I began my career as a deputy sheriff with the Los ‘Angeles County Sherif?'s Department where I worked custody and patrol assignments. Ihave been an investigator for the Los Angeles County District Attomey's Office (LADA) for approximately eight years. My assignments have included investigations relating to public assistance fraud in addition to theft and corruption involving public officials. Iam currently assigned to the High Technology Crimes Investigation Unit which is primarily responsible for investigating crimes committed through the utilization, manipulation, or unauthorized access of computers, computer networks or the internet, in addition to individuals who engage in downloading and sharing child pomography, and organized identity theft rings. As part of my duties, I am also assigned to the Electronie Crimes Task Forve in partnership with the United States Secret Service, the Federal Bureau of Investigation and the Los Angeles Police Department, Additionally, I am assigned to the Souther California High Tech Crimes Task Force Identity Theft Detail administered by the Los Angeles County Sheriff's Department. 1 hold an Advanced Peace Officer Standards and Training Certificate. During my career as a peace officer I have received extensive training in law enforcement and criminal investigation. Relative to fraud, electronic “cyber” crimes, and child pornography, I have conducted investigations, made arrests, attended formal and in-service training courses, and participated in the execution of search and arrest warrants. I consult regularly with experienced unit investigators and have reccived specialized training to improve my investigative skills and knowledge in all of these arcas. On January 28, 2015, I (Senior Investigator Thanh Flumerfelt) was assigned this case involving allegations of secret video recordings and the photographing of persons, who may be in a state of full or partial undress, in the bathroom, dressing room or other places of privacy, without that person’s consent or knowledge, for the purpose of viewing that person's body or undergarments, in violation of California Penal Code § 647(j) (3) (A), a misdemeanor. The allegations also involve the secret video recording and photographing of ‘under a person’s clothing without the consent or knowledge of that person for the purpose of ‘viewing that person’s body or undergarments, in violation of California Penal Code § 647()Q2), a misdemeanor. It is also alleged the aforementioned violations of video voyeurism also occurred in the State of Louisiana in 2013 and the State of Hawaii in 2012. Pursuant to Louisiana Revised Statutes 14:243, the aet of using any camera, videotape, photo-optical, photo-electric, or any other image recording device for the purpose of observing, viewing, photographing, filming, or videotaping a person where that person has not consented to the observing, viewing, photographing, filming, or videotaping and it is for a lewd or lascivious purpose, is classified as felony Pursuant to the State of Hawaii Statutes — Section 711 — 1110.9: Violation of privacy in the first degree;.
