THE CONSTITUTION OF PARKDALE HIGH SCHOOL STUDENT GOVERNMENT

ASSOCIATION
ARTICLE I.
NAME OF ORGANIZATION
SECTION 1

This organization shall be known as the Parkdale High School


Student Government Association.
ARTICLE II.

SECTION 1

The purpose of the Parkdale High School Student Government

Association shall be:


A. To provide a democratic school government through
representation and participation of the student body in
school affairs.
B. To provide a forum for students to communicate and
exchange ideas.
C. To serve as liaison between the student body and the
administration on a schoolwide, countywide, and national
basis.
D. To implement programs within Parkdale High School that
encourages and promotes a positive school morale and
educational excellence.
E. To establish closer cooperation between the faculty and
students of Parkdale High School.
F. To improve the community by involving the student body
to participate in community service projects.
G. To utilize the democratic process to operate as a functional
student government.

Section 2
Although Student Government is an integral part of the
function of a school, no PGCPS school is required to offer a Student Government
Association Program. The discretion rests with individual school Principals and
Advisors.
ARTICLE III.
MEMBERSHIP
SECTION 1

The S.G.A. shall consist of the Executive Board Officers, Class


Officers, Committee Chairs, members of the General Assembly
and persons enrolled in the Student Government Class.

ARTICLE IV.
GENERAL ASSEMBLY
SECTION 1

Students who make up the General Assembly shall be referred


to as Representatives. They may be elected or appointed by
classes, clubs, and athletic activities.

SECTION 2

Representatives shall:

A. Attend General Assembly Meetings. (PGRASG/MASC)


B. Accept special assignments by the President.
C. Know school policies, rules, and the S.G.A. Constitution.
D. Have one vote in all legislative matters.
E. Report all S.G.A. information to his/her class, club, or athletic
activity.
ARTICLE V.
EXECUTIVE BOARD

SECTION 1

All executive powers herein granted shall rest with the


Executive Board President unless approved or granted
permission.

SECTION 2

The Executive Board shall consist of the student body


officers. Each member of the Executive Board shall have one
vote in legislative matters, with the exception of the
President, who can only make or break a tie.

SECTION 3

The duties and responsibilities of the Executive Board shall


be to:
A. Oversee all S.G.A. activities.
B. Conduct all General Assembly meetings.
C. Execute all orders in the General Assembly.
D. If there is less than an 80% vote in the General Assembly,
the President, with a second from any member of the
Executive Board can call for a veto.
E. Creating a Hearing Committee for the impeachment
process.

F. Organize and implement a democratic election process.

ARTICLE VI.
MEETINGS
SECTION 1

SECTION 2

he General Assembly shall meet at least once a month and

whenever deemed necessary by the S.G.A. President/Advisor
or by a 2/3 vote of the Executive Board.
The meetings shall be conducted upon the request of the
Executive Board.

SECTION 4

All meetings shall be chaired by the President. If the


President is unable to preside, the Vice President shall
preside.

SECTION 5

The general assembly can overturn by a veto by a 2/3


vote.
ARTICLE VII.
COMMITTEES

SECTION 1

Committees shall be created by the General Assembly or


presidential actions.

SECTION 2

All committees shall be task oriented.

SECTION 3

All committees shall, if requested to do so, prepare weekly


reports for the President.
ARTICLE VIII.
ELECTED OFFICERS

SECTION 1

The elected offices to S.G.A. shall be:

A. The President shall:


1. Call meetings to order.
2. Prepare an agenda for general assembly meetings.
3. Chair all meetings of the general assembly.
4. Hold meetings to the order of business.
5. Direct debate.
6. State motion before discussing and vote.
7. Call for veto and announce outcome.
8. Vote only once when his/her vote will change outcome.
9. Create committees upon request from the assembly or at his/her
discretion.
A. May appoint chairs and delegate the responsibility of the
formulation of the committee to him/her.
B. May appoint entire membership of the committee.
10. Serve as official spokesperson for the S.G.A.
11. Report on current S.G.A. activities at all General Assembly
meetings.
12. Report to the General Assembly at the end of his/her term
concerning the state of the S.G.A.
13. Serve as the official representative of Parkdale High School to the
P.G.R.A.S.G.
14. Notify the Vice President in case of inability to fulfill any of the
above duties.
15. Serve as the official representative of S.G.A to the administrators.
16. Perform all other duties devolving from the office as directed by
the adviser.
B. The Vice President shall:
1. Assume the duties and responsibilities of the President when
he/she is unable to do so.
2. Coordinate the work of all General Assembly committees.
A. Make sure the committee carries out its function
B. Make sure the committee submits a final report.
3. Count and submit all General Assembly votes to Secretary.
4. Aid the President in fulfilling his/her duties and responsibilities.
5. Act as Chief Advisor to the President.

