EXECUTIVE

SUMMARY

This report describes the work done on a community theatre project to address the killing of people with albinism (PWA)
in the Lake Zone Simiyu Region, Bariadi District, Tanzania. It examines general performance of the project, classified into
five chapters. The report provides an introduction, overview of atrocities against PWA in Tanzania, activities done, lessons
learned, findings, conclusion and recommendations.

ACKNOWLEDGEMENT

In this project addressed the fight to end atrocities against people with albinism (PWA), Safe
Youth Development Scheme (SYDS) received invaluable support and commitment from various
institutions and individuals.

its Embassy in Tanzania; this project represented a great opportunity for Americas development
assistance, our citizens and for the recognition of the importance of ending atrocities against
PWA.

ensuring our security and safety during SYDSs stay in Bariadi.

CHAPTER ONE
INTRODUCTION
SYDS is a youth led, not for profit registered company. It was founded on May 2012 and formerly established in 1st October 2013 by a group of professional young people. We focus on the development of youth by targeting good health, education, infrastructure development and empowerment of young women, through working on social-economic issues, poverty
alleviation strategies and management of risks facing youth. SYDS activities are focused on supporting Tanzanias National
Development Policy - Vision 2025.

Promote better health, life skills education, self-awareness among youth through training, sports and entertainment programs, coalition building and advocacy.

Main objective

The main objective of the project is to use community theatre to address why villagers in the lake zone district of Bariadi are
afraid to provide information or testimony to law enforcement officials in the course of police investigation of attacks against
PWA.

INTRODUCTION

Specific objectives
1.

To provide an awareness about albinism, challenges faced by PWA and live with PWA through focus-group
discussions and seminars

2.

To explore the awareness of villagers about term albinism, what they know and why they are afraid to provide
information or testimony to the prosecutors and police

3.

To identify factors that stops people providing information or testimony to law enforcement Officials

4.

To identify measures which have already been implemented in order to provide right and friendly mechanisms
that will lead the villagers to feel and remain safe after reporting cases to prosecutors and police, and ensure law
enforcement officials making villagers aware of the mechanisms.

Primary target audience

The primary target audience for this project is a group of young people aged between 18-30 years, who may or may not have
a formal education. There were a total of 250 participants including 50 PWA who live in villages in Bariadi district of Simiyu
region Tanzania, with equal number of men and women.

Behavioral objective for the primary target audience

To develop and perform community theatre which seeks to address the main objective of the project is to address why villagers in the lake zone district of Bariadi are afraid to provide information or testimony to law enforcement officials in the course
of police investigations into attacks against PWA. The skits also addressed the variety of challenges faced by PWA. The best
skits which answered why people are afraid to give all information to the prosecutors and police about cases involving PWA
were performed at village level and during closing ceremony.
Following the development and performance of each skit, SYDS facilitators led discussions on how the local community in
cooperation with the police might overcome those fears. SYDS emphasized the use of law enforcement officials and came up
with strategies that ensured security to the witnesses and encouraged them to feel free to provide information.

OVERVIEW OF ATROCITIES AGAINST PEOPLE WITH ALBINISM IN TANZANIA

lbinism is a rare, non-contagious genetically inherited


condition present at birth, in which the body does not
produce pigment (melanin), resulting in a person
having pale skin, light hair, pinkish eyes and impaired vision.
Albinism is considered a rare condition. Worldwide, it
affects only one in twenty thousand people in the western. In East Africa the rate is much higher with one in every one thousand and four hundred people being affected.
In Tanzania, PWA have been attacked, abducted and/
or killed for their body parts which are used in traditional medical treatments as these body parts are believed by
some to possess special healing and luck-giving qualities.
More than 80% of the atrocities especially killings of PWA
have been committed in the lake zone-north western part
of Tanzania. It has been recorded that more than 70 PWA
in Tanzania have been killed in targeted attacks since 2000.

The true number of those murdered is, however, thought to be much higher due to under reporting and given the secrecy
surrounding the use and trade in the body parts of PWA. According to a February 2015 report by Canadian non-government
organization Under The Same Sun there have also been sixty survivors of these attacks some with severed limbs and others
who survive abduction, and sixteen graves. Rape is also part of abuse as some believe that sexual intercourse with a PWA will
cure HIV/AIDS. However, there have been only ten convictions related to attacks on PWA to date in Tanzania.

The continuing atrocities of PWA has been a longstanding feature of life in parts of Tanzania as result of superstition, lack of
education and poor understanding regarding the nature of albinism. Perpetrators include relatives who live with PWA, businessmen from mining and fishing industries, political leaders, religious leaders and traditional healers. The last of these send
people to bring body parts of PWA which they use as ingredients for making medicines which they believe will bring fortune,
wealth, and achievement of businesses and career goals, and also improves magical power. This causes PWA, mostly children
and women, to be attacked, killed and hunted for their body parts in recent years.
At the same time PWA are also ostracized and killed because they are thought to be cursed and bring bad luck. The birth of a
child with albinism can be seen as a bad omen, punishment, sign of a womans infidelity or the re-birth of a European colonist.
It places strain on family and community relationships, and can lead to discrimination, ill-treatment and abandonment. This
has led to a relative or family member, like a father or mother, to be involved in murder by giving out information of the child
and getting paid in some cases.
The beliefs of many people in the community means that traditional healers are not used only as healers but also in superstition where the result is major effects in lives of PWA such as loosing peace and hope of living.

ACTIVITIES DONE AND LESSONS LEARNED

Training
SYDS Staffs had training for two days about challenges and solutions facing people with albinism before starting the project.
The training was provided by SYDS sub-contractor, a Canadian non-profit organization UTSS which has a vision of ending
the deadly discrimination against persons with albinism in Tanzania through education and advocacy. Training facilitators
were from office of director of public prosecution, criminal investigation, and center for human right and good governance.

