UnitedStates:
AmericaninterventioninIraqbeganonJune15,2014whenPresidentObamaorderedU.S.
forcestobedispatchedintheregion.Thesetroopshoweverwerenotsenttofight.Theywere
sentinresponsetooffensivesinIraqconductedbytheIslamicStateofIraqandtheLevantto
assessIraqiforcesandthethreatposedbytheIslamicStateofIraqandtheLevant(ISIL).Obama
statedonNovember18,2014thatifISISweretogetnuclearweapons,PresidentObamawould
deployUSgroundtroopstoSyriaandIraqtofighttheIslamicState.TheUnitedStatesof
AmericaisstronglyopposedtoISIS.Moreover,TheUnitedStatescurrentlyconductsairstrikes
inIraqonly.
UnitedKingdom:
TheUKsPrimeMinisterreferredtoISISasamenace.TheUnitedKingdomindicatedthatit
wouldhelparmKurdishforces,supporttheIraqigovernment,continuetosupplyhumanitarian
help,andcoordinatewiththeUnitedNationstohelpbattleISIS.TheUKslawmakersapproved
amotiontoparticipateinairstrikesagainstISISinIraq.Thevotewas52443infavorofthe
strikes.ThePrimeMinistersaidheexpectedinvolvementonaninternationallevelincombating
ISISwouldtakepatienceandmanyyearstime.TheUnitedKingdomalsoconductsairstrikesin
Iraqonly.
RussianFederation:
RussiaindicatedthatitwouldnotgivesupportformilitaryactionagainstISISunlessaUN
resolutionauthorizedit.Russiacalledthisanactofaggressionandagrossviolationof
internationallaw.Thisissurprising,sinceRussiaisabackeroftheSyriandictatorISISistrying
totopple.AnISISrebelthreatenedVladimirPutinduetoPutinsclosetiestothedictator.
However,arecentjointcoalitionwithSyriahasstartedintheformofairstrikes.Ititunsure
whetherornotattackshavehittheFreeSyrianArmy(FSA),theoppositiontoBasharAlAssad
andISIS.TheUnitedStatesandotherwesternpowershavenotbeenincludedduringthese
strikes.
France:
In2003whentheUSfirstinvadedIraq,Francewasfiercelyagainstit.Nowroughlyadecade
laterFrancesreluctancehasremained,althoughithasslightlydiminished.AsFrancois
Hollande,currentPresidentofFrance,consentedtoIraqsrequestforairsupport,hestatedthatit
willbetheonlysupport,refusingtobeinvolvedinSyria.Francerefusestodoanythingdrastic
withoutthesupportoftheU.N.andtheNationalAtlanticTreatyOrganization(NATO).The
FrenchgovernmentdecidedtosuspendpassportandIDforpeoplewhoseintentionistogoto
Syria,becausesomethousandcitizenshavelefttofightalongsideISIS.Francehascontributed
18,000roundsof.50caliberammunitioninthefightagainstISIS.AlongsideAustraliaandGreat
Britain,FrancehasperformedhumanitarianaiddropsinIraq.Astrikingsixteenpercentof
FrenchcitizenssupportISIS,withthepercentageat27%fortheagegroupof1824.
China:
ISIShasopenlylistedChinaasathreat.ItispossiblethatISISmemberswererecruitedfrom
China.PoliticalscienceanalystsofChinasBeijingForeignStudiesUniversityhavespeculated
thatChinawillsupportplanstoauthorizeinternationalforcestotargetISIS,oratleastnotbe
opposedtothem.Ofcourse,thisisonlytheoretical,butsuchspeculationisbasedonthefactthat
ChinahasastakeinkeepingISISoutofitsborders.Chinasforeignministryspokespersonsaid
thatChinalookedforwardtojointeffortsoftheinternationalcommunitytorestorestabilityand
order.Evenso,itisunlikelythatChinawilltaketheleapofputtingChinesecombattroopson
theground.
Jordan:
TheKingdomofJordanisakeyplayerinthefightagainstISIS.Jordansstrongalliancetothe
WesterncountriesfightingISISprovidestheNationalAtlanticTreatyOrganization(NATO)and
allcountriesfightingISISwithvitalintelligence.SinceJordansharesaborderwithIraqand
Syria,theyareanxioustonotreceiveanymorerefugeesandtoretainthestrengthoftheir
borders.Ifneeded,Jordanhastheabilitytosendgroundtroops.
