Please dict all questions to RNC Press Office: (202) 863-8614 ALLOCATION METHODS PROPORTIONAL Proportional methods of allocation divide the state's delegates among candidates based on the state's preference poll results. Most proportional states have a threshold percentage that must be reached before a candidate is eligible for any delegates. Further, proportional states may award delegates on a winner-take- all basis for candidates who receive over 50% of the vote. States can proportionally allocate all their CD and AL delegates together (al the delegates in one pot) or can proportionally allocate their AT. delegates ‘based on the statewide vote and the CD delegates based on each congressional district vote. Proportional allocation is required for all states with preference votes between March 1 and March 14, WDSNER-TAKE-ALL ‘Winner-take-all methods of allocation provide that the plurality winner of the statewide preference poll receives all the state's delegates. States are permitted to allocate their delegates in a winner-take-all, method after March 14. HysRD ‘Hybrid states combine multiple types of allocation methods. The two most common versions of a hybrid model are: (1) The plurality winner of the statewide poll receives all the state's AL delegates and the plurality winner of each congressional district poll receives all three of that congressional district’s CD delegates. (2) Some or all delegates are elected directly on the ballot.