Lessons Learned from training


Under the current legal framework, there are no special programmes related to witness protection in the country. However
there are several provisions from different criminal statues which provide for witness and victim protection which are penal
code, prevention and combating of corruption act, and ant-money laundering act. For the purpose of PWA cases, witness
protection provision is provided under penal code, cap 16 R. E 2002 section 89B and 110. In order to have an effective witness
protection, the government of the United Republic of Tanzania has enacted the Whistleblowers and Witness Protection Act
of 2015 which is not yet assented by the President.

Major challenges in dealing with PWAs cases in Tanzania;

Lack of adequate and reliable evidence. This is due to;


i.
Time of commission of crime because most of the crimes against PWA are committed during the night

Unwillingness of the witnesses and the victims to give evidence

Distorted witchcraft beliefs are deep rooted in the villages


Some PWA live in remote and isolated areas some of which are restricted as game and forest reserves a situation which
endanger their lives

Community Mobilization

Community mobilization involved the engagement of various stakeholders in preparations for the project activities. We also
engaged government officials and field staffs and ensured that we had the appropriate permit to conduct the project.

Through this project SYDS demonstrated the effectiveness
of using targeted primary audiences to develop and perform theatrical skits to convey messages to the community
on why villagers in the Lake zone district of Bariadi are
afraid to provide information or testimony to law enforcements officials during police investigations into attacks
against people with albinism.
SYDS met with various stakeholder including political
leaders, police force, traditional healers, religious leaders
and family members living with people with albinism and
albino group also local government authorities, legal and
human rights association and community based organization. The discussions meeting aimed to inform those
stakeholders of the theme of the project and behavioral objectives f the targeted primary audiences.
We used sports and games in to mobilize the project participants, make them aware of the project and make them own the
project and its outcomes. We also used promotion materials such as posters, banners, brochures, flyers and t-shirts which
carried the main theme of the project.

Week number one

Kampira, Department of Accounts to Havier Valerian, Department of Social Media and Marketing to Anitha Rushekya, Department of Coordination and External Relation to Arnold Pangani, Department of Logistics to Lazaro Mnzava, Department
of Information Management to Livan Chotta, Department of Monitoring and Evaluation to Estasia Ngowi, and Department
of Field Staffs Coordination to Kidai John Anderson.

should involve SYDS t-shirts and identification cards. In any Organization time management, teamwork, ability to work under pressure and on deadlines is crucial. Identifying and correcting inadequacies are the keys to develop a strong successful
project. As he finished Malick said we should remind ourselves about our job descriptions and every activities in line with

11th august 2015, SYDS staffs started the project by surveying the Nkololo division which is about 40 kilometer interior
from the town center of Bariadi district, while there we visited the police station. Met with Inspector Zuberi Loya and asked
assistance on providing assistance during our project. Some of the important information of wards and villages were found.

Nkololo division comprises of five wards which are Nkololo, Mwaubingi, Nkindwabiye, Mwadobana and Mwaumatondo.
SYDS reached 18 villages from the mentioned wards such as the village of Bubale, wabuluda, Byuna, Gasuma, Mwaubingi,
and Nkindwabiye. Mr. Binto Israel Benjamin, the division officer, told us that Nkololo division has 34 people with albinism
and he also provided information on the places where high number of attacks has taken place.

By ranking and prioritizing according to geographical location, number of albinos, incidents of atrocities and infrastructures,
SYDS selected and decide that the centers for the project would be Nkololo and Gasuma villages.
SYDS chose Nkololo due to the large number of people and the available services such as hospitals, security, markets, and
schools in comparison with other villages. Also Nkololo is the center of all villages so it is easy for the members of community
to reach the place during our activities.
Gasuma village because there has been an attack of a 17 years girl with albinism on February of 2014 who was gang-raped by
five men on her family farm and contracted 2 STDs and also became pregnant .
The external relation manager Mr.Arnold Pangani met with Bariadi Organized Criminal Department Mr. Anaeli Mashulule
Mbise to discuss on the security matters and informing him about our arrival. The aim to of the meeting was to assist SYDS
with police during the stay and to places in which the project is to be conducted.
Mr.Mbise, said to and insisted SYDS to not to say that people are afraid to provide information on atrocities towards people
with albinism since they do provide such information to police force officials but the information are kept confidential so as
to protect the informant and maintain trust and peace between the community and the police force.
SYDS also met with District Administrative Secretary (DAS) of Bariadi district, and Regional Deputy Assistant to ask for the
permit letter to start our activities in the villages.
Bariadi District councilor Mr. Abdallah, advised SYDS not to get involved in political discussions while conducting the
project activities since the country is approaching the general election in October and on the 22th august 2015 is the official

opening of political campaigns. He said that to make there should be none of the misunderstandings, disorders, and violence.
Mr, Mathew Masamaki, Traditional Officer of the district provided assistance to SYDS in recognition of youth groups which
are engaged in songs and plays, and also look for traditional healers found in the district.
Thereafter SYDS met with Simiyu press club coordinator, Mr. Thomas Ambonise Mwakasendo, to discuss the availability of
the media while conducting the project. He said SYDS will be able to be connected with Mass Medias such as Independent

Television (ITV), Tanzania Broadcasting Corporations (TBC), Star Television, Channel Ten, Clouds Television,
Radio Free Africa, Sibuka FM, Nipashe, The Guardian, Mwananchi Communication, Majira Raia Mwema, and
Mwananchithrough Simiyu Press Club.

The field staff coordinator, Mr. Kidai John Anderson, planned the duties, responsibilities, and conditions to be met by the
recruited field staff.

