A BILL
To provide American automobile companies 5,000 dollars for every self-driving car sold in the United States starting
in 2020.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Self-driving Car Incentive Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Every day, 30 people in the United States die in motor vehicle accidents involving alcohol.
2) The annual cost of alcohol-related crashes totals to 59 billion dollars.
3) 424,000 people were injured in distracted driving crashes in 2013.
4) Within the five seconds your eyes are off the road while texting, traveling at 55 miles per hour, the vehicle can
travel the length of a football field.
5) More than 30 studies show hands-free devices do not make drivers any safer.
6) 69 percent of drivers in the United States ages 18-64 reported that they had talked on their cell phone while
driving within the 30 days before they were surveyed.
7) Text messaging creates a crash risk 23 times worse than driving while not distracted.
8) The risk of being injured or killed in a motor vehicle crash increases as one ages.
9) In 2012, more than 5,560 older adults were killed in motor vehicle crashes.
10) Motor vehicle crashes are the leading cause of death among Americans 1-34 years old.
11) The total cost of vehicle crashes in America exceeds 230 billion dollars per year.
12) Pedestrian fatalities increased 6.9 percent from 2012 to 2013.
13) In 2013, 9.9 million people over the age of twelve reported driving under the influence of drugs.
14) Motor vehicle crashes are the leading cause of death among Americans 1-34 years old.
15) In 2013, 2,163 teens in the United States ages 1619 were killed and 243,243 were treated in emergency
departments for injuries suffered in motor vehicle crashes.
16) In 2013, seventeen percent of drivers aged sixteen to twenty involved in fatal motor vehicle crashes had a blood
alcohol content of .08 percent or higher
17) Pedestrian fatalities increased 6.9 percent from 653 in 2012 to 701 in 2013
18) There can be four times the amount of self-driving cars driving at 75 miles per hour compared to normal cars at
75 miles per hour.
SECTION 3. STATUTORY LANGUAGE
A) The Self-driving Car Incentive Act of 2015 shall provide five thousand dollars to American automobile
manufacturers for each self-driving car produced starting in 2020. A self-driving car is a vehicle that is designed to
travel without a human operator. The vehicles shall have to pass tests ensuring their safety on public roads. The
vehicles shall be completely independent from human operation. All vehicles shall have an easily accessible
emergency brake. Companies eligible for this incentive shall be any automobile company based in the United States
of America. The companies shall have a production of at least 50 thousand automobiles per year. Any number of
American companies who produce self-driving cars shall be eligible for the incentive. The vehicles shall go through
tests that ensure the safety of the main computer. The computer must have multiple security walls to protect from
hacking of the computer.
B) The National Highway Traffic Safety Administration shall be in charge of collecting revenue. The money shall
be collected by administering a sales tax on all new cars sold and manufactured in the United States. The tax shall be
an additional half percent on sales tax. The money will be kept by the government until American automobile
manufacturers produce eligible self-driving cars that are on sale for public consumers to purchase.
C) This bill shall be enacted on January 1, 2016. This bill will expire one year after self-driving cars become over 50
percent of cars on the road.
