TheGreenwichMaternityServicesLiaisonCommittee
(hereuponabbreviatedasMSLC)
was
establishedinlateJanuary2015.

Ourfirstyearhasbeenabusyone;justaswehavenurturedandcelebratedthefirstyearofourown
children,sotoowiththeMSLC.Wehaveworkedonensuringthecommitteeisproperlyestablished,
fosteringnetworkswithvariousstakeholdersandserviceusers,andsettingourprioritiesandputting
actionsintoplacetoimprovethematernityexperienceforwomenandtheirfamiliesintheborough.

Wearefortunatetohaveadedicatedcommitteemadeupofregularlyattendingserviceusersand
professionals;whocontinuetosupportuswiththeirexpertise,livedexperience,professionallinks
andpassion.

Iamhonouredtobethechairforsuchadedicatedanddrivencommittee,whoworktogetherto
ensurematernityservicesarethebesttheycanbe.Iwouldliketoexpressmygratitudeforallthe
committeememberskindsupportandhardworkonourcommongoals.ThankyoutoPaulineCross

What is the Greenwich MSLC?


TheGreenwichMSLCisadedicatedandindependentlocalcommitteemadeupoflocalparents,
representativesandhealthcareprofessionals.TheMSLCaimstoensurethatlocalmaternityunitsand
thelocalNHSClinicalCommissioningGroup(CCG)(whobuyandmonitorservicesforGreenwich
residents)listentoandtakeaccountoftheviewsandexperiencesofpeoplewhousetheirservices
duringpregnancy,birthandtheweeksafterababysarrival.

TheMSLCoverseestheservicesthatarebeingprovidedtopregnantwomenandnewparentsand
recommendschangesandimprovementswheretheseareneeded.Itactsasawayofpassingonthe
viewsofpeoplewholiveinGreenwichtothematernityunitsprovidingcaretothemandto
Greenwichcommissioners.

TheaimsandobjectivesoftheMSLCare:

1. EnsurethatmaternityservicestoGreenwichwomen,theirpartners,babiesandfamiliesare
thebesttheycanbe.
2. EnsurethatthevoicesofGreenwichwomenareheardbymaternitycareprovidersand
commissioners,payingparticularattentiontothevoicesofwomenwhomaybelesslikely
tobeheardincludingdisadvantagedandmarginalisedgroups.
3. Tobeanindependentpartnershipofserviceusers,userrepresentatives,professionals,
commissionersandotheragenciesthatplan,monitorandimprovelocalmaternityservices
throughoutpregnancy,labourandthepost
birthperiod.

TheMSLCincludesrepresentativesfromGreenwichCCG,LewishamandGreenwichNHSTrust,Royal
BoroughofGreenwichPublicHealth,OxleasNHSTrust,ChildrensCentres,MumsAid,Healthwatch
Greenwich,ExpectantFathersProgrammeandSomalianParentsgroup.

Thecommitteeischairedandvicechairedbytwolocalfirsttimemums,whousedlocalmaternity
services.

How do we operate?
TheMSLCholdsmeetingseverytwomonthsinchildrenscentreswithintheborough.Thesedaytime
meetingshaveacrecheavailabletoserviceusers,whichisincludedinourbudget.Between1030
committeememberscanattendeachmeeting,andourmeetingpapersarecirculatedtoover50
peopleonourmailinglist.Themajorityofourmeetingsaremadeupofatleastathirdserviceusers.
WealsoholdtwoeveningmeetingsayearatQueenElizabethHospital,Woolwich.Thechairand
vicechairmeetregularlyandareincontactwithcommissionersandhospital(Trust)staffweekly.

Additionally,thechairsattendCCGsteeringgroupmeetings,andhavebeeninvitedtojoint
commissioningmeetingsfromFebruary2016tokeepthecommissionersabreastofserviceusers
viewsandinfluencelocalservices.ThechairsalsokeepintouchwithneighbouringMSLCsandattend
theSouthEastLondonMaternityNetworkWomansExperiencegroupmeetings.

Ourmeetingsinvolve:
Updatesfromprofessionals,includingprogressandachievements

Sharingofexperiencesfromserviceusersandprofessionals

Discussionsframedaroundpriorities(whichcanincludecasestudies,brainstorming,action
planning,scenarios,recommendations)

Theissuesandprioritiescancovertheentirepathwayfrompreconception,antenatalcare,birth,
postnatalcareandyoungchildservices.Recommendationsandactionsarethenputintoplacewith
theprofessionals.