12th august 2015 SYDS, Staffs were not able to continue with the project activities due to the delay of permit letter from

the District Commissioners office by then discussed on the targeted villages, wards, and number of staffs needed to assist
during the project hence, two fields staffs were needed from every villages chosen for the SYDS project. Their role will be to
help villagers understand the activities planned by SYDS, suggest venues, identify youth groups, families living with persons
with albinism, translate when necessary, distribute promotion materials such as flyers, brochures, posters, banners, and
prepare 250 young people to attend the seminar and understand the issues facing persons with albinism.
While other Staffs waited for the permit letter Executive Director and External Relation Manager went to visit the Regional
Commissioners Office and there they met with the RAS Mr. Erick Mwaipeta. Arnold asked if Mr. Mwaipeta could assist SYDS
with the permit letter but was advised to go back to District Commissioner Office.
Lately SYDS asked to present the letter from responsible Ministry or donors and copies of SYDS staffs identification cards
and registrations forms in order to obtain the permit letter. Glad we got it on the coming week after submitted what the DC
office requested.

13th august 2015, SYDS Identified distances between wards and villages, SYDS Staffs had a brief meeting which aimed to

identify centers and distance between wards and villages in order to plan for transportations of the targeted audience, promotion materials and refreshments during seminars to the selected centers.
Staffs then surveyed, ranked, prioritized and mapped these centers and match with the information received from Nkololo
police stations and at division office.

16th august 2015, SYDS Staffs met with Mr. Kidoyayi Juma Mayunga who is the Chairperson of the district traditional

healers. Mr. Mayunga said Persons with albinism do not like to be called Albinos, instead they prefer to be called person
with albinism since it includes humanity within it. He stated that elders are not the ones who hold the machete and conduct
albino killings but the idle young people in villages are the ones.

Most of the people in the communities think persons with albinism vanished and never die, but he said thats not true
because whenever they got sick they were taken away, thrown in the wild or buried alive. He further explained that even the people affected by HIV/AIDS in the villages were buried alive. With a smile on, he said Sukuma land people are very humble and
cruel at the same time because of the ignorance among them caused by not going to school. When you bring in a traditional
healer and a professional doctor they will all listens to the traditional healer. He said, traditional healers read peoples psychology and that superstitions do exists. He went further by saying false traditional healers are the ones who do the killings, and
albinos are called deals. He said, people who do the killings take drugs and have lost hope in life due to poverty. He continued
to say the best way to end atrocities toward people with albinism is by not allowing the new traditional healers to get licenses
on local councils but to call upon the expert traditional healers to recognize and discuss if the new one is trusted of or not.

Week number two


Safe Youth Development Scheme got the appropriate permit from the DC to start the project activities.
17th August 2015, Monday SYDS Staffs had a morning briefing whereby, Mr. Malick Mawere, Project Coordinator, emphasized on several activities such as improving performance at work, and told the Logistics Manager to be careful with the office
keys. He went ahead with his morning briefing and said; He suggested that we should include Nkindwabiye village because of
report of albino killings on the place. He went ahead saying we shouldnt get out of the project theme that is we have to read
and remind ourselves of the project theme and what has to be done.

The External Relation Manager, Mr. Anold Pangani met with the Nkololo Division Officer and discuss on the statistics of
families living with persons with Albinism. He said that there are 22 families in the wards. Unfortunately the albino groups
targeted audience we intended to reach were not found due to the fact that, most of them have already run into special camps
in Lamadi and Buhangija camp in Shinyanga.
The Field Staffs Coordinator, Mr.Kidai John Anderson formulated plans for identifying and implementation of project activities to be carried out. He identified field staffs and directed them with tasks to be conducted for the whole week.
The Administrative Officer, Ms Rehema Kampira prepared letters for local government authorities and other officials for the
DC office.

ACTIVITIES DONE AND LESSONS LEARNED

18th August 2015, SYDS had a morning briefing and continued on the pending activities such as recognizing venues for

the project. The project coordinator requested for the mobile numbers of every stakeholder met during the project activities
for the case of follow ups.

The External Relation Manager, together with The Marketing and Social media Officer went to meet with the Missionary
Church Director. The aim was to discuss on the availability of the Christian religious leaders to participate and attend on
project activities. He told them about that missionary church and he said that missionary It is a place for pilgrimage,
and went ahead and states that people are now responding to the Christian teachings and the killings have reduced.
The Field Staffs Coordinator, Mr.Kidai John Anderson visited Gasuma, Byuna, and Nkindwabiye villages to meet with the
recruited field staffs and made some logistics plans on how to conduct project task.

The Information Management Office was doing computer maintenances and trouble shooting and preparing promotion
materials such as posters, brochures and flyers to be distributed on selected villagers. He also daily went to the villages to take

pictures which for social media accounts such as Facebook, Twitter, Instagram and on website in order to raise awareness to
other members of the communities in Tanzania and the world at large.

19th August 2015, In the morning briefing of which the Staffs were giving out the feedback updates of the day before

activities which was distributing letters to Ward Executive Officers and Village Executive Officers, report of identified families
living with persons with albinism, identified venues, mobile numbers, and names of field staffs.
Field Staffs Coordinator presented the challenges he faced on the other day. He mentioned challenges like hardship in getting
targeted audiences especially girls and identifying traditional healers, villagers were asking on the timetables, were also asking on the qualities of the people for skits. He said that recruited staffs were asking on how they are going to benefit like the
amount of cash they are going to receive in seminars.
The Project Coordinator suggested that the people for skits are anybody from the targeted audience but there must a balance
of gender meaning an equal number of women and men.
He continued by saying, recruiting persons with albinism for our project we should communicate with TAS (Tanzania Albinism Society) to. He also went ahead and told The Field Staffs Coordinator, to make sure that the recruited field staffs are
posting the posters and stay in touch with the district chairpersons of traditional healers, Mr.Mayunga to assist on getting
more traditional healers available in the district.

