AFFIDAVIT
I, PEDRO L. DURIAN, of legal age, widower, Filipino and a resident of Barangay
Narra, Catarman, Northern Samar, Philippines, having been duly sworn in accordance with law,
hereby depose and state:
1. That during the third quarter of year 1976, the then mayor of Catarman, Mayor
Justiniano Singzon and the then Northern Samar Provincial Commander of the
Philippine Constabulary, Ibarra Mariano, organized a group called Ronda. The said
group was composed of civilian individuals and served as a support group to the police
authorities.
2. That I became part of the said group as a member and was later on appointed as the
Municipal Coordinator of Catarman;
3. That within that same period, while I was outside the Ideal Hotel (previously located
near the corner of Garcia and Jacinto Streets of Catarman), one man suddenly
bumped me while he was going inside the said hotel. After a few minutes, the said
man went outside and suddenly punched my neck behind my back, and as a result I
almost fell down.
4. The military police came to the rescue because of the incident. I was later on sent to
the hospital for medical assistance. The hitting incident resulted to the swelling of my
neck which necessitated medical treatment for almost one week;
5. That the next day, I was made to report to the headquarters of the military about the
incident. When I went there, I met the man who was responsible for the incident that
transpired the other day. In that meeting, I was able to know the identity of the said
man as Col. Pagal who was stationed in the Engineering Group of 3 rd Brigade Camp
Somoroy.
6. That and I am applying as a victim of human rights violation during the Marcos Regime
due to the above-described incident;
7. That I am executing this Affidavit to attest to the veracity of the foregoing facts and in
support of my application for reparation and/or recognition as victim of human rights
violations during the Marcos Regime as provided under RA 10368.
IN WITNESS WHEREOF, I have hereunto set my hand this 24 th day of September
2014, at Catarman, Northern Samar, Philippines.
