Jan. 1: The new Brumback Library is dedicated in Van


Wert, the first county library formed in the United States.
1903 The Paulding Public Library Association is formed
with 32 charter members.
1903 A public meeting is held to engender interest in a
public library.
1903 It is reported the Library Association is preparing a
reading room and is asking for the donations of chairs, tables,
books and shelving.
1904 The Library Association opens a public library and
reading room at 113 N. Main St., above the Farmers Bank.
Kate Travis is librarian. Over 200 volumes are available.
Membership in the library costs $2 for an individual or fami-ly.
A membership is required to check out books, but the reading
room is free. The library is open every afternoon and evening
except Sundays.
1904 The Library Association opens a public library and
reading room at 113 N. Main St., above the Farmers Bank.
Kate Travis is librarian. Over 200 volumes are available.

1910
1911 Andrew Carnegie, the richest man in the
world, establishes the philanthropic foundation
Carnegie Corporation of New York.

1912 Early in 1912, Mrs. E.E. Edge, president of Paulding Public


Library Association, writes a Letter of Inquiry to Andrew Carnegie
requesting a grant for a public library.
1912 February: Carnegie refuses, stating that if the Village of
Paulding received a grant, then all the other communities in Paulding
County would want a grant.
1912 A letter is written to Carnegie insisting the public library will
provide county-wide service through
book stations.
1912 July 16: Carnegie agrees to
give $40,000 for a building, pro-vided
the County Commissioners will give
$4,000 a year and a suitable site can
be found.
1913 Mrs. A.S. (Rebecca)
Latty donates four lots of
land on South Main Street
for the library.
1914 Plans are approved
and construction begins.
Howard & Mer-riam are the chosen architects.
Willing Brothers are the general contractor with a bid of $30,670.

1915 May 5: A local carpenter working on library construction, Samuel


Snyder, accidentally falls to his death.
1915 Sept. 18: First entry in minutes for the new public library was
made, appointing Board of Trustees members.
1915 In October, the library receives the entire inventory of the existing
library as a gift.
1915 The German American Sugar Company is authorized to use 200
yards of dirt for use in grading the lawn.
1915 Miss Ella J. Smith is employed as Librarian.
Salary of $100 per month. Miss Vivian Jackson is hired
as an Assistant Librarian. A.V.R. Mott is employed as
shipping clerk.
1916 Jan. 7: List of magazines approved.
1916 Feb. 11: Locations of library substations are announced: Antwerp,
Cecil, Grover Hill, Haviland, Junction, Oakwood and Payne.
1916 March 3: Library opens, the first Carnegie library in the nation to
serve an entire county.
1916 In November, the library begins holding a series of story hours for
the younger set.
1918 Miss Koneta Helms is named Librarian at a salary of $60 a month.
1919 New substations are announced in January for Mandale and Arthur.
1919 April 4: Hours will be from 8 a.m. until 9 p.m. during the months
Eastern Time is in force.
1919 April 30: Miss Koneta Helms resigns as Librarian. Miss Vivian
Jackson is appointed Librarian commencing on May 1.
1919 Aug. 11: Andrew Carnegie passes away in Massachusetts.
1919 Sept. 26: The last Carnegie library grant in the U.S. is awarded, to
construct a library in Utah.
1919 Miss Vivian Jackson resigns effective Dec. 31.

1930

1920 Miss Kate Travis is hired as Librarian commencing on Jan. 1.

1930In September, the Board moves to paint the radiators, buy


window blinds for the Main Room and varnish the woodwork.
1931 The Board purchases coal for $5 per
ton from the Paulding Lumber Company.
1932 Tourists and/or transients camped
out in the back of the library.

1920 The Library starts to be open on Sunday afternoons for the


convenience of patrons.
1921 Salary of Miss Kate Travis is raised from $60 a month to $80 a
month.
1922 March 31: Miss Maryanna Yager employed as Librarian at a
salary of $70 commencing Jan. 28.
1922 June, Henry Luce is hired to paint the exterior woodwork and
spouting of the library building and use putty where needed, for a cost
of $50.
1923 Miss Vivien Jackson is re-employed as the Librarian at $80 per
month on April 1.
1925 Substation service is provided at Antwerp by Hertel Brothers
at $49.82 per year; Arthur by James McCague at $32.90 a year;
Haviland by Kohn & Klinger at $33.82 per year and at Payne by Otto G.
Henschen at $46.77 per year.

1932 Ida M. Hardesty is listed as a substitute at $28.75


per month. The wages of all employees are decreased.
1935 August, George Parent and Frank Hart are employed to repair
the foundation and the walls of the library.
1935 Mrs. Ida M. Hardesty is named Librarian at a salary of $80.
1935 November, as part of the Andrew Carnegie centennial
celebration, the Carnegie Corporation of New York presents to all
Carnegie libraries a portrait of Mr. Carnegie, framed for permanent
display.
1936 The book budget is $500.
1936 A library exhibit at the
Junior Fair is approved.
1936 The Haviland substation library is moved to the Hudson
Barber Shop

1926 In April, R.M. Weible is paid $34.14, less fines, to operate the
Oakwood substation.

1937 An awning over the front door is erected by Fred Hannerman.

1927 Henry Foor is employed as janitor beginning on May 1 at a


salary of $70.