20th August 2015, External relation Manager together with Social Media and Marketing Officer went to visit legal and

human rights Center (LHRC) and met with Chairperson Mrs. Catherine Lushinge, they had discussion and ask for the
availability of some officers from the organization to assists SYDS on providing education on human rights, during the seminars. Ms. Catherine was happy and said that we are the first organization to come to Bariadi to stop these atrocities, and directed us to a group
that sings about ending atrocities and would be of help during the opening ceremony of project.

Monitoring and Evaluation Officer met a family living with persons with Albinism and found out a family having two daughters one of three
years and the other of two months. She shared some knowledge that albinism is a rare, non contagious genetically inherited condition present
at birth in which the body does not produce the pigment(melanin), resulting in a person with a pale skin, light hair, pinkish eyes, and impaired
vision to the family.

The three years of age daughter was excited to meet the Monitoring and Evaluation Officer and introduced her name and said
she loves friends from town especially girls. When carrying her she saw some strange reddish on neck and advised her mother
to make sure that she wore a cap and clothes which prevent sun rays to the skin, and that she should not let her play far from
home during and should sent her daughters to clinic for check-ups of their skin to prevent skin cancer.
SYDS also met a lady, Mrs. Mariam James, She explained to us why villagers afraid to give out informations to Police officials
on these atrocities, said killers do the killings at night hence made it hard to recognize them and the areas are remoteness and
no electricity power. She went ahead by saying if someone who do the killings is her neighbor, she cannot report such a person because she is afraid of being harmed and also she said most of the villagers they afraid the dress code of police officials
and lose confidence.
She shared a sad story of her Cousin by the name of John George who
lives in Ukerewe village, on 2009 was

her what can be done in order to create peace on PWA and she replied,

be taught in schools like a subject.

SYDS contacted TAS Lake zone coordinator to assist on getting PWA to participate on the project. Most of the people with

albinism having been forced to move away from their homes in their mother villages and migrated to town and others have
been sent to camps because of the insecurity of their lives; recently they have been hunted, attacked and murdered for their
body parts.
SYDS met with Muslim religious leader Mr. Miraji Ahmed and talked about SYDS mission and also discussed about ongoing
atrocities of PWA and his views as religious, he said is trying so hard to educate his fellow Muslims and other community
members that PWA are human beings as others and not white goats as many people from the community being calling them.
He went ahead and said some of the Witchdoctors are using Muslim names to conduct their rituals and superstitious. Thus it
implicates Muslims are the ones conducting the atrocities while it is not true. He also suggested that more education is needed
to the community so as to raise the awareness and by doing so, those atrocities will reach to an end for the coming generation.

Following days staffs had the task of making prior preparations for the opening ceremony. Field staffs coordinator made
follow ups with groups found for the project from villages and emphasized the leaders from each groups to attend with their
members on the opening ceremony
External Relation Manager contacted with the Simiyu Press Club for press availability during the opening ceremony and
found various TVs, magazine and radio stations.

SYDS prepared sports and games like football matches which included women and men, traditional dances, suck races and
chicken race.

The ceremony was to ensure that all members are registered before the seminars begin by filling in the special forms which
included necessary information of the participants such as name, village from, age of the participant, permission of posting
pictures and videos in the social networks and place where he or she to sign. In executing the activity staffs used cameras,
laptops for data recording and storage.

SYDS registered 23 groups from 18 villages in the division and reached a total number of 236 targeted audiences.

Lessons learned from Community Mobilization and Groups registration

1.

To obtain the permit letter from the District Commissioner in a timely manner you must provide the DC the letter
from Ministry responsible for the project or from Ministry of Home Affairs and Social Welfare and not a letter from
sponsors, at least a week before your project starts, it is their protocol or else you might be stopped to do your project.

2.

It is very important to train the recruited field staffs of their duties and responsibilities before they start to register the
youth groups in their community so that they wont mislead the project theme and pave the way to withdrawal of
members from groups.

3.

It is very important to engage community members in the project using both field staffs that are experienced with the
community involved and people. They help with translating presentations, to ensure community understand why you
are there and assist with the dissemination of the theme of the project to be conveyed.

4.



It is very important to pass through the timetables of the place whereyou will be implementing your project and see if
there is an event of which it will be of help to showcase the project theme. But also you have to be careful on the kind
of events, some might cause trouble to your project. Example during political campaigns and elections people in the
communities what they all focus is that, must be caraeful and separate your project with the event carried on if they
are not related.

Community lack knowledge that albinism is inherited and how/where to report when an attack or murderer of PWA
occur. They find reporting procedures confusing due to the people involved are either their neighbors or relatives and
worry of being isolated or their information they give are not kept confidential.

The participation of youth groups and community was real good, most wanted to know more about the theme of the

project. This is the result of community engagement, hangout with them, discuss and make friendship. It is the best

strategy to use, get yourself engaged to all kind of people in the community, this might help you to get very various

information that would be helpful during your project implemntation.

In rural areas, the use of sports and games for the mobilization of people is an effective and efficient tool for the
successfulness of the project and it is where engagement and team spirit was seen to be built.

Roads were rough and untarmarced, leading to face a challenge of transport hiring, found costs of hiring to be high
and also sometimes its hard to find a nice hardbody cars to hire for your project, there is no large number of available
vehicles in the villages especially in the remoted areas.

Police force were very cooerative, and this was because the project also includes them but also because since day one
we arrived to the area SYDS went to visit them, introduce themselves and the project theme and also ask for their
support and assistance during the project. Police force is very important to meet when you arrived in a new places,
just check with the top police leaders like the OCD of the area and the nearby police stations, and this is for your
safety but also somehow understand the major crimes in the area so that you be aware. such as robbery e.t.c

We intended to meet atleast 50 PWA but unfortunately we did not and found only 2 (two) who qualified for our
project, this was because most of them were not around their homes, either sent to the camps for their protection or
others forced to shift or run away from their homes and migrated to town centers due to the increase and attacks
against them around their homes.