6. Assume the responsibilities delegated to him/her by the President


and adviser.
C. The Treasurer shall:
1. Assume the responsibilities of the President and Vice President
when he/she is unable to do so.
2. Keep accurate records of all student government financial affairs.
3. Handle all financial matters concerning the S.G.A.
4. Submit a full report upon request of the funds of the S.G.A.
5. Prepare and maintain an estimated budget.
6. Present an annual financial report.
7. Assume the responsibilities delegated to him/her by the President
and advisor.
D. The Secretary shall:
1. Keep an accurate account at meetings of the S.G.A.
2. Keep minutes of all meetings of the S.G.A.
3. Keep a record of all activities of the S.G.A. and school activities.
4. Possess a copy of the constitution.
5. Keep committee records.
6. Provide a list of pending and potential business for the chairs prior
to each meeting.
7. Notify all members about each meeting with the Presidents
approval.
8. Provide a copy of minutes to the historian.
9. Assist the President in preparing, in written form, an annual final
report of the S.G.A.
10. Perform all clerical work for the President.
11. Assume the responsibilities delegated to him/her by the
President and advisor.
E. The Publicist shall:
1. Receive information from the Secretary.
2. Use social media for announcing and/or advertising information.
3. Distribute information to the student body.
4. Be updated at all times about what is current in S.G.A.
5. Assume the responsibilities delegated to him/her by the President
and advisor.
F. The Historian shall:
1. Create a historical journal of all S.G.A. activities.
2. Photograph events sponsored by the S.G.A.
3. Possess a list of previous S.G.A. events.
4. Develop a calendar of events.

ARTICLE IX.
EXECUTIVE APPOINTEES
SECTION 1

Officers appointed to the Executive Board shall be:


A. Parliamentarian
B. Sergeant-at-Arms
C. Community Liaison and Co-Chair
D. Chief of Staff
E. Public Relations Coordinator
F. LGBTQ Liaison

DUTIES AND RESPONSIBILITIES


A. The Parliamentarian shall:
1. Be appointed by the President and S.G.A. advisor.
2. Instruct the General Assembly in adhering to proper parliamentary
procedure.
3. Teach the S.G.A. officers and class officers parliamentary
procedures.
4. Develop a review board to determine if any legislation passed in
the General Assembly is in conflict with the constitution.
5. Assume the responsibilities delegated to him/her by the President
and advisor.
B. The Sergeant-at-Arms shall:
1. Be appointed by the President and S.G.A. advisor.
2. Arrange the physical setup for all S.G.A. meetings and General
Assembly meetings.
3. Keep order during meetings upon request of the President.
4. Serve as the time keeper during all General Assembly meetings.
4. Assume the responsibilities delegated to him/her by the President
and advisor.
C. The Community Liaison shall:
1. Be appointed by the President and S.G.A. advisor.
2. Arrange the involvement with Parkdale High School and the
community.
3. Have outside connections with the community.
4. Assume the responsibilities delegated to him/her by the President
and advisor.

D. The Chief of Staff shall:


1. Directly supervise all staff activity and shall ensure that
all staff members are completing their respective tasks.
2. Shall report all activity, progressive and problematic to
the Executive Board.
3. Attends all Parkdale General Assemblies, Parkdale
Executive Board meetings and PGRASG/MASC events
to report on staff progress as well as offer input on
Executive Board decisions.
4. Assist Parliamentarian to assess need for charter
revision.
5. Collect monthly reports from all appointed positions.
6. Provide quarterly reports to President
one week prior

to before each general assembly.