1938 Berta Wiegel resigns as Assistant Librarian.

1928 July 20: An Atlas of


Paulding County is purchased
and presented to Miss Clara
Latty in remembrance of her
benevolences towards the
Paulding County Carnegie
Library.
1928 August, a wedding gift is purchased for Miss Vivien Jackson,
and Miss Ruth Wheeler is hired as Librarian for $80 per month.

1938 Aug. 5: The Board eliminates the married women


applications for the position of Assistant Librarian. Ruby Davis is hired
as Assistant Librarian at a salary of $40.
1938 The Board starts participating in the Public Employees Retirement Fund with fees of 4% being deducted from the salary of Mrs.
Hardesty and Mr. Foor.
1939 The Brumback Library of Van Wert is listed as caring for the
Scott substation library.

1940

1940Aug. 2: A motion
is made and approved that
all persons encroaching or
trespassing on Library Grounds be given notice to move
and that the grounds shall not be used as a tourist camp or parking lot.
1942The furnace is no longer safe for use and a bid from the
Finan Hardware Company of $997.33 is accepted.
1942A Victory Tax begins being deducted and paid to the
County Treasurer.
1945The Librarian expresses need for a new
typewriter.
1945A motion is made asking the County
Commissioners to make an appropriation
sufficient to cover the
expenses of much-needed repairs to the
main entrance and any other repairs necessary
to the public safety.

1946The Paulding County Republican


newspaper publishes an editorial
regarding the deplorable condition of
the library and the sad state of this sick
edifice, due to lack of money.
1947Jan. 7, the office of the
Paulding County Prosecuting Attorney,
Ed. W. Kuns, gives a written opinion that
the library heating plant had failed and
the library is without heat.
1947Jan.10, the Board meets in special session and passes
a resolution so that a boiler and stoker can be purchased and
immediately installed by Hanenkratt Plumbing and Heating, Co. for
a sum of $1,994.64.

1950

1950January, the library has


three employees: Ida M. Hardesty,
Ruby D. Davis and Milton Wiegel.
1950Coal now costs $15.50 per ton, and Library Board begins
receiving milage.
1950Mrs. Ruby Davis is appointed Librarian at a salary of $125 per
month. Mrs. Gladys Campbell is hired as Assistant Librarian.
1950November, a record player is purchased at Aldens for $10.44.
1951Improvements to the lighting in the library are made. New
shelving is purchased for the juvenile section. Repairs to the plaster
cost $308.80.
1951July, Bob Leever Glass Sales is paid $26.20 for glass for the
front door of the library. Harold E. Fleck is paid $10 to spray the library
grounds for flies and mosquitoes. Roy Rickels installs new fluorescent
lighting in September for a little over $500.
1952Films of Visual Education are discussed and it is decided that
demand is not sufficient at the present time to rent the films.
1953There is a squatter on the back property. A motion is made to
request the sheriff serve eviction papers on the man so that the work
on the grounds is not hindered.
1953The Librarian, Ruby Davis, falls ill and passes away. Mrs.
Gladys Campbell is hired as Librarian and Secretary-Treasurer of the
Board at the same salary which Mrs. Davis received. Lois Cramer is
hired as Assistant Librarian at $125 per month. It is recommended that
she continue her education by taking some college work.
1954The Board moves to employ Ida Hardesty once again as Librarian and Secretary-Treasurer until a permanent Librarian can be secured.

1947The County Commissioners agree to appropriate $9,000 to


take care of the heating plant and to care for some of the necessary
repairs of the library.

1954Mrs. Frances Beatty is hired


beginning July 1 at a salary of $4,000.

1949October, Mr. Foor, Shipping Clerk, notifies the Board that


he will be forced to retire after 20 years, because of his advanced
age. Milt Wiegel is hired to assist Mr. Foor at a salary of $75.

1954A Board member suggests


that the library purchase more books

which was to be added to the Librarians salary in monthly installments. The State Aid is given on the basis of number of hours of the
librarians training and is to encourage libraries to hire trained librarians and to encourage them to remain.

1955Bagley Builders of Van Wert is hired to repair the roof at an


estimated cost of $350.

1955The Board decides to repair the ceiling and add acoustical


tiles, rewire the auditorium, install new fixtures, paint hall and toilets, lay asphalt tile in the club room.

1956Mrs. Beatty requests the library begin loaning records.


The Board allows a $50 initial expenditure. This is probably the first
non-print format to be introduced to the library.