We arranged transport for the journalists to come to take news of the events carried on, especially during the group
registration, and this is important or else if the village is far from town they might find an excuse and they wont
come unless you pay them. And to let you know is that many of the local journalists are money oriented so you have
to be clear and open to them if you are not going to pay them anything, you must list services that you will provide to
them. Dont get disappointed for that just be calm and neotiate with them.

12. We also found trouble while recruting youth groups in the villages, most of them thought that we are going to give

out money or pay them to participate in our project, something that was not in our planning, we had to explain

to them about that, some understood but others did not which leads them to withdrawal in the project. This all issue

of payment was raised because in the past, there was an organization which conducted a seminar and paid the

participants and this seemed it is done by many organization doing projects in the villages. This is not okay.

Week number four and five.


Seminars:
Safe Youth Development Schemes conducted seminars which included youth
groups, political leaders, religious leaders, traditional healers, and shared views
on why people afraid to provide information to law enforcement organs about
continuing atrocities towards persons
with Albinism. The seminars were conducted for two weeks from 1st September 2015 to 11th September 2015.

Youth groups attended the seminars


were from villages like Gasuma, Nkindwabiye, Bubale, Nkololo, and Byuna,
and the centers were Gasuma and Nkololo Divisions. SYDS staffs arrived on the Centers early and started placing chairs, tables, banners on their places. Field staffs
coordinator and logistics manager were on duty to make sure the youth groups were picked and returned safe from their
villages to seminars centers. Administrative Assistant was responsible in preparations of refreshments, while the External
Relation Manager was the one who was responsible for directing the sitting arrangements of the youth groups, introducing
the project, staffs, and the overall supervision of seminar sessions.
When Targeted audiences arrived SYDS cross-check registered primary audience, then were served with notebooks, pens,
T-shirts and flyers. SYDS in collaboration with audience we made class rules and regulations that should be obeyed during
sessions. See below.

Seminars were carried on by SYDS Facilitator Mr. Seif Kondo, Advocacy Officer, representative from Under the Same Sun
(UTSS). Mr. Kondo trained the youth groups the general understand about people with albinism, why a child born with albinism and challenges faced by them. Targeted audiences became interested with the seminars, asked so many questions which
made the sessions to be active at all times. When seminar facilitator ended the seminar, SYDS staffs facilitated the group tasks
given to targeted audiences. The task facilitated was the assigned questions on why society afraid to provide information to
law enforcement officials on atrocities towards people with albinism and the importance of providing information to law
enforcement Officials, each group did their presentation in front of all audience.

Rehearsals and skits development


After seminars, the primary target audiences were coached to develop theatrical skits to convey the messages of why people
are afraid to provide information or testimony to law enforcement officials and various challenges facing people with albinism in their community. Members were divided into groups of five to ten people and the skits were recorded for two days
for every group to enable them understand their characters, get familiar with the environment so as to clearly deliver the
message to the community. Skits included people with albinism. Our registered primary targeted audiences were 236, including 2 PWA , we looked them during rehearsals and selected few among them to develop skits and others play in the parts of
scripts, organizing and advise, we selected 91 participants to act. Our case with PWA of whom we had only 2 of them, we
tried to recruit some from town to be in the part of the skits but too bad they wante to get paid for that even though we tried
to explain to them that all of the skits intended to adress and prevent atrocities against them but they did nort understand, we
failed to pay them and they never show up.

Lessons learned from rehearsals and skits development


1.

It is important to ensure enough time is allocated, look for best location to develop awesome skits that effectively
deliver the message to the target community.

2.

Warming up activities is crucial for strengthening collaboration between targeted audiences and facilitators.

3.

A check of the location of the skits geographical position and weather condition, either through a pre-commence
ment site visit or tapping into local contacts.

4.

To provide good quality visual record of the project activities through pictures and videos you must use high
definition cameras which can adapt to various environments, having different tools like lapels and microphones.
It is useful to have drones more than one to capture images from different angles from the sky.

Lesson Learned from Performances of skits at village level


W e organized performances of all skits which were developed and ensure they wee erformed at the village level, our aim was
to allow other people, secondary primary audiences to be able to see what we were doing and also to receive the knowledge
and lessons from the skits, we are sure that some of the audience during the performance they did got something.
Participation and attendance in those performances was good, most wanted to know more about the project. Highlighted the
interest of community to be more significant and become care takers to people with albinism, meaning skits should be clear
and straight to the point without losing focus of the message intended to be delivered.

Make sure you announce the dys and time of the performances to your audiences and the community by using public announcement sydtem to make them aware and make them participate.

Discussion meeting between villagers and law enforcement officials


Following the performances SYDS held a discussion meeting with the local community and law enforcement officials and together discuss on how the community can overcome fears mentioned in the skits. The meeting was attended by the police inspector of the division Mr. Zuberi Loya with his colleagues and division officers of Nkololo, Mr. Emmanuel Benjamin Binto.
Mr. Zuberi begun the discussion by telling the audience better ways of providing information to the police. And tell the villagers to not provide information to anyone in the community but to provide information to one you trust if not the police,
but insisted to better trust the police or representatives placed in the villages and teachers. Its every ones right to provide
information.
Mr. Binto encouraged the audience to report information of attacks against people with albinism to more than one entity.

Mr. Zuberi encouraged the audience to remove the mindset that they will be arrested if they are to testify against attacks
against people with albinism. He further said that the law of interrogating someone and torturing is removed; in case one
goes to provide information to the police she or he is not interrogated and incase any police does so, further procedures
against the police will be taken and said that people who provide evidence, there is a law that protects such people..

