Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Help for Refugees Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,

1) Many refugees who come from countries at war, such as Afghanistan, are trying to flee from violence,
bloodshed, and the death of many innocent lives.
2) Many refugees are not being accepted in to other countries.
3) Hungary is building a razor wire fence along its borders to stop refugees from fleeing into their nation.
4) Refugees are people who used to live ordinary lives before becoming displaced.
5) Refugees want to have a normal life again without the fear of persecution and death.
6) When a refugee tries to come into the United States, they must first go through many interviews,
screening, as well as security checks.
7) There are many innocent people who are in desperate need of help and attention from the rest of the
world because they die every day from the hands of their own government.
8) Although changing the original acception of refugees goes from 70,000 to 100,000 refugees, it is still not
as many as how much other nations such as Germany and Canada are accepting.
9) The United States has accepted less than 2,000 Syrian refugees despite promising to take in more over
the next two years.
10) Refugees are being treated badly in most countries such as Hungary.
11) There has been a situation where tear gas had been thrown into a large crowd of refugees by police.
12) Refugees who come into the U.S. strongly contribute to our economy and community.
13) The Near East and South of Asia made up nearly half of the refugees who had come to the U.S. in the
year 2014.
14) There are about 19.5 million refugees in the world (over 50% of them are children).
15) Many refugees who want to leave their nation of origin, risk dying along the way because of being
smuggled across borders by suffocating in trucks.
16) In Iran, there had been a case where its national border guards had shot refugees who were trying to
cross its border.
SECTION 3. STATUTORY LANGUAGE
A) This bill shall be enacted and executed by the Department of Homeland Security. Those who have been

approved as refugees by the Department of Homeland Security shall be given a stipend for their travel to
come into the United States. Refugees who arrive into the U.S. shall stay in Refugee centers until they are
socially and financially stable enough to live on their own without the help of the United States
government.
B) This law shall be enforced and upheld by the U.S. Department of Homeland Security. Funding for this
bill will be coming from the annual federal budget of Homeland Security.
C) No refugee who has gone through all of the specific background checks and found innocent shall be
denied of their right to seek refuge into the United States. Refugees who do not pass the background checks
shall be sent back to their country of origin. This bill shall go into effect on June 10, 2016. There is no
expiration date for this bill.