1957The library holds a very successful art exhibit in February.


The paintings, with a value of $3,000, were lent to the library by the
Ford Motor company at no cost except the return express charges.

1957The Easter Egg Tree project, an


annual joint undertaking of the Better
Homes and Gardens Club and the library,
sees over 175 attendees in the North Room.

1957A piano is donated and


placed in the auditorium.

1958An art exhibit is sponsored that included 63 paintings by


John (Dick) Nartker of Kalida and 20 pieces of pottery by Clyde Burt
of Melrose.
1958First National Library Week is sponsored by the American
Library Association (ALA) and libraries across the country.

Schink is eventually hired as a full-time librarian for the library.

1964Book fines are 2 cents per day. Preschool Storytimes and a


summer reading program called Vacation Reading Club is established.

1964Total circulation for 1964 was 87,585.


1964Family members of Mrs. Ida Hardesty donate her portrait
and several books to the library in her memory.

1964Bookmobile via the State Library of Ohio begins.

1972State Aid is cut and then restored to $6,000.


1974The library joins the Northwest Ohio Library District (NORWELD),
a consortium of libraries in northwest Ohio.

1974The library begins the microfilm project of Bowling Green State


University, microfilming the local newspapers back to 1875.

1976Library was in possession of the bag that carried the gold used
to pay for building the Paulding School in 1884. It is given to the superintendent of Paulding Schools, Mr. Roughton, in early 1976.

1976The library is receiving Playboy and Playgirl magazines, but they

1981The library enters into the Ohio Library Association (OLA) Interlibrary-Loan project. A Halloween film is shown with 44 teens and adults in

1987During the renovation project, the library

two cleaning women claim to have seen a feminine ghost dressed in garb
from the 1800s and call police.

1989A Friends of Antwerp Library group is formed. A contract is


entered into and the go-ahead for the new Antwerp Branch Library given at
the Nov. 15 Board meeting.

All branches (except the Bookmobile) have active Friends of
the Library groups. Each group is a not-for-profit organization
that helps support library programming and special events.

Library and in return gain the satisfaction of doing something
positive for the library and the community.
Paulding Friends of the Library:
The Friends group supports projects and services of the
library. The Friends operate the Buy the Book Used Bookstore,
located in the back of the library annex; hours are Saturdays

We love our library

The Progress asked readers for their memories of the library or staff members. Heres what some of them shared:
Tom Deissinger

I grew up in Paulding and remember being taken there by


my mom a LOT! There was one book that would always
check out in the 1970s on U.S. Presidents and would just
absorb everything about that book. More recently when I
would return for visits with family, I would always mark out
a day that I would spend at the library poring through the
genealogy books and card catalogs. The architecture of
the building is beautiful and, although I cant name a particular employee, they have all been extremely helpful and
accommodating.
Terra Via

I went to the library almost every day growing up. I did


story time, and my class was featured in The Blade (I still
have it). I loved Diane. I dont know her last name, but she
was a redhead like me, and she would always say we had
that in common. I loved the library. I played Oregon Trail on
the computer and learned about all the states thanks to
some books in the childrens library. I read all the Babysitters Club, too. The library was a key part of my childhood.

I know when we lived in Paulding back in the 50s and


60s I spent a lot of time there, not only reading but participating in many programs. The best memory I have of
the times spent there is in the spring when they did the
Easter Egg tree. They library website has pictures of it. They
had talked about doing it again. I can remember my mom
blowing out eggs for us to decorate to add to the tree.
Since moving back to Michigan in late 63, just before the
start of my senior year, I have only been to the library once
and that was back in the fall of 2002 when I came down
to meet a childhood friend who was going to be there. I
decided to go do family research there as my husbands
dad had grown up in Grover Hill and I was researching his
family. It sure was different than in the 60s.

My grandmother, Iris Kuns, was the head librarian or executive director sometime in the 50s and 60s when I was
growing up. Not sure exactly what her title was. I participated in the summer reading programs when I was small
(before graduating to teenager status). These programs
helped to build my lifelong love of reading.

Spent many, many hours at this AWESOME library, growing


up and I loved the years that Daves precious grandmother,
Iris Kuns, was working there. She was always so sweet and
helpful always had an answer for my many questions :)

I have always imagined that Paradise will be a kind of

In the early 70s there was a bus trip to see the Ohio State
Fair in Columbus. I was young, but remember the bus in
front of the library, and many people gathered all around
the front steps. I always associated the trip with the library,
but have never known who organized or sponsored the
event.

Bonnie Carlisle was a librarian who was there for a long


time. She knew me for years. Unfortunately, she has since
passed on, but she was a sweet woman.

I dont remember much about it from when I was a kid,


but I spent many, many hours there with my boys. It was
a huge deal for them to be able to get their library cards
when they were 5 (an age I set for them to get it). We loved
Miss Bonnie!