Fundamentally,theMSLCtriestocontinuouslylistentowomensexperiencesandgatherfeedback
fromserviceusers,notlimitedto(our)membersorcommitteemeetings.Thisisdetailedfurtheron
page8.

TheMSLCalsoheldtheirfirst(annual)DevelopmentDayon25January,2016,whereweassessedour
firstyearandsetprioritiesandactionstogetherfor2016(detailedonpage9).Thiswaswellattended
byserviceusersandfosteredanenvironmentofcollaborativeworking.

Achievements in 2015
AttheinauguralMSLCmeetingon23January2015,thefollowingareaswereagreeduponas
priorities:

1. Ensuringperinatalmentalhealthremainsattheforefrontofservices,withalocalised
strategyandpathwayinplace
2. Pushingforcontinuityofcareranamedmidwife
3. Easeofbookinginappointments(directlywiththemidwife)
4. Improvingthepostnatalwardandcreatingamorehomelyenvironment
5. Promotingbirthchoices

Overthecourseoftheyear,theMSLCwasableto:

1. Createaperinatalmentalhealthquestionnaireforlocalwomenwhoarecurrentlypregnantor
havehadababyinthepasttwoyears.Thequestionnairesetouttounderstandawomans
livedexperienceandviewsofperinatalmentalhealthservices.Thesurveywasdistributed
andpromotedonourFacebookandTwitterpages,andtochildren'scentresandthehospital
clinics.Thefindingswillbecollatedandusedtoinformandformulaterecommendations
withintheperinatalmentalhealthstrategybytheCCG.

a. MembersoftheMSLChavealsocontributedandcommentedontheCCGstrategy
documentandpathway.

b. Wealsocommentedontheproposalofawellbeingplan;adocumentusedbyhealth
visitorsfromtheantenatalstagetoencouragethinkingaboutandtohelppreparefor
mentalhealthconcerns.Thewellbeingplanwasdiscussedataserviceuseronly
sessionwiththeSpecialistHealthVisitorforParentalMentalHealthinAugust2015.

TheMSLCwillcontinuetomonitorandcontributetothispriority.

2. PursuecontinuityofcarerwiththeTrustandCCG,nowpartoftheNICEguidelines.Plansare
currentlyunderwayforanamedcaseloadmidwife.

TheMSLCwillcontinuetopushandmonitorthis.

3. Analysethecurrentbookingserviceandworkwithprofessionalsandserviceuserstoofferan
acknowledgementofcontact,quickerwaitingtimes,generaleaseofserviceand
communicatingbookinginchoicesbettertohardtoreachgroups.

a. AsofSeptember2015,thereisnowanautomatedacknowledgmenttowomenwho
call(orsubmitaformonline)fortheirbookinginappointment.

b. Additionally,communityclerkshaveattendedtrainingonprocessingreferralsdirectly
(tospecialistclinics).Theserviceiscurrentlybuildingbookingclinicselectronicallyso
theclerkscanissueappointmentsattimeofbookingontotheappropriateclinic.The
bookingservicecurrentlyhasanapproximate23weekswaittime.

c. Attendedcommunityeventsandorganisedserviceuseronlysessions,which
explainedanddiscussedthebookinginservice.

TheMSLCwillcontinuetomonitortheserviceandworkonengagingwithseldomheardgroups.

4. Workedwiththestafftopushforacommentsboardinthelounge(postnatalward),a
refreshoftheloungeandreplacedthedarkcurtainswithcreamones.Thewardsareawaiting
fundstobereleasedtocompleteworkincludingpaintingthematernitywardsandrefreshing
theloungewithanewtableandchairs,paintings,andatelevision.Additionally,arotahas
beensignposted(suchasforinfantfeedingspecialists).Amaternitytransformationprojectis
alsounderwaytohelpreducedischargetimes,alongwithusingmaternitysupportworkersto
dischargelowriskwomen.

TheMSLCwillcontinuetopushfortherefreshmentwork,monitorprogressondischargetimesand
walkthepatchmoreregularly.

