The Division is pleased to report that the pupils have gained Average Mastery on the
different skills tested with its Division performance at 45.18%.
All public schools, but one, (96% of the 28 schools) gained Average Mastery descriptive
ratings for their respective school averages. The highest school average of 58.55% was posted by
Pacol Elementary School.
Pacol ES is also one of the two schools who got a descriptive rating of Moving Towards
Mastery after obtaining 75.67% rating in Mathematics. The other one is Jose Rizal Elementary
school who obtained 68.83% in Science. Looking across the different skills and subjects tested,
88% obtained Average Mastery.

Putting aside the ranking of the 13 divisions, SY 2008 - 2009 average of 53.14% is the
2nd highest for the past four years. Only 1.68% shy from last year’s performance. Still, Average
Mastery was gained by this division.
In the schools’ averages, 6.9% (2 of 29 schools) acquired above 75% rating. Jose Rizal
ES and Mabolo ES gained 79.49% and 79.32%, respectively. Seventeen out of 29 schools or
58.62% obtained performance levels above 50%.
Six schools or a total of 12 subjects among schools had above 75% rating. The highest
percentage is 87.61% of Mabolo ES in Mathematics. Majority of the schools got above 50%
averages across the subject areas tested in Grade VI.

The Year II performance climbed up the ranking among 13 divisions from 4th to 3rd after
gaining a 2.49% increase from 44.77 last year to 47.26% this year.
Naga City is unfazed in the top spot for the past 3 years now. This year’s result (67.16%)
showed that Naga City increased by 1.07% over the previous year (66.09%) though 4.23% shy
from 71.39 in 06-07.
Naga City even extended the margin over the second runner today than two years ago,
from 3.93% to 4.99%.
ELEMENTARY
Naga City Division continued to be in the top spot although, the results is sliding down
for the past three years. From 73.05% (06–07) to 69.49% (07-08) or -3.56 difference to 59.43
(08-09) or -10.06 from previous year or 13.62% from 06-07 to 08-09.
All divisions have decreased their performance this year (08–09) over the previous year
(07-08).
SECONDARY
Naga skid back to an average below 50% today and dropping likewise our ranking to 4th
spot. Naga City was in the top spot in 05-06 although having an average of 48.16% only.
Maintained the ranking in 05-06 while making up to 52.86% in 06-07. A decrease of 0.86
in the succeeding year’s result to 52% made us in the number 2 spot in 07-08, but further skidded
to rank 4 when we fell to a mere 1.02% short to reach the 50% mark.
Although we are ranked 4, we are just 1.81% shy to Legaspi City who is in the top spot.
ELEMENTARY LEVEL
The results showed only 2.54% increase over the previous year from 59.07% to 61.99%.
The following table shows the school that have above 75% performance in different
subject areas:
Twenty-one schools had increased their respective performances. Ten of them had more
than 5% increases, namely: D. Abcede ES, Grandview ES, NCS I Panmicuason ES, Sabang ES,
Carolina ES, Morada-Ramos ES, Pacol ES, San Isidro ES, and RVMaramba ES.

Four out of seven subjects had increased performances with Mathematics having the
greatest increase with 18.64%. Science, MSEP and HEKASI followed with 5.88%, 4.596% and
2.05% respectively.
In Mathematics, only three schools did not surpass their previous performance while San
Isidro Elementary School had the highest increase across all subject areas and grade levels with
52.12% in Mathematics 3.
Hereunder is the table for the increase or decrease of the schools’ performances in the
Division Achievement Tests.
SECONDARY LEVEL
Six out of the 8 schools two schools got an average above 50% although no school
reached above the 75% mark.
All schools surpassed their previous performances except Sabang with a very minimal
0.04% decrease. Two schools have over 10% increases over the previous year (CSNHS and
Tinago HS). The rest are within the 5% increment.
Division average showed that all subjects gained an increase except in Mathematics with
a decrease of 4.41. More than 10% was added in MAPEH (13.29) and Science (12.21) over the
previous year. TLE earned 6.52 while the rest are within the normal increment.