Chile:
ChilerecognizestheIslamicStateasathreatandcondemnstheiractionsaspunishableactsof
terrorism.HeraldoMunoz,ChilesForeignMinister,statedthattheGovernmentofChile
condemnstheattacksbytheselfproclaimedIslamicState.Chilestandsinsolidaritywiththe
governmentandpeopleagainstviolenceandterrorism.Chileisalarmedbytheviolationsof
fundamentalrightsandfreedomsofreligiousminorities,andChilereaffirmsthevalidityof
universalhumanrights.
Lithuania:
LithuaniarecognizestheIslamicStateasaterroristgroupthatshouldbecondemned.Lithuania
isapartoftheAntiIslamicStatecoalition.Additionally,Lithuaniabelievesthatothernations
arealsoactingviolentlyandinvadinghumanrights,suchasRussiainUkraine.Lithuania
believeslackofproperleadershiphasallowedsuchviolencetoemerge.Lithuaniaviewsboththe
ISandRussiaascommittingactsofterrorandbelievesthatneithershouldbeignored
Spain:
AftertheU.SleadinvasionIraq,Spainishesitantonbeingdirectlyinvolvedincombattingthe
spreadofISIS.Spainhasstatedthattheircontributionswillbelimitedtotransportassistanceand
weaponstothegovernmentofIraq.However,withgrowingtensions,Spainmighthavetobe
moreinvolvedwiththeissueandNATO.
Nigeria:
InNigeria,thelargesteconomyonthecontinent,thelocalIslamistmilitantextremistgroupBoko
HaramisclearlyemulatingISIStacticsandchampioningthecauseforanewcaliphate.A
recurringfeatureofNigeriashaphazardresponsetoBokoHaramisgovernmentsoldiers
refusingtofightbecausetheyareoutgunnedbytheextremists.Thecountryisplaguedbygraft
andcorruption,soassoldiersgounpaidandunderequipped,BokoHaramhasbeenabletodigin
andadvancetheirIslamistcause.Mutinieshavebecomemorecommonassoldiershavebecome
frustratedatthelackofweaponsandammunitiontomaketheconflictwiththeterrorists
somethingresemblingafairfight.
NewZealand:
AlthoughISISdoesnotpresentadomesticrisktoNZ,thecountrybelievesthatitistheirmoral
responsibilitytoatleastengageincombattingtheterroristregime.NewZealandhasbeenactive
intheinternationalcoalitionagainstISISandhassentapproximately143militarypersonnelto
assistIraqiforces.Humanitarianassistancehasalsobeenprovided.
Chad:
AlthoughChadhasntbeenaffecteddirectlybytheIS,thestrengtheningoftheIShas
emboldenedotherterroristgroupsinAfrica,suchasBokoHaram,whichhavemadevery
significantgainsintheregion.Mostnotablythekidnappingofmorethan200schoolgirlsin
Nigeria.ChadhassteppedupitssupportofNigeriaagainstBokoHaramandwantlasting
internationalsupportintheirplight.
Angola:
Angolaiscurrentlyrebuildingtheircountryaftera22yearlongcivilwarthatendedin2002.
AlthoughAngoladoesnothavetheeconomicormilitaryassistancetohelpcombatISIS,they
stronglycondemnstheiractions.
Venezuela:
VenezuelabelievesthatduetotheU.SleadinvasioninIraq,thedamagethathasoccurredinthe
middleeasthasbroughtuponweaknessandincreasedantisentimentstowardsallwestern
nations.VenezueladeclaredthatthisweaknesspostwarhasallowedISISintopower,and
thereforeisstronglyagainsttheinvolvementoftheUnitedStatesandtheUnitedKingdom.The
onlysolutionaccordingthegovernmentistoinvolveregionalstates.However,Venezuelahas
supportedtheeffortsofChinaandRussiasactions.Onalighternote,PresidentNicolasMaduro
hasofferedtotakein20,000Syrianrefugeesduetothedestructionofwar.