E.
Public Relations Coordinator shall:
1. Work collaboratively with the Chief of Staff and Publicist to
publicize Parkdale events.
2. Organize and coordinate Parkdale events (excluding
general assemblies and elections.
3. Organize subcommittees to coordinate Parkdale events
(excluding general assemblies and elections).
4. Work the S.G.A. Treasurer to coordinate fundraising
activities/awareness.
5. Establish themes for quarterly general assemblies.
F.
The LGBTQ Student Outreach Liaison shall:
1. Serve as the official Parkdale liaison among committees
and organizations addressing the issues and concerns of
LGBTQ youth and their allies.
2. Develop, deliver and evaluate a program for heightening
awareness of LGBTQ issues and those students impacted
by them.
3. Plan and coordinate events that educate students about
LGBTQ youth along with G.S.A.
4. Take an active role in promoting a respect for diversity
and cultural competency.

ARTICLE X.
QUALIFICATIONS, ELECTIONS, AND TERM OF OFFICE
SECTION 1

The qualifications for an elected officer of the S.G.A. shall be:

A. Each candidate for President of the Executive Board must be a rising junior
or rising senior and have been an active member of the Student Government
for at least one (two semesters) full year unless otherwise delegated by the
S.G.A. advisor.
B. All candidates of the Executive Board must have a 3.0 G.P.A. and candidates
for Class must have a 2.5 G.P.A.
C. The student body President must be a rising junior or rising senior unless:
1. He/she is succeeded by a Vice President who is not a junior or senior.
2. There are no rising juniors or rising seniors qualified or willing to run
for the position.
D. All candidates for office must have attended at least one (1) General
Assembly meeting.
E. All candidates are required to submit 35% of the student body
corresponding to their office signatures that support their campaign.
F. Unless preapproved by advisor, candidates for Class President and Vice
President must be enrolled in the Student Government course during term
of office.
SECTION 2
A. All regular elections shall be performed by the student body prior to the
candidates official term of office.
B. All candidates must present a speech during election.
C. All officers shall serve a term (equivalent to one school year) from the time
the newly elected President takes office.
D. All candidates running for any position must follow any other guidelines
listed in the S.G.A. of Parkdale High School Officer Election Packet.
ARTICLE XI.
REMOVAL AND IMPEACHMENT
SECTION 1

A. Hearing Committee

1. The impeachment of an officer shall occur when a petition from a student or


faculty member is submitted to the Executive Board.
2. Upon the filling of the petition, the Executive Board and advisor shall
investigate the charges for confirmation.
3. After investigation of the charges, a Hearing Committee shall be held.
Members of the hearing committee are selected by the Executive Board and
the S.G.A. Sponsor. Officers of the S.G.A. are not allowed to vote at the
hearing.
4. After the hearing, the Hearing Committee shall vote on the removal of the
officer, which shall require a 2/3 vote.
B. Grounds for instant Impeachment

1. On a semester basis, any officer who misses 3 Class meetings or 3 General


Assembly meetings, without prior approval from the Sponsor or without an
excuse, shall be impeached.
2. Any officer whos G.P.A. falls, Class Officers below a 2.5 and Executive Board
below a 3.0, shall be impeached.
3. Any violation of the Student Code of Conduct that is grounds for suspension is
grounds for impeachment.
4. Officers shall be impeached if their work is deemed inadequate by their class
Sponsor or S.G.A. Adviser (at least 40% corresponding signatures of the
corresponding body of officer.) Impeachment shall be decided from 2/3 votes of
Executive Board and S.G.A. Class Sponsor/ Adviser.
C. Replacement
1. President: when the office of President becomes vacant prior to a regular
election, the Vice President shall become President and the Treasurer shall
become Vice President.
2. Secretary: when the office of Secretary becomes vacant, the Executive Board
shall fill the position by appointing a candidate who is not an officer.
D. Grounds for instant removal of office
1. Any Executive Board elected officers who cannot complete a full year term of
the Student Government Class, during the year of their term, will be
immediately removed.
2. Any officer that is expelled will be removed.
ARTICLE XII.
AMENDMENTS
SECTION 1
All amendments to the constitution must be approved by at
least one of the following:
1. A 2/3 vote from the Executive Board.
2. The SGA and Class Sponsors.
3. A 2/3 vote in the General Assembly.
4. The Chief Executive Administrator and Principal of Parkdale.
5. 50% +1 of the Executive Class

The revised copy of the constitution must be submitted to the

Parkdale SGA is at the discretion of the SGA Advisor.
