Irate Mosman Park parents
are fighting to keep their
childrens swings and play
equipment on the verges
outside their homes.
The residents have been advised to petition the council to
change its verge policy, which
one parent was told required
a $150 application fee and $50
a week rent.

My heart sank when I read the latest selfcongratulatory news from the CEO of the
group organising the upcoming Subiaco street
market (Big crowd ready for biggest street
market, POST, October 3).
Organiser Evans Briers has previously said
the market will attract only the best stalls
and goods (whatever that means) and said
last week that there would be no coffee
retailers if you want to get a coffee go to
the existing retailers, suggesting that he has
no understanding of the reason for the broad
appeal of the previous markets.
It was precisely the down-market (yes,
cheap!) nature of the food, coffee and bulk
produce stalls that was so attractive.
I wonder if the organisers have thought
about how their estimate of 20,000 to 40,000
dedicated coffee drinkers will be adequately
catered for by the existing venues on Rokeby
Road.
Couple this with the inconvenience to both
stallholders and customers of a set-up and
pull-down form of market infrastructure and
I predict, reluctantly, that the new venture is
heading for an ignominious failure.

The duo wants people to
sign up for a free Earth Carers
course that starts on Tuesday
and will take people beyond
the three Rs of reducing, reusing and recycling.
It is feasible to have nothing in your bin some people
achieve it but most people
who do the course end up with
less, Ms Eustance said.
The course includes time
at the Grove library and a
Mosman Park community garden, hands-on demonstrations
and a tour of a landfill and
composting facility.

VOLUNTEERS recognised
at Cambridge Awards
The Town of Cambridge Volunteer Recognition Awards held earlier this week awarded four
outstanding community members for their tireless volunteering work.
The calibre of nominees was judged to be so high this year that rather than presentation of one
Club Volunteer award, three awards were presented.
The first of the Club Volunteer Awards was presented to long time Floreat Surf Life Saving Club
member and current president, Albert Iten, who has dedicated 18 years to the Club.
Since joining in 1997, Albert has had various roles at the Club including his current as president,
a position he has held for the past five years. He has always been very involved in coaching and
training nippers, cadets and senior members in surf lifesaving skills and has been an active patrol
member and patrol team captain for many years.
Earlier this year the Club awarded Albert a life membership for his valued contribution to the
Floreat Surf Life Saving Club, and he was also awarded the 15 Year National Patrol Service award.
Recipient of the second Club Volunteer Award was husband and wife team Brett and Felicity
Chivers who, between them, have dedicated 26 years to the Cambridge Scout Group.
Their journey with Cambridge Scouts began when their own children were young and they have
continued to work with new groups of children long after their own children have grown and
moved on.
Throughout their many years of involvement with the scouts, Brett and Felicity have maintained
their enthusiasm for all activities and continue to devote many evenings a week to running scout
groups. Their involvement also extends to organising and running weekend camps.

In 2011, Felicity and Brett were awarded a national Scouts Australia Silver Arrow Head Award
for excellent service to the Scout Association.
A High Commendation Certificate was also presented to Mr Brian Branch from the Probus Club
of City Beach. Brian has been a member of the Club for 16 years and has held various positions
including President, Vice President and Function Officer.
Our sincere thanks go to the Albert, Felicity, Brett and Brian for their tireless volunteering efforts
and giving so generously of their time over many years.

design let-down
The bike path north of the
railway line has for a long while
been broken after it passes Loch
Street railway station.
It is good to see the work
proceeding to fill this gap, so
cyclists can avoid having to
enter the road and share it
with cars.
However, it is disappointing
that the retaining walls built
immediately north of the station
seem to have been designed and
installed with no thought given
to their appearance.
The walls are post-and-panel
type with patterned faux limestone panels that do not match
the colour of any natural limestone.
The tops of the walls finish
exactly where they need to for
retaining purposes, resulting
in an abundance of steps and
a lack of visual cohesion.
These walls are going to be
there for a long time and, sadly,
they are going to look second
class and lacking in design for
all of that.

The bottom golf course
carpark saw Friends of Lake
Claremont and the Rotary Club
of Mosman Park collect money.
Rowe Park was run by
Cottesloe Surf Veterans,
Freshwater Bay Primary School,
and the Claremont Bowling Club.
The Dolphins Water Polo Club
managed carpark 5.
Council corporate and governance manager Les Crichton said
community groups received 70%
of the money they collected.
As in past years, pool users
are provided parking permits
by pool staff, Mr Crichton said.
As always the rangers and
our environmental health officers did long hours and assisted
where they could.
Im pleased to say that both
traffic and parking were generally less problematic this year.
We understand patron
numbers were down, however
planning for both in light of the
construction works in the immediate area paid dividends.

Worry over misconduct alleged against Perth Lord Mayor
Lisa Scaffidi has spilt over to
neighbouring Subiaco, part
of which is in the process of
being swallowed by one of her
pet projects.
A decision on whether to
prosecute Perth lord mayor
Lisa Scaffidi for allegedly
accepting and concealing
valuable gifts now rests with
the Department of Local
Government.
The Corruption and Crime
Commission said this week that
it had done its work in bringing
its report to the attention of
Parliament and the department,
which has responsibility for
enforcing the law.
It is up to the [department]
to decide what action to take,
if any, the CCC said.
Although the time for breach
action has expired, the time for
prosecution has not.
Breach action can be taken
in the State Administrative
Tribunal as an alternative to
criminal prosecution, but there
is a time limit on the SAT alternative.
The 2008 all-expenses-paid
trip the lord mayor and her
husband took to the Beijing
Olympics was paid for by BHP,
which benefited from two decisions of Perth council.
Parts of the gifts were prohibited. Mrs Scaffidi did not
list that and other gifts from
companies on the register in the
next financial year as required,
according to the CCC report.
They came to the attention
of the CCC in May when BHP
was fined $US25million over its
Beijing hospitality program by
the US Securities and Exchange
Commission.
The maximum penalty for
each count of failing to disclose
gifts, if proved, is $10,000 fine or
two years jail.