5. PromotedandgatheredfeedbackthroughsocialmediaonthenewGreenwichBirthCentre.
Additionally,thecommitteehighlightedtheneedfordiscussingbirthchoicesandtypeofbirth
earlierinthepathway.

a. Thedecisiontree(forplaceofbirthchoices)andthebirthplantemplateappearatthe
frontofthenewhandheldnotes,andarediscussedearlierinthepathway.The
documentsalsoappearonTheTrustwebsite.

b. TheTrustisalsoimplementingamultidisciplinaryapproach,bylinkingwith
communitymidwivesandscreeninginformationfrombookinginappointments.
Therein,makingdirectreferralstospecialistclinicswherechoicesarediscussed,along
withputtingabirthplanandanyotherrequiredsupportinplace.

TheMSLCwillcontinuetomonitorthis.

Furthermore,theMSLC:

HelpedplanandcoordinatetheWhoseShoeseventon27November2015atQueenElizabeth
Hospital.WhoseShoesisaninteractiveworkshopwhichbringstogetherserviceusersand
professionalsfromvariousdisciplinestoengageinadialogueandcreatepledgestoimprove
localmaternityservices.TheMSLChelpedrecruitanumberofserviceuserstoparticipatein
theevent.Thepledgesandgraphicgeneratedfromthedayarebeingcompiled,andwillbean
importantcontributiontotheMSLCworkplanin2016.

Contributedtothe20152016MaternityServiceSpecificationdocumentwithlocalconcerns
andfeedback.

ProvidefeedbackandworkwiththeBestBeginningsteam.

Createdastrongpresenceonsocialmedia.OurFacebookpage

currentlyhas149followersandourTwitteraccount
(@GreenwichMSLC)has222followers.Thepagesareusedtoupdatefollowersoncommittee
workandevents,Trustupdates,localmaternityandhealthnews,andlinkstomaternity
articlesandresearch.Additionally,weuseittoengageandlearnaboutbestpracticefrom
otherMSLCsandgroups(community,health,culturaletc).Wepromoteoursocialmedia
pagesonlocalgroupsandbyconnectingwithrelatedaccounts.

WealsogatherfeedbackandexperiencesonlocalFacebookmumsgroupsandfrom
womenwhohavecontactedusdirectly.Thefeedbackandstoriesarepassedontothe
HeadofMidwiferyandherteamandsolutionsareputintoplaceasrequired.

Promotedtheseservices:MumsAidandYoungMumsAid,ExpectantFathers
Programme,ChildrensCentres,Breastfeedingsupport,PregnancyEvenings,and
FamilyAction.

Involvedinthe#MatExpcampaignwhichbringstogetheralltypesofpeople
(professionalsandusers)toworktogethertomakeadifferencetothematernity
experience,andempowerwomentosharetheirvoice.

Participatedinandpromotedsocialmediacampaigns,suchas#OxyOctand
#MumsUnitedwhichencouragewomentobekindtothemselvesandacurrent
campaignaskingserviceuserstoleaveamessageabouttheirmaternityheroes.

Heldtwoserviceuseronlysessions,inJuneandAugust2015.Theseprovidedserviceusersa
spacetovoicetheirconcernsinamorecasualenvironment.Thefeedbackwasusedin
conjunctionwiththeprioritiesandpassedontotheHeadofMidwiferyandcorresponding
teams.

PromotedtheMSLC,bookinginservice,breastfeedinggroupsandotherservices(listed
above)atcommunityevents.Wealsospoketowomenandpartnersandgatheredfeedback,
whichwaspassedontotheHeadofMidwiferyandcorrespondingteams.

Whats next?
Inadditiontomonitoringthekeyprioritiesof2015;fromourdevelopmentdayinJanuary(2016)the
MSLChascreatedaworkplanwhichincludesthefollowing:

1. Todevelopaspecificmidwifetooverseedischargefromhospitalandtorefertospecialist
clinics
2. TodevelopaspecificmidwifespecialisedinTongueTietobeavailableeachshiftfor
diagnosisandreferralease
3. Todevelopaperinatalmentalhealthresourceslist
4. Tocapturestories,includingthosefromseldomheardgroups
5. ToencourageanopendialoguebetweentheCCG,TrustsandMSLCtoencouragecostsaving
efficienciesbytransferringservicesfromcentrallocationstocommunityhubs
6. Toexploreasympatheticstickerforearlymiscarriage
7. Consultationwithdadstounderstandneedsandsupportdadssupportgroups
8. SolihulltrainingformidwivesandCCGstaff

Wewillalsoaimformoreregularwalkthepatchsessions,apresenceatpregnancyeveningsand
findingwaystoengagewithlessheardgroups.