During discussion, different questions and answers were discussed; community in collaboration with the police officials
came up with various strategies to overcome their fears
Mr. Njire Masweko, a participant from Nkindwabiye village, requested the police inspector to distribute police in each ward,
but the inspector said that cannot be possible due to shortage of policemen in the country, he also said that security for the
people who provide information is confidential and incase any police exposes your information got fired.
After the discussion the villagers thanked the inspector of police and promise to collaborate and provide the information to
the right people without fear and quick to the police and they also thanked to be changed their perceptions towards police
officials.

Closing Ceremony
29th September 2015

We held the closing ceremony at Bubale village play ground in Nkololo village. The media was here, we invited and various
guests attended and gave speeches and announcement to the primary targeted audience and to crowd of over hundreds of
people from various villages including people with albinism.

Speeches from the religious leaders, assistant region police commander, district administrative secretary, and Lake Zone coordinator of Tanzania Albinism Society, village and ward executive officers, district head of traditional healers, division police
inspector, and division officer was very powerful and convincing.
The assistant project coordinator opened the ceremony he introduced SYDS staffs and the invited guests and the mission and
purpose of the project, and then welcomed the skits performances, dances and speeches to commemorate.

Mr. lazaro Anaeli the lake zone coordinator of Tanzania Albinism Society was invited to give his speech; he
begun by saying that Tanzania Albinism Society is an
association that anyone can join either he or she has or
doesnt have albinism. Some time before parents that
have children with albinism were part of the association
but now they have their own committee.
He continued that people in the villages are unaware of
the word albino and people with albinism; others use it
in a wrong way. Research is still conducted in different
districts in the lake zone regions of Shinyanga, Mwanza
and Singida, with the aim of finding out what our great
grand parents taught people about albinism, he thanked
SYDS for carrying out a project on albinism, raising
awareness and fighting atrocities against them.
Mr. Anaeli continued with the myth of PWA, said; since long ago the community has been taught different stories about albinism, like some people said albinism sees clearly at night than day time and they dont die but they disappear. This myth of
vanish originated when a pregnant mother gave birth at a traditional healers place, when the traditional healer found out that
the born baby had albinism he murdered the baby and then was buried in the hills . Others say that one is born with albinism
when it rains and there are sun rays then the pregnant mothers baby automatically turns into an albino and many more myth
about albinism which are not true.
Lastly he talked about education, he complained that people why people say that people with albinism are brighter than
others which is not true because long ago they were ignored, they were not taken to school because they couldnt help the
community, how come they are brighter than others while they dont even go to school!? But Mr. Anaeli testified that he is
educated and has a degree in Information Technology.
He concluded by thanking the American Embassy Tanzania for funding SYDS program, Amani Ni Maisha project, also
congratulates SYDS for the great work and promised to work hand in hand with SYDS in the future projects to end these
atrocities.

Field staff coordinator, Mr. Kidai J. Anderson announced briefly about the project from the beginning to an end; SYDS project begun from 28th July 2015 to 29th September, 2015, project to address why people are afraid to provide information or
testimony in the course of police investigation of attacks against people with albinism in Bariadi district, Simiyu region.
236 young people including 2 people with albinism, 141 male and 95 female aged 18-30 years, from 25 groups, found in 18
villages have been educated on the myth and truth of people with albinism, through seminars and theatrical skits development. The groups prepared skits, poems, dance and drama which educate communities about albinism, myth and truth, distorted beliefs and killings.

236 young people including 2 people with albinism, 141 male and 95 female aged 18-30 years,
from 25 groups, found in 18 villages have been educated on the myth and truth of people with
albinism, through seminars and theatrical skits development.

ACTIVITIES DONE AND LESSONS LEARNED


SYDS has discussed with traditional healers, business men and women, traditional healers and political leaders to bring peace
to people with albinism. We have also faced some challenges like
Mr. Kidai explained major challenges that SYDS faced like absence of people with albinism in the targeted areas,
villagers in the communities are money oriented, and logistics and communication infrastructure is poor, and patriarchy
dominated the area leading to few women participants.
Mr. Kidai finished by telling villagers to respond positively to community development projects and have volunteering spirit
instead of asking for money in every activities which are meant for their change and development.
On stage came up Ms. Nkwimba Emmanuel, a representative of the primary targeted audience, she explained reasons of why
people are afraid to provide information to the police in their villages; people are afraid to be segregated by the community,
but she encouraged the audience not to be afraid to report these atrocities against people with albinism and the community
should instead create awareness.
Ms. Nkwimba talked about the success of the project, she said; groups that were formed have been educated and the distorted
beliefs about people with albinism have been erased out of their mind, the fact was majority of us knew nothing about people
with albinism.
She announced that talents among the groups were emerged through skits performance, music, dance and drama. She
concludes recommending the targeted audience to be great ambassadors go around villages to spread education and create
awareness about albinism.
Mr. Mayunga Juma Kidoyayi, district head of traditional healers was invited; He said that the false traditional healers are being eliminated by the government and still the government is fighting in collaboration with them. He complained saying that
people with albinism are affected mostly during political campaign due to the false belief that people with
albinism shine and are seen easily in a crowd of people .False traditional healers use this myth to lie to the
political leaders and asked them to bring body parts of someone with albinism.

He asked the community to show collaboration and work together with them to fight these atrocities.
Director of Saint Petro church Songambele, Mr. Isidori Mabula in his speech said, Atrocities against people with albinism have been raising but this is beyond satanic and the religion condemns this, we must come up together and fight this with all our powers

Then came up the Assistant region police commander of Simiyu region, Mr. Audax Majaliwa, said that this project has reminded him when he was the director of criminal in Kagera region in Biharamulo district, instead of dealing with robbers he
dealt with attacks against people with albinism in 2008 and 2009. He said that there are community police, co-management
security and neighborhood defense, this has been a big help to the community.
He told the audience not to fear the police; if you have any information just go to the police, they have changed nowadays
and become very cooperative you will be welcomed and listened. The police these days have improved customer care and
in case one is afraid to provide information he or she can call or look for a community police. He finished by saying that that
community police are distributed at all levels in wards and villages to strengthen security.

