of the Federal Workforce for FY 2014 the
Department of Justice, the Department of
Labor and the Social Security Administration
had the HIGHEST COMPLAINANT RATE
for cabinet or large Federal agencies.

OFFICIALS
Alleged Discriminating Officials (ADOs), listed
in the C4C Federal Exchange, include persons
who have been named in a complaint, lawsuit
or an investigation involving discrimination,
retaliation and/or prohibited personnel
practices. The following ADOs may have
retired or no longer work for the Federal
agency where the civil rights violation either
actually took place or was alleged to have taken
place.

Listen to Anthony Perry v. Merit Systems


Protection Board (MSPB). The Court
of Appeals for the D.C. Circuit hears
C4C member Anthony Perrys case
involving
a
question
over
jurisdiction per the Civil Service
Reform Act of 1978 (section 7702 and
7703). Perrys case is on appeal from
the MSPB where the Board decided it
lacked jurisdiction to grant Perry a
hearing after finding Perrys claim of
constructive discharge to be a
voluntary retirement given Perry
signed a settlement agreement.
Arguments are presented as to whether
Perry can appeal in Federal District
Court or in the Federal Circuit Court
of Appeals when an employee makes a
constructive discharge claim. The

Who Am I?
Who am I?
An African American, born a free woman.
A mother, grandmother, doctor, lawyer,
disabled veteran, educator, class agent,
whistleblower, counselor, and sometimes . . .
father.
Who am I?
A woman tormented, discriminated, retaliated
against, bullied, isolated, humiliated. A
woman in fear for my life, health, and safety,
shunned by peers, shelved, labelled, betrayed,
waiting . . . to be SAVED.
Who am I?
Invisible
Who am I?
A human being.
A child of God.
A public servant.
From victim; to survivor. Working hard to
become a woman who is thriving.
Employed by the greatest government in the
world where I became the prey of management
and co-workers.
We suffer from stress related illnesses,
Stockholm syndrome, PTSD and many other

diseases and illnesses all at the hands of YOU,


the ones sworn to protect and serve.
We are all the things you say we are not; and
We are not what you say we are.
I want off this merry-go-round
The American people whom we serve
pay the price in dollars and service.
Years have come and gone
10, 12, 14, 20 . . . 25 years
Fired. Homeless.
We have lost so much . . positions, jobs, homes,
family, friends . . . dignity.

Giving up is defeat and I will not defeat myself.


My Reality
Always put God first, family second and job
last. To take care of me so I can take care of
family and what is important.

Who am I?
I, became --WE.

My Reality
The good ole boy network is alive and well.
Management knowingly breaks the law.
No consequences for their actions.
All management needs to do is articulate a
reason for an alleged civil rights violation
No one cares if the truth is uttered.
EEOC complaints taking the best years of our
lives. The EEOC backlog . . . we know how to
fix it. No one listens.
Biased judges side with management.
Proof does not mean a thing.
Documentation disregarded.
Common sense nonexistent.
Err on the side of management.
Astronomical attorney fees-costing the
employee and the public.
The merry go round never stops.
The EEOC is broken.
Passed over for lesser qualified and under
educated white employees.

In my Mind
I am a young beautiful woman leading those
who have joined together to stop the oppressor.
I am strong, intelligent; I can accomplish
anything I set out to do.
I am . . . FREE.

My Reality
Being a Black female
in a white controlled world.
Constantly on hyper alert,
waiting for the next attack.
In pain, yet standing Tall.

Yet, we have not been deserted.


Oh no, Our God protects us.
Our God knows our pain, and hears our cries.
He will make our enemies our footstools!
Transparency, mandatory discipline and
accountability are essential.
For we are the FRONTLINE.
Failure to safeguard civil servants
puts America at risk.
You cannot break our spirit, fortitude and will.

In my Mind
The bars that you created cannot hold me.
Fighting my entire career, I am a WINNER.
The emotional scars left from the quivering rat
you left me on my desk are still with me.
Yet, I am -- STRONG.
My Reality
Standing up for those who cannot, until they
can.
War torn, fighting the battle against the enemy
within the sanctioned circle of government
officials and leaders.
I am tired.
Still, I will not give in or give up.

It's not that the bank doesn't have the funds.


Far from it. It's that the check they wrote
doesn't have Black Lives on it.

A handful of us compromise enough to "make


it." But the vast majority, even those who come
to the table with superior credentials, are
turned away. Justice in too many cases is a
mirage. Employment cases are decided
overwhelmingly in favor of the Federal agency

2016 is a New Year. We must learn how to
fight for our rights without losing ourselves in
the process. Too often we define ourselves by a
title someone gives us. When they title us
either grievant or complainant we take on
that label as if our parents gave us the name.
Reclaim your identity. We are survivors.
We are survivors of workplace abuse,
harassment, discrimination and more. To
survive you must be someone who had the
fortitude to withstand. Know your worth.
Every C4C member is a diamond. You've
withstood the fire. You're smart. You excelled,
not only in your profession; but many of you
challenging wrong-doing have learned how to
navigate this God forsaken administrative
minefield at the Merit Systems Protection
Board and the Equal Employment Opportunity
Commission. Even if you were unable to
prove your claim of abuse, discrimination,
and/or reprisal against the goliath U.S. Federal
government machine. . . recognize that you
took a bold, brave and righteous stand and
you've got skills!!
Your MISSION - if you choose to take it - is
to use your God given skills to make a living so
that you wont have to answer or report to
someone whose only wish is to marginalize
you. Dr. Martin Luther King once stated:
I fear I may integrated my people into a
burning house. He did. Black people are still
holding the bad check they gave us. We keep
taking it to the bank and demanding what is
owed to us. The check? -- That the United
States is interested in -- equal justice for all.

In the streets, Black people are getting shot


dead in cold blood; yet, no one is held
accountable. In the Federal workplace, Black
people remain the target of systemic
discrimination; yet, no one is held accountable.
I say keep the pressure on to obtain equality in
the Federal workplace; but don't stop there. It
is time to tear up the check. It is time to find
another way. C4C members are survivors. You
are creative. You are smart. Think outside the
box and make it happen. Our challenge - for
this generation - is to stop going to that house
to get burned. 2016 is a New Year.
