Public Officials and Employees

What is the basic policy of government


concerning employee conduct and
discipline?

PUBLIC OFFICE IS A PUBLIC TRUST .


Public officers and employees must at all times:
Be accountable to the people
Serve them with utmost
R responsibility
I - integrity
L - loyalty
E - efficiency

Act with patriotism and justice


Lead modest lives

What is our primary


obligation?
We are obliged to prove that we are deserving
of the peoples trust.

Why?
Because trust forms the basis of our
employment and tenure in public
service. Once this is broken, we as
well as other government officers and
employees are held liable.

Then what?
We are answerable for our misconduct to the
people for whom the government derives its
powers.

What else?
The peoples taxes sustain our salaries
and other benefits.

Why is that?

1. Because we are mere custodians or stewards of public office.


2. We cannot hold on to our public positions as we please.
3. We must live by the rules, regulations, norms, conduct and discipline that are at all
times expected of public servants.
4. Public interest comes first and foremost, rising well above personal goals.

Norms of Conduct of
Public Officials and
Employees
Every public official and employee shall
observe the following as standards of
personal conduct in the discharge and
execution of official duties

Commitment to
Public Interest
Uphold public interest over and above
personal interest.

Professionalism
Perform and discharge duties with
excellence, professionalism, intelligence
and skill.

Justness and Sincerity


Remain true to the people at all times;
do not discriminate anyone especially the
poor and the underprivileged; and respect
the rights of others.

Political Neutrality
Provide service to anyone without unfair
discrimination and regardless of party
affiliations or preference.

Responsiveness to the
Public

Extend prompt, courteous, and efficient service


to the public.

Nationalism and
Patriotism
Be loyal to the Republic and to the Filipino
people.

Commitment to
Democracy
Commit one self to the democratic way of
life and values;
maintain public accountability;
uphold the Constitution;
and put loyalty to country.

Simple Living
Lead modest lives appropriate to their
positions and income.

Rule 2: POLICY ON
NEPOTISM

- No appointments shall be issued to a


relative of the appointee within the 3rd
degree of affinity or consanguinity.

- In case of marriage between officials/


employees of the same OBS, the
supervisor concerned shall recommend for
a transfer of at least one of the subject
officials/ employees.

Rule 3: CONFLICT OF INTEREST

- Not to engage, directly or indirectly, to

acts such as: entering into contract with


DSWD; participate in any official action
which will benefit his/her immediate
family or relatives

- Not to receive tips or other remuneration


for assisting or attending to parties
engaged in transactions

Rule 4:POLICY ON GIFT GIVING,


ACCEPTING OF GIFTS, DONATIONS
AND SPONSORSHIP
In general, DSWD shall follow
a no gift policy

Rule 5: POLICY ON PUBLIC


DISCLOSURE
- Shall make official information available
for public knowledge, scrutiny, copying or
reproduction, but still subject to
conditions.
- Documents and papers exempted from
disclosure e.g. confidential

Rule 6: POLICY ON WHISTLE


BLOWING
- Encouraging reporting of malpractices,
corruption and other protected
disclosures
- Protection and rights of whistleblowers.
- Remedies and administrative sanctions

Rule 7: RECEIVING AND HANDLING


COMPLAINTS
- No DSWD personnel shall be removed
nor suspended except for cause as
provided by law and after due process
- Any complaint against any officer or
personnel of the Department shall be
initiated by a verified complaint, or
supported by necessary evidence.

Rule 8: INCENTIVES, REWARDS AND


RECOGNITION
Examples of incentives and rewards given to
DSWD employees:
1. Local and foreign scholarship grants
2. Attendances to conferences on official time
3. Awarding of citations like trophies, plaques or
appreciation or certificates
4. Membership to professional organizations

Rule 9: PENALTY AND SANCTIONS


- Any deviation/ violation shall be
subject to appropriate sanctions in
accordance with the civil service law
and rules.
- The verified complaint shall be referred
to the DSWD Resident Ombudsman for
appropriate action.