Conclusion
GreenwichMSLCisgainingmomentumfromthestrongfoundationandachievementsoflastyear,
andwewillbuilduponthatbymaking2016aproductiveandinspiringyear.Thespiritofcollaborative
workingamongthecommitteemembers,bothprofessionalsandserviceusersisourstrength.We
lookforwardtoworkingtogethertolistenandrespondtowomen(andtheirfamilies)toensure
Greenwichbecomesacentreofmaternityexcellence.

4.Meetings
TheMSLCwillmeetbimonthlyatavarietyoflocationsintheboroughofGreenwich
Acrchewillbeprovidedforalldaytimemeetings,thecostofwhichwillbefundedbythe
MSLCbudget
TheMSLCChairandviceChairwillhavetheopportunitytomeetbimonthlywithaperson
nominatedbytheCCGtoactasMSLClink.ThismeetingwillupdategeneralMSLCbusiness
andsettheagendaforthefollowingmeeting
TheMSLCwillbewellpublicisedthroughpostcards,leaflets,onwebsitesandthroughother
parentgroups.

5.TheChairandviceChairpersonrole
Thechairpersonwillbeaserviceuserrepresentativeappointedbyanagreedprocesswiththe
MSLCCCGlead
Thechairandvicechairpersonwillhavetheirtime/expensescoveredforatotaloffivedays
permonthbyanamountagreedwithGreenwichCCGtobeinvoicedquarterlytoGreenwich
CCG
ThechairpersonwillagreewiththeviceChairastohowthe5daysissplitintermsofMSLC
relatedactivity
ThechairpersonwillensuretheMSLCcommitteemeetingsrunsmoothly,ensurelocalusers
feedbackiscollectedandcommunicatedtoservicecommissionersandproviders,represent
theMSLCandserviceusersatmaternityservicemeetingsandfollowtheagreedMSLCwork
plan.

6.ServiceProviders/Commissioners
Thecommissioners(GreenwichCCG)willensurethereisadedicatedbudgettosupport
GreenwichMSLCinlinewithnationalguidance
Thecommissioners(GreenwichCCG)willensurethereisadedicatedpersonwithmaternity
expertiseworkingfromoronbehalfofGreenwichCCGwhohassupportofGreenwichMSLC
withintheirworkplan,andwhomeetsregularlywiththeChair/vicechairactingasasourceof
helpandsupportforthemwhenneeded
TheServiceProviders(LGHT)/Commissioners(GreenwichCCG)willrespectthecollective
voiceoftheMSLCandtakeintoaccounttherecommendationsoftheMSLCwhendesigning
services.
TheServiceProviders(LGHT)/Commissioners(GreenwichCCG)willsupportregular
attendancefromkeystaffwhoareMSLCmembers.
TheServiceProviders(LGHT)/Commissioners(GreenwichCCG)willinvitetheMSLC
chairperson/cochairtoattendmeetingsandeventswheretheserviceusersvoiceshouldbe
heardandaccountedfor.
TheServiceProviders(LGHT)/Commissioners(GreenwichCCG)willfacilitatetheworkofthe
MSLCchairperson/cochairandcooperateintheMSLCworkplan.

7.Administration
GreenwichCCGwillprovideadministrativesupportfortheMSLC.
TheMSLCadministratorwillprovideCoreMemberswithmeetingminutes,monthlymaternity
statistics,advancenoticeofmeetingdatesandthechancetocontributetothemeeting
agenda.
GreenwichCCGwillensurethereisasystemtoreimburseregularserviceusermembersfor
travelexpenses
GreenwichCCGwillensurethatacrcheisprovidedforalldaytimeMSLCmeetings

8.Committeeproceedings
Allcoremembershavevotingrights.Associatemembersdonothavevotingrights
Agendaandpaperswillnormallybecirculatedtwoweeksbeforeeachmeeting.Anymembers
mayaskforitemstobeincludedontheagenda.
Thechairmayinviteindividualsonanadhocbasistoameetingforparticularitemsonthe
agenda
Meetingswillbeheldbimonthly
AquorumshallbeonethirdofthefullcoreMSLCmembership,includingdeputies.
Whereamemberisunabletoattendameetinghe/shewillinformthecommitteesecretary
beforethemeetingwhetherhis/herdesignateddeputywillbeattendingthemeeting.The
deputywillthenhavefullvotingrights.
Whereamemberfailstoattendthreeconsecutivemeetingswithinaoneyearperiod,their
membershipshouldbereviewedand,ifnecessary,areplacementsought.
