Response to Interventions_Personal Graduation Plan
Purpose
Use this procedure for all decisions involving instructional and behavioral interventions for
students documentation through the RTI/PGP Intervention Platform.
Objectives
Perform this procedure when a response to intervention/personal graduation plan is required
for a student.

Introduction
Response to Intervention, more commonly referred to as RtI, is a general education initiative
and model of service delivery. At the elementary level the goal is to identify and prevent
possible risk for behavioral or academic failure. At the secondary level the goal is to reduce
and eliminate already existing deficits.
RtI is the practice of providing high quality instruction and intervention matched to student
needs while using learning rate over time and level of performance to make important
education decisions.
The instructional approaches used within the general education setting should result in
academic and behavioral progress for the majority of students. However, approximately 1020% of students will need more intensive support.
To ensure that appropriate instruction directly addresses students academic and behavioral
difficulties in the general education setting, Houston ISD uses a three-tiered approach.
Included are layers of increasingly intense intervention responding to student-specific needs.
Tier one refers to the core instruction and interventions that are implemented in the classroom
by the general education teacher. This use of high-quality core instruction aligned with the
Texas Essential Knowledge and Skills is a crucial foundation of the RtI instructional model.
Tier two provides targeted and specific acceleration interventions for students whose academic
performance or behavior lags behind the norm for their grade and educational setting. The
interventions are provided within the school day and can take the form of push in, pull out or
an elective class. Research has shown that approximately 5-10% of students will attain
success from this level of intervention.
However approximately 1-5% of our students will need more individualize, intensive support in
the form of Tier three intervention. In elementary grades, students will progress through Tier
two before they reach Tier three, but in secondary grades, data may show the need to
immediately place students into this more intensive level of accelerated support.
It is important to note that ALL students receive Tier One support at ALL TIMES. Tier two and
three are in ADDITION to a students tier one, core instruction.
In HISD the campus-based Intervention Assistance Team or IAT, is the data-analysis team that
reviews building-wide academic assessment and instructional data. This IAT is also the
collaborative team that supports teachers in making student-specific instructional decisions.
Students that fail to respond to the tier three intervention may be considered for Section 504 or
special education. It is the role of the IAT to determine those students who are in the most
need for Section 504 or special education evaluation

Starting in the 2011-2012 school year, all decisions involving instructional and behavioral
interventions will be documented on Chancery through the RtI Intervention Platform. This
platform will allow educators the ability to record their observations, their interventions and the
students progress online so that if a student transfers to a different HISD campus, the records
are housed within Chancery and easily accessed by the receiving campus. This process will
ensure seamless delivery of successful interventions. For those cases that warrant a referral
for Section 504 or Special Education evaluation, the data documented in the Chancery RtI
intervention Platform will be required as part of the referral process.

Procedure
All decisions involving instructional and behavior interventions will be documented in Chancery
through the RTI/PGP Intervention Platform. Since Response to Intervention documentation
meets the criteria required by Personal Graduation Plans (PGPs)-the platforms have been
merged.

The RTI/PGP is divided into several sections. The top section contains demographic data,
special population indicators, followed by the students current class schedule, academic data
and health results.

The customization provides the ability to add interventions strategies in areas such as
academic, behavior, attendance and accelerated/alternative academic options. To ensure that
appropriate instruction directly addresses students academic and behavior difficulties in the
general education setting, Houston ISD uses a three-tiered approach.

Remember that approximately 80% of students respond to Tier I interventions. However for the
20%, the Intervention Assistance Team will document the Tier II intervention that was
employed and the assessment data to show if the intervention was successful.