Finally Guest of honor who is the District Administrative assistant; said that what we have taught people about albinism will
be presented and disseminated by the community in different parts of their villages. He further said that the audience showed
their talents, have been entertained, trained, educated and then put everything they were taught into skits and performed
very well. All this has been done with the aim of bringing peace, love and wider communication in the community around
us, without peace there wont be development, economy will stagger relationship and freedom between one community and
another will be a story to tell. So let it be our duty to protect ourselves and fight for peace.
He continued on saying that people with albinism have been facing hardships in protecting their life against
atrocities that the community members has been doing against them, said on a behalf of the chairman of
the committee of defense and security of whom he his the secretary these atrocities wont be tolerated.

The important thing is that people shall provide information as early as possible in case they suspect someone who has committed a crime or want to. He then said that he has informed the ward and village executive officers to make sure that security
is strengthened and cases of atrocities against people with albinism are followed up.
Furthermore he said to all youth that have participated in the project should be good representatives in the community, put
in practice all what has been told to us.
He insisted the youth not to be used as a bridge of other people who dont know peace hence leading violence and drug addiction. The youth shouldnt roam around the streets greater life cant be achieved on streets but by hardworking.
He went ahead and said that he will make sure to register all traditional healers in wards and villages those who were not
registered must quick go for their registration.
He concluded thanking SYDS for the good preparation that we had done in bringing positive impacts to the community.

Lesson learned from closing ceremony


1.

Having large number of guest and participant from the government raise much awareness, seriousness, and
expectations of the people who considered their leaders cared about them.

2.

Working close with media and local journalist helps to raise awareness of the issue to other communities who did not
directly participate in the project and to government actors and other stakeholders who might provide support for
future activities.

3.

Time given for presentations, speeches and performances should be short and quick to enable all activities to be
carried out and also to not create boredom to audience.

4.

Make sure you book for tents if you will have to hire them laters, the early the better because you might find that
there are other events like political campaigns or any other public where they will be needed and thus cause the costs
of hiring to raise, also check for various distributors.

CHAPTER four
DISCUSSION OF FINDINGS
T

he main objective of the project was to seek and address why Villagers in the Lake Zone district of Bariadi are afraid to
provide information or testimony to law enforcement officials in the course of police investigation of attacks against
people with Albinism through community theatre.

SYDS conducted project and provided awareness about albinism through focus group discussions, seminars, sports
and games, traditional song and dances, poems, village performances and lastly theatrical skits development.
SYDS primary audience for the project was group of young people aged between 18-30 years, with or no formal education,
a total of 250 participants including 50 people with Albinism who live in Villages in Bariadi District of Simiyu Region with
equal number of men and women.
SYDS was successful in creating awareness to 236 villagers, 141 were men, 95 were women including 2 people with Albinism, and this implies that the project was successful by 94.4%.
Women were less than men due to number of reasons like patriarchy, early marriages, and gender preferences that men are
given more priorities than women, while women remain at home doing domestic works like washing dishes taking care of
children and old people.
During seminars SYDS found out local language names called people with albinism which have different meaning;
1.
Lyaku - meaning, a person with pale or white skin
2.
Mbulimwelu - meaning a white goat.

DISCUSSION OF FINDINGS
SYDS went ahead on exploring the myth and rumors what people say in the villages about people with albinism and found
the following;
1.

It is a certain cursed clan inheritance

2.

Caused by a curse made to a mother

3.

When you laugh at a person with albinism, you also are going to give birth a child with albinism.

4.

Clan spirits have denied the family thats gives birth to a child with albinism.

5.

It is curse, bad omen, punishment, and sign of womans infidelity.

6.

When a pregnant woman sees an albino will give birth to a child like that.

7.

Brings bad luck to the family

8.

Seen as a reborn of European colonist

The findings on why people afraid to provide information or testimony to law enforcement officials were obtained through
group discussions of 5 to 10 people during seminars and are as follows;
1.

Lack of enough education about albinism and ways of reporting are not known.

2.

Nature of the word albino is not clear made them not to see the importance of PWA thus doesnt influence the
villages to provide information.

3.

Law enforcement Officials or police stations are far from peoples residents and the areas are remote.

4.

Poor cooperation between law enforcement officials and the community members, being accused of not being
friendly but fierce.

5.

Corruption between the main suspects who are known to be wealthy and police officials.

6.

Fear of being included in the case as main witness.

DISCUSSION OF FINDINGS

Fear of being killed by the killers or attackers.

Fear of being arrested while reporting.

Villagers complain that information of reporters and witnesses of the attack or killings are not kept confidential.

11. People involved and arrested are freed after a short period of time, create more fear when they are back in the
communities.

Difficult to report the real truth because most of the killings are done during the night.

Language barrier, many of the people who live in villages speak native/local language.

Ignorance and lack of confidence to majority of the villagers, this is caused by the truth that schools and churches
were late built, most of people didnt go to school or house of prayers, do not know how to write and read, lacks
confidence to go and face police stations, most of them cant express themselves.

Fear of being left alone or abandoned by family members after reporting.

Main suspects of killings are the family members and neighbors.

Fear of being beaten by the police.

Superstitious beliefs, afraid of traditional healers.

Means of communication and transportation is still a challenge since mobile network is often unavailable and mode
of transport is bicycles.

Youth Groups mentioned the importance of providing information or testimony to law enforcement officials as follows;

People with albinism will live in peace.

People with albinism will have freedom.

3.

Zero atrocities against people with albinism.

4.

Myth against people with albinism will be removed.

5.

There will be unity in the community.

6.

People with albinism will get help and services immediately in case they are in trouble.

7.

Human rights about people with albinism will be protected.

