UNIVERSITY OF THE PHILIPPINES OPEN UNIVERSITY BAC RESOLUTION NO. 16-004 WHEREAS, the UP Open University Bids and Awards Committee (UPOU BAC) posted the Invitation to Bid {or “Printing of UPOU Modvies and Backs” in the Philippine Government Electronic Procurement System (PhiGEPS) {or seven days, and continuously at the UP Open University (UPOU) website; WHEREAS, in response to the said postings, three bidders, Central Books Supply, Inc; Books on Demand Philipines, Ine. and Aresa Printing, acquired bid documents and submitted bid proposals on 7 January 2016) WHEREAS, upon opening ofthe eigiblty and technical documents submitted by the bidders, the BAC found that Aresa Printing falled to comply with the requirements specified in the bidding documents for the said project. ‘Specrfcaly, Aresa Printing failed to include the folowing: duly accomplished and notarized questionnaire; duly signed ‘computation of Net Financial Contracting Capacity (NFCC); bid security, statement of compliance with the technical ‘specifications; and duly notarized omnibus sworn statement WHEREAS, the BAC declared Arosa Printing ineligible to bid; WHEREAS, the bid prices quoted by the eligible bidders were as follows: Name of Bidder Bid Price (As Read/As Calculated) ‘Ceoniral Books Supply ne. PhP 472.077.30 ‘Books on Demand Philippines Ine. PhP 620,000.00 WHEREAS, upon post qualification, or careful examination, validation and verification of all the elit, technical and financial documents submitted, Central Books Supply Inc. was found to be the bidder with the Lowest Caleulated and Responsive Bid; NOW, THEREFORE, we, the Members of the Bids and Awards Commitee, hereby RESOLVE as tis. hereby RESOLVED to declare and recommend awarding the project to Central Books Supply, Inc., as the bidder wih the Lowest Calculated and Responsive Bid for “Printing of UPOU Modules and Books’.
