SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
A)
NASAsfundingproblemislimitingitspotentialandopportunities.
B)
Certainbudgetcutshadtobemadeandtwoimportantprograms(TheMarsOppurtunityRoverandtheLunar
ReconnaissanceOrbiter)areindangerofbeingcancelled.
C)
Thecurrentbudgetproposalfromthegovernmentalreadylimitstheprogramsandin2016willmostlikelybe
cancelled
D)
TheHouseSpendingbillwillcutfundingofEarthscienceby300million
E)
Earthstudiesprogramssaidthespaceagencyhascontributedagreatdealtoscientistsunderstandingofglobal

SECTION3.STATUTORYLANGUAGE
A)TheUnitedStatesgovernmentwillrestorethefundspreviouslyprovidedtoNASAtoitsoriginalamount,priorto
thereductionfromtheHouseSpendingBillof2015,amongotherreductions.TheU.S.governmentwillallocate
fundsfor0.5%ofthefederalbudget,orbacktoits2011budgetof$18.5million,whicheverisless.Allfundswillbe
monitoredbythegovernmenttomakesurethefundsarenotmisused.Incaseofmisusedfunds,NASAsbudgetwill
bereducedbacktoitscurrentamount,orpossiblydecreasedevenlower.
B)FundsforNASAwillberedistributedonceayear.Progress,positive/negativechanges,andsuccess(orfailure)of
theincreasedfundingwillbeobservedtodeterminewhetherfundingshouldstaythesame,increase,ordecrease.If
progressisnoticeableandtheincreasedfundingishelpingNASAthrive,thenfundingshallincreaseorstaythesame,
dependingontheamountofprogressandsuccess.Ifincreasedfundingdoesnothelpmuchoriscausingothersevere
financialproblemsforthegovernment,thenfundingwilldecrease.
C)TheNASAFundingActof2015willstartonJanuary1st,2016.Progresschecksontheresultsofincreased
spendingforNASAwillbecheckedevery3months.InDecemberof2016,allprogressandchangesfromthe
fundingwillbereviewedandtakenintoconsiderationtodecidethefutureoffundingforNASA.