Making a show
of heritage
The famous and not-so-famous
people who shaped Perth will be
portrayed in three very different
performances next weekend
as part of Perth Heritage Days
2015.
Nedlands artist Jane McKay understands that making a mess and making
mistakes are all part of learning.
Jane has moved away from exhibiting
her abstract works to teaching art to a
new generation.
She has been running art classes for
children in Perth for more than five years
with Creative Kids Art Club.
What began at Tresillian Arts Centre
with one class and four children has now
grown to over 100 budding young artists at
Tresillian, Fremantle and Scarborough.
Jane said: Art is often hard to do in
a classroom. Its messy, it involves a lot
of cleaning up and if teachers are not
really into art, it can sometimes just be
too hard.
But art helps children develop original
thinking and problem-solving skills and
teaches them that making mistakes is all
part of the learning process.
Art students are aged between five and
10 and Jane said that over the years, she
had had students who were difficult to
manage in a classroom but were totally
focused and involved in art.
When a five-year-old tells you that
taking her finished work of art home was
the best day of her life, you know youre
doing something right, she said.
Creative Kids Art Club is held after
school from Monday to Thursday during
school terms, and each term explores a
new project painting on canvas, mask
making, drawing, decoupage, sewing,
sculpture, clay work, papier-mache or
printmaking.
They never do the same thing twice,
Jane said.

Perths historic buildings
The newly renovated
Ross Memorial Church
in West Perth will be
open next weekend for
the 7th annual Perth
Heritage Days event.
Named after Reverend
Daniel Ross, this federation-gothic revival
style building has stood
largely unchanged since
1917 and is one of the
oldest churches in West
Perth.
It was designed by architect James Hine, built
by Robert Alexander
Gamble and the foundation stone was laid by
Lord John Forrest.
The church will be
open from 9am to 4pm
on Saturday, October 17,
and from 11.30am to 4pm
on Sunday, October 18.
Time your visit on
Sunday at either 11.30am
or 2.30pm and you will
hear a Singing in the
City Choir.
Entry is free.
Bishops House, on the
corner of Spring Street
and Mounts Bay Road in
the city, will also open
its doors and gardens
for Perth Heritage Days.
Built in 1859, Bishops
House was home to the
first Anglican Bishop
of WA and is now a restaurant.
It will be open for
guided and self-guided
tours bookings are

the Black Swan Prize for
Portraiture and is a semifinalist in the Doug Moran

kachelofen, and on the wall

his wife painted by Romola
Morrow.
Titled Ernst Samec,

Survivor, Olivias painting
pays tribute to the Austrian
immigrant who had
escaped Nazi conscription
by tunnelling his way out
of a military compound and
escaping over the Alps.
He eventually made his
way to WA to become an
influential architect
and partner
with famed local
architect Marshall
Clifton.
When Marshalls
daughter, Romola,
painted Olive
Samecs portrait,
Ernst refused to sit
for her. However,
he was more
relaxed about sitting for his
daughter.
Olivia said that instead
of sketching and taking
photographs, she had
painted the portrait straight
to canvas over 40 sittings.
The 2.5m tall, thick
porcelain kachelofen that
stands in the corner of
the room is part of family
history.
It is burnt into
everyones memory, Olivia
said, of the ornate Rococo
piece that Ernst bought
when it was removed from
a German castle in the
1970s.

Beef with
beer sauce
4 x 200g sirloin steaks
1 tsp paprika
2 garlic cloves, finely grated
2 tbsp olive oil
1 tbsp finely chopped parsley
tsp coarsely-ground
peppercorns
For the sauce:
375ml beer
30ml olive oil
1 tsp mustard seeds
1 tbsp apple cider vinegar
1 tbsp brown sugar
To serve:
parsley
lime
seasonal greens
Make the sauce by bringing the beer
to a brisk boil in a small saucepan and
then simmering for 10 minutes or until
reduced by two-thirds and syrupy in
consistency.
Allow syrup to cool and then decant
to a small jar. Add the oil, mustard
seeds, vinegar, brown sugar and
season with salt and pepper. Screw
the top on the jar and shake well to
combine.
One hour before cooking, prepare
the steak. Combine the paprika, garlic,
olive oil, parsley and peppercorns in
a shallow ceramic bowl, mix well and
then massage over the meat to coat
it. Cover and allow to come to room
temperature.
Preheat the barbecue or pan to
high heat, add steak and cook for two
minutes each side or until cooked to
your liking.
Remove steak from barbecue and
allow to rest for five minutes, covered
loosely with foil.
To serve, slice steaks into thick slices
and drizzle over the beer dressing, a
scattering of parsley, fresh lime and
seasonal greens.

Samaritans walked their
dogs in the sunshine last
Sunday to promote a mental
health art exhibition.
As part of Mental Health
Week, volunteers from the
Samaritans listening service
handed out brochures to promote the Samaritans and Mental
Health Week Art Exhibition at
the YMCA Gallery in Frame
Street, Leederville.
This exhibition showcases the
work of more than 60 artists who
share their expression of living
with mental illness.
It runs until Thursday, October
15, and the gallery is open on
weekdays from 9am to 5pm.
