Argumentative Proposal
Latinos are an underperforming minority shown from standardized test
scores and drop-out rates. Latinos perform worse than other minority groups
under the same settings (Peterson). It is the parents responsibility to
assimilate their children to American culture and to be on par with the
nations average. If the government were to use resources to raise the scores
of one ethnicity it would be an injustice to not provide similar benefits to all
students. It is up to the community to address the youths performance and
to monitor their progress. The No Child Left Behind Act gives the state the
responsibility of setting standards for their residents, if the citizens find
discrepancies they must contact their local authority to address changes in
their education policies.
Latinos are a disadvantaged minority in multiple aspects in, education
being only one of many obstacles between this ethnicity and an acceptable
quality of life. States need to adopt standardized ESL programs to
accommodate for the largest growing minority to get the most out of their
students. School districts must interact with their demographic and get the
community involved with their childrens education. The students families

are met with barriers within the public education system that need to be
revised to satisfy all of the population (Trevino).
The problem with putting total responsibility on the parents is that they
might not have the time to monitor their childrens progress. There may be
some parents who could get more involved but there are some parents who
go out of their way to provide for their children and just dont have the time
to help their kids. While the parents should accept partial responsibility, the
public school system should take a reasonable approach towards facilitating
a better learning experience for all of their students. There is an injustice in
using resources towards one group of students and a different structure that
would make learning easier in general would see success in education as a
whole (Brown).
I feel like the federal and state government needs to prioritize fund
domestic issues and work towards resolving internal turmoil before foreign
affairs. I feel like were in the age of entitlement where we look at immediate
results instead of laying out the foundation for a better future. The problem
with not helping a growing minority is that there will be a large amount of
residents living a lower quality of life which will take in resources through
welfare programs, so the investment could save resources in the future.
The problem is deciding where the resources should come from and
how the resources should be used. Have to decide which federal program will
have the least negative effect on the nation from cuts and where should that

support go to have the most impact. There could be immediate changes in
the structure of the public school system but changing responsibilities and
positions meets resistance from those in office.