They also mentioned the disadvantages of withholding the information or not to testimony to Law enforcement Officials;
1.

Killings of people with albinism will increase

2.

There will be No peace, No life to people with albinism

3.

Unity and love among people with albinism will be vanished

4.

Camping of people with albinism will increase

5.

Inequality among us and people with albinism will be high

SYDS supports the UN Resolution A/HRC/24/L.36 which calls upon states including Tanzania to ensure accountability
through conduct of impartial, speedy and effective investigations into attacks against people with albinism falling within
their jurisdiction and to bring to justice those responsible, as well as to ensure that victims and family members have access
to appropriate remedies.
It also concerned about the impunity for killings and attacks against people with albinism. While it appreciates some investigations and prosecutions that have taken place in the Country.

DISCUSSION OF FINDINGS
SYDS realized that victims face significant difficulties in bringing their cases to justice, fearing retaliatory attacks, further
stigmatization and being rejected by their families.
Due to that SYDS arranged a discussion meeting between police officials and recruited field staffs as representative of youth
groups. The meeting was facilitated by police inspector Zuberi Loya from Nkololo village and his colleagues and Mr. Binto
Emmanuel the division officer.
Mr. Zuberi loya in the the discussion he told the audience better ways of providing information to the police, said; Dont
provide information to anyone but to only people you trust in your community. It is every ones right to provide
information and encouraged audience to report information of attacks against people with albinism to more than one entity.
Mr. Loya assured the villagers that nobody would be arrested just because of providing information or he/she will be interrogated rather than calmly asked and in case any police does so further steps will be taken.

After the discussion the recruited field staffs promised to share what they have learned to others and to emphasize the villagers to provide information to the right people without fear and testimony.
SYDS team work and hard work brought so many achievements.
1.

Met five families living with children with albinism from different villages, educated them on how to live with their
children with albinism and explained major challenges faced people with albinism.

2.

Traditional songs and skits were recorded and performed in the villages by different youth groups from our primary
targeted audience.

3.

In the seminars youth groups were motivated to provide information and testimony of atrocities or killings against
people with albinism to law enforcement officials.

4.

Met with traditional healers like Mr.Mayunga and Ms. Amina a 26 year old traditional healer, SYDS also interviewed
political leaders, Businessmen, religious leaders, government officials and discus views and strategy to be taken so
that people with albinism will live in peace and safety.

DISCUSSION OF FINDINGS

SYDS challenges encountered during the project;


1.

Poor means of transport and communication such as roads are not of tarmac and there are fewer stable vehicles to hire.

2.

Distance from one village to other is about 10 kilometers interior in the remote area or even more causing phone net
works to be unavailable sometimes, and people in the villages prefers their local language of Sukuma over Swahili
cause a barrier.

3.

The cost of goods and services is very high especially hiring transport to the villages, which are considerable high due
to long distances.

4.

The targeted groups of women were hard to find since most of them are married or have children and the situation of
their families that women should remain at home and do domestic works.

5.

Group members were withdrawing from their groups, some wanted to be paid to participate and others got afraid on
the theme of the project.

CONCLUSION AND RECOMMENDATIONS
CONCLUSION

he project report explains that a lot of people showed interest in the communities about the theme, led to greater impact,
theme has being throughout discussed in the street; further funding to expand the project to other people in the
surrounding regions of Simiyu is crucial and spread to other country regions of the lake zones. Funding should be sourced to
ensure the sustainability of the project.
Despite the limited time and villages involved, this project was effective in reaching a number of important conclusion as well
as identifying various challenges and lessons that can be used to inform projects focusing on Lake Zone Regions.

RECOMMENDATIONS
To the Government
1.

The Government of Tanzania should emphasize accountability to Government officials for being liable, answerable
and responsible to provide permits for any project to be conducted in the country in a timely way.

2.

Poor means of transport and communication, must be improved in the rural areas, hence this challenge of poor infra
structure in rural areas can be solved by introducing earmarked revenue expenditure for infrastructure in rural areas.

3.

Government needs to provide full support to organizations which engaged on providing the education about the
albinism in the country mostly to ones which reach the remote area.

Government should ban the fake traditional healers, and the mission to succeed is collaborate with the traditional
healers and local communities hand in hand

To the Donors
1.

Project funds should be expanded to enable the project to reach more villagers and other people in the communities
and assist SYDS going back for evaluation.

2.

Donors should emphasize the Government of Tanzania to enact the strong laws and punishment to the people
involved on albino killings and the names of people reporting or testifies to be kept confidential.

3.

Donors Should emphasize the Government of Tanzania to look for and to eliminate and ban the permit for
traditional healers who do such deals of ordering body parts of people with albinism

4.
Gender tools are to be provided to strengthen gender mainstreaming in development participation in different
projects.

Parcentage of Budget should be allocated to the activities which are directly play big part of the project, in order to
cover any raised costs, example in the theatrical skits, must have quality tools for recording and capturing pictures,
and also in the development of the skits there should be more than one version of video produced with two subtitles,
one with the local language subtitle and the english version to enable the whole world to watch and understand.

CONCLUSION AND RECOMMENDATIONS

To the Society
The society should cooperate with law enforcement officials during investigation and prosecution of cases relating to PWA
in order to get credible evidence which can assist in providing those cases beyond any reasonable doubt against perpetrators.

To the Institutions
Institutions which carries their projects in villages mst be aware of the costs of accomodation, transport and other necesarry
services, which their costs might raise up due to the time of their project, and this might be caused by the occurance of the
public events in the area, so found there are a flow of many customers thus the prices and costs of living to become high.
Also in hiring transport, i suggest if possible to go to the villages with your hardbody cars and dont expect that much that
you will find cars to hire when you reach, there are villages which have no or fewer cars to hire, and this might cause you a
problem or pay high prices in hiring those cars.
