1863 National Bank Act These bank acts created a whole new set of banking institution, the national banks. The act also
created its own new form of money which were national bank notes. All of this was done to attempt to float federal war loans and
establish a national banking system. Congress passed the act to help resolve the financial crisis that emerged during the early days of
the Civil War.

Contract labor Law- In 1864, when labor was in short supply because of the war, congress passed the contract
labor law at the behest of the manufacturing interests. This law authorized contracts made abroad to import foreign workers and
permitted the establishment of the American emigrant Company to act as an agent for American businesses. The law had the practical
effect of bringing in laborers whose status could scarcely be distinguished from that of indentured servants, their cost of passage being
repaid out of their earnings in the United States. The law failed, and was repealed in 1868.
