In your letter, you enclosed an April 29, 2014, settlement agreement between the City of Holyoke and former City Solicitor Heather G. Egan and you referenced a March 17, 2015, resolution of the City Council to ask this Office to conduct an independent investigation of the settlement “to make sure that there was nothing unethical, illegal, or improper.” ‘Unfortunately, this Office is not able to undertake the type of investigation the City Council requests. The settlement agreement on its face does not appear unusual and your letter does not suggest what legal provisions, if any, the agreement may have violated. If the City Council has additional facts not apparent in these materials that it believes might demonstrate a violation of the state conflict of interest law, Chapter 268A of the General Laws, the Commission may wish to contact the State Ethics Commission and file a complaint.
