RAB connection measurement per cell


Overview
The CN in CS domain initiates the radio access bearer setup procedure by sending a RAB ASSIGNMENT REQUEST message to the RNC.
After receiving the RAB ASSIGNMENT REQUEST message, the RNC selects an appropriate cell, allocates resources, and performs
admission control based on the information in the message (such as service type, QoS, and priority), the traffic load of the system,
and the networking strategy (such as DRD). The requirements of high-priority users are met preferentially(That is, when the
resources are insufficient and the UEs with low-priority cannot set up the RAB, the RNC sends to the CN a RAB ASSGNMENT
RESPONSE message if the queuing algorithm is enabled, indicating that the RAB is in the queue to wait for resources).If the
admission of the RAB succeeds, the RNC starts the Iu transport connection setup procedure, the Iub radio bearer setup procedure,
and the Uu radio bearer setup procedure. At last, the RNC sends to the CN a RAB ASSNMENT RESPONSE, indicating whether the RAB
setup is successful.
If DRD is enabled during the RAB setup, the RAB setup measurement is performed on the DRD target cell. Otherwise, the RAB setup
measurement is performed on the DRD source cell.

Measurement of CS RAB assignment modification per cell


Overview
If the parameters, such as QoS, of a CS service are changed after the RAB is set up, the CN sends to the RNC a RAB
ASSIGNMENT REQUEST message. After receiving this message, the RNC initiates the RAB modification procedure. If the
RAB modification succeeds, the RNC sends to the CN a RAB ASSIGNMENT RESPONSE message indicating that the RAB
modification succeeds. If the RAB modification fails, the RNC sends to the CN a RAB ASSIGNMENT RESPONSE message
indicating that the RAB modification fails.
