ThisactmaybecitedastheTransportationSurveillanceActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)Videocamerasdonotharmindividualsinpublicareas.
2)Videocamerasholdemployeesaccountablefortheiractionsandresponsibilities.
3)Videofootagereducesliabilityincasesofpassengerinjuriesanddeath.
4)Surveillancecamerasareproventohelpprotectagainstpropertytheftandvandalism.
5)Potentialmuggersandattackerswillbeputoffbythepresenceofavideocamera.
6)

Surveillancecamerasenhancepeoplessenseofsecurity.
7)

Peopleshouldntbeunhappywithsecuritycamerasiftheyaredoingnothingwrong.
8)

Videomonitoringishelpfulinprosecutingcriminalscaughtintheactofcommittingacrime.
9)NocaseshavebeenadjudicatedundertheFourthAmendment,searchesandseizures,involvingpublic
surveillancecameras.

17)1.1millionjobshavebeencreatedofsustainedperyearbecauseofpublictransportation.

strainingpublictransportationinfrastructureandputtingpressureonthefastestgrowingcommunitiesillequippedto
accommodatesuchgrowth.

exampleDallashasattractedmorethan$7billionineconomicactivity.
20)Thecitiesthathaveinvestedinpublictransportationarereapingthebenefitsofridershipandeconomicgrowth.

SECTION3.STATUTORYLANGUAGE
A)AlltransportationregulatedbytheDepartmentofTransportation,shallhenceforthberequiredtohaveatleastone
formofsecurityactiveduringallhoursofuse.Alltransportationtakenbythepublic,andregulatedbythe
DepartmentofTransportationandNationalTransportationSafetyBoardisunderthislaw.Allcities,countiesand
transportationcompaniesshallreceivefundingforsecuritycameras,fromTheUnitedStatesGovernment.There
shallbeatleastonecameraineachareathatpassengersare,toensurethemostsafetypossible.Allsecuritycameras
shouldbeinplainsightofallpassengers,withaclearlymarkedsign,statingthatpeopleshallhavenoexpectationof
privacyinpublicspaces.
B)ThislawshallbeenforcedandupheldbytheNationalTransportationSafetyBoardorNTSB.Allfundingfor
securitycameraswillbeadministereddirectlyfromtheDepartmentofTransportation.
C)Anycompanythatisfoundnotabidingbythislawshallbefinedaccordingtotheamountofvehiclesbreakingthe
law.Ifacityorstateisfoundtonotbeabidingbythelaw,theyshallalsobegivenafineof50%ofallfundingfrom
theDepartmentofTransportation.TheTransportationSurveillanceActof2015shallgointoeffectonOctober1,
2017.
